Based on the trend, there have been numerous researches analysing the ship collision risk. However, in this scope, the navigational conditions and external environment are ignored or incompletely considered in training or/and real situation. It has been identified as a significant limitation in the navigational collision risk assessment. Therefore, a novel algorithm of the ship navigational collision risk solving system has been proposed based on basic collision risk and vulnerabilities of marine accidents. The vulnerability can increase the possibility of marine collision accidents. The factors of vulnerabilities including bad weather, tidal currents, accidents prone area, traffic congestion, operator fatigue and fishing boat operating area are involved in the fuzzy reasoning engines to evaluate the navigational conditions and environment. Fuzzy logic is employed to reason basic collision risk using Distance to Closest Point of Approach (DCPA) and Time of Closest Point of Approach (TCPA) and the degree of vulnerability in the specific coastal waterways. Analytical Hierarchy Process (AHP) method is used to obtain the integration of vulnerabilities. In this paper, vulnerability factors have been proposed to improve the collision risk assessment especially for non-SOLAS ships such as coastal operating ships and fishing vessels in practice. Simulation is implemented to validate the practicability of the designed navigational collision risk solving system.

In the decision of a collision avoidance action for navigators and intelligent ships, it is necessary to evaluate the degree of surrounding risks and to control them effectively. In this paper, we propose the new methodology for navigational risk evaluation and control at sea. In the methodology, navigation risk is evaluated in two dimensions using Even Risk Contour on the basis of the concept of contour line. In addition, the movement information of dangerous targets is assessed continuously and precisely with wide band data. The presented technique is useful for the safety navigation at the heavy traffic sea and will be applied for the ultra automatic ship.
The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures have been developed, applied to the industries. The coastal VIS and navigational aids are considered as one of the effective methods to promote marine safety but they need relatively huge amount of budgets to build Thus prior to establishing these coastal VIS and navigational aids, it should be evaluated the navigational risk level in the coastal waterways from the Environmental Stress. So far as human beings are concerned, there are many types of fuzziness in the evaluation of navigational safety level. In order to reflect these fuzziness on this evaluation, this paper introduces the fuzzy integral suggested by Choquet to represent the fuzziness in the evaluation process. This paper aims to develop the method for this evaluation from the viewpoint of mariner's operational stress using the fuzzy logic and Choquet integral. In this paper, Korean coastal area is divided into 8 sectors and evaluated the priority for the needs of coastal VIS and navigational aids.

It can be said that the relationship between the maneuvering ability of operators and the navigational environment affects the safe degree of navigation in the collision avoidance situation. In order to reduce the occurrence probability of accident and to maintain the safety, it is necessary to clarify the relationship between human behavior and navigational environment. In this study, therefore, we analyzed and discussed the relationship between the maneuvering characteristics and the safety focused on human behavior as a fundamental factor of marine accidents using ship handling simulator and questionnaire. As a result, we concluded that navigational environment changes variously and the maneuvering ability of operators also varies with the navigational environment, and the ship handling characteristics strongly affect the occurrence probability of accident.

In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.

An expert system of collision avoidance developed by CLIPS and Visual C++ is continuously introduced in this paper. Further, a simulation function of collision avoidance is added to the expert system, the function can simulate the avoidance actions of own ship and a specific target of a period of future time. This function can help navigators to estimate collision risk and make proper collision avoidance actions in dangerous situations for navigational safety of ships. Furthermore, navigational rules can also be evaluated during the process of simulation.

Recently, as the coastal trading is being increased rapidly, risk of collision being increased especially in the coastal route near around the port of Wando. In this paper, with the reference to various literatures and papers on collision avoidance rules, the navigational rules and regulations for the coastal area-especially for the narrow channel-are construed and introduced in brief. Also, 3 collision cases near around the port of Wando and statistical data during 5 years(1996 to 2000) are studied. The results of this study are as follows; 1. It is strongly recommended to separate the route of east-bound and west-bound in this area due to removing the risk of collision between the vessels in reciprocal way. 2. The owner of the fleet should lead that the master should con the vessel by himself when passing this area. 3. For the introduction of the Coastal VTS, it is required to investigate the capability to cooperate with military radar sites which based on all over the coast.

A ship's sailing route or plan is determined by the master as the decision maker of the vessel, and depends on the characteristics of the navigational environment and the conditions of the ship. The trajectory, which appears as a result of the ship's navigation, is monitored and stored by a Vessel Traffic Service center, and is used for an analysis of the ship's navigational pattern and risk assessment within a particular area. However, such an analysis is performed in the same manner, despite the different navigational environments between coastal areas and the harbor limits. The navigational environment within the harbor limits changes rapidly owing to construction of the port facilities, dredging operations, and so on. In this study, a support vector machine was used for processing and modeling the trajectory data. A K-fold cross-validation and a grid search were used for selecting the optimal parameters. A complicated traffic route similar to the circumstances of the harbor limits was constructed for a validation of the model. A group of vessels was composed, each vessel of which was given various speed and course changes along a specified route. As a result of the machine learning, the optimal route and voyage data model were obtained. Finally, the model was presented to Vessel Traffic Service operators to detect any anomalous vessel behaviors. Using the proposed data modeling method, we intend to support the decision-making of Vessel Traffic Service operators in terms of navigational patterns and their characteristics.

Recently, many maritime accidents have been increased and the collisions due to human error are given a great deal of proportions out if them We develop the Real-time Collision Risk Monitoring System (CRMS) for the navigational officers to cope with the emergency situation promptly and thus to reduce the probability if casualty. In this study, the risk of collision is evaluated by two kinds if method. The first method is based on Fuzzy algorithm, which evaluates the risk of collision between traffic ships. The second method is based on Environmental Stress (ES) Model, where the total risk if collision is evaluated by the environmental stress felt by human. The developed real-time CRMS has been installed to the ship handling simulator system and its capabilities have been tested through simulator experiments.
