Effects of Knowledge-based Startups on Employment Growth (지식기반산업 창업기업의 고용창출 효과)

  • As unemployment rises and economic growth slows, interest in startups, which is considered to be the driving force of job creation, is increasing. This study aimed to analyze the employment effects of knowledge-based startups in South Korea. In particular, startups were divided into three categories (knowledge-based manufacturing, knowledge-based service, and other industries) and the region were divided into the capital region and the other regions. The result of the analysis, which used census on Establishments Data from Statistics Korea(KOSIS), showed that the employment effects of startups change in three steps over time. When new firms were created, employment increases instantly. However, as the competition among firms increases, some firms exit the market and employment decreases. In the long-term, some firms will survive the market competition and increase their firm size and the number of jobs they offer. The total employment effect was greater for knowledge-based startups than the other industries startups. The total employment effect of knowledge-based startups are 2.84%p for the period of 6 years. Startups in the Capital region showed higher employment effect than startups in other regions. This implies that in the capital region, employment increases more after the startups are created, but due to fierce competition, employment also decreases relatively more than it does in other regions. However, companies that survive competition create more employment. This study may give some policy implications that startup policies should be tailored to the startup's type and regional characteristics in order to achieve more effective job creation performance.

Environmental Equity Analysis of the Accessibility to Public Transportation Services in Daegu City (대구시 대중교통서비스의 접근성에 대한 환경적 형평성 분석)

  • The purpose of this study is to investigate the environmental equity of the accessibility to public transportation services in the city of Daegu. The 2005 census data as well as bus stop and subway station datasets were integrated for building the GIS database. Public transportation service areas were then identified by a coverage method. Mann Whitney U test was used for statistically comparing the socioeconomic characteristics over different levels of access to the public transportation services. Both Dong-gu, Suseong-gu, Dalseo-gu, and Buk-gu located outside of the city had worse accessibility than others while Jung-gu, Seo-gu, and Nam-gu had better accessibility than others. There appeared no environmental inequity pattern in terms of the percentages of men, women, and teenagers over the city of Daegu whereas there existed some environmental inequity pattern in terms of the percentages of people above the age of 65 and people below poverty line. This environmental inequity pattern would be caused by some factors. Firstly, the lower income class has tended to reside in the declined or blighted areas far away from public transportation facilities since this class can not afford to pay expensive rents and land prices around the main roads with higher accessibility. Many old people belonging to the lower income class also reside in the declined or blighted areas. Secondly, there has been no law to locate bus stops and subway stations considering residents' socioeconomic characteristics and the spatial distribution of public transportation facilities has been not managed systematically by the city government. This research would shed insight on building the public transportation policy to locate bus stops and subway stations and to select the routes of buses and subways considering the spatial distribution of residents' socioeconomic characteristics.

Estimation and Mapping of Methane Emissions from Rice Paddies in Korea: Analysis of Regional Differences and Characteristics (전국 논에서 발생하는 메탄 배출량의 산정 및 지도화: 지역 격차 및 특성 분석)

  • Methane emissions from rice paddies are the largest source of greenhouse gases in the agricultural sector, but there are significant regional differences depending on the surrounding conditions and cultivation practices. To visualize these differences and to analyze their causes and characteristics, the methane emissions from each administrative district in South Korea were calculated according to the IPCC guidelines using the data from the 2010 Agriculture, Forestry and Fisheries Census, and then the results were mapped by using the ArcGIS. The nationwide average of methane emissions per unit area was $380{\pm}74kg\;CH_4\;ha^{-1}\;yr^{-1}$. The western region showed a trend toward higher values than the eastern region. One of the major causes resulting in such regional differences was the $SF_o$ (scaling factor associated with the application of organic matter), where the number of cultivation days played an important role to either offset or deepen the differences. Comparison of our results against the actual methane emissions data observed by eddy covariance flux measurement in the three KoFlux rice paddy sites in Gimje, Haenam and Cheorwon showed some differences but encouraging results with a difference of 10 % or less depending on the sites and years. Using the updated GWP (global warming potential) value of 28, the national total methane emission in 2010 was estimated to be $8,742,000tons\;CO_2eq$ - 13% lower than that of the National Greenhouse Gas Inventory Report (i.e., $10,048,000tons\;CO_2eq$). The administrative districts-based map of methane emissions developed in this study can help identify the regional differences, and the analysis of their key controlling factors will provide important scientific basis for the practical policy makings for methane mitigation.

  • The Sembilan Archipelago is famous for its great biodiversity, in which the humphead wrasse (Cheilinus undulatus) (locally named Napoleon fish) is the primary commodity (economically important), and currently, the environmental degradation occurs due to anthropogenic activities. This study aimed to examine the eco-environmental parameters and assess their influence on the abundance of humphead wrasse and other coral reef fish compositions in the Sembilan Archipelago. Direct field monitoring was performed using a visual census throughout an approximately one km transect. Coral cover data collection and assessment were also carried out. A coastal water quality index (CWQI) was used to assess the water quality status. Furthermore, statistical-based analyses [hierarchical clustering, Pearson's correlation, principal component analysis (PCA), and canonical correspondence analysis (CCA)] were performed to examine the correlation between eco-environmental parameters. The Napoleon fish was only found at stations 1 and 2, with a density of about 3.8 Ind/ha, aligning with the dominant composition of the family Serranidae (covering more than 15% of the total community) and coinciding with the higher coral mortality and lower reef fish abundance. The coral reef conditions were generally ideal for supporting marine life, with a living coral percentage of about > 50% in all stations. Based on CWQI, the study area is categorized as good and excellent water quality. Of the 60 parameter values examined, the phytoplankton abundance, Napoleon fish, and temperature are highly correlated, with a correlation coefficient value greater than 0.7, and statistically significant (F < 0.05). Although the adaptation of reef fish to water quality parameters varies greatly, the most influential parameters in shaping their composition in the study area are living corals, nitrites, ammonia, larval abundance, and temperature.

A Study on Improvement of Vital Registration and Statistics System in Korea (인구동태신고 및 통계조사의 개선방안)

  • 1.Objectives of the Study It is a well known fact that a prompt and reliable data on demographic information is essential in a proper planning and evaluation of any program of national or community level. Especially vital statistics are an important demographic component among demographic information. Realizing the importance of vital statistics, the government has made some efforts for years to improve the vital registration system which has a close relationship with the production of vital statistics. However, it is still observed that there are some limitations in utilizing vital registration data due to considerable amount of vital events which are never registered and registered but not in time or inaccurately, even though vital registration system in Korea has sound legal basis. In this connection, the objectives of the study is as follows :(1) To examine some problems of the vital registration system in various aspects, (2) To make improvement programme of continuous Demographic Survey as a supplementary source of vital statistics, and (3) To find out some alternatives for making it possible to produce and utilize the reliable vital statistics by developing analytical methodologies on that. 2. Current Situation of Vital Registration System All the vital events, i.e. births, deaths, marriages and divorces, are to be registered in time under the Civil Registration Law, Statistics Law and Regulation on Vital Statstics as a duty of people. Some recent tendencies in each of recent registration are summarized as below: (1) The completeness of vital registration .Out of all births which are occurred during a year, around 75% of those compared to the estimates are registered in the year of occurrence. .In case of death registration, the percentage of registration in the year of occurrene has been gradually increased from 86.2% in the year of 1980, but it is still below the level of 90% compared to the estimates. .The percentage of registration for marriages and divorces in the year of occurrence out of total registered numbers was revealed to be 69% and 73% respectively in 1985. (2) Continuous Demographic Survey .It is a kind of sample survey for the purpose of producing reliable vital statistics which could not be provided by the vital registration. .It covers about 17, 000 sample households at national level and important information for vital events are collected in every month by 323 expertized enumerators who are regular staff of the government. .Although the result of the survey seems to be more reliable than of vital registration, the reliability of the data is still bellow the acceptable level if compared with relevant information from other sources such as population census or special surveys. 3. Problems of Vital Registration System There are four major obstacles in improving vital registration system in Korea; (1) In general, policy priority is not given on any programme of improving vital registration system. It is, therefore, very difficult to formulate comprehensive programme through having cooperation from related authorities and sufficient financial assistance. (2) In all the laws related and system itself, there is substantial degree of overlap and irrationality. Registration of each vital event is maintained according to several laws and regulation such as Civil Registration Law, Statistics Law, Resident Registration Law and Regulation on Vital Statistics. However they are mutually overlapped and overall supervision can not be done systematically due to lack of co-operation among the authorities concerned. (3) The administration of vital registration system seems to be working inefficiently, because of most of civil servants who are in charge of vital registration are lacking of conception on vital statistics and also there is a certain extent of regidity in handling the works. Therefore, they are doing their jobs in a passive way. (4) A substantial proportion of vital events occurred is not registered within the legal time limit (i.e. within one month after the occurrence in case of birth and death) or not registered forever. Some of social customs and superstitution seem to be the potential causes especially in case of births and deaths. 4. Recommendations for the Improvement of Vital Statistics (1) Reporting systems such as civil registration, vital statistics and resident registration should be integrated under the single law. Also, administrative supervision, personnel and budget with regard to the registration system should be under the control of a single ministry. (2) It is necessary to simplify the procedures and methods of reporting vital events, i.e., reducing number of sheets of the form, making corrections easily, reducing registration items, etc. (3) Continuous Demographic Survey as a supplementary source of vital registration should be improved and special ad-hoc surveys should be conducted wth regular interval. (4) In-depth analysis should be done using various sources of data on vital statistics. 5. Concluding Remarks From this study, we can notice that temporary campaign and motivation programs are not sufficient to improve the quality of vital statistics. Strong intentions and continuous efforts of the government are needed for the improvement of the vital registration system. Furthermore, most of the data collected through the registration are not properly analyzed and utilized, partly due to the lack of appreciation among high-level governmental officials of the need for vital statistics. It is, therefore, requested that long-term improvement programs of vital statistics be implemented with policy priority and continuous efforts be given to this purpose as a long-term goal of development in Korea.

Tree Diversity Changes over a Decade (2003-2013) in Four Inland Tropical Dry Evergreen Forest Sites on the Coromandel Coast of India

  • Forest tree diversity inventory and its periodical monitoring are important to understand changes in tree population structure and to provide information useful for biodiversity conservation and reserve management. In a long-term forest dynamics program in Indian tropical dry evergreen forest, this communication deals with tree diversity changes at decadal interval. The initial inventory of tree diversity was carried out in 2003, in four tropical dry evergreen forest sites - (much disturbed sites Shanmuganathapuram - SP and Araiyapatti - AP and moderately disturbed sites - Karisakkadu - KR and Maramadakki - MM) on the Coromandel Coast of peninsular India, by establishing four 1ha permanent plots, one in each site. In 2013, the four plots were re-inventoried for tree diversity (${\geq}10cm\;gbh$) changes which yielded 56 species from 46 genera and 26 families. The studied forest sites are threatened by disturbance due to multiple reasons; cutting of trees inside of the forest, grazing by goats, construction of temple approach road, and some aspects cultural attachment of local people like constructing new, additional strctures of temple by denuding a portion of forest etc.. Tree species richness over a decade increased by four species in site SP, two species in site AP, and one species in site KR, but decreased by one species in site MM. Tree density decreased drastically by 480 (28.92%) and 102 (12.63%) stems $ha^{-1}$ respectively in sites SP and AP, but moderately increased by 82 (12.09%) stems $ha^{-1}$ in site KR and 26 (3.46%) stems $ha^{-1}$ in site MM. Tree basal area declined in site KR from $21.6m^2$ to $20.26m^2ha^{-1}$ and in site SP from 21.1 to $20.38m^2ha^{-1}$, but increased from $19.1m^2$ to $19.43m^2$ and from 15.5 to $18.63m^2ha^{-1}$ in sites AP and MM respectively. Three tree species (Allophylus serratus, Maytenus emarginata and Ehretia pubescens) were lost out of the 57 species recorded in 2003, and two species (Jatropha gossypiifolia and Streblus asper) were new additions in ten years. The long-term forest monitoring data will be valuable to understand forest dynamics and for conservation and management of this and similar tropical forests.

Population and Employment Structure of Women by Region (지역별 여성의 인구구조와 취업특성)

  • In recent, Korea introduced the local self-government system. And the local government tried to establish and implement plans for women. Those plans were established on the basis of not the particular environments of regional societies but similar policies of central government. Despite of geographical migrations, we can find differences of population structure and economic status among regions. As the result, most of regional policies for women were ineffective. This paper examines population structure and economic status of women by regions and recommends the long and medium direction for local policies for women. For analysis, it utilizes the 2% sample data-set of National Statistical Office's '1995 Population and Housing Census' in Korea. The findings of this paper are summarized as following; Firstly, the dependency rate of Chungchong-do, Cholla-do, Kyongsangnam-do will reach about 45% in 2000. Therefore, as soon as possible, those local government should establish the labor policies to enhance the economically active participation rate of the elderly persons and welfare policy for them. Secondly, the level of women's economic participation. Thus, local governments should set up labor market policies for women according to regional situations. For examples, in Kyonggi-do, Seoul, Daejeon, Daeku which unemployment rate of the highly educated women are relatively high, those local governments should seek the measures to tackle unemployment problem of them. Thirdly, due to the differences regional economic structure, women's employment structures differed also by region. Hence, local governments should formulate suitable plans to consider the working status of regional women's workers.

Analysis of Accessibility Patterns for Commuting Trips in Seoul Metropolitan Area (수도권 통근통행의 접근도 변화패턴 분석)

  • This study analyzes the accessibility patterns for commuting trips in Seoul Metropolitan Area using National Census Data between 1990 and 2000. the results show that the accessibility increased between 1990 and 1995, while it decreased between 1995 and 2000, due to the raised commuting time. Seoul, Kangju, Yeuju, Yangpyoung, Gapyoung show relatively high accessibility. The GINI parameters tell that the regional balance for commuting accessibility were worsen between 1990 and 1995, compared to that between 1995 and 2000. The accessibility patterns for commuting to Seoul were also analyzed and the result shows that the accessibility reduced between 1995 and 2000. Kwachun, Kwangju, Sungnum are found to have very high accessibility to Seoul, which is close to Soeoul with high percentage of incoming commuting trips. These results indicate that even continuous transport infrastructure supplies were not enough to solve the congestion problems for commuting trips in Seoul Metropolitan Area because of the induced traffic and traffic congestion.

A Study for Performance Improvement of Fire Detector and Sprinkler Head in Apartment Houses (공동주택 화재감지 및 소화성능개선에 관한 연구)

  • This study suggested the problems and their improvement measures for the operation of fire detectors and sprinkler heads installed at apartment houses. According to a census on population and housing in 2010, apartment houses account for 71.6% of the total housing facilities. And by fire statistics data of the National Emergency Management Agency, approximately 25.0% of fire accidents and 46.4% of casualties occur at apartment houses every year. Therefore, this study conducted for identifying the causes and characteristics of fire to establish the fire safety improvement measures for apartment houses. And this study was carried out virtual fire simulation at domestic apartment houses. The scenario of the simulation contains a comparative analysis on the operation time of standard sprinkler heads and residential sprinkler heads, heat detectors and smoke detectors. As a result of simulation, it was found that standard sprinkler heads and heat detectors installed at the existing apartment houses should be replaced with residential sprinkler heads and smoke detectors for rapid fire suppression. In addition, sprinkler systems should be considered to be installed for excluded floor at apartment houses. Especially, it is necessary to construct remote inspect systems like advanced countries for efficiency of apartment houses safety management.

Spatial Characteristics of Media Cluster in Seoul: Co-Evolution and Changes in Film and Broadcast TV Production (서울 영상산업 클러스터의 공간적 특성: 영화산업과 방송산업의 성장과 집적지 변화)

  • This study traces the growth and changes in the spatial distribution and characteristics of media cluster in Seoul by focusing on the co-evolution of film and TV production. To identify the spatial distribution and aggregation of film and broadcast TV production, we measure their spatial auto-correlation based on Moran's I and LISA, using the data from the Census on Establishments of the National Statistical Office. In addition, the eleven semi-structured interviews conducted with workers in the media industries, such as film crews and TV drama producers, help to clarify the complexity and dynamics of diverse factors that affect spatial distribution of media cluster. This multi-method study shows the increasing polycentricity of media cluster in the last decade. Gangnam, Mapo, Yeouido, Gangseo-Yeongdeungpo, and Seongsu have emerged as key hubs for media industries, particularly in light of changes in the transportation system and the real estate market. The finding indicates the co-evolution of film and broadcast TV production, demonstrating how the characteristics of the creative industry and metropolitan changes are intertwined with each other in shaping the geographical pattern of the media cluster.
