The traditional methodology of Korean regional studies had been shifted by geographic thoughts and philosophy as follows; Environmentalism or Environmental determinism stemming from geomancy were dominant methodology in the Korea era. An idiographic approach was introduced based on the encyclopedic description of geographic factors of villages for the centeralization of power in the Chosun era. A systematic geography that pursues scientific laws of regional differences which results from the interactions of human and nature had emerged through field works of some practical school in the later Chosun era.

International commercial arbitration is a specially formed mechanism for the final and binding settlement of disputes arisen between contracting parties regarding procedures, structures or other contractual relationship agreed by them. It is a resolution system which is processed autonomously by arbitrators who are appointed by contracting parties without involving the national court. If the contracting parties want to settle their disputes by arbitration, there must be a valid agreement. With a valid agreement, the most important concern is which law(called as the substantive law) should be applied in order to determine the rights and obligations of both contracting parties in relation to the dispute. At this point, the substantive law is really important because it is applied to the dispute itself directly during proceedings as well as it plays an crucial role in scrutiny and enforcement of arbitral awards. This article discusses about the substantive law under international commercial arbitration, specially focusing on the regulations of the ICC rules of arbitration, which is the most widely used all over the world and UNCITRAL Model law, which most countries' rule and laws are based on. By discussing how these rules and regulations should be interpreted and applied, it is expected to provide practical help to practitioners when they agree on an arbitration agreement.

This paper is proposed a novel fuzzy disturbance observer based on backstepping method for nonlinear systems with unknown disturbance. Using fuzzy logic systems, a fuzzy disturbance observer with the disturbance observation input is introduced for unknown disturbance. To guarantee that the proposed disturbance observer estimates the unknown disturbance, the disturbance observation error dynamic system is employed. Under the framework of the backstepping design, the fuzzy disturbance observer is constructed recursively and an adaptive laws and the disturbance observation input are derived. Numerical examples are given to demonstrate the validity of our proposed disturbance observer for nonlinear systems.

The introduction of Strategic Environmental Assessment (SEA) has strengthened and extended the value of Environmental Impact Assessment (EIA) as a fundamental tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a stand alone approach that is applied relatively late in the decision making cycle. SEA is applied to proposals of policy, plan, and/or programme when major alternatives are open. In Korea, similar to SEA, the Prior Environmental Review System (PERS) was introduced to overcome the limitations of the EIA, by checking the environmental impacts on major policy and administrative actions in the early stage of decision making process. SEA appears in various national, regional and international laws. SEA is addressed specifically in the UNECE SEA protocol to the Espoo Convention on Environmental Impact Assessment in a transboundary context, as well as the European Commission SEA Directive (2001/42/EC). SEA is a valuable tool for integrating sustainability decisions into country's policies, plans and programmes. This paper reviews the policy direction for implementation of the SEA and efficient Environmental Assessment (EA) through integration of the PERS and the EIA.

This study was peformed to provide basic ideas as understanding and application for oriental medicinal cuisine (Yak-Sun). We investigated background, history of Yak-Sun in China. Also we conducted to investigated how to apply the theories of oriental medicine appropriately, which direction should be taken, and how it should be developed. To develop medicinal cuisine, it is necessary to grasp the theoretical system. And to develop medicinal cuisine for health enhancement, it is also required not only to consider constitutions but also to suggest the need of knowledge for moderation in terms of regimen along with the theory of oriental medicine. Also to develop medicinal cuisine according to the perspective of oriental medicinal theory, what should be taken into account is not only the understanding of the characteristics of food materials, but also the properties of them that the theory of oriental medicine. Lastly the scientific effect of the medicinal cuisine which is developed according to the oriental medicinal theory. And it is believed to be essential for the government to make effects to set a standard and laws to validate the medicinal effects and the process of assessment so that the systematic development can be encouraged, and to prepare guidance to food development for national health improvement.

Korea has been striving for the development of the nation in various aspects. It will also have to make an effort for its continued development in the future. The problems of low-income groups that occur in those processes cannot be simply ignored now. It is needed to provide an equal opportunity to low-income groups so that they can be part of the society. The cycle of economic problem should be disconnected through this process. Farm-Housing is one of the solutions to this problem. Its purposes are not only to provide residence in the complex, but to gain income through various activities, such as production, distribution and consumption, and solve part of the economic problems of the people living in the Farm-Housing. To sell the products of Farm-Housing, the neighboring cities need to be designated as a hinterland. For this reason, Farm-Housing needs to be located in the suburban area of large cities. However, the current laws and policies make it difficult to construct Farm-Housing in suburban areas. Presenting plans to solve such problem is the purpose of this paper.

According to Homeland Security Act of 2002, DHS in USA is comprehensively responsible for execution of protection methods on the public and private sectors against cyber attack for USA cyber crisis management. There are different laws and organizations according to the sector that is the public, the private, CII(Critical Information Infrastructure, or Non-CII in Korea. In this paper, we show the unified cyber crisis management of USA makes korea realize the importance to integration and systematization for the national cyber crisis management system.

This paper presents a robust control of a reaction wheel inverted pendulum. To this end, a mathematical model is derived using physical laws, and then parameters in the model are identified as well. Based on the model, a robust position control is designed, which consists of two parts: swing-up control using passivity and robust stabilization control using LMI (Linear Matrix Inequality). When the pendulum starts to move, the swing-up control is applied. If the position of the pendulum is near the desired upright position, the control is switched to the robust stabilization control. This robust control is employed in order to deal with the uncertainties in the inertia of the pendulum dynamics. The performance of the proposed control scheme is validated not only simulation but also real experiment.

Based on the state-feedback adaptive neuro-control algorithm for a SISO nonaffine pure-feedback nonlinear system proposed in [15], an output-feedback controller is proposed in this paper. The output-feedback adaptive neural-net controller for the considered nonlinear system has not been previously proposed in any other literatures yet. The proposed output-feedback controller inherits all the advantages of [15] such that it does not adopt backstepping and this results in relatively simple control and adapting laws. Only one neural network is required for the proposed adaptive controller. The proposed neural-net control scheme expands the applicable class of nonlinear systems.
