The Kanban system in Just-In-Time (JIT) production is very effective in reducing the inventories when consumption rate of the final product is relatively stable. When large fluctuations exist in the consumption rate, a new production ordering policy in which the production order quantity is determined by smoothing the demands exponentially is more suitable. This new ordering policy has not been investigated sufficiently. In this research, a multi-stage production and inventory system with stock points for materials and finished items located at each stage is considered. Approximations of average inventories at each stage in the system are derived theoretically. Numerical simulations are carried out to assess the accuracy of approximations and to evaluate the effectiveness of the new ordering policy as compared with the Kanban system. As a result, it is shown that the new ordering policy can achieve significantly lower inventory costs than the original Kanban system. The new ordering policy thus emerges as a key concept for an effective supply chain management.
Purpose - The Korean government has been promoting the New Southern Policy (NSP) prior to the onset of the COVID-19 pandemic, which damage global value chain (GVC). The purpose of this paper is to emphasize that the NSP should be developed to provide tangible support in corporate GVC adjustment, away from diplomatic activities in order to offset GVC losses due to COVID-19 and expand export capabilities. Design/methodology - Two research methodologies are combined for this paper: A computational general equilibrium (CGE) model is used to estimate the impacts of the COVID-19 pandemic and NSP on Korea's exports, and the decomposition methodology (Wang, Wei and Zhu, 2013) to evaluate the stability of GVC. The conventional CGE model was modified to obtain an estimate for decomposition. The research methodology adopted in this study was attempted for the first time, and it can be widely used in future GVC research. Findings - Results found the effects of COVID-19 reduced Korea's total exports by 27% and GVC by more than 30%. In particular, VA in Korea's exports to the NSP region was found to have a huge impact in heavy industries and textiles, and its exports to Vietnam seemed to suffer the largest loss in GVC among ASEAN countries. If the NSP is implemented properly, it appears that it could offset much of the negative impacts of COVID-19, implying the importance of the effectiveness of the NSP. Originality/value - Many papers have assessed the NSP descriptively, and the GVC has been a topic for many publications. However, the impact of COVID-19 on Korea's GVC with the NSP countries has not been quantitatively studied. This paper emphasizes that the NSP should be pursued based on the results of quantitative analysis. In addition, the research methodology of this paper can be used for other GVC research with relevant modifications.
Purpose - This paper analyzes the effect of the agricultural export market for Korea's new southern countries in consideration of logistics efficiency. In order to expand Korean agricultural exports, the logistics performance index, national income, per capita income, consumer price index, distance and FTA are included. Through empirical analysis, the impact of logistics efficiency on Korean agricultural exports is derived and measures are proposed to expand exports in the future. Design/methodology - The analytical model of this study takes into account the import demand factors of the new southern countries for Korean agricultural exports. A research model was established based on prior research based on the gravity model, which is widely used in international trade effect analysis. In particular, logistics efficiency measures the effect on Korean agricultural exports using the logistics performance index and examines the effect by deriving factors for export expansion. Findings - The main findings of this study can be summarized as follows: The higher the logistics efficiency of the new southern countries in exporting Korean agricultural products, the more directly they have an effect on expanding exports. In addition, it was analyzed that the expansion of Korean agricultural exports has a positive effect on the other countries' national income, per capita income, consumer price index, population, and FTA. Based on these results, the importance of efficient logistics management in agricultural exports has been emphasized. Originality/value - There are not many studies on the export of agricultural products by logistics efficiency. However, prior studies that have adapted to manufacturing and other areas suggest that logistics efficiency has a direct effect on exports. This study suggests that Korean agricultural products are directly effective in exporting to new southern countries in terms of logistics efficiency. This can be an important time point in recognizing that logistics capabilities are important to ensure new books and the safety of agricultural products.
Purpose: Rural tourism, as a green and sustainable new development method, has become a new economic growth point in China's rural revitalization. The current research on rural tourism has not formed a complete and mature theoretical system, especially the study of tourist satisfaction. This paper is based on the perspective of tourist satisfaction and takes rural tourism in southern Jiangsu, China as the research object. Starting from the current situation of rural tourism development in southern Jiangsu, it elaborates on the current situation of rural tourism development in southern Jiangsu. Research design, data and methodology: Through literature analysis, it is concluded that the factors that affect tourist satisfaction are divided into four major aspects: personal factors, perceived effect factors, destination experience factors, and social factors. Design a survey questionnaire from four aspects: diversity, safety, convenience, agreeableness, and draw conclusions through data analysis. Results: From the four dimensions of the survey, tourists pay more attention to the diversity, agreeableness, and convenience of rural tourism products. This requires increasing the development of tourism products and improving the richness and diversity of rural tourism products. Conclusions: Therefore, optimization measures such as continuously implementing local rural cultural construction, establishing brand effects, and increasing policy support have been proposed.
The growing U.S.-China rivalry has placed the countries of Southeast Asia in exceedingly precarious positions. The Republic of Korea (ROK) likewise has been tasked with the challenge of "navigating the waters" between deepening geopolitical divides. It is in this context that the "New Southern Policy" (hereafter NSP) has become a key word in Korea's foreign policy circles. Through NSP, ROK aims to diversify its economic and security interests by strengthening ties with its southern partners, focusing on three key areas (termed as the "3 Ps"): People, Prosperity, and Peace. At the same time, the NSP seeks cooperation with other key diplomatic agendas such as the U.S.'s "Free and Open Indo-Pacific," rendering it crucial for the overall stability of the region. Considering such strategic significance, deeper analysis of the policy is more timely than ever. A brief assessment of the policy's outcome so far, however, reveals that relatively, the "Peace" pillar has been insufficient in achieving satisfactory outcomes. Here, this paper asks the question of: 1) How can the "Peace" pillar of South Korea's New Southern Policy be strengthened? Based on an analysis on the causes of the "Peace" pillar's weakness, this paper identifies counter-piracy cooperation as a solution. This paper then proceeds to answer the next question of: 2) How can ROK and ASEAN cooperate on counter-piracy, and how can these efforts be integrated into ROK's NSP? To answer the above question, this paper conducts in-depth case studies on ASEAN's and ROK's approaches to counter-piracy and identifies specific mechanisms of cooperation. In Chapter I, the paper begins with an overview of the NSP's strategic significance and an evaluation of its "Peace" pillar. Chapter II conducts a literature review on the causes of, and prescriptions for, the weakness of the "Peace" pillar. The paper then justifies why counter-piracy may be a solution. Chapter III examines ASEAN's and ROK's approaches to counter-piracy. By analyzing the general framework and each region's cases, the paper displays the strengths and weaknesses of each region's piracy responses. Based on this analysis, Chapter IV suggests ways to incorporate counter-piracy cooperation into the "Peace" pillar of the NSP. This research bears significance in that it identifies a specific area of cooperation (counter-piracy) to strengthen the "Peace" pillar of ROK's NSP. Such identification is based on a comprehensive study into the two parties' past and current experience in counter-piracy, making it contextual in nature. Furthermore, the study suggests practical mechanisms of cooperation, and considers ways of incorporation into the existing framework of NSP. This approach differs from existing literature that failed to generate case-specific, policy-oriented solutions. The COVID-19 pandemic has exacerbated piracy issues and deepened geopolitical divides. Turbulent seas such as these call for careful navigation. When it comes to promoting "peace," the key lies in combating the pirates that sail those very waters.
Purpose - This research empirically proves the extent to which export insurance promotes Korean exports to research object countries among New Southern countries. The outcome of this research will present implications for the operations of export insurance for exports to these countries. Design/methodology - For the empirical analysis, the export equation was composed using a basic gravity model. Based on this, the determinants of Korea's exports to research object countries were analyzed. In this study, a panel unit root test and panel cointegration test were conducted. As a result of the panel unit root test, it was confirmed that the variables of the panel data are not belonging to I(0), but to I(1). As a result of the panel cointegration test, it was established that there are long-term stable relationships among all variables. Accordingly, the gravity model was estimated using original data in order to reduce the information loss caused by the first difference, in spite of individual data belonging to I(1). Findings - For the estimated results of panel OLS, the estimated coefficient of short-term export insurance was 0.56-0.64, with statistically significant results at the significance level of 1%. In addition, for the analysis results of the random effect model, the estimated coefficient of short-term export insurance was 0.59-0.64%, with a statistically significant result at the 1% significance level. This could indicate that Korean export insurance has positive influences on export promotion to New Southern countries. Originality/value - The research implies that export insurance has a 4.1 to 4.7 multiplier effect in expanding exports to the New Southern countries for Korea. This research has intensively analyzed the effects of export insurance on the promotion of exports to a selected area by a government foreign economic policy, which is the originality and value of this paper.

This study reviews how an aging society can be connected to the urban-built environment, transportation system, infrastructure, and climate change topics from the perspective of policy and innovation in science and technology. Each topic was described with the aging society that we will encounter in the near future. Based on the expected discussions, we suggested how policy and technological innovations may interact with the new emerging society. Especially, digital transformation is expected to hyper-connect the aging society beyond physical barriers where numerous policies and innovations in science and technology shed light on the elderly population. We observe, however, that this cannot be achieved only by the government sector; rather, municipal governments and local communities, as well as private sectors, all together need to prepare for the new society of the aging population. Furthermore, an ideal approach is to accommodate multidisciplinary studies that can address the policy and technological innovations simultaneously and collectively. By doing so, we can minimize the negative impacts when an aging society approaches.

For at least 14 years after the publication of minimum permissible exposure limits that would largely eradicate industrial deafness, statute legislation in Queensland remained unchanged and ineffective. Industrial deafness continued to occur. New legislation, introduced in 1989 and amended in 1993, and based on a duty of care responsibility incumbent on all, may remedy this situation. The new legislation is examined and comments are made about the values inherent in the new approach. It is concluded that public policy strategists may increase the likelihood of success of they ensure that the duty of care provisions (together with the general provisions of the Act) are backed up by innovative complementary economic, financial and marketing incentives.

Over the past few decades, globalization has been shifting economic power upward to transnational actors on the one hand, and downward to subnational or regional spaces on the other. This phenomenon has resulted in the centrality of territorially delimited subnational regions acting as critical loci of economic governance within a complex and globally distributed value chain of trade and service flows. Within this broader context of industrial restructuring are economic regions that span national borders in their collective assets. The paper focuses on investigating the economic competitiveness and productivity of cross-border (or binational) economic regions. Using the conceptual framework of economic clusters, an econometric model that measures proxies of geographic proximity of firms in the life sciences cluster, and a new binational economic model, the paper examines the key characteristics, potentials and constraints of economic competitiveness and productivity in a cross-border region comprising counties in Western New York and regional municipalities in Southern Ontario. The findings demonstrate the direct and indirect benefits of closer cross-border economic cooperation. The paper then concludes with some policy observations about leveraging cross-border economic clusters for strategic industrial cooperation.
The objective of this study is to introduce the characteristics and establishing process of national regional policy for the sunbelt developmentr initiative of the southern coastal area in Korea. Discussion on the development of southern coastal area of Korea with some members of the Korea Society of Future Studies began in the early 1990s, and its discussion was continued with the activities by the Committee on Regional Unity of the Grand National Party and Namhaean Forum. The sunbelt development initiative was selected as one of the major commitments of the Grand National Party in the 17th presidential election of Korea. Since the launching of the Lee Myung-bak government, the Presidential Committee on Balanced National Development made a comprehensive plan for sunbelt development of southern coastal area(CPSD), and this plan was confirmed by central governmental planning in May 2010. CPSD is meaningful in terms of the fir first national regional planning and legal plan in Korea. The target year of CPSD is 2020, and some projects by CPSD started in 2010. However, there are many negative views that CPSD will not be going too well. Therefore, new efforts and roles of geographers who participated in the process of planning of CPSD are required for the success of CPSD.
