국가 지식정보시스템 개발의 경제적 효과 분석 - 한국과학기술정보연구원(KISTI)의 연구활동을 중심으로 - (An Analysis of Economic Effect of National Knowledge Information System Development)

  • 과학기술정보가 앞으로의 경제발전의 주도적인 역할을 수행할 지식기반사회의 핵심 요체임과 동시에 우리나라가 지식정보강국으로 도약할 기본적인 인프라임에도 불구하고 국가 지식정보시스템 개발에 따른 경제성장 및 제반 경제구조에 미치는 영향에 대한 분석은 현재 매우 미미한 실정이다. 이에 본 논문은 국가 지식정보시스템 개발의 연구활동이 경제 각 부문에 미치는 효과를 한국은행(2007)의 산업연관분석을 이용하여 생산유발효과, 부가가치유발효과, 수입유발효과, 취업자유발효과로 나누어 경제적 파급효과를 분석하고, 연구개발 투자에 대한 비용편익분석을 통해 국가 지식정보시스템 개발에 대한 경제사회적 타당성을 검증하고자 한다.

Indicators of Customer Value for the National Technology Information Service

  • Knowledge, technology and information have special characteristics different from the ones of normal consumer products and services. Especially the value of such information varies according to external elements such as the provided environment, their method of utilization, and the level and purpose, etc. of the user. In this study, the indicators of information customer value are developed and measured to enhance customer-based values with efforts for making new customers and maintaining existing customers. The result is as follows: 14 customer value indicators were developed. Among the indicators, value gained versus effort, reduced time for research idea investigation and savings in time searching for equipment, and tools and materials got the highest score, which means that time-saving effects were the most important. The field study of this paper was conducted from information users in the field of national R&D, and thus future studies could be conducted in various industries in many countries to attain generalized results.

A Study on the Improvement of Korean Journal Citation Index Service

  • The KJC and KCI services operated by the National Research Foundation of Korea (NRF) need to refer to the global citation index database to set the service direction that researchers want and develop new functions. Therefore, in this study, the usability of Korea's KJC and KCI web databases was evaluated. In addition, FGI verification was performed for a group of experts on KJC and KCI improvement measures derived by academic information experts. The evaluation committee consisted of the researcher group, the society related group, the publisher (academic information distribution organization) group, and the policy-making organization group. A total of 16 experts performed usability evaluation and service improvement proposals for KJC and KCI services. As a result of usability evaluation of KJC and KCI web database using SUS measurement tool, KJC service was evaluated as 73.44, and KCI service was evaluated as good as 64.38. KJC improvement proposals were evaluated positively with 4 points or more for all improvement items, and KCI improvement proposals were positively evaluated with 3.5 points or more for all improvement items. Overall, KJC and KCI error improvements were evaluated with a score of 4 or more, showing strong affirmations. In the future, it is hoped that the improvement proposals and improvements proposed in this study will be applied to the development of KJC and KCI services, so that more quality services will be used by domestic researchers.

환경조경 이동통신용 웹의 서비스 품질 연구 - 전문포털사이트 라펜트를 중심으로 - (A Study on the Quality of Mobile Web Service for Environment Landscape Architecture - Focus on Korean Professional Portal Site, Lafent -)

  • In the field of environmental landscape architecture, the internet medium is used as an effective communication tool not only in the private level but also in the policy level. Recently, the active utilization of mobile web service is emphasized as the time changes, but there is not much improvement or advance in services due to lack of relevant studies. Therefore, this study is intended to provide basic data needed for improvement and advance by researching the quality of mobile web service among multichannel services provided in environmental landscape architecture related internet media. The model for measuring service quality is SERVQUAL, which was verified in the study of Choi(2015), Choi and Koo(2016), and the final valid samples are total 230. First, the subjects were analyzed as the representative media that are possible to acquire comprehensive knowledge related to environmental landscape architecture. Second, the highest importance level in each subsection was 'protection and security maintenance of customer information' followed by 'Reliability about accurate information supply'. Regarding performance level, 'Reliability about accurate information supply' and 'professional knowledge to communicate with users' are highly evaluated. Third, regarding Importance-Performance Analysis(IPA), the first priority management should is 'Tangibles', and the next are 'Responsibility' and 'Empathy'. The ones for maintenance of the status quo are 'Reliability' and 'Assurance', and there is none for effort reduction. Meanwhile, regarding the importance of each factor and difference in the quality of PC web service and mobile web service studied before, the biggest difference is in 'Tangibles', followed by 'Assurance', 'Empathy', 'Responsibility' and 'Reliability'. It is suggested that the revitalization of Landscape information science(LB1106) presented in the National Science&Technology Standard Classification System is needed. In the future, it is necessary to research the change trend on users' response through continuous evaluation of improved mobile web service.

  • The current approaches in Object-Oriented Analysis have limitations on modeling complex real world systems because they require priori knowledge about objects and their interactions before applying them. This may be practical in small systems and systems with clear domain knowledge, but not in large real world systems with unclear domain knowledge. Our approach uses a stepwise refinement technique in a top-down manner to the Object-Oriented Analysis stage with the application of use cases. This approach is especially good for new areas where we do not know all the information in advance. We present the approach with an example of its application to the B-ISDN service modeling and distributed systems.

  • The aim of this paper is to consider the process of supplying trained workers with knowledge and skills for upcoming business opportunities and the process of training apprentices to be prepared to meet future demands in an IT service firm. As the demand for new workers fluctuates, a firm should employ a buffer workforce such as apprentices or interns. However, as a result of rapid business development, the capacity of the buffer may be exceeded, thus requiring the company to recruit skilled workers from outside the firm. Therefore, it is important for a firm to map out a strategy for manpower planning so as to fulfill the demands of new business and minimize the operation costs related to training apprentices and recruiting experienced workers. First, this paper analyzes the supply and demand of workers for the IT service in a knowledge-intensive field. It then presents optimal human resource planning strategies via the familiar method of stochastic process. Also, we illustrate that our model is applied to the human resource planning of an information security service firm in South Korea.

  • 최근 급속한 기술의 발전과 더불어 연구개발 산출물도 상당량 발생을 하고 있다. 종전의 데이터베이스 구축 방식으로는 방대한 산출물을 디지털 아카이브하기엔 많은 시간과 비용을 초래한다. 또한 기술 및 지식사회가 되어감에 따라 국가R&D보고서 콘텐츠도 다양한 전문서비스가 가능하도록 웹서비스 개발이 요구되고 이를 충족시키기 위해 전문서비스가 가능한 E-Book 형태로 가공하는 절차가 필요하다. 본 논문에서는 국가R&D보고서의 E-Book을 정의하고 효율적인 가공절차를 수용하는 변환 모델 및 관련 시스템 구축에 대해 논의한다.

  • 본 연구는 세계 최대의 의학도서관인 미국 국립의학도서관과 국내 국립의학도서관인 국립의과학지식센터 서비스 비교·분석을 통해 그 개선점 제언을 목적으로 수행되었다. 개선해야 할 핵심적인 서비스는 주제특화 서비스, 지역사회 서비스, 이용자 유형별 서비스, 교육 서비스, 기술 및 시설·공간 서비스, 연구지원 서비스, 마케팅 및 홍보와 협력 서비스이다. 주제특화 서비스와 대국민 서비스는 전문도서관에서도 점차 많은 관심을 가지고 있다. 이용자 유형별 서비스를 통한 접근의 효율성이 필요하며 대상의 제한을 두지 않는 다양한 유형의 교육 서비스도 필요하다. AI, 가상현실 그리고 장애인 지원을 위한 기술·시설·공간 서비스, 연구윤리와 연구 보조금 및 프로그램 중심의 연구지원 서비스, 국내외 관종별도서관, 타 관련 분야 학회, 기관, 지역사회와의 협력 서비스를 통한 마케팅 및 홍보도 필요하다.

패싯(Facet)을 이용한 과학기술분야 시소러스 구축과 활용방안 (Building Thesaurus for Science & Technology Domain Using Facets and Its Application to Inference Services)

  • 본 논문은 시소러스 구축 시 직면하는 문제점과 구축방법을 비판적으로 검토하고, 여러 가지 구축 방법 중 직접구축 방법을 제안하였다. 또한, 확장검색의 효율성을 보장할 수 있는 시소러스 구축을 위해 의미적 준거인 개념패싯, 관계패싯 등의 도입과 활용을 도입하였으며, 이를 이용하여 구축한 과학기술분야 시소러스의 구축사례를 제시하였다. 특별히, 패싯이 반영된 시소러스에는 다양한 관점이 반영될 수 있으므로 검색의 효율성이 보장된다는 장점이 있고, 인접 과학기술분야에 응용될 수 있다. 일례로 본 시소러스는 과학기술 연구자들의 협업을 지원하기 위한 정보유통 서비스에 응용될 수 있으며, 향후 고도화된 지식 서비스에도 확장 응용될 수 있다.

RDF/RDFS를 이용한 연구성과물정보 메타데이터 모델링에 관한 연구 (A Study on the Metadata Modeling for Research Result Information Using RDF/RDFS)

  • The purpose of this paper is to develop the metadata on the information of research result in Science and technology and to design the domain knowledge structure using semantic web technology for further implementation. In this paper, we first analyze the existing theories and techniques related to the metadata in such fields as R&D research result, international standard, and semantic web. Then, we extract and group the relevant factors from Dublin Core, CERIF, and the research results for building the integrated metadata framework. Based on our proposed metadata, we design a domain knowledge structure which employs RDF/RDFS as knowledge representation tool. Therefore, we can implement the ontology which produce the 'intelligent' information service and improve the interoperability between the research institutions. Also, the metadata can be used as the basis for developing National R&D Performance Information, and in terms of research institutions, can be used as tools for managing the their own research results information systematically and consistently.
