This study aims to extract improvement measures in rural new town planning by selecting two similar new towns; Jang-seong rural new town and Hwa-soon rural new town in terms of size of town and population. To carry out this study, field survey is implemented and research articles and papers are examined. Based on this study, four major issues are drawned as follows ; Firstly, the location of rural new town is the most important criteria for the new town project to be successful and sustainable village. Site of Jang-seong rural new town which is chosen arbitrarily by local county is located unsuitable area. Secondly, compulsory facilities are dismissed in land use planning because of guidelines of the rural new town are not applied. Thirdly, the size of community centers are too big for 200 households to manage, and it can be a financial burden to inhabitants. Fourthly, rural new town project is building urban districts in rural area rather than constructing rural village, so the method of rural new town planning should be reconsidered. The central government has to supervise the rural new town project throughly by put it in more systematic approach.

New town development started in Malaysia with Petaling Jaya as a satellite town in 1953 to accommodate the rapid growing population of Kuala Lumpur. New towns have been designed in accordance with the British town planning principles, based on the modern ideal city. Nonetheless, they have constituted a regional character as they have incorporated local factors such as local technologies as well as site and climatic conditions. In the shaping of the new towns in modern cities, regulatory aspects have played important roles. The regulations decide the basic framework for planning of new town, block plan and unit plan. The ultimate goal of this study is to understand the identity of the new town planning of Malaysia. As a first step, we reviewed the local regulations, standards, and design guidelines which are applicable to the new town planning from the national land use to local plans. As a result, we categorized the guidelines into four areas: urban space, site plan, street system, block plan and unit plan. We expect this study to provide the framework of the Malaysia's new town planning from the perspective of the local regulations.

New towns have been designed in accordance with the British town planning principles, which were based on the model of a modern ideal city. They constituted a new regional character because they were developed taking into consideration factors such as local technologies as well as site and, climatic conditions. The initial goal of the new town construction and planning, which focused basically on resettling squatters, was later changed to focus on the improvement of the quality of living. This phenomenon was related to the emergence of the middle class, which had grown rapidly ever since. With the public agencies, the private sectors have played an important role in providing viable and sustainable human units of settlement that address the new design issues of new town planning. The goal of this study is to identify the identity of the recent new town planning principles of Malaysia, how they were developed over time and how they were regionalized and transformed in a cultural and regional context. For the analysis, we chose 3 new towns which are located in Klang Valley and which are representative recent projects of two major housing development companies in Malaysia. To identify the planning principles, we analyzed these projects in the viewpoint of the urban space, street system, and housing blocks and units.
Recent changes in the dynamics of national economies, market liberalization, changes in technologies and movement of capital have had a major effect on the Asian Pacific region since the early 1990's, as there has been an increasing role for foreign housing developers in those countries that experienced economic liberalization, high urbanization rates and reforms in the housing sectors. Recently the cosmopolitan cities of Indonesia attracted a global interest due to its rapid economic development and great potential of population and natural resources. New town development emerged as one of the solutions to reduce urbanization problems in Indonesia. This study aims to explore the contemporary planning principles of new town developments in representative new town projects supplied by of major housing development companies in Indonesia. We conducted case study on the new town named Kota Baru Parahyangan, which is located in outskirt of Bandung, the third biggest city in Indonesia and supplied by PT. Belaputra Intiland. As a result of this study, we can identify unique characteristics of new town development in Indonesia.

After UNECD(United Nations Conference of Environment and Development) in 1992, ESSD (Environmental Sound and Sustainable Development) is an important concept of urban planning in Korea. The introducing environmental assessment system of urban planning and the district unit planning system were representative cases. In this process, Landchaftplanung(ecological landscape planning) was introduced from Germany. This study was executed for applying ecological landscape planning to Eunpyung New Town in Seoul city, and analyzing the problem to apply this system. The process of ecological landscape planning was followed to (1) the site survey, (2) the analysis and assessment of survey data, (3) the establishing ecological landscape planning. Three master architects participated in all investigations. The major fields of them were landscape architecture, architecture, and urban planning. Master Architects helped many aspects. In conclusion, ecological landscape planning was feasible to be applied to develop other New Town in Korea. However the mediation system is very weak, if different situations are confronted with ecological landscape plan and land use plan in the operative legal framework of Korea. Thus, the legislation of mediation system is necessary for an establishment of ecological landscape planning.
공간구조가 다핵분산형으로 전환되면서 도시 간 네트워크적 연계를 통한 경쟁력 강화가 중요한 이슈로 등장하고 있다. 이에 따라 지역거점으로서의 신도시 역할, 특히 적절한 산업기능의 확보가 필요하지만 현행 신도시의 경제적 기준은 규모에 따른 일괄적 기준을 제시하고 있어 권역 내 신도시의 위상을 반영하지 못하는 한계가 있다. 이에 본 연구는 기존 신도시에 대한 네트워크 분석을 통해 신도시 유형을 구분하고 이러한 유형과 규모에 따른 경제적 자족성 계획기준을 검토하였다. 연구방법으로는 국 내외 신도시 산업용지에 대한 사례 분석 및 1, 2기 신도시에 대한 네트워크 분석방법을 적용하였다. 네트워크 특성은 다양한 지표로 나타나는 바, 본 연구는 연결중심성, 근접중심성 지표를 활용하여 신도시의 네트워크적 위상에 따른 유형을 단핵집중형, 분산집중형, 모도시종속형으로 구분하였다. 이와 같은 유형구분을 바탕으로 신도시 규모별 자족시설용지 확보기준을 재검토하였다. 본 연구결과는 지속가능한 신도시계획기준 및 택지개발업무처리지침의 개선 및 개발계획 수립 변경을 위한 자료로 활용할 수 있다.
New Seoul Town is a new town in Seoul Mapo-Gu, Which is planed by Seoul metropolitan government. There are Nanji Waste reclaimed land and Seoul world-cup stadium, which is under construction in the new town. This study is executed for urban nature conservation by assessing the biotope in the new town. The biotope map is mae by the selective mapping method, and assessing the biotope is executed by a quick method, which is originated with R. Wittig and Scheriber(1983). The assessment criteria include the period of development, area, rarity and variety of habitat condition. In the result from this study, biotope type of the new town is classified eight types, and all biotope type is valuable for nature conservation. The reason of this result is because of little natural area which is rice field, farm field, forest, swampy land, etc, except New Seoul Town, in Seoul Mapo-Gu. And so, Biotope in New A Seoul Town, must be conserved and restored in new town urban planning.
The main objective of this study is to explore methods to generate and develop its design concept of the discord generated due to this by deeply considering the existing design concept of a new town or site planning. In particular, in case when designers participate in a process of planning new town, this study aims to reveal methods generating design strategy and basic ideas for designing street furniture through cases study of projects by understanding and analyzing concept of overall space planning and by developing direction for deployment of specific designs. First, further concepts of the space planning, which decides overall flow of visual design concept of street furniture, is extracted through analyses of basic concepts of space design with doing Focused Group Interview among designers and planners. Then, by applying 3V Design Process, alternatives of the concept generation are suggested through methods of storytelling and visual language under the two approach methods of verbalization stage and visualization stage. Also its process were explored through suggestion of designs by developing each idea of the respective concepts into specific design vocabulary.
This paper presents the air corridor planning strategy based on simulation with MUKLMO_3 (Micro-scale Urban Climate Model) to investigate the wind field and air corridor caused by the land-use change of the New Town Development Area in Pan-Gyo. In the first part, the most frequently observed wind field in the New Town Development Area was measured and used as an initial value to simulate a more realistic wind field and air corridor. Several experiments with different initial values of wind fields were carried out to investigate the wind field change affected by the New Town Development. The results show the features of the wind field of the neutral stability condition in the urban canopy layer with a high resolution near the ground. The wind speed is weakened at this level due to the New Town Development. It was found that the wind field and air corridor are influenced by the land-use change. After the development of the New Town, the speed of the wind field decreased and the main wind directions and air corridor changed. In this study, this model is found to be a useful tool for evaluating air corridor and change of wind field in speed and direction.
A prototype of remodeling floor plans are proposed in this study. They are researched base on the majority floor plan type which forms 19% out of representatives 1st-Phase New Town Aged Apartment compositions. In order to examine possible scenarios of the prototypes, prototype planning model is derived from the president studies on aged apartment remodeling. The prototype plans reflect residents' preference survey and lead 6 different kinds of prototype plans regarding 3 different remodeling scenarios. Prototypes consider characteristics of multi-complex buildings and households which applicably various remodeling planning options; story-Increase remodeling, residents custom remodeling etc. The study has significance to be basic planning materials for remodeling of association and local government.
