생태복원과 환경영향평가: "애국가"에 나타난 '보전'의 이념 구현을 중심으로 (Ecological Restoration and Environmental Impact Assessment for the Realization of the Central Theme, Preservation, Suggested in the National Anthem of Korea)

  • This review was made to discuss the issues of ecological restoration and environmental impact assessment (EIA) related to the preservation of natural environment, the central theme expressed in the National Anthem of Korea. The authors notice that the key word or the central philosophy contained in the verses of the National Anthem of Korea is the preservation of national land and eternal identity for future generations, which is thought to be pursued through the attainment of ecological sustainability. A conceptual model for the sustainable management of natural ecosystems was suggested for the efficient utilization and the preservation of them, whose activities should be promoted by those of conservation and restoration instead of destructive development and negligence, respectively. Here, the preservation of natural environment can be directly pursued through the restoration of degraded ecosystems and landscapes and the utilization of natural environment can be directly pursued through the conservation of natural resources and wise management of natural ecosystems and landscapes. After reviewing the major characteristics and activities of the restoration of degraded ecosystems and landscapes, discussion was further extended to points for the promotion of the EIA activities. To point out some of them, it is needed for the public to better understand the nature of sustainable management of natural environment, for the society to put extensive energy and resources in the restoration of degraded ecosystems and landscapes, and for the government to install higher levels of ministries than that of the Ministry of Environment in dealing with the issues related to the 'preservation' of national land, people, culture and the security of the sustainability for future generations, where EIA and strategic environment assessment (SEA) can directly contribute to the sustainability of the country and future generations.

  • In recent years, the sales of bottled spring water (BSW) have been drastically increasing in Korea and other countries, which accompanied great interests in conservation and reclamation of natural mineral water (NMW). In this study, management and research activities on NMW in Europe, USA, and Codex Alimentarius were reviewed. In each region, NMW is regulated with its own quality standards that differ from ordinary drinking water, and management actions are strictly implemented to protect water resources and to secure quality of NMW. Many studies on NMW were carried out for monitoring inorganic constituents including major and trace elements in national levels for bottled NMW, groundwater, and tap water in other countries. In Korea, NMW became commercialized in 1995 when BSW was legally approved as a drinking water. To further promote utilization of various types of NMW in Korea, regulations and policies for NMW need to be revised in accordance with international NMW management trends. Further, studies of NMW that compile a comprehensive set of physical and chemical parameters of NMW are also needed to properly understand occurrences, hydrogeological and geochemical processes of NMW, as well as to evaluate its potential use as a natural resource.

  • In 1987, The Brundtland Report defined a sustainable development as the development that meets the needs of the present without compromising the ability of future generations to meet their own needs. This is the concept that we should cling to, to preserve natural resources of the present for the future generation. With this concept in mind, this paper criticized that the current waste management policy has been neglecting resource preservation aspect of waste management policy while giving too much emphasis on reducing waste generation. Thus, the purpose of this paper is to analyze how waste management policy can affect preservation of natural resources, and to investigate policy alternatives that can reduce both the volume of waste generated and the amount of natural resources that need to be consumed in the production process. The study was conducted based on the literature survey and system dynamics simulation. Borrowing Randers and Meadows's solid waste model with some modification of parameter and variables, this paper simulate several policy alternatives to figure out the most effective waste management policy set that can meet the need of the present without compromising the ability of the future generation to meet their own needs. Main concern was how to link waste management policy with resource management policy that can lead to minimization of waste generation and resource consumption.

Biodiversity Conservation and Its Social Implications: The Case of Indigenous and Community Conserved Areas in Sabah, Malaysia

  • With natural resources-terrestrial or coastal-fastly diminishing, governments are now resorting to biodiversity conservation, fast-tracking the introduction of new legislations, as well as the amendment of existing ones, and laying out programs that interpret existing practices and research agendas. This paper examines how biodiversity conservation-in addition to eco-tourism-has become an important symbol of the modernizing state of Sabah, Malaysia. It further examines the effects of biodiversity conservation on state and community management of natural resources, with particular reference to the management of natural resources by the indigenous peoples of Sabah. Citing case studies and focusing on a forest community at Kiau Nuluh, in the district of Kota Belud, Sabah, this paper evaluates strategies used by indigenous groups to maintain access and control over the management of natural resources-and by implication to livelihoods-via ecotourism, making creative alliances with non-government organisations as well as forging cooperation with government agencies which act as custodians of these resources. For a majority of indigenous groups however, the practice of biodiversity conservation has meant reduced and controlled access to natural resources, considering the fundamental issue of the lack of security of tenure to the land claimed under customary rights. New initiatives at recognizing Indigenous and Community Conserved Areas (ICCAs) by international conservation groups provide a means for tenure recognition, for a price, of course. The recognition of ICCAs also faces obstacles arising from developmentalist ideology which upholds that forests are valuable only when converted to other land use, and not left to stand for their intrinsic value.

Coral Reefs in Indonesia: A Review on Anthropogenic and Natural Disturbances

  • Coral reefs are among the most dynamic and various ecosystems on tropical ecosystem. They provide a large number of important ecosystem services. Despite their importance, they appear to be one of the most susceptible marine ecosystems. Dramatic decreasing of coral reefs has been reported from every part of the world. Indonesia contains 18% of coral reefs of world's total. Unfortunately the status of coral reefs in Indonesia is already in critical and poor condition. Coral reefs communities in Indonesia are subjected to a variety of environmental disturbance. Threats to Indonesia's coral reefs resources can be divided into two main types: anthropogenic and natural disturbances. The major anthropogenic disturbances on coral reefs in Indonesia are destructive fishing, pollution, coastal development, mining and harvesting live fish and coral, tourism. The natural disturbances such as cyclones, volcanic eruptions, earthquakes, tsunami and predator also contribute to coral reefs destruction in Indonesia. In my paper I tried to compare between natural and anthropogenic disturbances on coral reefs in Indonesia and raised these questions: (i) how the natural disturbances differ from anthropogenic area (ii) which type of disturbances has caused the greatest impact on coral reef ecosystem. My finding is that both of anthropogenic and natural disturbances give major impact on coral reefs in Indonesia. The important issue here is coral reef resilience could be disturbed by synergistic effects between various anthropogenic and natural disturbances. This phenomenon has significant conservation and management implication. The appropriate management should be conducted to protect coral reefs ecosystem in Indonesia. Mangrove management will succeed only when local people are involved and get sustainable benefits from mangrove ecosystem. Community based management and Integrated Coastal Zone Management (ICZM) are type of management that can be applied on coral reef ecosystems in Indonesia.

산림경관계획 수립방안에 관한 연구 (A Study on Establishing Forest Landscape Management Plan)

  • 국내에서는 2007년 경관계획제도가 시작되었다. 산림관리의 장기성과 광범위성을 생각하면 산림경관 관리의 계획적 접근은 필수불가결한 일이나 산림경관계획은 거의 수립되지 못하고 있다. 계획 수립에 필요한 식견의 부족도 하나의 원인으로 판단된다. 산림의 특성이 최대한 발휘될 수 있는 계획 수립을 위해 산림경관요소의 도출과 산림경관계획 작성 시 고려해야 할 사항을 제안하였다. 산림경관요소(산림경관유형)는 4개의 중분류(지형자원, 수자원, 식생자원, 인문자원)와 12개의 소분류(지형자원:능선 파노라마, 기암봉우리와 암릉, 수자원:폭포, 계곡과 계류, 호수와 도경, 식생자원:수관층 풍경, 주능선의 철쭉, 능선사면의 단풍, 초본군락의 꽃밭, 임내풍경, 숲길풍경, 인문자원:시설물)로 구성되었다. 산림경관계획 작성 시 제안사항으로 유형별 계획 단계의 경관권역계획 작성 시 산림의 6개 기능의 검토 필요성과 요소별 계획단계에서는 주능선, 계절감, 산림수변, 암석자원 경관관리계획 수립 필요성을 제안하였다.

남.북한의 천연기념물 관리제도 비교 (A Comparative Study on the Natural Monument Management Policies of South and North Korea)

  • Korea began preserving and managing natural monuments in 1933 under Japanese Colonization, but North Korea and South Korea were forced to establish separate natural monument management policies because of the division after the Korean Independence. The purpose of this study is to compare and analyze the natural monument management policies of both south and North Korea between 1933 and 2005 to introduce new policies for Korea unification. The following are the results: First, South Korea manages every type of cultural asset, including natural monuments, through the 'Cultural Heritage Protection Act,' whereas North Korea managing its cultural assets through the 'Cultural Relics Protection Act' and the 'Landmark/Natural Monument Protection Act.' Second, South Korea preserves and utilizes natural monuments for the purpose of promoting the cultural experience of Korean people and contributing to the development of world culture, whereas North Korea uses its natural monuments to promote the superiority of socialism and protect its ruling power. Third, North and South Korea have similar classification systems for animals, plants, and geology, but North Korea classifies geography as one of its natural monuments. Unlike South Korea, North Korea also designates imported animals and plants not only for the preservation and research of genetic resources, but also for their value as economic resources. Fourth, North Korea authorizes the Cabinet to designate and cancel natural monuments, whereas South Korea designates and cancels natural monuments by the Cultural Heritage Administration through the deliberation of a Cultural Heritage Committee. Both Koreas' central administrations establish policies and their local governments carry them out, while their management systems are quite different. In conclusion, it is important to establish specified laws for the conservation of natural heritages and clarified standards of designation in order to improve the preservation and management system and to sustain the diversity of natural preservation. Moreover it is also necessary to discover resources in various fields, designate protection zones, and preserve imported trees. By doing so, we shall improve South Korea's natural monument management policies and ultimately enhance national homogeneity in preparation for the reunification of the Koreas in the future.

김해시 수자원관리를 위한 자연재해 현황과 피해특성분석 (On the Characteristics of Damage and States of Natural Disasters for Water Resources Control at Gimhae, Gyeongsangnam-do)

  • This study aims to find the characteristics of damage and states of natural disasters at Gimhae, Gyeongsangnam-do from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Gimhae are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The cause of disaster recorded the most amount of damage is typhoon. The areas of Hallim-myeon, Sangdong-myeon, and Saengnim-myeon are classified the vulnerable region for the natural disasters in Gimhae. Therefore, it seems necessary to build natural disaster mitigation plan each cause of disaster to control water resources and to reduce damage for these areas.
