A Study on the Successful Elements of Cyber University Introduction (가상대학 도입의 성공 요인에 관한 연구)

  • The aim of this study is to find the key elements for the successful introduction of a Cyber University (CU) in Korea. Since information technology (IT) has dramatically changed our lives it is inevitable for education to follow suit. The old education system was based on the following principle, of a teacher physically interacting with his or her pupils at a school. However, this is set to become infinitely more flexible with the freedom of choice given to the pupil who are now able to adopt, beyond barriers of time and space what, and how they study. All this will be made possible with the use of IT. The essentials for the CU would be a positive and flexible education paradigm, also able to satisfy students with a totally new system of education that replaces physical interaction with virtual interaction. Another point that needs to be taken into account is the number of potential students, their expectations and needs. And any national or international restrictions need to be addressed. One major hurdle for the acceptance of a CU in Korea is the vast difference between its conservative culture and directness of Western culture. Despite this, it will soon become imperative for Korea that she embraces the rapidly changing attitudes and requirements in order for the survival of the nation and an individual.

Modeling and Simulation for the Initial Dynamics of a High Speed Underwater Vehicle Ejected from a Submerged Mother Ship (수중모함에서 사출되는 고속 수중운동체의 초기 거동 모델링 및 시뮬레이션)

  • Heavy-weight high speed underwater vehicle(HSUV) is launched from the submerged mother ship. For the safety point of view, it is important to confirm whether the HSUV would touch the launching mother ship. In this paper, the hydrodynamic force and moment were modeled by the polynomials of motion variables and the simple lift and drag acting on a plate and cylinder which consist of the HSUV's several parts. The mother ship was assumed as the Rankine half body to consider the flow field near the moving ship. Such hydrodynamic force and moment were included in the 6 DOF equations of motion of the HSUV and the dynamic simulations for the various conditions of the HSUV until the propeller activation were performed. Developed simulation program is expected to reduce the number of expensive sea trial test to develop safety logic of the HSUV at the initial firing stage.

A Study on Field Applicability Evaluation of the Hydrophobic - Low Viscosity Surface Treatment Material for Pavement Preventive Maintenance (소수성 특성을 이용한 저점도 AP 표면처리재의 현장 적용성 연구)

  • PURPOSES : Surface treatment material for pavement preventive maintenance should be inspected field applicability. This study(Part II) aimed to checkup coating characteristics and performance analysis using lab and field tests. The hydrophobic - low viscosity filling material for pavement preventive maintenance is presented in Part I, which is a series of companion study. METHODS : Relative comparison between general asphalt mixtures and surface treatment asphalt mixtures are analyzed and measured for the field application such as indirect tensile strength ratio(TSR), abrasion resistance, crack propagation resistance, temperature resistance, coating thickness, permeability resistance and skid resistance in terms of british pendulum number(BPN). RESULTS : It is found that TSR, crack propagation resistance and permeability resistance is increased as against uncoated asphalt specimen. Abrasion resistance and temperature resistance is secured from the initial coating thickness point of view, which is about 0.2~0.3mm. Skid resistance on the surface treatment pavement is satisfied with the BPN criteria of national highway because of exposed aggregate and crack sill induced pavement deterioration and damage cracks. CONCLUSIONS : The hydrophobic - low viscosity surface treatment material for pavement preventive maintenance is validated on field applicability evaluation based on quantitative analysis of coating thickness and performance analysis using lab and field tests.

GIS AND WEB-BASED DSS FOR PRELIMINARY TMDL DEVELOPMENT

  • TMDL development and implementation have great potential fur use in efforts to improve water quality management, but the TMDL approach still has several difficulties to overcome in terms of cost, time requirements, and suitable methodologies. A well-defined prioritization approach for identifying watersheds of concern among several tar-get locations that would benefit from TMDL development and implementation, based on a simple screening approach, could be a major step in solving some of these difficulties. Therefore, a web-based decision support system (DSS) was developed to help identify areas within watersheds that might be priority areas for TMDL development. The DSS includes a graphical user interface based on the HTML protocol, hydrological models, databases, and geographic information system (GIS) capabilities. The DSS has a hydrological model that can estimate non-point source pollution loading based on over 30 years of daily direct runoff using the curve number method and pollutant event mean concentration data. The DSS provides comprehensive output analysis tools using charts and tables, and also provides probability analysis and best management practice cost estimation. In conclusion, the DSS is a simple, affordable tool for the preliminary study of TMDL development via the Internet, and the DSS web site can also be used as an information web server for education related to TMDL.

  • In Korea, groundwater quality is monitored through National Groundwater Quality Monitoring Network (NGQMN) administered by Ministry of Environment. For a given contaminant, compliance to groundwater quality standards is assessed on a annual basis by monitoring the number of incidents that concentration exceeds the regulatory limit. However, this approach provides only a fractional information about groundwater quality degradation, and more crucial information such as location and severity of the contamination cannot be obtained. For better groundwater quality management on a watershed, a more spatially informative and intuitive method is required. This study presents two statistical methods to convert point-wise monitoring data into information on groundwater quality status of a watershed by using a proposed grading scale. The proposed grading system is based on readily available reference standards that classify the water quality into 4 grades. The methods were evaluated with NO3-, Cl-, and total coliform data in Geum River basin. The analyses revealed that groundwater in most watersheds of Geum River basin is good for domestic or/and drinking with no treatment. But, there was notable quality degradation in Bunam seawall and So-oak downstream standard watersheds contaminated by NO3- and Cl-, respectively.

Effect of diabetes, hypertension, and obesity management on visual acuity in geriatric cataract surgery patients

  • Method : Using annual statistics of major surgeries provided by the National Health Insurance Corporation, it figured out what changes come in visual acuity by the number of cataract surgeries nationwide plus age, gender, and geriatric disease every 3 years from 2013 to 2019 through joint point regression for statistics. Objective : This study is intended to identify the relationship between geriatric diseases (diabetes, hypertension, obesity) and visual acuity in geriatric cataract surgery patients. Result : First, geriatric diseases of cataract surgery patients were closely related to diabetes, hypertension, obesity, smoking, and drinking. In particular, diabetes, hypertension, and smoking had a high prevalence rate. There was no difference in gender and age. Second, 72% of all geriatric cataract surgeries were performed at the clinic level, and intraocular lens that was used after geriatric cataract surgery accounted for the majority of monofocal intraocular lens as 96.6%. Third, the visual acuity in geriatric cataract surgery patients improved from an average of 0.40 before surgery to 0.06 after surgery, and visual acuity improvement was found in 95% of them. These results suggest that geriatric cataract patients can expect visual acuity stabilization and positive visual acuity improvement through early surgery.

An Upper Bound of the Longest Impossible Differentials of Several Block Ciphers

  • Impossible differential cryptanalysis is an essential cryptanalytic technique and its key point is whether there is an impossible differential path. The main factor of influencing impossible differential cryptanalysis is the length of the rounds of the impossible differential trail because the attack will be more close to the real encryption algorithm with the number becoming longer. We provide the upper bound of the longest impossible differential trails of several important block ciphers. We first analyse the national standard of the Russian Federation in 2015, Kuznyechik, which utilizes the 16-byte LFSR to achieve the linear transformation. We conclude that there is no any 3-round impossible differential trail of the Kuznyechik without the consideration of the specific S-boxes. Then we ascertain the longest impossible differential paths of several other important block ciphers by using the matrix method which can be extended to many other block ciphers. As a result, we show that, unless considering the details of the S-boxes, there is no any more than or equal to 5-round, 7-round and 9-round impossible differential paths for KLEIN, Midori64 and MIBS respectively.

The Role and Function of the Managing Agency of Presidential Records (대통령기록 관리기구의 기능과 역할)

  • It is clearly stated in the current records law that presidential records should be collected and kept. Despite of the significance of this regulation it is also undeniable that there must be some preconditions for the enactment of this legal regulations. First, it needs the compatible device for promoting the production of presidential records. Second, it must be considered that presidential records should be selected and transferred from the Committee for taking over presidency. And last, we are confronted by the problem of establishing presidential archives. After all, from the starting point we should overcome a number of serious problems for the administration of the presidential records. In this article I tried to discuss these problems and to make some suggestions for the solution of these problems. In my opinion, revision of the records law is in some points necessary. Basic principle of management of presidential records must be discussed for the revision and enactment of 'presidential archives and presidential records law'. Just several problems concerning managing agency of presidential records are pointed out here. Presidential records have important historical values. The government must be responsible for the preservation and sound management of them. The citizenship also must support the reform of the records management. It means an open and public discussion on the reform of national records management system.

Suitability Analysis of Eco-corridor for Korean Water Deer (Hydropotes Inermis) based on GIS and Fuzzy Function - A Case Study of Chuncheon City - (GIS와 퍼지함수(Fuzzy function)를 활용한 고라니의 생태통로 적지분석 - 춘천시를 대상으로 -)

  • Rapid developments around the world have resulted in urban expansion, habitat destruction, habitat fragmentation, and pollution problems, which are the main reasons for the decline in biological diversity. The United Nations warns that many animals and plants will die out in the near future if this continues. This study was performed to propose a map of eco-corridor suitability analysis of Korean water deer(Hydropotes Inermis) to enhance biodiversity in Chuncheon city. Eight factors affecting habitat suitability were elevation, aspect, slope, forest type, distance to the road, distance to the stream, land use and green connectivity. Previous study analysis on the mobility behaviour of the Korean water deer(Hydropotes Inermis) produced a habitat suitability map by determining the threshold and assigning a value between 0 and 1 depending on the habitat suitability using the fuzzy function. A method of analysis was proposed for a number of eco-corridor through comparative analysis of the data from the produced habitat suitability map and the road-kill point. The previous studies were focused on Backdudaegan region and national parks except for urban cities. The potential habitat map of Korean water deer could be helpful as a way to prevent habitat disconnection and increase species diversity in urban areas.

  • Recently, hate crime is emerging as a new social problem in Korea, as well as in many countries, as a growing number of cases of aversion to specific groups including people with disabilities. This paper was to review the concept and current status of hate crime in order to notify the seriousness of increasing hate crime, especially hate crime against persons with disabilities. Finally, This paper proposed some suggestions from the welfare point of persons with disabilities in terms of how to reduce these crimes utilizing the reports of related organizations and newspapers as well as relevant national and international studies.
