수량 및 수질관측 통합연계 운영 연구 (The Study on the Integrated Monitoring of Water Quantity and Quality Data)

  • 수량과 수질에 관한 정보는 수자원 관리뿐만 아니라 수공구조물의 계획, 설계 및 운영에 필수적인 자료로 활용된다. 우리나라에서 수량과 수질에 대한 정보는 목적에 따라 여러 기관에 의해 관측되고 있어 많은 문제점이 발생하고 있다. 본 연구에서는 기술적 측면과 법, 제도 측면에서 수량과 수질 연계방안에 대하여 다음과 같은 다양한 대안을 제시하였다. 먼저 국가수문관측계획 및 국가물정보관리계획, 부처간 관측 표준과 정보인증 과정에 대한 협의, 관련 법령(하천법과 수질관련법)의 개정이 필요하다. 또한 현재 설치되어 있는 수량 수질관측소를 유지하고 신규관측소나 교체해야 할 관측소에 대해서는 통합관측을 수행하며, 자료의 관리 및 유통에 대한 단일 기구를 설립해야 한다. 그리고 관측기준을 명확히 확립해야 하며, 통합관리안을 만족시키기 위해 각 부처별로 산재된 정보를 중앙집중식으로 자료 관리를 수행해야 한다. 마지막으로 각 부처별 자료의 신뢰도 및 자료품질에 대한 검증이 우선적으로 수행되어야 한다. 다양한 이해관계 때문에 단기간 내에 수량과 수질 연계관측에 관한 문제들을 해결한다는 것은 어려운 일이나 본 연구에서 도출된 법, 제도, 기술적 제안사항들은 중, 장기적으로 수량과 수질 관측의 효율적인 연계방안에 도움이 될 수 있을 것으로 판단된다.

GIS를 이용한 하천수질관리 (An Application of GIS to Water Quality Management)

  • This study was carried out as the Anyang creek water quality management using Geographic Information System (GIS) is the purpose of this pilot project to apply a GIS to environmental management field. Analysis of water quality data has been investigated using GIS with modeling of water quality management for the Anyang creek. The results of this study are summarized as follows: 1. The concentration of Mercury in sediment was increased rapidly nearby A26(Nightsoil Treatment Plant) and maximum was showed at A18 (Imgok bridge). Cadmium was increased rapidly at A35(Chulsan bridge). 2. River water quality management using visible computer system as GIS is effective to make decision for water quality management plan and database of environmental factors should be completed before applying GIS. 3. When water pollution accident is occurred in the river water system, pollutant source can be traced and analysed systematically using GIS to manage pollutants discharged into the river water system.

수자원·수재해 중형위성 개발 방안 (Development Plan of Compact Satellite for Water Resources and Water-related Disaster Management)

  • 전 세계적으로 홍수와 가뭄 발생 빈도는 가파르게 증가하고 있고, 태풍 및 가뭄 발생 빈도도 꾸준히 증가하고 있어 광범위한 관측과 정확한 예측, 즉각적 대처 능력 확보를 위한 수자원 관리 기술 확보가 필요하였다. 이를 위해, 본 연구에서는 독립적이고 주도적인 관측인프라 및 분석 기반 확보를 통해 수재해 관리 기반을 획기적으로 혁신하고, 기후변화에 대비한 물안보 및 재해로부터 안전성을 확보하기 위하여 저궤도 수재해 감시 중형급(500kg이하) 위성 개발 방안을 제시하고자 하였다. 수자원 수재해 위성은 주야 및 악천후에도 지표면의 변화탐지 및 수문인자 관측이 가능할 뿐만 아니라, 독자적인 기술 확보기 가능한 C밴드 영상레이더 탑재체 및 시스템을 선정하여 세부적인 개발 방안을 제시하였다. 이를 통해 국가가 추진하는 차세대중형위성 2단계 사업 계획에 반영하여 광역 물 관련 재해 감시 체계 구축을 위한 기반 확보가 가능하게 되었다.

수문학적 가뭄 모니터링을 위한 실적자료 기반 물순환 모델 개발 (The development of water circulation model based on quasi-realtime hydrological data for drought monitoring)

  • 최근 우리나라는 도시화로 인해 수자원이용 환경이 급격한 변화를 맞이하였으며, 이로 인해 유출현상을 정량적으로 규명하여 가용수자원을 최적배분 하는데 어려움이 발생하고 있다. 이를 대비하기 위하여 국가물관리계획, 하천유역수자원관리계획 등이 제안되고 있으며, 효율적인 수자원 운영 계획 수립을 위해서는 정확하며 상세한 물수지 분석이 요구되고 있다. 그러나 기존에 수행되는 물수지 분석은 유역의 물순환 상황을 충분히 반영하지 못하며, 이러한 결과는 의사결정 측면에서 활용이 어려운 실정이다. 이러한 점에서 본 연구에서는 유역을 공간적으로 상세화하여 하천을 네트워크 형태로 재구성, 실적기반 자료를 반영한 물순환 모델을 개발하였으며, 하천을 중심으로 모니터링 지점의 유량정보가 준실시간으로 제공될 수 있는 체계를 마련하였다. 본 연구에서 개발된 물순환 모델은 기존 물수지 분석에서 나타나는 문제점을 개선하는데 목적이 있으며, 계측유역을 대상으로 모형의 적합성을 평가한 결과 특히 저유량 부분에서 기존 모형에 비해 크게 개선된 효과를 확인할 수 있었다. 본 연구에서 개발된 물순환 모델은 보다 정확한 자연유량 보정기법 적용과 유역 내 상세화된 유역네트워크를 통해 유량정보를 준실시간으로 제공함으로써 보다 현실적인 가뭄 모니터링 및 가뭄대책을 마련하기 위한 기초자료로 활용될 수 있을 것으로 기대된다.

낙동강하구의 생태계 현황과 관리방안 (Current Status of the Ecosystem at the Nakdong River Estuary and Management Plan)

  • This study analyzed the ecological characteristics of the wetland protection area at tthe Nakdong River through vegetation and biota surveys, which showed that brackish water meets fresh water, a unique ecological environment has been created, biodiversity is high, and diverse habitats are distributed. Eleven plant communities, including four woody communities and seven grass communities, are distributed along the coast, and a total of 514 species, including 11 endangered wildlife species, were identified in terms of species diversity. Among them, the species diversity of the Eulsuk-do area was found to be relatively higher than that of other Barreir Islands areas. The presence of a population of Sterna albifrons on Sinja-do and a population of Eremias argus on Jinwo-do, an area outside the boundaries of the wetland protection area, confirmed the conservation value of the wetlands and the need to expand the boundaries of the wetland protection area. It is judged that this information can be used as basic information for a systematic conservation and management plan for the wetland protection area at the Nakdong River Estuary and as basic data to support the establishment of a policy.

수질오염총량관리 단위유역별 오염물질 배출부하량 특성분석 - 금강수계를 대상으로 (Characterization on the Pollution Discharge Load at the Unit Watershed for the Management of Total Maximum Daily Loads - in Guem River Basin)

  • Water quality management should be focused on the pollution concentrated area so that the improvement of water quality can be achieved effectively for the management of Total Maximum Daily Loads (TMDLs). It is necessary to consider discharge characteristics in the TMDL plan. This study analysed discharge characteristics such as pollution generation and discharge load density, and reduction potential by each unit watershed, and categorized the unit watershed into four groups according to its discharge load characteristics. This analysis can be used as helpful information for the prioritization of pollution reduction area and selection of pollution reduction measures in the development of TMDL plans.

  • The 10 Year Implementation Plan for a Global Earth Observation System of Systems (GEOSS), which was endorsed at the Third Earth Observation Summit in Brussels in February, 2005, emphasizes the importance of data management facilities for diverse and large-volume Earth Observation data from inhomogeneous information sources. A three year research plan for addressing this key target of GEOSS has just approved as the first step by the Japanese government. The goals of this research are, (1) to develop a data management core system consisting of data integration and information fusion functions and interoperability and information service functions; (2) to establish data and information flows between data providers and users; (3) to promote application studies of data integration and information fusion, especially in the fields of weather forecasting, flood forecasting, agricultural management, and climate variability and changes. The research group involves leading scientists on information science and technology, who have been developing giant data archive servers, storage area networks, metadata models, ontology for the earth observations. They are closely cooperating with scientists on earth sciences, water resources management, and agriculture, and establishing an effective collaborative research framework.

국내 지하수 통합관리 선진화 전략 (The Strategy for the Advancement of Groundwater Management in Korea)

  • To respond to rapidly changing water circumstances such as climate change, drought, etc., the korean government (MOE) established four advanced strategies for integrated groundwater management. The first strategy is watershed-based management of groundwater. The second strategy is total quantity management of groundwater including improvement of groundwater preservation area policy and procedure of investigation for groundwater influence area, additional construction of groundwater dam, installation of large-scale public wells, extention of spilled groundwater use. The third strategy is prevention of groundwater contamination including expansion of monitoring wells, introducing declaration of groundwater contamination. The last strategy is advancement of groundwater information management including integrated management of data, setting up a big-data based open platform. The above-mentioned four strategies will be reflected in the 4th National Groundwater Management Plan to secure implementation power, and it is expected to laid the foundation for advanced and rational groundwater management system.

느티나무 보호수의 내부 단층 진단을 통한 건강 분석 (The Health Analysis of Protected Tree 'Zelkova serrata' Using an Ultrasonic Tomograph)

  • This study was conducted to evaluate defects in Zelkova serrata trees using an ultrasonic tomograph (PICUS) and suggest a management plan to maintain it as a natural and cultural resource. In previous study, health information of 16 protected trees were obtained by surveying the following categories; tree appearance, crown, bark, root exposure, water and nutrition, deterioration, pest, vitality, ground status, and pollutant. The average score of health was 16.5 in 16 trees, which means that general monitor is needed for management. In this study, the evaluation result of tree's inside defects using an ultrasonic tomograph showed that 43.8% of decay rate has been found in 16 trees. In fact, some trees look to be good even though they actually have a defects causing broken by natural disaster such as strong wind. Therefore, it is urgent to put some support to the trees and come up with a protective plan. The results of this study would be useful as basic data in developing a guideline for the efficient conservation and management of big and old trees.

가축분뇨 관리를 위한 통합환경정보시스템 발전방안 (A Study on Comprehensive Environmental Information System for Livestock Manure Management in Korea)

  • The Ministry of Environment, Ministry of Agriculture, Fishery and Forestry, and Ministry of Construction, Transportation and Maritime Affairs are in charge of livestock manure management. There are national statistics regarding the livestock industry such as the National Pollution Source Survey, Livestock Statistic Survey, and Livestock-breeding Trend Survey. The current statistical data are focused on the scale of livestock breeding and the production of livestock manure using these data, but it is difficult to establish database due to lack of information. In order to plan relevant policies including management of livestock manure, the government established database systems such as the integrated information system of livestock manure, the integrated system of national infectious animal-disease prevention, and the Sae-ol public administrative system. We have tried to suggest improvements for the comprehensive environmental information system of livestock manure management by detecting problems in each level of the livestock manure life-cycle, making use of the existing systems, and considering the electronic transfer system of livestock manure. The services and functions of this comprehensive system include information of livestock farmers, the production, collection, transportation, and treatment of livestock manure, the area of agricultural land used for livestock manure, the report of approval and results on livestock manure products, management of statistical information, management of civil affairs, and relevant mobile application services. The system is made up of three processes: first, establishment of GIS-based management database of livestock manure; second, establishment of a history management system for livestock manure transactions; and third, development of a water quality assessment system.
