This article explores economic models that show the optimal level of information security investment in the presence of interdependent security risks, Using particular functional forms, the analysis shows that the relationship between the levels of security vulnerability and the levels of optimal security investments is affected by externalities caused by agents' correlated security risks. This article further illustrates that, compared to security investments in the situation of independent security risks, in order to maximize the expected benefits from security investments, an agent should invest a larger fraction of the expected loss from a security breach in the case of negative externalities, while an agent should spend a smaller fraction of the expected loss in the case of negative externalities.
We have hypothesized that nuclear risk is significantly inversely related to the distance from residences to nuclear power plants and that the level of life satisfaction of residents therefore increases with the distance. We empirically explore the relationship between Ulsan citizens' life satisfaction levels and the distance between their residences and the Kori and Wolsong nuclear power plants (NPP) based on the life satisfaction approach (LSA). The dataset we used covers only Ulsan citizens from the biennial Ulsan Statistics on Citizen's Living Condition and Consciousness of 2014 and 2016. Controlling for micro-variables such as education, work satisfaction, gender, marital status, and expenditures, we found a statistically significant relationship between life satisfaction and the distance between the residences and the nuclear power plants. Nuclear negative externalities including (i) health and environmental impact, (ii) radioactive waste disposal, and (iii) the effect of severe accidents can be quantified in terms of LS units and monetary units. We were able to calculate the monetary value of NPP externalities at $277 per kilometer of distance for Kori and $280 per kilometer of distance for Wolsong at constant 2015 prices. These estimates are quite different from the traditional estimates made with the contingent valuation method, whereas they are similar to the findings of LSA studies abroad. Hence, the need to adopt the LSA in South Korea and policy implications are demonstrated.
Unplanned land use, that is, unplanned development, causes various negative externalities. In the past, Korea has experienced significant socio-economic costs due to reckless development centered on the boundary between urban and non-urban areas.. Unplanned land use can be viewed as a result of the interaction of various factors.. Therefore, it is difficult to develop in areas where unplanned land use occurs intensively. It is necessary to strengthen legal and institutional measures so that negative externalities do not persis. In this study, we present a spatial analysis methodology to effectively find spatial clusters where unplanned land use is concentrated. By demonstrating and applying this to individual development activities that occurred in Asan City, we examine the usefulness of information to support decision making when establishing mid-to-long-term growth management strategies at the local government level.

The subject of externality of agricultural water supply has been discussed in the OECD AC ( Organization for Economic Cooperation and Development Agriculture Committee) while argued between monsoon Asian developing countries and the agricultural product export nations (Australia, EU, etc). It argued that a 'positive' approach to multifunctionality views agriculture as an economic activity with multiple, interconnected outputs or effects, and a 'normative' approach interprets multifunctionality in terms of the multiple roles assigned to agriculture. and the agricultural product export nations insisted 'negative' approach to externality of agricultural water supply like causing water pollution. So, in this study, define the externalities (positive, negative and economic, environmental) in terms of the agricultural water supply and calculate benefit and cost each the externalities by cost estimation. As results, BC is calculated to 1.28 which means that it is more economical to agricultural water supply and shows that although the negative exernalities comes out while supply the agricultural water, it still more valuable to supply the agricultural water.

Noise externalities are a ubiquitous problem in modern societies. Research to estimate damages and potential efficient solutions therefore is important for addressing such problems. The results of a hedonic property model show that noise has a statistically significant and quantitatively important negative effect on property values. The key results for the best model show that damages (in year 2000 dollars) are - $5000 ${\ast}$ (ln dB), where dB is noise measured in decibels, allowing for the influence of other factors. Because ln(dB) is a strictly concave funaion, the "noise damage function"exhibits diminishing marginal effects with noise.
Agricultural environmental policies to reduce negative externalities and expand positive externalities became common around the world. However, literature regarding the efficient and effective implementation of agricultural environmental policies, such as optional direct payment, is limited. This study, thus, analyzes the relative importance for target selecting-criteria in order to enhance the cost-effectiveness of the Agricultural Environment Conservation Program in Korea. In this context, we conducted survey to 15 experts who are related in agricultural environment policies and analyzed survey results based on ANP method which can consider correlation between selecting criteria. The results show that, in the case field, "soil", "water", and "ecology" field have relative high importance than the other fields. Also, the relative importance for 'improving rural landscape', 'giving nutrient input moderately', and 'conserving agricultural heritage' activities is higher than the other activities. Furthermore, the relative importance among fields and activities of ANP is different from those of AHP. This result implies that it is necessary to consider the correlation between selecting criteria in order to design effectively. Finally, we suggest that in order to enhance the effectiveness of the program, it would be appropriate to assign differential points according to the importance of each activity when identifying appropriate farms.
Korean agriculture experienced rapid changes in its production structure to respond fluctuations on external conditions, and these changes have increased the dependence between agricultural resources and negative environmental externalities from agricultural production. As a tool for managing agricultural resources and reducing negative environmental effects from agricultural production, this study employs water-energy-food nexus for integrated resource management. To show the necessity of an integrated approach, this study evaluated three policy scenarios including changes in capital interest, water capacity, and energy cost. The results show that three scenarios have unintended consequences for farmers' incomes and their use of resources. Also the unintended consequences of government policies also affected farms' vulnerability to environmental changes. In particular, the expansion of financing for the establishment of non-circulating water curtain facilities did not have a significant effect on the crop switching of farms. In addition, increasing the amount of available water through the aquifer recharge project leads to the installation of non-circulating water curtain facilities in zucchini farm. It raises dependence on groundwater in agricultural production, thereby increasing farmers' vulnerability to groundwater shortages. These results imply that the agricultural sector needs to consider the interrelationship between agricultural resources when designing or evaluating policies.
Since the smartphone era has spurred world-over, social network services have become a part of people's daily lives. However, this relatively new phenomenon of technology development raises several negative side effects such as cyberbullying. One of the representative cases of cyberbullying is posting malicious comments online. Multiple social issues arising from this have given impetus to the "benevolent comments campaign" in order to restrain the diffusion of malicious comments. Benevolent comments have advantages that generate positive externalities such as inspiring ethics for an appropriate internet culture, but there is a lack of theoretical research on the deeper understanding of posting benevolent comments. This study thus aims to extract the motivations behind posting benevolent comments through in-depth interviews and suggest alternatives for relative issues through the causal relationship diagram of the system dynamics methodology. This work contributes to our understanding of the factors that affect the increase and decrease in benevolent comments in distinct structural frameworks.

The European Alps face a number of major threats - from habitat loss to pollution, from mass tourism to the impacts of climate change. The European alpine climate has changed significantly during the past century, with temperatures increasing more than twice the global average. This makes alpine mountains especially vulnerable to changes in the hydrological cycle and decreases in snow and glacier cover, which are already occurring. In winter, artificial snow-making is currently the most widespread strategy to extend and supplement natural snow cover and secure winter tourism. Artificial snow-making is not only very costly, but also has knock-on effects such as increased water consumption and energy demand or ecological damage, which may lead to negative externalities. The European Alps facing the challenge of changing climate and anthropogenic pressures.
This study investigates the effect of high-skilled inventor emigration rate on growth rate of the country of origin (COO). Inventor emigrants represent the human capital that can generate highly innovative work. The social network they form spurs knowledge diffusion and technology transfer back to their COOs, which in turn affects innovation and growth in their home countries. We run dynamic panel estimation for 154 countries during 1990-2011, and empirically show that a positive and statistically significant effect exists for the interaction of inventor emigration and trade. The result indicates that the direct negative impact of the brain drain can be mitigated by the positive feedback effect generated by the high-skilled inventor emigrants abroad. When coupled with an active trade policy that reinforces growth, countries can partially recoup the direct effect of the human capital loss. We stress the importance of international trade for successful technology transfer to occur, and offer insights for policies that can utilize the benefits of the rich social network of their high-skilled emigrants.
