As personal data breach reared up as a problem domestically and globally, organizations appointing chief privacy officers (CPOs) are increasing. Related Korean laws, 'Personal Data Protection Act' and 'the Act on Promotion of Information and Communication Network Utilization and Information Protection, etc.' require personal data processing organizations to appoint CPOs. Research on the characteristics and role of CPO is called for because of the importance of CPO being emphasized. There are many researches on top management's role and their impact on organizational performance using the Upper Echelon theory. This study investigates what influence the characteristics of CPO gives on the organizational privacy performance. CPO's definition varies depending on industry, organization size, required responsibility and power. This study defines CPO as 'a person who takes responsibility for all the duties on handling the organization's privacy,' This research assumes that CPO characteristics such as role, personality and background knowledge have an influence on the organizational privacy performance. This study applies the part relevant to the upper echelon's characteristics and performance of the executives (CEOs, CIOs etc.) for CPO. First, following Mintzberg and other managerial role classification, information, strategic, and diplomacy roles are defined as the role of CPO. Second, the "Big Five" taxonomy on individual's personality was suggested in 1990. Among these five personalities, extraversion and conscientiousness are drawn as the personality characteristics of CPO. Third, advance study suggests complex knowledge of technology, law and business is necessary for CPO. Technical, legal, and business background knowledge are drawn as the background knowledge of CPO. To test this model empirically, 120 samples of data collected from CPOs of domestic organizations are used. Factor analysis is carried out and convergent validity and discriminant validity were verified using SPSS and Smart PLS, and the causal relationships between the CPO's role, personality, background knowledge and the organizational privacy performance are analyzed as well. The result of the analysis shows that CPO's diplomacy role and strategic role have significant impacts on organizational privacy performance. This reveals that CPO's active communication with other organizations is needed. Differentiated privacy policy or strategy of organizations is also important. Legal background knowledge and technical background knowledge were also found to be significant determinants to organizational privacy performance. In addition, CPOs conscientiousness has a positive impact on organizational privacy performance. The practical implication of this study is as follows: First, the research can be a yardstick for judgment when companies select CPOs and vest authority in them. Second, not only companies but also CPOs can judge what ability they should concentrate on for development of their career relevant to their job through results of this research. Cultural social value, citizen's consensus on the right to privacy, expected CPO's role will change in process of time. In future study, long-term time-series analysis based research can reveal these changes and can also offer practical implications for government and private organization's policy making on information privacy.

In the environment of Internet of Things (IoT), IoT devices are limited by physical components such as power supply and memory, and also limited to their network performance in bandwidth, wireless channel, throughput, payload, etc. Despite these limitations, resources of IoT devices are shared with other IoT devices. Especially, remote management of the information of devices and patients are very important for the IoT healthcare service, moreover, providing the interoperability between the healthcare device and healthcare platform is essential. To meet these requirements, format of the message and the expressions for the data information and data transmission need to comply with suitable international standards for the IoT environment. However, the ISO/IEEE 11073 PHD (Personal Healthcare Device) standards, the existing international standards for the transmission of health informatics, does not consider the IoT environment, and therefore it is difficult to be applied for the IoT healthcare service. For this matter, we have designed and implemented the IoT healthcare system by applying the oneM2M, standards for the Internet of Things, and ISO/IEEE 11073 DIM (Domain Information Model), standards for the transmission of health informatics. For the implementation, the OM2M platform, which is based on the oneM2M standards, has been used. To evaluate the efficiency of transfer syntaxes between the healthcare device and OM2M platform, we have implemented comparative performance evaluation between HTTP and CoAP, and also between XML and JSON by comparing the packet size and number of packets in one transaction.

In this paper, we propose a method to decide the additional edges in order to integrate two communitites A,B($${\mid}A{\mid}{\geq_-}{\mid}B{\mid}$$, ${\mid}{\cdot}{\mid}$ is the size of the set). The proposed algorithm uses a fitness function that shows the property of a community and the fitness function is defined by the number of edges which exist in the community and connect two nodes, one is in the community and the other is out of the community. The community has a strong property when the function has a large value. The proposed algorithm is a kind of greedy method and when a node of B is merged to A, the minimum number of additional edges is decided to increase the fitness function value of A. After determining the number of additional edges, we define the community connectivity measures using the node centrality to determine the edges locations. The connections of the new edges are fixed to maximize the connectivity measure of the combined community. The procedure is applied for all nodes in B to integrate A and B. The effectiveness of the proposed algorithm is shown by solving the Zachary Karate Club network.
The endangered species, The Red-crowned Crane and the White-naped Crane are vulnerable species to the disturbance for human beings. We examined the importance of CCZ for the cranes by comparing the crane's density in some CCZ-released areas, which are cranes' wintering site in Cheorwon. We also assessed influence of disturbance such as construction and greenhouses on core habitats of cranes. Our study results suggested that the construction and reclamation in the CCZ shrunk core habitat area while increasing core area of far from the construction and reclamation area. The CCZ has been set since March, 2011 and the number of greenhouse has rapidly increased after 2012. As the number and size of greenhouse in the area where designation of CCZ was cancelled increased, foraging area of cranes diminished. Although the area where designation of CCZ was cancelled seemed to have more human disturbance than CCZ, the foraging density of cranes did not decline and even that of white-naped cranes increased. This could be the influence of artificial food supply at their roosting site. In conclusion, if the area of CCZ decline continuously in the future, density of cranes would decrease.

This paper describes an initial study for the application of eddy current pattern recognition approaches to more realistic flaw characterization in steam generator tubes. For this purpose, finite-element model-based theoretical eddy current testing (ECT) signals are simulated from 5 types of OD flaws with the variation in flaw size parameters and testing frequency. In addition, three kinds of software are developed for the convenience in the application of steps in pattern recognition approaches such as feature extraction feature selection and classification by probabilistic neural networks (PNNs). The cross point of the ECT signals simulated from flaws with non-symmetric cross-sections shows the deviation from the origin of the impedance plane. New features taking advantages of this phenomenon are added to complete the feature set with a total of 18 features. Then, classification with PNNs are performed based on this feature set. The PNN classifiers show high performance for the identification of symmetry in the cross-section of a flaw. However, they show very limited success in the interrogation of the sharpness of flaw tips.
Continuous monitoring and immediate response is essential to protect the national maritime territory and maritime resources from the activities of illegal ships. Synthetic Aperture Radar (SAR) images with a wide range of images are effective for maritime surveillance asthe weather and day-night conditions rarely affect to image acquisition. However, an effective ship detection is not easy due to the huge data size of SAR images and various characteristics such as the speckle noise. In this study, the Human Visual Attention System (HVAS) algorithm was applied to KOMPSAT-5 to extract the initial targets, and the SAR-Split algorithm depending on the imaging modes was used to remove false alarms. The detected targets were finally selected by the Constant False Alarm Rate (CFAR) algorithm and matched with the ship's Automatic Identification System (AIS) information. Overall, the detected targets were well matched with AIS data, but some false alarms by ship wakes were observed. The detection rate was about 80% in ES mode and about 64% in ST mode. It is expected that the developed ship detection algorithm will contribute to the construction of a wide area maritime surveillance network.

Due to the effect of indoor coverage problem, the QoS of the indoor users will be degraded dramatically, with the number of indoor users. The femto cell is a popular solution for such problems. Since the price of the femto base station is usually cheap enough, one can sets up huge number of base stations in a small indoor area to reduce the size of communication cell. In this way, the QoS of the indoor users can be improved significantly. Moreover, the data rate can also be increased. However, how to decide an ideal transmitting power according to the surrounding radio environment is not a trivial problem, that still has not been addressed well. If the transmit power of femto base station is too large, the interference to the macro users will be increased. Conversely, if the transmit power of femto base station is too small; the coverage of femto base station will be reduced. To address this problem, we propose a power configuration method in femto base station using Genetic Algorithm by investigating a new fitness function. Furthermore, we adopt the weighted sum approach to improve the user performance in different modes. The simulation results show that the proposed power configuration method can not only improves the downlink SINR, but also enhance the channel capacity for both the Macro cell systems and Femto cell systems compared with some conventional methods.
With regard to the development of new drugs, what is most important for a Korean Biotech, where no global sales network has been established, is decision-making related to out-licensing of new drugs. The probability of success for each clinical phase is different, and the licensing amount and its royalty vary depending on which clinical phase the licensing contract is made. Due to the nature of such a licensing contract and Biotech's weak financial status, it is a very important decision-making issue for a Biotech to determine when to license out to a Big Pharma. This study defined a model called 'optimal timing for out-licensing of new drugs' and the results were derived from the decision tree analysis. As a case study, we applied to a Biotech in Korea, which is conducting FDA global clinical trials for a first-in-class new drug. Assuming that the market size and expected market penetration rate of the target disease are known, it has been shown that out-licensing after phase 1 or phase 2 of clinical trials is a best alternative that maximizes Biotech's profits. This study can provide a conceptual framework for the use of management science methodologies in pharmaceutical fields, thus laying the foundation for knowledge and research on out-licensing of new drugs.

While strong investments on startup and venture ecosystem prosper worldwide, growing interest on nurturing startup ecosystem in Korea is also on its way. However, korean entrepreneurial ecosystem currently results few successful business models with those continuous development of itself compared to the one in China, which is breeding more than 50% of unicorns internationally. Accordingly, this study examined how people in the venture ecosystem, especially in IT industry feel about themselves and startup itself and compared startup ecosystem in Seoul, Korea to the one in Chengdu, China considering each of economic, social and administrational environment. The study tried to provide an implication about the future orientation of Korea's starup and venture ecosystem to policy makers and the ones inside the environment to make a better one. Therefore, the study choose Seoul, Korea and Chengdu, China as geological specimens of startup ecosystem and conduct qualitative study by interviewing selected ones who work in startup incubator, accelerator specified to IT industry and started their own business in IT industry funded by startup reward program. The study categorize the result in social, economic, and administrative parts and screens whether the interviewees from both Korea and China have similar opinions toward each of questions and can be translated to have tendency or not in each part of study. According to the study, the national recognition of startup should be moved from means of maintenance such as restaurants, franchise business to IT startup especially based on software business for the sustainable flourish in Korean venture ecosystem. Investors including accelerator, Angel investors and VCs should be less risk-aversion and therefore prefer stake purchase to solely giving subsidies. The role of governors should be limited to be a middleman of the network, connecting each people in need inside the ecosystem and their reward program should focus on nurturing the growing ones, not just multiplying the numbers of startups to expand the size of entrepreneurial ecosystem. Since this study indicated that entire revision of startup ecosystem should be applied to make a better one, it could be used to design future entrepreneurial infrastructure and the ways of activating startup ecosystem elsewhere in Korea.

Linear wireless sensor networks typically construct a network topology with a high reliability through sequential 1:1 mapping among sensor nodes, so that they are used in various surveillance applications of major national infrastructures. Most existing techniques for identifying sensor nodes in those networks are using GPS, AOA, and RSSI mechanisms. However, GPS or AOA based node identification techniques affect the size or production cost of the nodes so that it is not easy to construct practical sensor networks. RSSI based techniques may have a high deviation regrading location identification according to propagation environments and equipment quality so that complexity of error correction algorithm may increase. We propose a timestamps based sequential localization algorithm that uses transmit and receive timestamps in a message between sensor nodes without using GPS, AOA, and RSSI techniques. The algorithms for distance measurement between each node are expected to measure distance within up to 1 meter in case of an crystal oscillator of 300MHz or more.
