Social Network and Social Services Accessibility of Migrant Workers (이주노동자의 사회적 서비스에 대한 접근성과 사회연결망)

  • This study considers the availability, accessibility, and efficacy of social services for migrant workers. First, it examines migrant workers needs and how they choose to fulfill these. Second, this study grasps about how they can connect the social services and what constructive peculiarities social networks they have by using SNA(Social Network Analysis) it is revealed that migrant workers rely more on informal support groups such as family, friends, co-workers, etc. rather than formal support networks, e.g. those provided by the state. This tendency is demonstrated especially, Libraries as formal supporting organization have no connection related with other organizations. It shows that they have role limited as a supporter of giving information and knowledge in a public.

  • The article clarifies the conditions for information, digital and educational accessibility for higher education seekers with disabilities in terms of distance learning caused by quarantine restrictions. It is established that such conditions are regulated by international and Ukrainian legal documents (The Standard Rules on the Equalization of Opportunities for Persons with Disabilities, Convention on the Rights of Persons with Disabilities, Sustainable Development Goals, Law of Ukraine "On Education", Law of Ukraine "On Higher Education", Strategy for the Development of Higher Education in Ukraine 2021-2031, Development Strategy areas of innovation for the period up to 2030, Development strategy of the sphere of innovation activity for the period up to 2030). As a part of information barrierlessness, Higher Education Institutions (HEI) should provide access to information in various formats and using technologies, in particular Braille script, large-type printing, audio description (audio descriptive commenting), sign language interpretation, subtitling, a format suitable for reading by screen access programs, formats of simple speech, easy-to-read formats, means of alternative communication. The experience of Pavlo Tychyna Uman State Pedagogical University is described. In particular, special attention is paid to the study of sign language: in view of this, the initiative group implemented the project "Learning to hear and overcome social isolation together" with the financial support of the British Council in Ukraine. Within the framework of digital accessibility, the official website of the Faculty of Social and Psychological Education has been adapted for the visually impaired in accordance with WCAG 2.0 World Standards. In 2021, Pavlo Tychyna Uman State Pedagogical University implemented the project "Cultural, Recreational and Tourist Cherkasy Region: Inclusive Social 3D Map" funded by the Ukrainian Cultural Foundation; a site with available content for online travel in the region to provide barrier-free access to the historical and cultural heritage of Cherkasy region was created. Educational accessibility is achieved by increasing the number of people with special educational needs, receiving education in inclusive groups; activities of the Center for Social and Educational Integration and Inclusive Rehabilitation Social Tourism "Bez barieriv" ("Without barriers"); implementation of a research topic for financing the Ministry of Education and Science of Ukraine: "Social and psychological rehabilitation of children and youth with special educational needs by means of inclusive tourism"; implementation of the project "Social inclusion of distance educational process"; development of information campaigns to popularize the ideas of accessibility, the need for its implementation, ongoing training programs and competitions, etc.

  • Domestic marine tourism has been greatly influenced by traffic accessibility. The purpose of this study is to provide a way to improve the plan of marine tourism in order for expanding traffic network. In particular, with the successful hosting of the 2018 PyeongChang Winter Olympic Games and the opening of Seoul-Gangneung KTX.

An Analysis of Broadband Accessibility at the County Level in the United Slates: a Spatial Analytical Approach Using GIS (미국 카운티의 초고속 인터넷 서비스에 대한 접근성 분석: GIS를 이용한 공간 분석적 접근)

  • As demand for high speed Internet service has explosively increased in the United States for the past decade, the construction or upgrades of telecommunication infrastructure has also been rapidly followed. Though currently many people in urbanized areas can be provided advanced broadband services, there are still challengeable areas to be served, such as remote or low populated areas because those areas are potentially non-profitable to commercial broadband service providers. This paper addresses the spatial disparity or in a broader term, the 'digital divide' of the broadband access by the county level in the United States. We propose the quantified measure of the county level broadband accessibility for identifying such digital divide. The developed measure is a hybrid form of the classical gravity based potential model and network topological accessibility, encouraged from the lack of prior efforts eying to explicitly incorporate the understanding of the whole process of the Internet access. The computational tasks are performed in a GIS platform, which includes several programmed functions.

Effect of Forest Road Network on Accessibility and Cost Reduction for Forest Operations (II) - Harvesting Operations - (임도 시설에 따른 접근성 개선 및 산림작업비용 절감효과(II) - 목재수확작업을 중심으로 -)

  • This study was conducted to analyze the effect of forest road network on accessibility and cost reduction for forest operations before and after forest road construction by investigating harvesting operations in 5 regional Forest Services (8 management planning districts). The results showed that the accessible operation area within 500 m from forest roads or public roads increased about 3.5 times after the forest road construction. The average cost reduction was 308,000 won/km/year. According to the results, forest road had a great effect on improvement of accessibility and reduction effect of forest operation cost. Therefore, the policy for expansion of forest road should be continued for preparing of effective harvesting system.

  • The needs for IT accessibility for disabled persons has increased for recent years. So, it is very important to support multi-modal interfaces, such as voice and vision recognition, TTS, etc. for disabled persons. In this paper, we deal with IT accessibility issues of home networks and show our implemented home network control system model with multi-modal interfaces including voice recognition and animated user interfaces.

Extraction of Some Transportation Reference Planning Indices using High-Resolution Remotely Sensed Imagery

  • Recently, spatial information technologies using remotely sensed imagery and functionality of GIS (Geographic Information Systems) have been widely utilized to various types of transportation-related applications. In this study, extraction programs of some practical indices, to be effectively used in transportation reference planning problem, were designed and implemented as prototyped extensions in GIS development environment: traffic flow estimation (TFL/TFB), urban rural index (URI), and accessibility index (AI). In TFL/TFB, user can obtain quantitative results on traffic flow estimation at link/block using high-resolution satellite imagery. Whereas, URI extension provides urban-rural characteristics related to road system, being considered one of important factors in transportation planning. Lastly, AI extension helps to obtain accessibility index between nodes of road segments and surrounding district areas touched or intersected with the road network system, and it also provides useful information for transportation planning problems. This approach is regarded as one of RS-T (Remote Sensing in Transportation), and it is expected to expand as new application of remotely sensed imagery.

The Dynamic Effects of Subway Network Expansion on Housing Rental Prices Using a Modified Repeat Sales Model (수도권 지하철 네트워크 확장이 아파트 월세 가격에 미치는 영향 분석 - 수정반복매매모형을 중심으로 -)

  • Continuous subway line expansion over the years in Seoul metropolitan area has contributed to improved accessibility to public transport. Since public transport accessibility has a significant impact on housing decisions, quantitative analysis of correlation between housing prices and public transport accessibility is regarded as one of the most important factors for planning better housing policies. This study defines the reduction of traveling time resulted from the construction of new metro stations despite them not being the closest stations as 'Network Expansion Effect', and seeks to understand how the Network Expansion Effect impacts on housing prices. The study analyzes monthly rent data converted from upfront lump sum deposit, so called Jeonse in Korea, from 2012 to 2018, through 'A Modified Repeat Sales Model.' As a result, the effect of 'Network Expansion' on rental prices in Seoul has stronger during the period of 2017 to 2018 than the base period of 2012 to 2014, which suggests the 'Network Expansion' has a meaningful effect on rent. In addition, in comparison between the most and the least affected group of apartments by 'Network Expansion Effect', the most affected group has more price increase than the least affected group. These findings also indicate that different levels of 'Network Expansion Effect' have various influences on the value of residential real estate properties.

Navigating the Transformative Landscape of Virtual Education Trends across India

  • Purpose: Education is the part of a fundamental human right across the world. In recent years, the trend of virtual education has increased tremendously. The paper aims to find the impact of adoption, accessibility, interactions, knowledge, and satisfaction on the success of transformation towards virtual education. Research design, data and methodology: Primary data has been gathered through the use of responses from students taking admission in virtual higher education to standardized questionnaires. Of the 250, only 122 were considered complete and have been used in further studies. Convinced random sampling method has been used. The results were evaluated using the Likert Five-Point Scale. For applying these statistical tools software SmartPLS and SPSS 19 have been used. The fitness of the model has been re-checked through an Artificial Neural Network (ANN). Result: Results derived that adoption, accessibility, and interactions have a significant impact on knowledge, knowledge influences satisfaction level and satisfaction have a meaningful impact on the success of transformation towards virtual education. Conclusion: It can be concluded that virtual education has the potential to change the future of the education system and its potential in India. The highest importance is due to satisfaction (100%), adoption (98.7%), knowledge (91.4%), accessibility (62%), and interaction (29.2%).

Effect of Forest Road Network on Accessibility and Cost Reduction for Forest Operations (I) - Silvicultural Operations - (임도 시설에 따른 접근성 개선 및 산림작업비용 절감효과(I) - 조림 및 숲가꾸기 작업을 중심으로 -)

  • This study was conducted to analyze accessibility and reduction effect of forest operations cost before and after forest road construction based on actual silvicultural operations in 5 regional forest service(8 management planning district) where forest operations was enacted consistently. The result show the accessibility and the reduction effect of the operation cost, the accessibility of forest operation area within 500 m from forest road or public road increased about 3.2 times after the forest road construction. The reduction effect of the operation cost was averagely 576,000 won/km/year. According to the results, forest road had an effect on improvement of accessibility and reduction effect of forest operation cost. This result could be offered basic information to support policy of forest road expansion.
