Study on evolution in smallpox therapy until 17th century in Europe (17세기이전 유럽에서 -시두 대처방법의 변천 과정에 대한 고찰)

  • 21th century is a era of new pandemic. We are facing a new challenge and need a new way of approach. But eastern medicine and western medicine is clinging to their own way and have no intention to hear other one's opinion. Before the invention of the vaccination, smallpox has always been a major problem. Intellectuals in every country tried their best to find the treatment for the smallpox, and for Europian, didn't hesitate to borrow some knowledge of the pagon. Romans adopted the Galens concept, running away from the epidemic lesion. Christianity made smallpox Saints, and later adopted Razes heat therapy. But in the 17th century, these methods didn't turn out well, so they needed a new way of approach. By this movement, they had adopted the Chinese inoculation concept and invented a vaccination, By studying the effort of the Europian intellectuals who had tried their best to find the treatment for the smallpox until 17th century, we might get a glimps of wisdom which they had shown us. By this paper we can feel the passion to learn new techniques and their open mind and courage, which might be also needed in the 21th century, era of new pandemic.

The Water Resource Management Framework in New Zealand: A Case Study of Moving towards a Less Adversarial Approach

  • New Zealand appears to be a water rich country; however there are considerable water allocation issues. Mostly these revolve around balancing environmental concerns with economic development. The largest economic sector is agriculture which currently utilizes around 80% of the allocated water and has considerable potential to increase in size. The resource management framework that New Zealand has developed over the past twenty years revolves around local decision-making and sustainable management principles. As the demands for water have grown there has been growing concern that this framework is inadequate to deal with the issues of declining water quantity and quality through agricultural intensification. In Canterbury, the region with the highest water allocation and demand, a new approach is being trialed. The Canterbury Water Management Strategy (CWMS) recognizes the need for: ecological restoration for past damage; infrastructure development for increased irrigation; and the need to link infrastructure with more efficient use of water by both existing and new water users. These three elements are recognized as having equal value. The CWMS builds on the local decision-making concept but is deliberately aimed at consensus building in order to remove expensive and adversarial resource management hearings. It is practical enough to recognize that economic development is needed but that it need not proceed in conflict with the environment, but rather can be a means towards environmental improvement.

  • The new medical technology assessment system has a basic goal of protecting the public's health rights and promoting the development of the new medical technology with safe and effective medical technology that has been scientifically proven. The purpose of this study is to contribute to the activation of the new medical technology evaluation system by analyzing the application cases of the dental field after the implementation of the new medical technology evaluation system and proposing an efficient approach to approach the new medical technology evaluation system. The number of related literature and medical technology evaluation results are not significant in dental applications, the number of cases and the length of follow-up period of the relevant medical technology adopted as the new medical technology was far higher. As the speed of medical technology development increases, medical technology is expected to develop in the dental field as well. To introduce the medical technology to the clinical site, access to the correct direction of evidence is required to collect and objectify data at the medical site in order to prepare a literary basis for the medical technology.

  • This pilot study examined the contribution of citizen science approach to the datification of factors influencing the progress of cognitive health of the older adults. Newspapers were reviewed and FGIs of field workers at a Day Care Center gathered relevant data from citizen. Two questions were put forward; whether new factors are drawn from citizen knowledge; if yes, whether they represent a new type of data. 'Aesal', personality of the older adults with dementia is noted as a new dementia affecting factor. The data on personality also present a new challenge for scientific measurement. The relationship between personality or psychology of the older adults and the risk of getting dementia has been a research field for a long time, yet the impact of personality on the progress of dementia has not been examined scientifically. Because of communication difficulties with the older adults with dementia, new types of indicators and new ways of measurements thus need to be developed.

A Study on the Technology Evaluation of Development of New Variety of Citrus Unshiu (감귤 신품종(하양조생)개발의 기술가치의 평가)

  • This study evaluated the economic value of the development of a new variety of Citrus unshiu using the income approach, Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit/Cost (B/C) ratio. The new variety of Citrus unshiu was developed by the national institute of horticultural and herbal science in Korea, rural development administration. The technological evaluation of the development of a new variety of Citrus unshiu can be used to improve the efficiency and practicality of the development of a new variety of citrus. From the research results, the technological value of development of a new variety of Citrus unshui was evaluated at 109,455(discount rate=8%, minimum), 195,040(discount rate=4%, maximum), and 145,375(discount rate=6%, average) million won. The IRR was 51.4%, which was greater than the discount rate(4~8%). The NPV was evaluated at 145.3 billion won(discount rate=6%, average), 195.0 billion won(discount rate=4%, maximum) and 109.4 billion won(discount rate=8%, minimum), all of which were greater than 0. The B/C ratio was evaluated at 60.9(discount rate=6%, average), 81.3(discount rate=4%, maximum) and 46.1(discount rate=8%, minimum), all of which were greater than 1. Therefore, the economic validity of the development of a new variety of Citrus unshiu was identified by this technological evaluation.

An Adaptive Input Data Space Parting Solution to the Synthesis of N euro- Fuzzy Models

  • This study presents an approach for approximation an unknown function from a numerical data set based on the synthesis of a neuro-fuzzy model. An adaptive input data space parting method, which is used for building hyperbox-shaped clusters in the input data space, is proposed. Each data cluster is implemented here as a fuzzy set using a membership function MF with a hyperbox core that is constructed from a min vertex and a max vertex. The focus of interest in proposed approach is to increase degree of fit between characteristics of the given numerical data set and the established fuzzy sets used to approximate it. A new cutting procedure, named NCP, is proposed. The NCP is an adaptive cutting procedure using a pure function $\Psi$ and a penalty function $\tau$ for direction the input data space parting process. New algorithms named CSHL, HLM1 and HLM2 are presented. The first new algorithm, CSHL, built based on the cutting procedure NCP, is used to create hyperbox-shaped data clusters. The second and the third algorithm are used to establish adaptive neuro- fuzzy inference systems. A series of numerical experiments are performed to assess the efficiency of the proposed approach.

A technique for extracting complex building boundaries from segmented LiDAR points (라이다 분할포인트로부터 복잡한 건물의 외곽선 추출 기법)

  • There have been many studies on extracting building boundaries from LiDAR(Light Detection And Ranging) data. In such studies, points are first segmented, then are further processed to get straight boundary lines that better approximate the real boundaries. In most research in this area, processes like generalization or regularization assume that buildings have only right angles, i.e. all the line segments of the building boundaries are either parallel or perpendicular. However, this assumption is not valid for many buildings. We present a new approach consisting of three steps that is applicable to more complex building boundaries. The three steps consist of boundary tracing, generalization, and regularization. Each step contains algorithms that range from slight modifications of conventional algorithms to entirely new concepts. Four typical building shapes were selected to test the performance of out new approach and the results were compared with digital maps. The results show that the proposed approach has good potential for extracting building boundaries of various shapes.

A New Educational Approach on Basic Engineering Education using Reverse-engineering (기초적 공학교육을 위한 Reverse-engineering 교수법)

  • This study proposes a new educational approach to basic engineering education using reverse-engineering. A freshmen level engineering coursework provided by the University, 'Engineering Design', is to deliver the understanding of the general relationship between their major and its adjacent engineering fields. Students are to understand the identity of their major fields through this effort. There are some limitations, however, to achieving these educational objectives by providing lectures in a classroom environment or practical experience because of the broad nature of the subject. A new educational approach on 'Engineering Design' has been implemented for past five years to achieve this goal using reverse-engineering techniques and this paper describes it in detail.

Parallel Branch Instruction Extension for Thumb-2 Instruction Set Architecture (Thumb-2 명령어 집합 구조의 병렬 분기 명령어 확장)

  • In this paper, the parallel branch instruction is proposed which executes a branch instruction and the frequently used instruction simultaneously to improve the performance of Thumb-2 instruction set architecture. In the proposed approach, new 32-bit parallel branch instructions are introduced which combine 16-bit branch instruction with each of the frequently used 16-bit LOAD, ADD, MOV, STORE, and SUB instructions, respectively. To provide the encoding space of the new instructions, the register field in less frequently executed instructions is reduced, and the new instructions are encoded by using the saved bits. Experiments show that the proposed approach improves performance by an average of 8.0% when compared to the conventional approach.

  • During recent years, a new framework, which aims to bring a unified and global approach in indexing, browsing and querying various digital multimedia data such as audio, video and image has been developed. This new system partitions each media stream into smaller units based on actual physical events. These physical events within oath media stream can then be effectively indexed for retrieval. In this paper, we present a new approach that exploits audio, image and video features to segment and analyze the audio-visual data. Integration of audio and visual analysis can overcome the weakness of previous approach that was based on the image or video analysis only. We Implement a web-based multi media data retrieval system called XCRAB and report on its experiment result.
