Nuclear power is a way of attaining an enormous amount of energy with relatively small amount of resources and after it has been introduced to the submarine since 1954, there are approximately 150 of nuclear powered submarine currently on a mission around the world. This is due to the maneuverability, mountability and covertness of nuclear submarines. However, there are other tasks, not only the high level of nuclear technology that are needed to be dealt with in order to construct nuclear powered submarine. The biggest task of all is to secure the enriched uranium. Accordingly, this research is about the way of enriching and securing the nuclear fuel that are used in the nuclear submarine with the characteristics, merits and demerits of the nuclear submarine. Due to the fact that the pressurized water reactor in South Korea is the reactor that was originally built for the development of nuclear powered submarine, many parts is designed to be suitable for the submarine propulsion. However, in order to apply this to submarine it is needed to consider additional requests such as the position of reactor, accident-coping system, radioactive covering, reactor output adjustment and ship's pitch and roll in order to apply this to submarine. Nuclear submarines have much higher speed based on the powerful propulsion in comparison with diesel-electric submarine and also have bigger loading area. Besides, there is no need to snorkel and they also have advantages in covertness with the multi-noise proof system. The nuclear technology in South Korea has seen the dramatic development since 1962 and in 1998 reached to the level that we have succeeded in the localization of nuclear plant and exported the world-class one-piece small-sized reactor (SMART) to UAE. To operate these reactors, we import the whole quantity of low-enriched uranium and having our own uranium enrich facility is not probable because of the budget and international regulations. With the ROK/US nuclear agreement revised on 2015 November, the enrichment of uranium that are available without special permission has changed up to 20%. According to the assumption that we use the 20% enrichment of Uranium on U.S. virginia class submarine, it is necessary to change the fuel after 11 years and it will cause additional cost of 1 billion dollars. But the replace period by the uranium's enrichment rate is not fixed so that it is possible to change according to the design of reactor. Therefore, I would like to make a suggestion on two types of design concepts of nuclear submarine that can be operated for 30 years without nuclear fuel change by using the 20% enriched uranium from ONNp.First of all, it is possible by increasing the size of reactor by 3 times and it results in the 1,000t increase of the weight. And secondly, it is by designing the one piece reactor to insert devices such as steam turbine, condenser into the inside of nuclear core like the Rubis class submarines of France.
Human history shows diverse strategies for survival and prosperity. This study introduces the concept of the expansion of wealth as a key to explain choice and behavior of political entities. American scholar, -Bruce Bueno de Mesquita-, offers theoretical grounds for this concept in that the cores of selectorate theory is settled. The political entity consists of two groups, -the winning coalition that has power to replace leader and non-winning coalition that has not. Leaders implement policies serving for the welfare of winning coalition in return for their loyalty. Both internal problems caused by demographic changes and external ones of climate changes, epidemic disease, or invasion compel leader and winning coalition to adopt policies of expansion that they believe may lead to the acquisition of wealth needed to counter those problems. The process starts by occupying one spot where other entities reside and then connecting it to its own. The line between spots functions as a foothold to form a new line to other spots. By repeating this process, a space is created in which new laws and orders are instated. In the early stage of expansion, war is hardly avoidable. Once finished successfully, the political circumstance tilts to encourage economic activities in order to generate national revenues to strengthen political power of winning coalition. However, as scale of economic activities grows, so does political power of civic classes in production and trade. To gain financial support required to run the political entity, delegation of power or bestowing autonomy to non-winning coalition is inevitable. Thus, expansion is not the ultimate solution, only to prolong the political survival if succeed. Maritime power came to attractive option when overland expansion had become obstructed. It offered much greater advantages in terms of political risks and financial burdens in exploring new regions of precious commodities than overland expansion. Each political entity around world have been, for the first time in human history, connected by maritime means since 15th century. It is worthy of noting that land conditions propelled people out to sea. Political and economic situations created opportunities to exploit geographical position in pursuit of wealth. In the 21st century, we witness the operation of international winning coalition that presides over the rules of expansion. Competing for market is synonymous to the expansion in this era, the cause and aim of it has not been changed though. Energy and dollars are key factors of expansion since the end of the 2nd world war. No matter what the forms and conditions change, naval power is still the most relevant means for expansion as it retains unique characters of maneuver, flexibility, continuity, display and projection of power. The strategy for using naval power should be in line with two different approaches for expansion: Approaches to the international winning coalition by making contribution to world order, and approaches to the non-international winning coalition by enhancing military diplomatic activities. The former will serve our share of winning coalition while the latter will open chances to acquire further prosperity.
The purpose of this paper is to open a debate about what kind of deterrent strategy the ROK military should pursue in the era of NK's weapons of mass destruction and missile threats. I argue that the ROK military needs a comprehensive deterrent strategy that reflects the international security situations and trends and that builds on clear understanding of the basic concepts and how deterrence operates. The paper starts with surveying the basic knowledge of deterrence from the perspectives of both theory and practice. Then, it provides explanations on why deterrence against NK can be particularly difficult given the security environment in and around the Korean peninsula. For example, South Korea and North Korea hardly share 'common knowledge' that serves as a basic element for the operation of deterrence. Deterrence against North Korea involves complex situations in that both deterrence and compellence strategies may be relevant particularly to North Korea's WMD and missile threats. It also involves both immediate and general deterrence. Based on the discussion, I suggest several ideas that may serve as guidelines for establishing a deterrent strategy against NK. First, our threats for deterrence should be the ones that can be realized, particularly in terms of the international norms. In other words, they must be considered appropriate among other nations in the international community. Second, there should be separate plans for the different kinds of threats: one is conventional, local provocations and the other is WMD/missile related provocations. Third, we should pursue much closer cooperative relations with the U.S. military to enhance the effectiveness of immediate deterrence in the Korean peninsula. Fourth, the ROK military should aim to accomplish 'smart deterrence' maximizing the benefits of technological superiority. Fifth, the ROK military readiness and structure should be able to deny emerging North Korean military threats such as the submarine-launched ballistic missiles and intercontinental ballistic missiles. Lastly, in executing threats, we should consider that the current action influences credibility and reputation of the ROK, which in turn affect the decisions for future provocations. North Korea's WMD/missile threats may soon become critical strategic-level threats to South Korea. In retrospect, the first debate on building a missile defense system in South Korea dates back to the 1980s. Mostly the debate has centered on whether or not South Korea's system should be integrated into the U.S. missile defense system. In the meantime, North Korea has become a small nuclear power that can threaten the United States with the ballistic missiles capability. If North Korea completes the SLBM program and loads the missiles on a submarine with improved underwater operation capability, then, South Korea may have to face the reality of power politics demonstrated by Thucydides through the Athenians: "The strong do what they have the power to do, the weak accept what they have to accept."

Ministry of National Defense, MND, established a "Master Plan of Military Facility" in 2010 based on the defense reform to prepare for future war. It was a plan for consolidating small military facilities into battalion units, reflecting on and preparing for the needs of various changes in defense environment as well as balanced growth of ROK Army, Navy, and Air Force. However, to move forward with "Military Facility Master Plan," current design criteria for military facilities need to be revised to be enacted due to numerous calculation errors in facility footprints because of the absence of a sound facility criteria. Because the future war environment will be changed from Platform basis to Network Centric Warfare basis, Command & Control capability of C4I systems is getting more important. Therefore, Successful mission accomplishment can be secured by convergence of facility and military Information Technology(IT). So, MND should quickly prepare for the operational guidance, design criteria and policy that are suitable for Network Centric Warfare accomplishment, and implement infrastructure of IT and installation of C2 facility in conjunction with consolidation movement of military facilities. In this paper, we propose the defense I3A framework in order to solve this problem.
This paper analyzes which of the military sub-fields has an effect on a soldier's evaluation of South and North Korean military power. There are three objectives of this paper. First, it is to analyze whether the South is superior to the North in the overall military power and military sub -fields, without the presence of the US armed forces in South Korea. Second, it is to assess which of the military sub-fields influences the overall evaluation of military power through a regression analysis. Finally, it is to look at whether the professional soldiers have a motivational bias, due to an argument that the military personnel tend to exaggerate the inferiority of their own military power to get more budget for defense construction. Research in 2002 and 2003 tell us that South Korean military power is slightly inferior to North Korea's. However, research in 2005 shows that military power of South and North Korea is almost equal. The sub-fields in which South Korea is superior are in the order of War Sustainability, Information Warfare, Air Force, and Navy. North Korea is regarded to be superior in the fields of Atomic Biological Chemical Warfare Capability, Special Force, Reserve Mobilization, and Army. The higher ranked soldiers tend to evaluate that the North is superior to the South.

Purpose: In Ulleung island, emergency medical transport by helicopter is very important. So, we analysized our experience with emergency medical transport by helicopter for 4 years and we were compared our data with other data for 1997-2001. Therefore we need to research public health development direction. Method: We analysized patient's medical record for 4 years. Result: During 4 years, 104 transports were done and 130 patients were trasported to tertiary hospital center, there was more increased than that from 1997 to 2001. Helicopters from Pohang coast guard, Donghae coast guard, Navy, and 119 rescue etc. were used, but 119 rescue transport was decreased more and more. The 60's patients was most, 22.3% and teenager's and 80's patients was lowest. The male was 65% but the female was increased more and more annually. In addition, the older patients was the more portion of female patient. The transport was concentrated in daytime. The traumatic patient was much in winter period. The cerebrovascular accident was 1st cause of patient and fracture was many also. Conclusioon: Except Fire service's helicopter, the other helicopter was not apt to emergency medical tansport. But Fire service's helicopter was not used commonly because Fire service's helicopter was in Daegu, so distant and time consumed. As a result, emergency medical transport helicopter is needed in east coast like Fire service's helicopter. In addition, trauma prevention education and public health education for hypertension and diabetes will be essential and public health system in Ulleung island will be prepared for aging society.

Today, all the countries of the world newly recognize importance of sea on 70% area of the earth, which are focused on efforts for security of marine territory and fishes resources. On the security concerns of the ocean & fishes resources, Sea are very important on the ground of the importance of the ocean, thus international community has been trying to combat a maritime security threat and illegal fisheries. Coastal states need to have proper state's jurisdiction and exercise it's jurisdiction to response effectively to a maritime security threat and illegal fisheries. Here, many of the coastal states strengthened the rights in Exclusive Economic Zone(;EEZ) naturally, there are made cooperation activities and keen competition in the sea because deepening of complex understanding of the relationship between the surrounding countries with marine surveys & continental shelf development, island territorial sovereignty & marine jurisdiction in overlap of sea area on EEZ. In these circumstances, foreign fishing boats invaded to our territorial waters and EEZ many times. in addition, Chinese fishing boats are going to illegal fisheries naturally. On this point, a powerful crackdown of maritime enforcement organization had no effect on them. Also more and more their resistance gathered strength and tendency of a illegal activities became systematization, group action and atrocity little by little. So this thesis includes a study on the regal regulation, the system and formalities on the control of illegal fishing. And the author analyzed the details of the activities of illegal fishing and boats controlled by Korea Coast Guard(KCG), fishing patrol vessels of Ministry of Maritime Affaires and Fisheries(MOMAF) and Navy etc. from in adjacent sea area of Korea. In relation to this, the policy and activity plan were devised to crackdown to illegal fisheries of foreign fishing boats and then it was enforced every year. According to this, analyze the present conditions of illegal fisheries of a foreign fishing boats on this study, also analyze the present conditions of maritime enforcement organization & found out problems to compared it. protect the territorial waters, at the same time protection of marine mineral resources & fishes resources of EEZ including continental shelf, which has want to study for the role & response of maritime enforcement organization for the protection of fisheries resources and a proper, a realistic confrontation plan of maritime enforcement organization against illegal fisheries of foreign fishing boats.

Conventional methods for the assessment of liquefaction potential were primarily for areas of severe earthquake zones (M=7.5) such as North America and Japan. Detailed earthquake related researches in Korea started in 1997, including development of the seismic design standards for port and harbour structures, which was later completed in 1999. Because most contents in the guidelines were quoted through literature reviews from North America and Japan, which are located in strong earthquake region, those are not proper in Korea, a moderate earthquake region. This requires further improvement of the present guidelines. Considering earthquake hazard data in Korea, use of laboratory tests based on irregular earthquake motion appears to be effective to reflect the dynamic characteristics of soil more realistically than those using simplified regular loading. In this study, cyclic triaxial tests using irregular earthquake motions are performed with different earthquake magnitudes, relative densities, and fines contents. Assessment of liquefaction potential in moderate earthquake regions is discussed based on various laboratory test results. Effects of these components on dynamic behavior of soils are discussed as well. From the test results, screening limits and magnitude scaling factors to determine the soil liquefaction resistance strength in seismic design were re-investigated and proposed using normalized maximum stress ratios under real irregular earthquake motions.

Navy establishes the Naval Task Forces (TF) for many kinds of maritime operations. Then the TF in the maritime environment performs simultaneous component operations such as ASUW (Anti-Surface Warfare), ASW (Anti-Submarine Warfare), AAW (Anti-Aircraft Warfare), and assault operations. The TF consists of many tactical systems for the completion of missions C4I, VOIP (Voice Over Internet Protocol), DMHS (Digital Massage Handling System), and TDLs (Tactical Data Links) such as LINK-11, 16, ISDL (Inter Site Data Link). When the TF executes naval operations to complete a mission, we are interested in the kill chain for the maritime operations in the TF. The kill chain is a standard procedure for the naval operations to crush enemy defenses. Although each ship has a procedure about a manual for 'how to fight', it leave something to be desired for the TF detailed kill chain currently. Therefore, in this paper, we propose the naval TF's kill chain to perform the naval operations. Then, the operational effectiveness of the TF in the kill chain environment is determined through operation scenarios of TDL system implementation. It is to see the operational information sharing effect to a data link model based on MND-AF OV 6c (statement of tracking operational status) in the maritime operations applied to TDL and is to identify improvements in information dissemination process. We made the kill chain of maritime TF for the effective naval operations.

Test standards for electrical and electronic equipment required for ship operations is applying the IEC-60533 standard. However, although a test procedure and a specified regulation are clearly defined in the deck and bridge zone and general power distribution zone, they are not regulated in the special power distribution zone with ship propulsion system. For these reasons, the costs for additional research and development have been invested. In this paper, we was measured power noise in a special power distribution zone in ship and we were compared and analyzed values measured. The actual experiments are performed on the ship of Korea Maritime and Ocean University. As a result, the acquired data on Hanbada shows that loop antenna with low frequency band(160kHz) and ultra log antenna with high frequency band(1.97GHz)occur about 6-8dB differences and about 8.7 difference respectively. Also, the acquired data on Hannara shows that each loop antenna of 1MHz, 11MHz, and 25MHz occurs about 7dB difference about 4-5dB differences respectively. so standard of Special distribution zone must be specified by comparative analysis of data obtained by the experiment more.
