An Experimental Study on Web Link Analysis of the Korean National Archives (국가기록원 웹사이트 링크정보 분석에 관한 실험적 연구)

  • In this study, web link analysis of the Korean National Archives has been Performed using LexiURL to show the dynamic web flow of the National Archives and to identify which closely related institutions the archives should seek to cooperate with for developing an institutional strategic plan. Inlink and co-inlink analysis were performed and, to identify related institutions of the Korean National Archives. a comparison was made with other countries such as Australia, England and the United Stats. Through web link analysis, several features can be detected and future directions are suggested. Most inlinks and co-inlink of the Korean National Archives were from public institutions, indicating that relationships with educational or research institutions are weak. Moreover, Korean National Archives involve fewer web links related to international activities than other countries. Proceeding from these results, educational function, research function and international activities should be fortified. Korean National Archives need to provide more materials for supporting educational and research activities and more cultural interchange among related institutions. Further research with different heritage institutions such as libraries or museums is needed.

Research for Activation Plan to Archive Events: Focused on the National Archives of Korea (아카이브 이벤트 활성화에 관한 연구 - 국가기록원을 중심으로 -)

  • This research aims to seek for activation methods of archive events regarded as one of the ways of recording information service, in order that the national archives which needs to change its role meets various users. In order to reach the goals I have suggested, I have compared the examples of archive events operated at the National Archives and Records Administration (NARA, the United States of America, USA) and The National Arc-hives (TNA, the United Kingdom, UK) to the case of archive events at the National Archives of Korea (NAK). As a result, I have proposed activation methods as follows based on those; subdivision of the detailed subject area, diversification of the programmes types, and connectivity reinforce of archive events.

A Study on Job and Organization of the National Assembly Archives (국회기록보존소 직제 및 직무에 관한 연구)

  • The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly's records management organization and analyzed duties of a permanent records management institution based on the "Standard Operating Procedure for Archival Institutions." Moreover, this study discussed the National Archives Assembly's current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.

A Comparative Study on National Electronic Records Management Strategies (국가 전자기록 관리전략에 관한 비교 연구)

  • The work environment that produces and preserves records is changing in the digital transformation era, going beyond the new technologies of the Fourth Industrial Revolution. The electronic records management strategy in the archives must be prepared according to the technology, policy, and environmental changes related to overall records management of the era. Based on this, the basic environment in which the public can access records can be created by preserving the value of records. This study analyzes the direction of changes and strategies of records management in the digital environment and the direction of electronic records management strategies of the National Archives & Records Administration (NARA) in the United States, the National Archives of Australia (NAA), and the National Archives of Korea (NAK). Based on the analysis, the study suggests policies, facilities, and personnel elements as the core of the national electronic records management strategy and direction in the digital era.

  • This paper is to examine the bibliographical description of the revolutionary historical archives and the standardization of the archives management in China. The standardization in the field of records and archives management was not initiated on its own way but as a part of national - leveled standardization. As a first step National Committee on Technical Standardization of Literature was established, followed by the establishing of Committee on Technical Standardization of Micro - filming and Committee of Technical Standardization of Paper Form. The standardization of the records and archives management was carried out in the context of functions of these three committees. In 1983 the standardization in the sphere of records and archives management speeded up, when the National Archives Administration formed small organizations which led the standardization work all over the country. A committee of standardization originated from small organizations and it brought a great progress of the standardization. If some opinions on standardization were submitted from records offices or related offices, they were examined by the committee of standardization. The opinions that were submitted by the committee of standardization were examined by the National Archives Administration which proclaimed it officially. The Chinese government commenced to establish the bibliographical data centre for historical archives and materials on the basis of this process of standardization. In the case of the revolutionary historical archives the description was made on the level of sources(provenance), which was sent to the bibliographical data centre for historical archives and materials. The Chinese government set digitalizing as a goal in records and archives management in the middle of 1990's. It was regulated that the description of records item that should be transferred to the center must be digitalized. However, the description of the file level was not made separately being reflected in the process of description of item level. (The second part of the paper will be released in the next volume).

  • Archives managements practices and laws are different according to various histories and traditions of nations. And it depends on a various of specific conditions of each nation. This paper reviews each laws, regulations, and organization concerned with archives managements of America and Canada that lead in archives managements, although they have relatively short histories. And this paper reviews acquisitions, classification and cataloging, and user access of archives in central archives management institutions. Finally, it reviews education system and professional positions of archivists in America and Canada.

  • Both domestic and overseas archives provide various forms of outreach services including exhibitions, educations, and publications for extended users. In addition, the publication program is portable and has excellent effects within its scope. Providing various and useful information about archives is significant because they can be important resources for historical research and provide good guidelines for archival users. This study investigated the current status of the publication programs, types of publications, the publishing organizations, and publication process managed by both the National Archives and Records Administration (NARA) and the National Archives of Korea (NAK). Based on the comparison of the publishing programs of the two archives, the study analyzed the limitations of the publication program of NAK and gave suggestions for its improvement.

  • Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. As a result, the study presents four different aspects for developing parliamentary archives management Each aspect proposes three different phased problems respectively. Fiber Identification for the Early Twenty Century Archival Documents (근대 문서들의 섬유구성에 대한 고찰)

  • Fiber identification was attempted for the early twenty century documents that were classified as national archives in Korea, as an initial step for establishing scientific preservation and restoration method. Fiber staining with C stain and a digital microscope were used for the observation. All the documents observed consisted of mostly softwood fibers from fir (Abies) and other minor supplementary fibers, and they were all deteriorated seriously by various damages and aging process. It seemed that at around 1914-1934, fir was used frequently as papermaking raw material.

  • The National Museum of Contemporary Art, Korea began operating the museum archives in October 2013. Although the museum archives have an independent flow that is distinct from discussions of the archival sciences, it is a reality as a record management organization, and therefore, access to and analysis from the viewpoint of archival science is required for efficient operation. The purpose of this study is to diagnose the method of collecting and organizing records from the viewpoint of archival sciences from the Institutional Archives of the National Museum of Contemporary Art, Korea. To this end, we theoretically examined the function of the museum, the role of the museum archives, and the scope and method of collection and arrangement of the museum archives. Based on these discussions, we analyzed the scope of the collection and the system of arrangement of the institutional archives. Then, we suggested some improvement plans.
