Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

The growth of digitalization processes around the world, covering almost all areas of human life, including the Fintech sector. In the field of financial technology, radical changes are taking place with increasing levels of automation, openness and consumer focus. In addition, in the context of the spread of coronavirus infection, quarantine and forced isolation, the role of digital technology is coming to the fore worldwide, including in Ukraine. The purpose of the article is to assess the development of Fintech ecosystem of European countries and outline the strategic parameters of domestic Fintech development. The study concluded that the investment raised for the Fintech industry increases annually and the quality and size of transactions gradually increases. Today, Fintech maintains its position as one of the most attractive markets for venture capitalists and the image of an industry with high potential, especially in the era of open banking. The most attractive markets for investors are mature markets, such as the United States, Germany and the United Kingdom, and the preferred niches for investment - the vertical of payments and lending. Trends in investment activity in terms of investing in financial technologies are studied. Moreover, investors prefer businesses that already have a significant scale or considerable potential to achieve it and become sustainable businesses.

The article highlights the European experience of innovative educational technologies of training management specialists. Based on existing strategies, relevant in the European educational space, the introduction of regulatory elements to maintain a balance between the traditional and innovative format of the educational process, which is typical for the Ukrainian education system is proposed. The article aims to single out educational and technological innovations into a separate cluster of managerial training at different levels in the context of the principles of the modern synergetic sociocultural paradigm. The main objectives of the work are to develop settings to ensure the effective functioning of innovative educational technologies. Among the synergetic principles of educational technologies, providing the formation of necessary competencies of future managers, are: self-organization, interdisciplinarity, nonlinearity, individuality, and technologization. The methods used in the scientific study can be attributed to the group of scientific synergetic methodology. So, the training of specialists in management, implemented in the European practice assumes the use of new educational strategies. These technologies provide both the necessary skills of different levels (hard-soft-digital skills) and the observance of value components (solidarity, ethics, inclusiveness, openness).

In this article, the current technological state of OPC (Openness, Productivity, and Collaboration; formerly "OLE for Process Control") standards and the problem statement of these OPC standards are discussed. The development of an OPC clientserver framework for monitoring and control systems is introduced by using the new OPC Unified Architecture (UA) specifications, Service Oriented Architecture (SOA), web services, XML, etc. The developed framework in turn minimizes the efforts of developers in learning new techniques and allows system architects and designers to perform dependency analysis on the development of monitoring and control applications. The potential areas of the proposed framework and the redundancy strategies to increase the efficiency and reliability of the system are also represented according to the initial results from the system that was developed by the Visual Studio 2008 and OPC UA SDK.

Since China's opening to international trade, the rapid growth of the country's export sector has been coupled by an intensification of migratory outflows of ethnic Chinese. The literature has already stressed the beneficial role of migration in enhancing bilateral trade. The present paper applies a gravity model in order to capture the impact of migration on Chinese exports for a relatively long period of time (1995-2017) where significant developments take place. We estimated four regressions, each of them confirming the positive network effects of migration for boosting export growth. Apart from the main finding, it appears that the role of institutional and geographical proximity can prove to be complementary for trade enhancement. The results finally suggest mixed effects due to the countries' import openness, indicating that China's free trade agreements acts as a substitute for smoothing trade competition from third countries.

The integration, openness, participation, and technology are essential elements of digital information resources in order to establish an unified and cooperative network of various digital knowledge-information abroad. This study analyzes policies, technologies and administrative aspects of international cooperative networks such as WDL, IPL, TEL. Based on the analysis, a number of collection standards for international cooperation are drawn. Analyzed standards are divided into four different aspects and applied to produce detailed appraisal standards for digital knowledge-information. In conclusion, in order to map out strategies and policies for developing an international cooperative network, the study proposes a number of principles and models for making an appraisal of collections.

This study aims at proposing a sound and sustainable development direction of an urban commercial district by identifying space syntactic properties, from the perspective of human ecology, of the street network in Enuengjeongi culture street as the representative commercial district of Daejeon City in Korea. The results are obtained through Angular Segment Analysis (ASA) on the street network in subject area for this study. It was found that most of the socially integrated nodes are arranged along the axis of main street in the district. However, in some of those nodes, it was investigated that the social integrative function have weakened, because open spaces as public space for the general public are occupied illegally by commercial purposes of shops and car parking. It was found that the socially isolated nodes are located at the district boundary connected to a relative narrow street, with a relatively low density of the commercial facilities. Besides, it was identified that a street width in the commercial district may be a factor affecting the social integration of a space on the basis of the openness of the space.

In this study, we implemented IoT Sensor Network using Mobius Platform and implemented four kinds of Z-wave sensors applicable to smart home service to verify its performance. The 12 common service functions (CSF) provided by Mobius enable application services including status monitoring of sensors to be implemented quickly. The standard service procedures and protocols have eliminated the design process of the system and shortened the meeting time for establishing protocol between application software developer, gateway developer and sensor developer, and discussion time for adjustment of opinion. We confirmed that the application service based on the implemented sensor network and the implementation of IoT sensor can shorten the development schedule, and confirmed that most of the products purchased in the market can be accommodated without change. We hope that such speediness and openness will be able to meet the demands of various services and contribute to expanding services and creating new markets.

Due to the advantages of Internet, many teachers use Internet as an educational tool and due to the computerized works in schools, the usages of the Internet increase. However, because of the openness of the Internet, the sensitive data of an organization are exposed to outsiders and the Internet-based working has some problems such as the corruptions of instructional data or on-line assessment results. The need for protecting a school network from outsiders increases but the school networks with firewalls rarely exist. In this paper, in order to solve the security problem of a school network, we construct a hybrid firewall for school networks. In addition, we implement a graphical user interface for teachers to set up the access control rules of a hybrid firewall easily. The interface also provides the facilities such as log analysis, a real-time monitor for network traffics, and the statistic on traffics.

Construction of Private networks is becoming easier due to the openness of telecommunication market, rapidly developing telecommunication technology. The size of existing private networks is becoming huge which resulted in surplus of capacity of the networks. These trends will generate a problem of efficient use of national telecommunication resources and which will be a factor for the structure of domestic telecommunication market which will have a big impact on the existing telecommunication carriers. Therefore, national policy of private network issues should be considered along with the national efforts for the information infrastructure, control of telecommunication market, fairness of competition, strength Power of national competition. In this paper it will be suggested that the efficient policy on the issue of domestic private network, by analyzing present situation, status quo, laws, regulation and procedure for domestic private networks and comparing it with those of U.S.A, Japan, EU.
