This research was conducted to estimate the use and preservation values of Jirisan national park, using a dichotomous choice contingent valuation. Jirisan national park was estimated to have the use value of 6,377 won per visitor. In terms of preservation value was estimated 13,030 won per housed per year. The results of this research show that Jirisan national park generated considerable use and preservation values, exceeding far greater than current admission fees. The findings also indicate that the estimated economic value provides enough justification for the national park service to increase admission fees in order to maintain the quality of the natural environment. This result may contribute to guidance on the pricing policy of national park managers and practitioners, although public policy may be made in the political arena.

생태복지는 인간의 복지와 건강한 생태계의 상호관계성에 대한 국제적 담론에서 시작되었다. 본 연구는 국립공원이 생태복지의 최대 실현가능 지역이라는 점에서 국립공원에 적합한 '국립공원 생태복지' 개념을 정립하고 정책방향을 설정함으로써 향후 국립공원에서의 생태복지 실현을 도모하기 위한 기초자료를 제공하는데 그 목적이 있다. 이를 위해 사전워크숍과 총 2회에 걸친 델파이 조사를 수행하였다. 본 연구를 통해 '국립공원 생태복지'는 국립공원에서 생태계의 지속가능성과 생물다양성을 유지하며, '국립공원 인간복지'와 '국립공원 생태계복지'의 조화를 지향하는 복지로 정의되었다. 2차 델파이 결과 모든 항목에서 평균 4.00 이상, 내용 타당도(CVR) 0.37 이상, 변이계수(CV) 0.5 미만으로 타당한 내용으로 확인되었다. 국립공원 생태복지의 정책방향을 설정하기 위해 생태복지의 바탕이 되는 생태계서비스의 요소들 중 국립공원에 적합한 주요 요소를 도출한 결과 공급서비스에서 먹이 식량, 물, 유전자원 3항목, 조절서비스와 기반(서식지)서비스의 모든 항목, 문화서비스에서 미적정보, 휴양관광, 심신치유, 지식체계 교육적 가치 4항목이 최종 도출되었다. 또한 본 연구에서는 국립공원 생태복지의 개념과 향후 국립공원 생태복지 정책이 어떻게 나아가야할지 방향성을 제시하였다. 그러나 이를 실현하기 위해서는 향후 이에 대한 구체적인 단위사업에 대한 실행계획이 수반되어야 하며 이를 위한 추가적인 연구가 필요할 것이다.

South Korea had encouraged farmers to breed bear to increase farmer's income since 1981. Currently farmers breed over thousand number of bears, however but the policy measures for breeding bears is expected to conflict the main stream of bear conservation due to South Korea belong to the member of CITES, which categorizes and manages bears under Wild Fauna and Flora Protection Act. Government needs to establish a special law containg the win-win relief strategy not only for farmers of breeding bears, but international corresponding policy. So, we have reviewed the domestic status and international trends on breeding bears, and suggest the alternative strategies of the policy such as a bear park, a bear village, use of species recovery center, use of a preservation organization. This policy should be accompanied with more detailed fact analysis, management agency, well equipped welfare facility and financial preparation for proper management of breeding bears against changing international trends on wildlife conservation.
