  • Due to explosively increasing utilization in spatial information and a rapid development in geospatial technology related to national territorial and housing, there are increasing demands for converging spatial information on not only urban planning and real estate data but also newly generated data from smart phone, GPS to achieve comparative advantage of national territory. In this paper, we prospect the utilization of Converged Spatial Information(CSI) to future national territorial planning for the purpose of enhancing territorial competitiveness. For this purpose, considering the Korea Land and Housing corporation(LH) takes charge most of government's land and housing development projects, CSI usage of this company's 6 future business domains until 2029 were used as a case study. Also, 7 CSIs derived from literature review were surveyed to find the degree of CSI utilization in the national territorial future. In the analysis result, it was found that 3D data and mobile data among others have higher degree of utilization, and urban and regional development is the most highly utilizable domain for CSIs. After all, to revitalize the use of CSI in national territorial future, it is required to do a balanced construction of territorial use spatial information about marine use, coastal use, underground space besides land use.

  • The relevance of the study implies the need to explain the main determinants of environmental policy, allowing countries to converge on a common working basis. The purpose of the research is to explore ways in which the environmental aspects of EU regions and territories can be shaped to apply to domestic environmental policy. A total of 997 representatives from the Ukrainian UTCs, who are involved in local environmental policy, participated in the survey. Results of the research. A hierarchy of regional environmental policy objectives has been identified. Three key principles of eco-policy development have been distinguished. The means of the innovative approach strategy implementation have been outlined (formation of the regional market of environmental services; organization of interaction between environmental agencies and market structures; establishment of environmental funds which finance environmental activities; implementation of the "collateral return" system; formation of a system of benefits and loans to enterprises that successfully implement the environmental policy). The means of the prognostic approach implementation strategy to the development of the region's environmental policy have been determined (the use of an orderly and successful long-term strategy of economic development of the region; obligatory consideration in the mechanisms strategy aimed at improvement of environmental management system of the region, interbranch impact of the projects implemented on the region's ecological situation; taking into consideration the economic and geographical peculiarities of the region, the necessary infrastructure, issues of the territorial location of the large enterprises in the region and their impact on the environment). The means of the traditional approach strategy implementation have been outlined (activity programs focused on solution of specific problems, rather than on the implementation of measures for environmental restoration and enhancement; nature conservation problems have interbranch, interdepartmental character due to unity of the region's ecosystem; tracking complexity of changing conditions (water basins, woodlands, air-mass transport), regional boundaries generally do not coincide with natural ecosystems boundaries). The practical significance of the study lies in providing recommendations for the implementation of certain aspects of Ukrainian UTC's environmental policy.

National territorial Statatics Survey in 2005 years have octuple data compare with data in 2004 years but have only one map. One map is going to provide with stability and ability. We don't use DBMS, But We make a similarly struct in file based program. We programmed system of dynamic-linked data with spatial data. To dynamic-linked system, we make search engine to based index struct and make combobox search system. spatial data only have index codes(year, national terrial indicator, area). If spatial data request specfied data, search engine search index code and provide DB data. New system is middle step of using DBMS. We redraw map for display real Korea area (with dokdo). New map is shape and similar Korea map.

  • The territorial air that our sovereignty is being applied to is divided into several zones and areas. In order to use and manage them effectively, these zones and areas have laws, regulations and rules. The number of airspaces (MOA : Military Operation Area) and Ranges that are used in the military are limited and many airbases are being used for training. Currently the central department manages some, and the rest are independent airbases. Therefore, efficient allocation is not performed and the result occurs where airspaces and ranges are allocated unnecessarily. This is increasing the workload of staff leading to unnecessary re-work. To slove problem, this study proposed models for allocating airspaces and ranges using goal programming with multi-objective functions of minimizing the deviations of the target values.

  • The existing approaches to ensuring the banking security of the state do not take into account the peculiarities of the banking system in the rapid development of the information economy (increasing uncertainty, imbalance and nonlinearity of processes in the banking system under the influence of innovation, institutions, information asymmetry, etc.). A methodological approach to determining the synergetic effect in the implementation of the regulatory influence of the state on the development of innovation processes related to informatization in the banking system, based on the use of differential equations and modelling the sensitivity of innovation processes related to informatization in the banking system, to the regulatory influence of the state to prevent the deployment of risks and threats to economic security of the state in this area has been suggested in the present article.

  • The Chinese Sparrowhawk($Accipiter$ $soloensis$) is the most common breeding raptor in Korea, but its spatial use in the breeding season has been poorly documented. Therefore, to estimate the territory and home range sizes of breeding sparrowhawks, six territorial males(four in 2005 and two in 2006) were observed from June to July in Gyeonggi Province, the Republic of Korea. Main perches, which were used repeatedly(more than three times) or where apparent territorial behaviors were observed, were identified and the locations were analyzed by GIS software. According to the 100% Minimum Convex Polygons which were identified from $25.2{\pm}5.3$ perches, Chinese Sparrowhawks occupied $4.62{\pm}0.90$ ha for breeding territories and used $22.57{\pm}5.12$ ha for their home ranges. These estimates showed larger spatially occupied areas than those in one previous report, but this study suggests that Chinese Sparrowhawks intensively use small areas throughout the breeding season. This result also implies that the sparrowhawks have the potential to be significantly affected by any habitat changes and resource exploitation in the small areas(particularly in small rice paddies of 0.6-2.0 ha) which they largely rely on for food. Although this study was based on observations solely for territory size estimations, this study may be worthwhile as preliminary pilot research for Chinese Sparrowhawk conservation, management, and further studies.

  • The advancement and the spread of information and communication technology (ICT) changes the way we live and act. Computer and ICT devices become smaller and invisible, and they are now virtually everywhere in the world. Many socio-economic activities are now subject to the use of computer and ICT devices although we don't really recognize it. Various socio economic activities supported by digital devices leave digital records, and a myriad of these records becomes what we call'big data'. Big data differ from conventional data we have collected and managed in that it holds more detailed information of socio-economic activities. Thus, they offer not only new insight for our society and but also new opportunity for policy analysis. However, the use of big data requires development of new methods and tools as well as consideration of institutional issues such as privacy. The goals of this research are twofold. Firstly, it aims to understand the opportunities and challenges of using big data for planning support. Big data indeed is a big sum of microscopic and dynamic data, and this challenges conventional analytical methods and planning support tools. Secondly, it seeks to suggest ways of visualizing such spatial big data for planning support. In this regards, this study attempts to develop a dynamic visualization model and conducts an experimental case study with mobile phone big data for the Jeju island. Since the off-the-shelf commercial software for the analysis of spatial big data is not yet commonly available, the roles of open source software and computer programming are important. This research presents a pilot model of dynamic visualization for spatial big data, as well as results from them. Then, the study concludes with future studies and implications to promote the use of spatial big data in urban planning field.
