본 연구는 NCS 기반으로 개편된 미용사(피부) 검정형 자격과 과정평가형의 자격시험에 관한 선행연구의 체계적 문헌 고찰을 통해 국가기술자격 미용사(피부) 종목 과제 및 평가방법에 대해 비교·분석 하였다. 검정형 자격은 암기 위주의 이론시험과 단순 기능 반복을 통한 작업능력을 기반으로 평가가 이루어져 자격과 일이 상호 연계되지 않고 있고, 과정평가형 자격은 상대적으로 시험 집행을 시작한 기간이 짧은 상태로 시행기관에서의 자체 내부평가의 신뢰성 저하 문제가 지속적으로 나타나고 있다. 향후 현재 평가에 반영되고 있지 못하는 다양한 능력 단위를 적용하여 실기시험 평가 항목에 포함할 수 있는 상위자격의 신설 및 실기시험 평가방법 개선 등을 통해 현장과의 연계성을 제고시키고 관련 분야의 현장 적응 및 재교육 시간 단축 등의 자격제도 혁신이 필요한 것으로 사료된다.

본 논문은 국가직무능력표준(NCS)기반 국가기술자격검정의 정보처리분야 실기시험 평가방법 개선을 목적으로 수행된 연구에 대한 내용을 기술한 것이다. 현행 정보처리분야의 실기시험의 내용을 체계적으로 분석한 후 최신 정보기술 동향을 반영하고 국가직무능력표준의 능력단위, 수행준거 등을 접목하여 정보기술 분야 실기시험의 새로운 평가방법을 제시하였고, 시범평가를 통해 그 효과를 검증하였다. 향후 한국산업인력공단 기술자격출제실에서는 본 연구를 기초로 세부직무분야 전문가를 통한 출제 기준 개정을 완료 한 후 정보처리분야 국가기술자격검정에 실제 적용할 예정이다.

이 연구에서는 국가기술자격의 분류체계가 21세기 산업구조와 기술변화에 부응할 수 있도록 하기 위해서 현행 26개로 설정되어 있는 직무분야의 적절성을 검토하였으며, 이에 터하여 국가기술자격제도 관리 운영의 효율성과 효과성을 높일뿐만 아니라 자격취득자의 취업을 촉진할 수 있는 새로운 직무분야 분류체계를 마련하고자 하였다. 이를 위하여 국가기술자격제도와 관련된 문헌 및 자료를 수집 분석하였고, 국가기술자격 직무분야의 적절성에 대한 전문가 의견 등을 수렴하여 26개 국가기술자격 직무분야를 13개 분야로 새롭게 구분 제시하였다.

So, This study is purposed to find that a method for recognition of working-career on the national technical qualification system According to, this study is designed to questionnaire with BSC(Balaced ScoreCard), SEM(Structure Equation Model) with the delphi method, and is analysed using the AMOS 7.0 program package. Finally, This study is suggested growing to qualification standard for an examination a degree of master craftsman only under the change of national qualification systematization as a standard to operation and control.

Although the national technical qualification scheme has a historical background for thirty-five years, it hasn't any study of an obvious cause analysis, effective counterplan and analysis relation to its historical changes. This paper analyses the internal and external factors of technical qualification policy of the Human resources development service of Korea using PEST and SWOT and surveys the influence on its environment and the variation cause of the ratio of successful applicants to the qualification scheme. This paper also suggests systematically the direction for development of the technical qualification scheme using FMEA. Thus, this study assists to construct rapidly a correspondence system to the environment change simultaneously to determine decision making to the marketing policy.

본 연구는 공업계열 직업계고 교원의 인식을 기반으로 과정평가형 자격 도입 가능성 및 운영 방안 마련을 위한 시사점을 도출하고자 하였다. 이를 위해서 이 연구에서는 공업계열 직업계고 교원의 과정평가형 자격에 대한 인식을 분석하고, 과정평가형 자격의 도입 가능성과 기대 효과에 대한 동의 정도, 그리고 과정평가형 자격 도입 시 고려해야 할 사항에 대한 중요도와 필요 정도를 분석하였다. 구체적인 연구 결과는 다음과 같다. 첫째, 공업계열 직업계고 교원의 과정평가형 자격 제도에 대한 이해 정도는 보통 수준이나, 도입 취지와 목적, 그리고 필요 정도에 대한 동의 정도는 낮았다. 둘째, 과정평가형 자격을 취득하였을 때 얻을 수 있는 기대효과로는 교육을 받는 동시에 자격 취득, 구체적이고 유의미한 수행의 관점에서 학습목표 제시, NCS 기반의 체계적 교육·훈련 경력 개발 및 형성 가능, 산업 현장 중심의 지식과 기술 습득 가능 순으로 나타났다. 셋째, 공업계열 직업계고에 과정평가형 자격을 도입할 때 고려해야 할 항목별 우선 순위를 도출하기 위하여 중요도와 필요 정도를 분석한 결과, 평균값보다 모두 높은 요구 영역으로는 과정평가형 자격 편성 시수 유연화, NCS 개정에 따른 적절한 경과 조치 마련, 필수능력단위 편성 시수 완화 등 인 것으로 나타났다.

The technical expert standing system of our construction industry is operated by the Ministry of Labor subjective national technical qualification law, as the professional engineer, architect and architect-engineer and so on. The construction management(CM) which is introduced on middle 1990 activates a building industry the condition of the essential indispensability for is becoming, is not officially recognized with is judged as the nostril people for qualification of the civil CM educational institutions ha the certification which is a each educational program and a separate way and it is the actual condition which is become accomplished, In this research, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

이 연구는 기계분야 직무체계 개발과 국가기술자격종목 연계실태 분석에 목적이 있다. 문헌연구, 면담조사, 전문가협의회를 통해 산업현장에서 통용되는 용어를 중심으로 직무를 분류하고 직무수준을 설정하였다. 직무분류 결과 기계분야의 직무군은 크게 중분류 3개, 소분류 11개, 이들 소분류를 다시 분류하면 총 42개의 직무가 도출되었다. 기계분야의 직무수준은 국가자격체제(KQF)의 수준체계와 자격 및 교육과정, 산업 현장의 직무별 수준을 반영하여 7단계로 구분하였다. 도출된 직무 체계를 바탕으로 직무군과 직무 정의를 제시하였으며, 각 직무별 정의와 직무별 수준별 수행기준을 도출하였다. 또한 개발된 직무체계와 국가기술자격 종목과의 연계실태를 분석하여 자격종목 개선방안을 제시하였다.
