Analysis of the Bottom-up Rural Development Project viewed from the New Institutionalism in Korea (신제도주의 관점에서의 한국 상향식 농촌지역개발사업 분석)

  • Although the bottom-up rural area development project was conceived with great expectations, the general evaluation of the project so far reveals that it does not significantly differ from projects carried out in a top-down manner. This paper examines the nature of the bottom-up rural area development project with a focus on its background, including the roles of authority and project participants. Results revealed that the project was designed to be implemented in line with the state affairs ideology of the leader in a negative position of bureaucratic society. Though the form of implementation for the project seemed bottom-up as seen in the process of the roles and authorities in supporting organizations the top-down method of implementation can be seen in the authorities and roles of the central government. It was also noticed that the private sector, designed to elicit participation of various experts, looked to be managed and controlled by public organizations. The abovementioned signifies that the Korea rural area development project has been implemented not in a bottom-up manner but rather in an ever-strong top-down manner, which means that the central government holds more responsibility for the project's results, evaluation, and discussions. Furthermore, as seen in the background of the project, policies have been implemented in a top-down manner without the confidence of the bureaucratic society. Therefore, in order to implement a proper bottom-up rural area development project, there is a need for the bureaucratic society to have confidence in the rural societies.

Object Tracking System for Additional Service Providing under Interactive Broadcasting Environment (대화형 방송 환경에서 부가서비스 제공을 위한 객체 추적 시스템)

  • In general, under interactive broadcasting environment, user finds additional service using top-down menu. However, user can't know that additional service provides information until retrieval has finished and top-down menu requires multi-level retrieval. This paper proposes the new method for additional service providing not using top-down menu but using object selection. For the purpose of this method, the movie of a MPEG should be synchronized with the object information(position, size, shape) and object tracking technique is required. Synchronization technique uses the Directshow provided by the Microsoft. Object tracking techniques use a motion-based tracking and a model-based tracking together. We divide object into two parts. One is face and the other is substance. Face tracking uses model-based tracking and Substance uses motion-based tracking base on the block matching algorithm. To improve precise tracking, motion-based tracking apply the temporal prediction search algorithm and model-based tracking apply the face model which merge ellipse model and color model.

Evaluation of Field Application of Precast Concrete-panel Retaining Wall attached to In-Situ Ground Using Field Test and Numerical Analysis (현장시험 및 수치해석 분석을 통한 원지반 부착식 판넬옹벽의 현장 적용성 평가)

  • Man-made slope is inevitable to make a new road, which may result in environmental problems as well as collapse of slope. To prevent these problems, various methods such as geogrid reinforced retaining wall, precast concrete-panel retaining wall, and so on, have been introduced and developed. Among these methods, this paper presents the evaluation of field application of precast concrete-panel retaining wall attached to in-situ ground (so called top-down) compared to the conventional construction method of precast concrete-panel retaining wall (so called bottom-up) through the field test and numerical analysis. As a result, the safety factor of both methods in final stage is similar, however, top-down method guarantees the slope stability during the construction compared to bottom-up method.

  • The purpose of state tying is to reduce the number of models and to use relatively reliable output probability distributions. There are two approaches: one is top down clustering and the other is bottom up clustering. For seen data, the performance of bottom up approach is better than that of top down approach. In this paper, we propose a new clustering technique that can enhance the undertrained triphone clustering performance. The basic idea is to tie unreliable triphones before clustering. An unreliable triphone is the one that appears in the training data too infrequently to train the model accurately. We propose to use monophone distance to preprocess these unreliable triphones. It has been shown in a pilot experiment that the proposed method reduces the error rate significantly.

  • Building construction in downtown is ever increasing with a strong demand. Top-Down Method is one of suitable construction method for its advantage in minimizing disturbance to neighborhood. Along with these reasons construction site has developed lots of new methods and materials for Time-Cost Trade-off and improving constructability. Opened Slab is one of these method which resist the horizontal force by slab and it has many merit about construction time and unity. We analyze the compression tests on opened slab for the application.

  • The gasification of biomass, sawdust, was carried out in order to investigate gasification characteristics. The experiment was performed using a down-draft fixed bed gasifier to surpass tar components generation in the gasification process. In the experiments, we investigated synthetic gas composition by varying reaction temperature, steam/carbon ratio, and excess ratio (ER), respectively. Higher reaction temperature, $700^{\circ}C$ to $900^{\circ}C$, could obtain higher $H_2$ yield. However, we could not obtain any meaning data by varying S/C ratio. Using $O_2$-LNG burner in the top of the gasifier may surpass water-gas shift reaction by increasing $CO_2$ concentration from the LNG-$O_2$ combustion reaction.

CHART PARSER FOR ILL-FORMED INPUT SENTENCES (잘못 형성된 입력문장에 대한 CHART PARSER)

  • My research is based on the parser for ill-formed input by Mellish in a paper in ACL 27th meeting Proceedings. 1989. My system is composed of two parsers:WFCP and IFCP. When WFCP fails to give the parse tree for the input sentence, the sentence is identified as ill-formed and is parsed by IFCP for error detection and recovery at the syntactic level. My system is indendent of grammatical rules. It does not take into account semantic ill-formedness. My system uses a grammar composed of 25 context-free rules. My system consistes of two major parsing strategies:top-down expection and bottem-up satisfaction. With top-down expectation. rules are retrieved under the inference condition and expaned by inactive arcs. When doing bottom-up parsing. my parser used two modes:Left-Right parsing and Right-to-Left parsing. My system repairs errors sucessfully when the input contains an omitted word or an unknown word substitued for a valid word. Left- corner and right-corner errors are more easily detected and repaired than ill-formed senteces where the error is in teh middle. The deviance note. with repair details, is kept in new inactive arcs which are generated by the error correction procedure. The implementation of my system is quite different from Mellish's. When rules are invoked. my system invokes all rules with minimal inference. My bottom up parsing strategy uses Left-to-Right mode and Right-to-Left mode. My system is bottom-up-parsing-oriented like the chart parser. Errors are repaired in two ways:using top-down hypothesis, and using Need-Chart which keeps the information of expectation and complection of expanded goals by rules. To reduce the number of top-down cycles. all rules are invoked simultaneously and this invocation information is kept in Need-Chart. This idea will be extended for the implementation of multiple error recovery system.

The Approaches of Cultural Studies to Theatre -The Limits of Theory Application- (연극에 대한 문화연구적 접근 -'이론' 도입의 한계를 중심으로-)

  • Cultural Studies built on the critical mind of New Left exposes the relationship between culture and power, and investigates how this relationship develops the cultural convention. It has achieved the new perspective that could make us to think culture and art in terms of political correctness. However, the critical voices against the theoretical premises of Cultural Studies have been increased as its heyday in 1980s was nearly over. For instance, Terry Eagleton, a former Marxist literary critic, declared in 2003 that the golden age of cultural theory is long past. This essay, therefore, intends to show the weak foundations on which the approaches of cultural studies to theatre rest and to clarify the general problem of their introduction to theatre studies. The approach of cultural studies to theatre takes the form of 'top-down inquiry' as it applies a theory to a particular play or historical period. In other word, from the theory the writer moves to the particular case. The result is not an inquiry but rather a demonstration. This circularity can destroy the point of serious intellectual investigation as the theory dictates answers. The goal-oriented narrow viewpoint as a logical consequence of 'top-down inquiry' makes the researcher to favor the plays or the parts of a play that are proper to test a theory. As a result it loses the fair judgment on the artistic value of a play, and brings about the misinterpretation. The interpreter-oriented reading is the other defect of cultural studies as it disregards the inherent meaning of the text, distorting a play. The approach of cultural studies also consists of a conventionality as it arrives at a stereotyped interpretation by using certain conventions of reasoning and rhetoric. The cultural theories are fundamentally the 'outside theories' that seek to explain not theatre but the very broad features of society and politics. Consequently their application to theatre risks the destructive criticism, disregarding the inherent experience of theatre. Most of, if not all, cultural theories, furthermore, are proven to be lack of empirical basis. The alternative method to them is a 'cognitive science' that proves scientifically our mind being influenced by bodily experience. The application of cultural materialism to Shakespeare's is one of the cases that reveal the limits of cultural studies. Jonathan Dollimore and Water Cohen provide a kind of 'canonical study' in this application that is imitated by the succeeding researchers. As a result the interpretation of has been flooded with repetitive critical remarks, revealing the problem of 'top-down inquiry' and conventional reasoning. Cultural Studies is antipodal to theatre in some respect. It is interested chiefly in the social and political reality while theatre aims to create the fiction world. The theatre studies, therefore, may have to risk the danger of destroying its own base when it adopts cultural studies uncritically. The different stance between theatre and cultural theories also occurs from the opposition of humanism vs. antihumanism. We have to introduce cultural theories selectively and properly not to destroy the inherent experience and domain of theatre.

Reconstruction of High-Resolution Facial Image Based on Recursive Error Back-Projection of Top-Down Machine Learning (하향식 기계학습의 반복적 오차 역투영에 기반한 고해상도 얼굴 영상의 복원)

  • This paper proposes a new reconstruction method of high-resolution facial image from a low-resolution facial image based on top-down machine learning and recursive error back-projection. A face is represented by a linear combination of prototypes of shape and that of texture. With the shape and texture information of each pixel in a given low-resolution facial image, we can estimate optimal coefficients for a linear combination of prototypes of shape and those that of texture by solving least square minimizations. Then high-resolution facial image can be obtained by using the optimal coefficients for linear combination of the high-resolution prototypes. In addition, a recursive error back-projection procedure is applied to improve the reconstruction accuracy of high-resolution facial image. The encouraging results of the proposed method show that our method can be used to improve the performance of the face recognition by applying our method to reconstruct high-resolution facial images from low-resolution images captured at a distance.

Evaluation of Drainage Capacity of Precast Concrete-panel Retaining Wall Attached to In-situ Ground Using Numerical Analysis (수치해석을 이용한 원지반 부착식 판넬옹벽의 투수성 평가)

  • On the construction of new roads, the cut slope is inevitable and thus has been widely applied in the mountainous area. Particularly, the retaining wall with the precast concrete panel is often selected for its higher stability and mostly constructed in bottom-up method. However, the bottom-up method results in steeper slope as 1:0.05 before constructiong retaining wall and thus causes poor compaction at backfill which may induce instability during or after the construction. To overcome this problem, precast concrete panel retaining wall was attached in-situ ground (so called top-down). This paper presents the evaluation of drainage capacity of top-down method which has impermeable layer between panel and mortar being used to increase the ability of attachment of the precast concrete panel.
