연안 여객선의 내항성능 위험도를 이용한 항해 안전성 평가에 관한 연구 (Distribution Evaluation of the Ship's Navigational Safety Using Dangerousness on the Korean Coast)

  • There are winds and waves in the sea, and they are changed frequently in accordance with the weather. By analyzing them which have the closest relation to the ship's safe voyage. evaluating the seakeeping performance and then taking a proper action, navigators should carry out safe navigation on the sea. A ship in seaways suffers continuous disturbances by irregular waves, and ship motions with irregular waves cannot be easily described as a system model which is adequate to a control system. But, in general, for seakeeping analysis, ship motions in irregular seas can be estimated by the superposition of the motion responses in regular wave components of the sea spectrum. After comparing and analyzing the winds and waves in major sea areas, this paper evaluates the navigational safety of ships on the Korean coast with potential dangerous seakeeping performance using the weather information provided by land. The conclusion is as follows : (1) It is possible that the safety of ships could be secured more accurately by evaluating the seakeeping performance of ships. (2) When the weather is bad, the departure of ships could be controlled by evaluating the navigational safety of ships. (3) When a ship is placed in commission in any area, this evaluation could be used to decide the type and size of ship in use.

  • The article assesses the level of navigation safety, in theoretical terms, defines the complexity of managing navigational risks in practice. The issues of assessing the navigational safety have been studied due to the importance and relevance of the issue in question, however, due to the great complexity of the problem under consideration, the article considers and indicates the directions for the development of the solution of the given direction, where, first of all, it became necessary to analyze the issue of assessing the levels of navigation risks when navigating vessels of various types in difficult navigation conditions.

  • This paper presented a method of evaluating navigational safety of a ship by means fo the integrted seakeeping performance index(ISPI). The ISPI is defined by measuring only any one factor through the medium of relative dangerousness of the other factors for evaluating seakeeping performance. This evaluation method can be applied to the ships for any types and loading conditions. In devloping the practical evaluation system of navigational safety, it is expected to be useful to solve the difficulties in measuring factors by sensors. The results are also useful for devloping the optimum type of ship by applying at the initial design phase.

  • From a ship's safe operation point of view, it is very important to estimate the navigational safety in a seaway. The seakeeping performance can be defined as the ability of a ship to go to sea, and to accomplish its missions successfully and safely even in adverse environmental conditions. There are several factors presently adopted for evaluating seakeeping performance. But a hardware of the system considering all these factors has not been developed since some of them can not be measured by sensors. In this paper, a synthetic method of evaluating navigational safety is developed by measuring the vertical and lateral acceleration. An experiment by using real measuring carried out on board the T/S 'HANNARA' The equipment was measured every 4 hours for more than 30 minutes the acceleration by accelerometer, analyzed its acceleration values and calculated navigational dangerousness. As the results of this on board experiment, the system is carried conviction to be useful as evaluating seakeeping performance.

  • 최근 개발 도입되고 있는 첨단항해계기와 관련된 새로운 기술, 관련 국제기준과 세계주요해양대학의 항해계기 관련 교육현황을 분석하였다. 그리고, 분석결과를 바탕으로 새로운 전자항해교육을 위한 교과목의 세부 요목을 제시하였다. 이것은 시대적 흐름을 반영한 해기교육과정의 편성과 해기면허시험의 세부요목을 설정하는데 참고 자료로서 충분히 활용할 수 있을 것이다.

  • Recently, due to the several factors such as the advent of very large vessels and high-speed vessels, and the increase of the maritime traffic density at sea, the obligation, responsibility and burden of marine officers on duty for the safety of navigation has been highly escalated. Under these situations, if the appropriate and correct navigational information is given to officers at real time by means of certain integrated information processing system, these obligation, burden and danger can be reduced. This paper deals with the study on the development of the Navigational Information Monitoring and Recording System that can give and record the integrated navigational information based on the personal computer system installed on board. To construct this system, the interface unit which changes different signal types of navigational equipments to NMEA 0183 signal format and the application software to show the visual navigational information were developed. In this study, the navigation system of T/S HANBADA in Korea Maritime University was used in order to construct the actual system that can be utilized in other ships, and also the performance test was carried out several times to examine the performance of the system developed. It was proved that all functions of the system as designed worked smoothly through the performance test. Also this system could be operated easily and conveniently by every user.

A Study on the Visualization of HNS Hazard Levels to Prevent Accidents at Sea in Real-Time

  • In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.

  • 최근 광양항에서는 대규모 매립 및 부두 건설 공사와 화물수송을 위한 예부선의 통항이 증가하고 있고, 항만을 출입하는 선박들과 좁은 항로에서 마주치는 상태, 횡단상태 및 추월의 관계가 자주 발생하여 해양사고의 발생 가능성이 높아지고 있다. 이 연구에서는 광양항 중장기 항만개발에 기인한 해상교통량의 변화와 항로의 항해위험요소가 예부선의 안전운항에 미치는 영향에 대하여 검토하였다. 그리고 율촌 제1산업단지를 출입하는 예부선의 하이스코 임시항로 이용에 관하여 도선사와 해상교통관제센터의 관제사로 구성된 전문가극 대상으로 설문조사를 수행하였고, 이를 통하여 광양항 하이스코 임시항로를 출입하는 예부선의 안전운항 방안에 관하여 고찰하였다.

e-Navigation MSP 평가를 위한 시나리오 기반 시뮬레이션 시스템 개발 (A Development of Simulation System based on Scenario for Evaluation of e-Navigation MSP)

  • 최근 선박의 안전항해를 위해 해사서비스 목록인 MSP에 대한 국제적인 논의가 활발하게 진행되고 있다. 성공적으로 MSP를 개발하기 위해서는 먼저 MSP의 구조와 데이터 표준화가 되어야 한다. 또한 육상-선박, 선박-선박 간 제공되는 IT서비스가 안전항해에 효과적인지 평가하고 데이터의 전달 및 표현방법에 대한 사전 적합성 검토가 필요하다. 따라서 본 논문에서 제안하는 시뮬레이션 시스템은 항해사 교육 목적으로 사용하는 선박 조종 시뮬레이터와 달리 일반 PC 환경에서 동작하여 MSP의 IT서비스를 개발하고 검증하는 것을 목적으로 설계하였다. 시스템은 시나리오 편집기 모듈과 항해환경 3차원 시각화 모듈, 항해기기 2차원 시각화 모듈로 구성되어 있다. 시나리오 편집기 모듈은 시뮬레이션 시나리오를 작성하고 시뮬레이션을 운용하는 기능을 제공한다. 항해환경 3차원 시각화 모듈은 작성된 시나리오에 따라 해상환경과 항해환경의 상호작용을 3차원으로 표현하는 기능을 제공한다. 항해기기 2차원 시각화 모듈은 선박의 주요 항해기기의 상호작용을 2차원으로 표현하는 기능을 제공한다. 개발된 시뮬레이션 시스템을 이용하여 다수 선박이 항구에 입 출항하는 항해환경을 구성하고 자선을 항구에 입항하는 시험을 행하여 국제해사기구에서 개발되어진 일부 MSP의 효용성을 평가하기 위한 시뮬레이션에 사용할 수 있다는 것을 확인하였다.
