Analysis of the 2015 reform plan of government employees pension system (GEPS) through monte carlo simulations (모의실험을 통한 2015년 공무원 연금제도 개정안의 효과분석)

  • Due to the increasing fiscal burden and structural unbalanced premium/benefit costs, the new reform on the government employees pension system (GEPS) was considered even after the recent reform in 2009. This article examines the various effects of recent amendment in 2015 on GEPS using a simple probabilistic model. We consider effects on both sides, the pensioners and the government. First of all, the expected net value of pension payment for an individual employee was calculated based on the supposed survival distribution. The fairness of individual pension holders was compared using the benefit-cost ratio. Secondly, from pension system users' point of view, the default probability and the government subsidy were examined by Monte-carlo simulation. From the simulation experiment, we could see that the 2015 reform plan indeed reduces the default probability and the size of the fiscal burden of government by increasing the premium and decreasing the benefit. However, the size of the effect is not very standout at this moment because the number of new employees who are fully subject to the reform will be much smaller than the number of previous employees for a while. Thus, the effect of the reform is expected to appear in a slow manner.

Sex-linked Dwarf Gene for Broiler Production in Hot-humid Climates

  • This review has been done to examine sex-linked dwarf gene in broiler production in hot-humid climates. Introduction of sex-linked dwarf gene especially in hot harsh tropical environments brings a great advantage for broiler production. The heavy broiler parent suffers due to the stress of these adverse climates. Sex-linked dwarf genes reduce body weight, egg weight, but are superior for adaptability under harsh tropical environments, with a lower requirement for housing and feed, better survivability and reproductive fitness giving fewer defective eggs, more hatching eggs, better fertility, hatchability, feed conversion efficiency and resistance to disease. Overall the cost of chick production from dwarf hens is lower than from their normal siblings. Market weights of broilers from sexlinked dwarf dams is almost similar to those of broilers from normal dams with normal sires. But the net benefit of broiler production from sex-linked dwarf dams is found to be greater than that of broilers from normal dams. This will be the most important to the rural communities in Bangladesh and in other countries where the similar environment and socio-economic conditions exist. Therefore, sexlinked dwarf hens might be used in broiler breeding plan as well as broiler production in the tropics.

  • The intent is to determine whether or not the custody transfer is helpful for data transmission in challenging underwater communications when running Bundle protocol or underwater protocols. From the point of view defending side, Underwater Acoustic Network (UAN) will be a serious threat for its strong functionality long rang and high precision of surveillance and detection. Therefore, countermeasures must be taken to weaken its effect. Our purpose is analyzed that how to benefit from the UIoT to learn from, exploit and preserve the natural underwater resources. Delay/Disruption Tolerant Network (DTN) is essential part of the network heterogeneity communication network. The vulnerability and potential security factors of UIoT are studied thereafter. Security mechanisms for an underwater environment are difficult to apply owing to the limited bandwidth. Therefore, for underwater security, appropriate security mechanisms and security requirements must be defined simultaneously. The paper consists of mathematical and security model. Most important point of view in the security challenges of effective Buffer and Storage management in DTN.

ECONOMICS OF MILK PRODUCTION IN DHAKA DISTRICT-A CASE FOR SAVAR THANA

  • This study was conducted to compare the of rearing native and cross-bred dairy cows and returns received from them. For this purpose, 144 cows of 132 household from 24 villages were randomly selected. of them, 96 were native cows and 48 were cross-bred cows. The study revealed that among the structure of cost components, labour charge occupied the major share in the total cost of milk production per litre. The total cost of rearing native and cross-bred cows was Tk. 14,155 and Tk. 19,854 per annum, respectively. The average net cost of milk production per litre was Tk. 14.12 for native cows and Tk. 0.52 and for cross-bred cows were Taka 3.40. The benefit-cost ratio of milk per litre was higher (1:1.33) in cross-bred cows than native ones (1:1.04). The study further showed that in comparing with bulk line cost, the price of milk per litre received by the farmers was higher in cross-bred cows than native cows. Therefore, the study recommends dairying with cross-bred cows as encouraging and viable commercial enterprise in Banfladesh.

  • The under-drive brake piston is an essential part in the automatic transmissions of automobiles. This component is manufactured by forging after blanking from S55C plate with a thickness of 6mm. It is difficult to design the plate forging process using a thick plate approach since there will be limited material flow as well as large press loads. Furthermore, the under-drive brake piston has a complex shape with a right angle step, which often results in die unfill and abrupt increase in press load. To overcome these obstacles, a separate die for filling material sufficiently to the corner of the right angle step is proposed. However, this approach induces an uncontrolled workpiece surface between the dies, resulting in flash. This excess flash degrades the tool life in the final machining after cold forging as well as increases the cycle time to obtain the net-shape of the part. In the current study, we propose an optimum process design using a conventional die shaped with the benefit of finite element analysis. This approach enhanced the process efficiency without sacrificing the dimensional accuracy in the forged part. As the result, the optimum plate forging process was done with a two stage die, which reduces weight of by 6% compared with previous process for the under-drive brake piston.

An Economic Effect of the selective breeding program on the Oliver flounder Aquaculture (넙치양식 선발육종사업의 경제효과)

  • This study is aimed to analyze the economic feasibility of the selective breeding program on the Oliver flounder aquaculture. First of all, in order to evaluate this program, we review the concept and research trend on the selective breeding. The objective of this research is the selective breeding program on the Oliver flounder aquaculture in the Genetics and Breeding Research Center, NFRDI. It was conducted to investigated economic effects of three factors of the selective breeding program on the Oliver flounder aquaculture such as fast growth, disease resistance and increase exports. The results of economic analysis of the selective breeding program on the Oliver flounder aquaculture are as follows; First, there were the significant meaning of the economic effects on the technology of the selective breeding program by fast growth, disease resistance and increase exports. Second, we analyzed in the economic feasibility of the selective breeding program on the Oliver flounder aquaculture from 2004 to 2020, internal rate of return(IRR) was 419%, a benefit-cost ratio was shown to be 24.92, net present value(NPV) was 989,942,464 thousand won, which indicates the economic feasibility of the selective breeding program is very high. Finally, in order to improve the economic feasibility, there is need to be focused on the efficient the selective breeding program on the Oliver flounder aquaculture.

  • This paper describes the state-of-the art research activities on seismic isolation systems for improving the seismic capacities of the bridges in Korea. Though Korea is located in a region of low-to-moderate seismicity, the construction of seismic isolation systems has increased rapidly. The application of seismic isolation system has become popular worldwide because of its stable behavior and economical construction especially for bridge structures. Since optimal reliability level of isolated bridges can be determined as the one that provides the highest net life-cycle benefit to society, or the minimum Life-Cycle Cost (LCC), an optimal design procedure based on minimum LCC concept is more expedient for the design of seismically isolated bridges in areas of low-to-moderate seismicty. To verify the adequacy of the new design concept based on the LCC minimization, experimental studies on seismically isolated bridge are introduced as well, which include pseudo-dynamic test of scaled pier and dynamic field test of full-scale. With the application of seismic isolation systems, many kinds of dampers to improve the seismic capacity of structure are also applied not only to new bridges but also to existing bridges.

A new approach to quantify safety benefits of disaster robots

  • Remote response technology has advanced to the extent that a robot system, if properly designed and deployed, may greatly help respond to beyond-design-basis accidents at nuclear power plants. Particularly in the aftermath of the Fukushima accident, there is increasing interest in developing disaster robots that can be deployed in lieu of a human operator to the field to perform mitigating actions in the harsh environment caused by extreme natural hazards. The nuclear robotics team of the Korea Atomic Energy Research Institute (KAERI) is also endeavoring to construct disaster robots and, first of all, is interested in finding out to what extent safety benefits can be achieved by such a disaster robotic system. This paper discusses a new approach based on the probabilistic risk assessment (PRA) technique, which can be used to quantify safety benefits associated with disaster robots, along with a case study for seismic-induced station blackout condition. The results indicate that to avoid core damage in this special case a robot system with reliability > 0.65 is needed because otherwise core damage is inevitable. Therefore, considerable efforts are needed to improve the reliability of disaster robots, because without assurance of high reliability, remote response techniques will not be practically used.

Review on the Pertinent Discount Rate for the Public Investment Project (공공투자사업(公共投資事業)의 적정(適正) 할인율(割引率) 검토(檢討)에 관(關)한 연구(硏究))

  • For the pre-feasibility study and project evaluation, the discount rate or cutoff rate should be given by the government authority. To get the Benefit/Cost Ratio, NPV(Net Present Value) and IRR(Internal Rate of Return) of the public investment projects, the pertinent and realistic discount rate should be determined to be suitable to the present time period. The cut-off rates in Korea were equivalent to 15% in 1970's, 10% in 1980's and 8% in 1990's. The prevailing rate of discount as 8% is considered not to be suitable for the 2000's public project appraisal considering the present interest rates on deposit and national bonds. To determine the socio-economic feasibility of the public projects, the IRR should be bigger than the present cutoff rate. When we still use the high old rate of discount, the analytical results of project appraisal will show always economically unfeasible. Therefore the new rate of discount suitable for present time should be determined by the government. The public projects to be implemented in 2000 year onward are recommended to be adapted 5% of cutoff rate for the project appraisal and evaluation according to the results of reviewing the tendency of discount rates and market rates of interest in Korea.

  • Urban public service is goods and activities which satisfy public demands for the political, social, economic, cultural activity and household affairs of individual or groups and which urban government supply with free of charge. In view of government, in addition to fairness of facilities location, location of such facilities are to be determined the respect to cost of locating facilities and developmental direction in the future. Therefore, it is necessary to study on feasibility. A feasibility study Is an effective tool in determining the decision of investment or not and the level of investment priority on Projects requiring a sizeable investment and the feasibility of a project. The first, it is to select reasonable location. It was selected four and two by consideration of facilities distribution and connection with others. Six proposal selected was estimated by five element of approach, demand, symbol, reality, environment. In result proposal I was chosen. The next, it is to estimate scales. The finally, it is to study on economical efficiency. Net Present Value was came out ₩4.4billion by 20years and Inter Rate of Return showed up 11%. in addition, it offer various benefit by public facilities. In conclusion, this project is reasonable.
