Design of Monitoring System for Managing Officer's Operation with Supporting of Nautical Safety (선박 안전운항 지원을 위한 승무원 운용상황 감시 시스템의 설계)

  • Although navigation systems and automatic identification technologies are in use for nautical safety of ocean vessels, ship collisions are increasing due to the growing number of overseas transportations. Since these accidents are mostly caused by the watch officers and crews' human mistakes, it is essential to develop a new set of systems to prevent such misfortunes. Therefore, we suggest a control and management system which monitors crews in order to conduct secure on-board navigation and nautical safety. We also materialized a mobile terminal system and portable device for the crews to check the status of the ship, and we designed a platform for an integrated surveillance system to assure a harmless voyage. Lastly, we attested the mutual connections of integrated safety-related data.

A Study on the Investigation and Analysis of Collisions at Sea (선박충돌사고의 원인조사 및 분석방법에 관한 연구)

  • The collisions at sea among marine casualties are not reduced as the tonnage and speed of ship's increase as well as the traffic quantity increase at sea, in spite of the improvement of nautical equipment, enforcement of crew's education and training as well as improvement of quality standard according to the implementation of ISM code. The measures to prevent the collisions at sea are simple, and are composed of six stage.: The first stage is that the officer on duty detect the target from his eye or radar information. The second stage is determining the type and kind of target-ship. The third stage is target tracking; calculation of target speed, course, CPA and TCPA from radar information or visual check. The fourth stage is determination of vessel in danger after calculation of third stage. The fifth stage is the judgement of situation if own ship is stand-on or give way vessel according to the 1972 COLREG. The last stage is to carry out proper action according to 1972 COLREG, under the circumstances. But by the case, the situations are so different under the different external conditions; for example, natural/navigational conditions, crew's human factors, ship's particular, rule or regulation, management system on board, the condition of watch keeping. Therefore the reasons and casualties are so complicated. This study aims to investigate the collision casualty at sea which needs to clarity all these causal factors of afore-mentioned, and to analyze the causes of problems so as to utilize them to establish the measures of preventing marine accidents. This study, described the concepts of causal factors into three groups; environmental factor, and company/on board management system and navigator's act. Also described how to investigate and analyzes the casual factors. Even though it was described in this paper how to detect the causal factors and reasons of collisions, and how to analyze the inter-relation of each causal factors, it is necessary to do further study how to analyze between the liability of concerned parties and the casual factors involved.

  • When a straight-in landing from an instrument approach using ILS or VOR/DME is not possible or desirable because of topographical reason or bad weather, a circling approach maneuver is initiated by the pilot to align the aircraft with a runway for landing. Visual contact with the runway is necessary while conducting a circle to land maneuver. This research is to develop a new warning system based on a convention marker system which alerts pilots to watch out for exceeding the circling approach area. The airborne system also uses the same receiver unit without any new installations. The objective of this research is to design and develop a Yagi antenna in a special form. The research includes computer simulations to determine the size of antenna radiation pattern and to compute an expected flight path in case of alarm to validate effectiveness of the system.

  • The principal trends in the course of emission control legislation are reviewed in this paper. In order to keep such a regulation, moreover, an inquiry ito the concrete technical possibility is conducted through review articles, Also, the composition of exhaust gases emitted from a marine diesel engine are investigated as several samples and the measures that can satisfy the value of regulation are handled with laying stress on the control methods discussed to date. It was concluded that various combined systems can be made to reduce NOx emissions without deteriorating substantially navigation costs since many technologies for reducing NOx emissions are being developed. All heat engines suffer from SOx emissions. There are two methods for reducing SOx emissions: desulfurization from exhaust gas and removal of sulfur composition from fuel oil. However it is necessary to watch the development of these technologies to evaluate which method is more favorable. Heat engines have a big problem in the regulation of environmental pollution from exhaust emissions. In the near future, however, diesel engines may be superior to other heat engines, owing to the high thermal efficiency, although the sales of individual models in dises engines may be prosperous and declining.

  • Traditional broadcasting environment is merged with various interactive broadcasting services, and the users use these services through Set-Top-Boxes. But they have limited user interfaces, which are not suitable for TV environments by adopting internet formats. Therefore, this paper suggests a User Navigating Interface which helps the audiences to select and watch their favorite channels more effectively. Firstly, this paper analyzes EPG interface - the most basic service in interactive broadcasting. Secondly, it suggests a user interface and service structure suitable in the network-integrated TV environment.

A Study on the Relationships between the Casualties of Fishing Boats and Meteorological Factors (어선 해양사고와 기상요소의 관계에 관한 연구)

  • In order to reduce the casualties of fishing boats, the author analyzed the fishing boat accident on the 412 cases in Korean maritime safety tribunal for the 2005~2009, and then studied the relation between the weather element and the accidents. According to this studies, the occurring ratio of sea casualty for fishing boat in fog weather was appeared 1 boat per 1.6 days. It means that the restricted visibility condition gives the most influence on the fishing boat accident. The casualties in winter season from November to next January occurred 139(33.7%), and small boats less than 50tons broke out more casualties with 68.4%. From this we can find that small fishing boats are very deeply affected on the sea weather condition. According to the boat types for fishing the casualty of jig boat was ranked first, and collision accident account for first with 77.9% for the types of casualties. As mentioned above, most sea casualties for small fishing boats were resulted from the human factors such as poor watch keeping in invisibility and the bad sea condition, it is necessary for navigation operators and the manager to take more attention to the meteorological factors.

Analytical Study on the Peak Stage of Typhoons (태풍의 피크기에 관한 분석 연구)

  • This paper analyzed the peak stage of typhoons by using 10 years(2002~2011) data. The main purpose of this research is to provide the characteristic and tendency of peak stage of typhoons for navigators of ship. The research results show that typhoons of maximum wind speed 20~29m/ s and 40~49m/s account for 25% and 24% of whole typhoon, respectively. Ultra Typhoon of maximum wind speed 50m/ s and over accounts for 24% of whole typhoon. Peak stage mean arrival time from tropical depression and tropical storm are 3.6 days and 2.1 days, respectively. Duration time of peak stage is within 2 days and mean duration time of peak stage is 31hours. Latitudes and longitudes that mainly appears peak stage are at $15^{\circ}{\sim}25^{\circ}N$ and $120^{\circ}{\sim}140^{\circ}E$. This dangerous sea area has the oceanic environmental characteristic that Taiwan and Philippines are locate west side and a vast the North Pacific occupy east side. Navigators of ship in this dangerous sea area keep strict watch. Ultra Typhoons occur most frequently in September. Peak stage of Ultra Typhoon also appears at $15^{\circ}{\sim}25^{\circ}N$ and $120^{\circ}{\sim}140^{\circ}E$.

Analysis of the Terms "Risk" and "Danger" for Appropriate Application of COLREGs and Proposal for Amending Maritime Safety Act of Korea (국제해상충돌예방규칙의 올바른 적용을 위한 '위험'과 '위험성'에 대한 용어 분석 및 해사안전법 개정 제안)

  • The Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs) was adopted to prevent ships from colliding with other ships or any object such as the seabed. COLREGs have been codified and refined since the mid-19th century, and have reached the present. Therefore, the terms and sentences used in COLREGs also have distinct academic and legal connotations. However, in the Maritime Safety Act of the Republic of Korea, which translated COLREGs into domestic law, the "risk of collision" and the "danger of collision" was used in the law without distinguishing their meanings. Accordingly, the difference between "risk" and "danger" was analyzed with reference to the definition of risk by an authoritative international organization of the United Nations such as the International Maritime Organization and the International Organization for Standardization as a well-known and authoritative non governmental organization. In addition, the cases codified in COLREGs and translated cases in the Maritime Safety Act were analyzed to highlight the need for amending the Maritime Safety Act. From the perspective of safe navigation, it is expected that the Maritime Safety Act in the future would distinguish between "danger" and "risk" so that the efforts of watch officers to prevent collisions could be further systematized.

A Study on Advanced Seafarers' Training for Improving Abilities of Officers in Charge of a Navigational Watch who Handle Navigational Equipment: To Focus on the ECDIS (항해사의 항해기기 취급 능력 향상을 위한 해기 교육 개선에 대한 연구: ECDIS를 중심으로)

  • The main reason of marine casualties is the human error in respect of ship's operation. The human error of officers in charge of a navigational watch is related to their abilities to handle of navigational equipment. Navigational devices play a key role to help officers decide what to do for safe navigation. Thus, the abilities to handle of navigational equipment mean not only operation of devices but also entire understanding of the system such as interpretation of information obtained from devices, appropriate use of information considering navigational circumstance. Qualification of seafarers is in accordance with STCW and detailed training courses for their qualification are provided by IMO model course series. Recently, ships engaged on international voyages shall be fitted with an ECDIS not later than the first survey on or after 1 July 2018. As increasing use of ECDIS on ships, marine casualties related to ECDIS are on the rise. The primary causes of the accidents are lacking understanding of ECDIS system, wrong presentation of information on display, wrong safety setting by seafarers who use ECDIS, using small-scale chart and missing charts update. As a result of these primary causes, some problems like wrong route planning and use of limited or omitted information occur. It could be happening by inappropriate seafarers' training which is not sufficient to support improving abilities of officers to handle navigational equipment. For efficient training, it is need to develop training courses. Applying full mission simulation system to seafarers' training courses with case studies and best practices which are well-constructed scenarios based on true marine casualties can increase the effect of training. To use the simulation system, it is possible that seafarers are trained under condition that closely resemble real situation. It should be considered that IMO model course be revised depending on the level of seafarers also. It could be helpful for increasing seafarers' abilities of equipment operation in place of accumulation of experience spending much time. In the short term, effort of training courses improvement for seafarers is needed and long term, it should be tried to provide stable system and services relate to ECDIS.

  • For the elderly whose path-finding capability and distance perception abilities have been weakened, the study intends to provide UI design of a wrist type walking aid device which allows the elderly to receive both visual and haptic information that induces the elderly' occasional attention by utilizing currently available haptic technology. The study asked 30 the elderly older than 65 years old, target consumers of the technology, to wear a smart watch and find a path by following the directions provided by four different UI versions of Wizard of Oz. Then, the study has conducted post-experience interview. Quantitative analyses was performed their preference level, number of misguided participants and the number of deviations incurred. Based on the data collected, the study has applied grounded theory, a qualitative research methodology, in order to grasp new understanding about the research, and has consequently reached some significant implications for further research on wrist type walking aid device for the elderly, who show self-contradictory demands.
