To protect air pollution of urban area from motor vehicles, emission limits for diesel vehicles have been dramatically lowered in short period. But recent studies have shown that on-road NOx emissions of light-duty diesel vehicles are considerably higher than the values measured with laboratory test procedures used for emission certification. To tackle with this issue, Ministry of Environment have a plan to introduce EU RDE-LDV (Real-driving Emission-Light-duty Vehicle) regulation. In this study, 4 Euro 6 diesel vehicles have been tested with the new test procedures published by EU to estimate on-road NOx emissions using PEMS (Portable Emission Measurement System). The results have shown that the requirements of EU RDE-LDV could be met in driving condition of metropolitan area for constitution of test routes and validity of test results. In analysing with Moving Averaging Window method the completeness and normality of test data were validated with the requirement. On-road NOx emissions were quite deviated as test vehicles and higher than the new limit of on-road NOx emission enforced from Sept. 2017, which means that RDE-LDV can effectively reduce NOx emission of diesel vehicles in real driving conditions of Korea.

Before some experiments were carried out with analog bandpass filter which used for filtering the noise included in sound source signal. And this filter was constituted by condenser, register and operational amplifier. Hut these elements made the phase characteristics to differentiate in each sensing channel and cause a little of measurement error. We made new measurement system that was substituted digital filter for the analog filter in order to develop the optimal system which could find the time delay between each sensors with high accuracy. This paper describes the new system's constitution and the function of each parts. Specially three digital filters were designed and applied to the digital signal processing Part. And a series of experiments were carried out with the source＇s distance 9.53meters and the random bearing interval within the limits of $0^{\circ}$ ~ $180^{\circ}$. As a result, we have recognized that the accuracy of measurements were differentiated by the methods what kind of digital filter were adopted. And we have confirmed the facts that IIR LPF was suitable for sound source's bearing measurement and FIR LPF reduced the range measurement error.

The Customs Administration, unlike other administrative service, should respond to constantly changing external environment. The Customs has to actively adapt itself to government policy changes, economic changes and international environment changes to facilitate the flow of trade logistics and maintain trading relations wi th other countries. The purpose of this paper is to explain policy directions of the Korea Customs Service which enforces various policies related to tariff and non-tariff barrier elimination for the trade liberalization while the Korean government is pursuing FTAs on a multi-track basis. This paper aims to seek ways to apply FTA policies to the Korean society and economy in a smooth manner. First of all, this paper examines changes in Customs administration brought by the proliferation of FTAs to such areas as FTA negotiations, import/export management, duties and taxes collection, drawback reduction/exempt ion of duty application area of preferential tariff rate and country of origin management. Then, the paper sets FTA missions of "supporting Customs Administration to lead the new trend of free trade environment" after analyzing the environment changes. To achieve the FTA mission mentioned above, the KCS designated 4 strategies and 40 implementation tasks. The 4 strategies are named "4C Strategies" taking initial letters from Client-oriented, Customized procedures, Cooperation and Constitution. "4C" also refers to Foresee(strategies to foresee the successful establishment of FTA policies) or For C(Customer or Customs). The KCS will continue to create new tasks through various channels and monitor their implementation process, and to help FTA regime successfully take root in Korea.

In the case of domestic medical device advertisements, it is possible to proceed with the advertisement after medical device certification, and pre-deliberation is possible based on the medical device technical document. However, there are some medical device advertisements that stakeholders in administrative procedures have no choice but to misunderstand in customs and laws that do not consider users. In addition, medical equipment and the pre-deliberation system were judged to be unconstitutional, and unconstitutional decisions were made in accordance with the principle of prohibiting pre-censorship based on the Constitution. This is because in domestic medical device advertisements, structural contradictions and user damage occur in the central structure of each stakeholder. It is necessary to reestablish stakeholder relationships, increase water solubility from customs and laws, and seek new policy proposals. In this study, we reestablish relationships with stakeholders by applying the Autopoiesis theory, and present the grounds and directions that can prevent hype and misidentified advertisements through the establishment of user-centered policies, and the measures to be taken by the Constitutional Court unconstitutional decision.

After defeat in World War II, Japan's Peace Constitution committed the country to forego the acquisition of offensive military capabilities. However, in the midst of the post-cold war period, Japan began to change its security posture in line with the so-called 'normal state theory', which called for a more robust defense posture and expanded security activities. The second Abe administration promoted these security policies by issuing a National Security Strategy as well as a new National Defense Program Outline(NDPO) in 2013 and by establishing new security institutions such as the National Security Council. The Abe administration also adopted the new concept of a 'Unified Mobile Defense Force' in the 2013 which replaced the 'Dynamic Defense Force' as a new criteria for the Self-Defense Force's acquisition of military capabilities. In this new concept of military capabilities, the Ground Self-Defense Force is planning to replace existing divisions with mobile divisions and to form 'Amphibious Rapid Deployment Bridge' for the first time in 2018, which has long been taboo in Japan. Japan has experience a Marine Corps in the past. Likewise, an offensive changes in the military strategy can change the spectrum of strategy and 'Amphibious Rapid Deployment Bridge' plays a big role in this. Furthermore, Japan is increasing the Coast Guard's budget and capabilities in preparation for contingencies around the Senkaku islands (called the Diaoyu in Chinese). The South Korea navy should utilize Japan's changing security posture to deter immediate threat such as North Korea's military provocations and potential enemy threat such as China, Japan, Russia.

This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.

It was introduced article 26 (Restriction on Hours Provided for Internet Games in Late Night Time) of Juvenile Protection Act, so called "Shut-down Rule", in 2011. Game Industry submitted the legal petition and claimed that the rule is against the Constitution, because that rule based on the assertion that the game is poisonous such as drugs without apparent scientific evidence. It's in controversy in terms of science/medical care up to now; for all that it became to receive in social level. We can find a kind of technology-hatred that come out state-driven radical technological reception. It is required critical-discourse frame on new technology, not pathological frame.

The paper's suggestion is Web based Tele-Medicine System will be open to public, low-budget featuring high quality of extensive medical services. It will keep a log of personal medical history to allow doctors to share information on patients and their families. This will result in the reduction of erroneous diagnosis and ensure successful e-business. On top of this, the new system will provide a solution for membership (client) management. It will combine online and offline medical services and be available 24 hours a day to anywhere users have Internet access, setting itself apart from the existing distance medical services system. Specially, The paper's suggestion is sharing medical treatment information between family members is suggested. This approach makes possible understanding physical constitution and environment between family members, and can result in bringing a faster treatment effect if some family member suffers from a similar disease.

In modern western science, the humanities and social sciences are separated from the natural sciences. However, new interpretations should be explored based on holistic concepts and the principles of wholeness found in eastern nature. Examples of the latter from Korea include Lee Je Ma's Sasang Constitutional Medicine(SCM). We aimed to examine the features and problems associated with SCM, as well as approaches to these problems. Sasang constitutional medicine suggests that an individual's constitution is determined congenitally, and the body and mind need to be considered simultaneously when treating disease. And SCM thinks that individuality is important in clinical practice even in social relationship. SCM needs to develop for objective diagnoses, and basic research needs to be conducted in parallel such as study of the Confucian classics and neo-confucianism. Expanding the scope of patient-centric academic exchange has been raised as an important issue to exchange with Western medicine and so on. SCM can be the medicine that places humanity at the center, and its mentality could apply to preventive medicine and personalized medicine. So it has positive influence on construction of a healthy society and improvement of healthcare worldwide.

Breeding programme was initiated during November, 1995 with the main objective to breed productive multivoltine breeds/ hybrids with suitable genetic constitution to suit the fluctuating tropical climate prevailed in India. Two multivoltine breeds viz., BL-24 and BL-27 selected were as breeding resource materials from the silkworm germplasm maintained at Central Sericul-tural Research and Training Institute, Mysore. By adopting hybridization, backcrossing inbreeding and selection, a new multivoltine breed namely BL-67. This breed spins light greenish yellow cocoons and cocoon shape is oval with medium to coarse grains. The evolved breed was crossed with five tropical bivoltine breeds viz., NB4D2, CSR2, CSR5, CSR18 and CSR101 to study the combining ability, and identified a superior hybrid, BL67 ${\times}$ CSR101, named as CAUVERY, The hybrid is characterized by high pupation rate (>95%), high shell weight (> 35 cg), high cocoon shell ratio (> 20%), longer filament length (> 900 m) and high neatness (93) with a renditta of 6.5 producing 2A-3A grade silk. The hybrid is selected for Race Autho-rization test of Central Silk Board.
