Study on the Chinese cabbage producers' using patterns about a new variety of seed (배추 생산자들의 신종자 이용 행태에 관한 연구)

  • Chinese cabbage is a staple food to Korean, which has the high degree of self-sufficiency and worldwide breeding technique in the aspect of seed. However, the producers' competitiveness has been decreasing after the agricultural product market was open. In order to cope with this problem, the government introduced some policies for promoting seed industry in 2007 to reflect producer's needs for high quality seeds of Chinese cabbage. These policies will be a good opportunity for producers to secure and promote the producers' competitiveness against low-price importing Chinese cabbage. In this aspect it is very important to know how well these policies are established and what Chinese cabbage farmers want in regard to a new variety of Chinese cabbage seed. This study was carried out to look over the Chinese cabbage producers' using pattern about a new variety of seed and show some directions for efficient way of diffusion of a new variety of seed to producers using a survey research. The main results are as follows. The producers thought the characteristics of a new variety of seed most important factor compared to other factors such as the seed price, and easiness of cabbage sales when they choose a seed. Also, the 65% of respondents were willing to accept a new variety of seed and thought the government support for an exhibition field and diffusing public information about a new variety of Chinese cabbage seed are important in accepting a new variety of seed.

  • A new variety, Geranium koraiense var. hallasanense B.-J. Woo & S.-J. Park, is described here from Jeju Island, Korea. The new variety is distributed only in Jeju Island, and readily distinguished from the other varieties of G. koraiense by its shape of radical leaf division, rounded or undulate petal apex, glabrous petal veins, densely pubescent stems, and stylar portion pubescent with trichomes in basal 1/4 portion. A key to the varieties of G. koraiense is provided.

  • The National Forest Seed and Variety Center aims to write a manual for cultivation and characteristic inspection of new seed varieties in Korea, serving dual purposes. The first is the enhancement of the test guidelines, particularly the distinctness, uniformity and stability (DUS) test, for new seed variety, where research and examination are conducted based on the test guidelines. However, if the crop-specific test guidelines are initially reorganized, the details are unclear. Therefore, it seeks to maintain a written record to prevent confusion when the person in charge is changed. The second is to encourage the development of new varieties. By incorporating general characteristics and cultivation techniques in the manual, it seeks to encourage breeders to develop new varieties. Additionally, it serves as an important chronological record of the creation process, thereby helping future manual authors. This article introduces the current status of new plant variety protection and outlines the significance of creating a manual for cultivation and characterization of Actinidia arguta for screening new varieties.

Introduction of Plant Variety Protection Right and Plant Patent System of Ornamental Crops in U.S.A (미국 화훼류 품종보호제도 및 식물특허 운영실태)

  • This paper outlines the system and operation of plant variety protection right and plant patent of ornamental crops in USA to guide for application of new varieties developed in Korea and to use for national examination of applied variety from USA. The Plant Variety Protection Act(PVPA) in USA is given as PVPR to the developers of new variety for the seed propagating crops and tubers and provides as plant patent for asexually reproducing crops. A certificate of PVPR and plant patent is awarded to an owner of a variety has shown that it is new, distinct from other varieties, genetically uniform and stable through successive generations by official evaluation without the growing trial. The term of protection for plant patent and PVPR for most crops is 20 years but 25 years for trees, shrubs, and vines. The application of ornamental variety in USA is mostly for plant patent. The application of ornamental crops accounted for 87% of total applications for plant patent. The ratio of new variety applications for plant patent from national and foreign countries is not significant differences.

Prospect of new variety breeding of Italian ryegrass in South Korea

  • The objective of this study was to know prospect and present state of new variety breeding of Forage and Grassland in South Korea. The industry of forage in Korea is going up to expend through utilization of good quality forage, Italian ryegrass, forage corn and oat rather than rice straw. Especially, since 2007, Italian ryegrass(IRG) had been very important major winter forage crop in South Korea and developed 13 varieties including very early maturity variety (three varieties), early maturity variety (three varieties), medium maturity variety (one variety) and late maturity variety (six varieties). But the disadvantage of Italian ryegrass was weak winter hardness and drought but has good advantage of forage nutritive value, high-yielding and high sugar content, and like livestock as like hanwoo, dairy cattle, goat so on. The Ko-variety (Korea developed variety) of Italian ryegrass has high cold-tolerant and adaptability more than any other country developed variety, and expend to cultivation area from southern area (below Daejeon) to middle-northern area (upper Han river). Although the cultivation area of Italian ryegrass of South Korea was 21,700 ha in 2007, right now, that of Italian ryegrass is about 123,600ha due to expend cultivation area and know famer to good forage crop and have a various maturity varieties (very early, early, medium, late) according to local situation (before-crop harvesting stage or double cropping system). The seed market of Italian ryegrass in South Korea becoming extended to around 100 million Korean won and seed export get nearer to foreign country. We are going to develop of new variety for stress tolerant and high yield and quality forage variety, good adaptability to the Korean environmental conditions including reclaimed area, make self-sufficiency system for forage seed (Italian ryegrass), export our seed to foreign countries.

"Milling Recovery of Rice at Local Milling Plants" (임도정공정 미곡 도정실태)

  • This study was carried out to investigated the actual state of rice milling at local milling plants and to find out sources for elevating their milling recoveries in both quantity and quality. At 36 local milling plants located in Gyeongnam and Jeonnam , milling recoveries and head rice recoveries were measured with respect to their different milling systems and rice varieties. Then, the same samples of rice were milled by experimental milling equipments at laboratory, and the two experimental results were compared in order to determine the amount of milling recovery possibly to be increased. The results of this study are as follows ; 1. Milling recoveries of rice at local milling plants were proved to have no relationship with milling systems, and were 68.1% per ent and 72.6percent on an average with new variety and native variety, respectively. 2. The milling recoveries above stated can be elevated 4.5 percent and 2.9percent with new variety and native variety, respectively, by developing and extending technologies of manufacturing and handling rice milling machinery. 3. The head rice recovery of new variety at local milling plants has insignificant differences among milling systems, and was 54.8 percent on the average. With native variety, the recovery by friction type rice polisher was 0.9percent higher than that of friction-abrasive type polisher, and was 64.9 percent on the average. 4. The head rice recoveries of new variety and native can be elevated 5.1percent and 3.9percent, respectively, by the same stimulation above mentioned.

Structural Equation Modeling on Technology Acceptance for New Variety - Case of Forage Crop - (신품종 기술수용의 구조관계 분석 -사료작물 신품종 도입의향 -)

  • This study aims to identify factors affecting the acceptance intention of cultivating a new Italian ryegrass(IRG) variety using partial least square structural equation modeling(PLS-SEM) and find priority to maximize the acceptance intention of new IRG variety using importance-performance matrix analysis(IPMA). The data were collected on a seven-point Likert-type from 188 farm households located in Korea central region for two months. As a major result of PLS-SEM, expected effect significantly affected acceptance intention. The IPMA also showed expected effect should be considered as the most important factor to improve the acceptance intention. This study suggested the new technology distributors should scientifically prove and actively promote the effects such as increase in farm income, productivity improvement, labor saving and management efficiency caused by planting new IRG variety.

Legal Aspects for Quality Evaluation Standard of Plant Variety and Seed (식물 품종 및 종자의 품질평가 기준에 대한 규정현황)

  • There are some international standards and organization controling the quality characteristics of varieties and seeds such as UPOV, OECD, ISTA, AOSA. The National List system to check variety performance such as quality characteristics of plant varieties and seeds was established by each countries. The UPOV (International Union for the Protection of New varieties of Plant) regulates the requirement of plant variety protection that is distinctness (D), uniformity (U), stability (S) (here in after called DUS), Novelty and Denomination, and some quality characteristics are used to examine the requirement of plant variety protection by each crops. OECD (Organization for Economic Cooperation Development) seed scheme regulates the seed certification for seed trade between countries. ISTA (International Seed Testing Association) and AOSA(Association for Official Seed Analyst) regulates the seed analysis standard and methods. Most of the countries in Europe has the National List system, which check the value for cultivation and use(VCU), that is to say, variety performance such as yield, quality and stress to environment. All the seeds should be enlisted in the National List before sell the seed in their country. All the quality characteristics checked variety performance are for instance, amylose and amylopectin content in rice, molting quality, $\beta$-glucan, protein in barley, protein and sugar content in soybean, sugar and amylopectin content in corn etc. Conditions for the protection of new variety of plant are DUS. Quality characteristics may be the important characteristics and used to check DUS in crop by crop. It is very important to develop a new characteristics and establish standard method fur examine the VCU and DUS test for each crop.

Growth Characters and Productivity of New Italian Ryegrass (Lolium multiflorum L.) Variety ″Hwasan 103″ (이탈리안 라이그라스 신품종 ″화산 103호″의 생육특성과 수량성)

  • "Hwasan 103" is a new cold-tolerant Italian ryegrass(Lo1ium multiflorum L.) variety developed by theNational Livestock Research Institute(NLR1) in 1999. To develop a cold-tolerant variety of Italianryegrass(Lo1ium multiflorum L.), cold-tolerant clones survived under - 13 - - 14$^{\circ}$C of minimum average airtemperature(MAAT) in January were selected at Hwachun, Kwangwon Province in 1995. Five clones ofselected clones were polycrossed for seed production by NLRI, RDA in 1996."Hwasan 103" was diploid variety, green in leaf color and broad in flag leaf width. Also it hassemi-prostrate and medium growth habit in late autumn and in early spring, respectively. "Hwasan 103" wasexcellent in lodging tolerance at harvesting time. First heading date of "Hwasan 103" was 14th May, it wassimilar to that of Marshall. Expecially, "Hwasan 103" survived about 50-70% under - 10- - 12'C ofMAAT in January, so it could be cold-tolerant variety that can be safely cultivated in regions higher than -9$^{\circ}$C of MAAT in January. Compared with Marshall "Hwasan 103" showed 3% higher fresh yield (57.8MTper ha) and it showed 2% higher dry matter yield (11.OMT per ha). Development and Characterization of New Alfalfa Variety 'Alfaking'

  • A new variety of Alfalfa (Medicago sativa L.), named 'Alfaking' was developed between 2015 and 2023 at the Grassland and Forages Division, National Institute of Animal Science, Rural Development Administration, Cheonan, Republic of Korea. The variety was produced through artificial hybridization, with 'Paravivo' serving as the maternal line and 'WL514' as the paternal line. 'Alfaking' underwent field tests across four regions (Cheonan, Pyeongchang, Jeongeup, and Jinju) to evaluate its agronomic characteristics and forage production over two years (2022-2023). The dry matter yield of 'Alfaking' reached 22,516 kg/ha, which is 11% higher than the control variety, 'Vernal.' 'Alfaking' exhibited 2.1% higher crude protein content than 'Vernal' in forage nutritive value. The development of this new alfalfa variety, which exhibits excellent adaptability to challenging environmental conditions, is expected to enhance forage cultivation and productivity in Korea.
