Fishermen's Perception and Economic Feasibility of Inland Waters Ranching Project : Focusing on the Branches of Geum River (내수면목장화사업의 어업인 인식도 및 경제효과 : 금강 지천을 중심으로)

  • This study is aimed to analyze fishermen's perception and the economic feasibility of inland waters ranching project on the branches of Geum River. Analysis of fishermen's perception on the branches of Geum River showed that fishermen had an affirmative response on the inland freshwater ranching project related issues such as fisheries resources enhancement, necessity of project, economic achievement as so on. The model of inland waters ranching project on the branches of Geum River is designed to fisheries resources enhancement, habitat compositiom, ecology tours, use and management of resources. The results of the economic feasibility of inland waters ranching project on the branches of Geum River were internal rate of return (IRR) was 18.43%, a benefit-cost ratio was shown to be 1.54, net present value (NPV) was 4,929 thousand won, which indicates the economic feasibility of inland waters ranching project.

Prediction of Chlorophyll-a Changes due to Weir Constructions in the Nakdong River Using EFDC-WASP Modelling

  • To evaluate the effect of the 4 major rivers restoration project in the Nakdong River to water quality of the river, the Environmental Fluid Dynamics Code (EFDC) and Water Quality Analysis Simulation Program (WASP), are applied in series. Results showed overall decrease in biochemical oxygen demand ($BOD_5$) concentrations and increase in chlorophyll-a concentrations, while total nitrogen and total phosphorous concentrations did not show significant changes, relatively. Decrease in $BOD_5$ concentrations seems to be influenced by an increased hydraulic residence time, which may allow more time for the degradation of organic material. Changes in Chlorophyll-a (Chl-a) concentration, due to the project were more significant for the upper stream areas that show relatively low Chl-a concentration ranges (less than 20 g/L). After the introduction of the Geumho River in the middle part of the Nakdong River, rapid growth of phytoplankton was observed. However, in this middle part of the Nakdong River, the ratio of Chl-a concentration change are less significant, compared to the upper stream areas, due to the project. In the lower stream area, Chl-a concentration decreased after the project. This seems to be resulted from the decreased light availability, due to increased depth, while the nutrient concentrations have been high enough to support phytoplankton growth.

  • Korea has invested heavily in projects related to national rivers, but there is no evaluation technique and system to manage river projects that can evaluate the effectiveness of the river projects after they are completed. Their absence leads to the inability of information on river construction sections, analysis of project effects, and benchmarking between projects. This may cause over-budget, overlapping investment problems due to the implementation of similar projects in the same section, and incorrect business elements may be repeatedly utilized. In order to solve this shortcoming, this study developed river project evaluation techniques and a river project (construction) management system. The development of evaluation techniques enables comparison and analysis between projects and can be utilized in establishing maintenance plans. The system can also provide inquiry of construction information, visualization of construction, and management of performance items. In this study, the evaluation techniques developed through prior research were modified and supplemented, and the effectiveness was verified by applying them to national river projects in A river and B river. It is expected that the evaluation techniques and system utilization measures presented will increase the work efficiency of river projects and enhance the efficiency of river projects.

Project Evaluation and Usage Behaviors on Visitors of Waterfront in Youngsan River (영산강 수변공간 방문객의 이용행태와 사업평가 분석)

  • The Youngsan River Restoration Project(YRRP) is to bring back the original appearance of the stream and to create a new waterfront. This project, which id part of the Four Major Rivers Restoration Project, began in 2009, and Juksan and Seungchon beams was completed, and waterway of Youngsan river also was constructed. Both sides of the river, bike trails, waterfront park of 70 places, including the composition and the amenities were installed. The purpose of this study is to analyze the useage behaviors and satisfaction on visitors of waterfront parks in Yeongsan River. Many visitors visit waterfront in order to walking and biking, there were many people who visit family and hobbyists club units. Visitors showed a relatively high level of satisfaction about the waterfront in the new composition such as bike trails, walking roads, and ecological parks created by the YRRP. However, the major problems was the lack of amenities in the waterfront.

Comparison of Water Quality Before and After Four Major River Project for Water Monitoring Stations Located Near 8 Weirs in Nakdong River (낙동강 8개 보 인근 수질측정 지점의 4대강 사업 전·후 수질 변동성 분석)

  • The purpose of this study was to evaluate the variation of water quality in the Nakdong River by the Four major river projects. For this purpose, the nearest upstream water quality monitoring stations were selected and water quality data such as BOD, COD, SS, TN, TP, and TOC were collected for the before Four major river project(from January 2003 to November 2008), during the project(from September 2008 to April 2012) and after the project(from May 2012 to September 2017). As a result, the concentration of DO, BOD, COD, TN, and TOC after the project tend to be higher than the before project period. On the other hand, the SS and T-P values decreased after the project. Spatial analysis of BOD, COD, and TOC, which have large changes in water quality factor, by water quality grade, showed a tendency that water quality grade after the project was worse than before the project.

  • In this study, the implications for landscape architecture in the restoration Project of Cheonggyecheon will be shown through the analysis of factors for landscape architect scheme modification. The method of study consists of theoretical study, analysis of the plan and design of landscape architecture of the restoration project of Cheonggyecheon, and deduction of implications thereof. The controversial feints included the many difficulties in realizing the productive design of landscape architecture due to the selective collecting of public opinion and the problems of settling the complications, the design limit of the turnkey and MA systems, the lack of hydraulic knowledge and technology and the shortage of vegetation monitoring data and experimental materials. The alternative proposals are as follows: 1) there should be agreement between the government organization and the civil group, 2) in the turnkey bidding for the river restoration projects, the river restoration design based on the volume divided into some parts should be reconsidered in order to maintain consistency in the total design, 3) in order to maintain consistency in the planning policies, MA designs should also be introduced and applied from the first stage of the project through its completion, and 4) data such as the safe water level in case of flooding for the facilities and the vegetation and data in connection with the ecological restoration of river should be accumulated. If these controversies are not settled effectively, the river restoration project will be delayed due to complications with the citizens and wasted time and effort will result from the frequent design changes. In addition, landscape architecture in this kind of restoration project is bound to decrease in the future due to frequent changes in the hydraulic-centered design.

  • The environmental ecological flow (EEF) of stream or river will be designated according to the enforcement of the Water Environment Preservation Act. Previous researches by Ministry of Environment have proposed agricultural reservoirs as alternative resources to secure river flow where multi-purpose dam does not exist. However, agricultural reservoirs are constructed for the supply of agricultural water, and in fact, there is not a sufficient amount of water to be supplied to rivers as EEF. Therefore, this study examines the economic feasibility of securing EEF through the remodeling or construction of agricultural reservoirs. We investigated water balance of reservoir through simulation of three types of water supply demands such as agricultural water, agricultural water and river maintenance flow, and agricultural water and environmental ecology flow. The economics analysis was conducted on water supply demands and corresponding remodeling or construction of reservoirs. As a result, it was found that the method of securing through heightening existing reservoir enhancement is economically feasible. However, it was not possible to secure all the amount of the EEF due to the size limitation of existing reservoirs or constrain of the watershed for newly built reservoir. Therefore, in order to secure all of the EEF, the utilization of other alternatives as well as agricultural reservoirs should be considered. This study demonstrated the method of economical feasibility study of securing river maintenace flow and EEF using agricultural reservoirs and other considerations.

A Study on the Estimation of Remaining Fisheries Damages Considering the Recovery Periods of Fisheries Resource after the Completion of Undertaking Yeongsan River Project (영산강 살리기 사업 이후의 자원회복기간을 고려한 잔존어업피해추정에 관한 연구)

  • The paper aims to explore existence and degree of remaining fisheries damages after the completion of undertaking the Four Major Rivers Project focusing on the case of Yeongsan river. The paper seeks to show the necessity of consideration of periods of fishery resources recovery in the estimation of ex-post fisheries damages of the project by inferring the analysis of the annual variation of environmental indicators in the river. Therefore, the paper suggests three years of remaining periods of fisheries damages of the project utilizing the variation trend of ex-ante and ex-post annual output data of inland fisheries in Jeonnam province and individual catch of fisheries. In the measurement of the annual degree of fisheries damages during periods of fishery resources recovery, the paper attempts to suggest the method of comparision of day catch data per vessel between ex-ante and ex-post periods of the project, which were investigated by the same institute. Here the paper tries to make correction of ex-post catch data for holding the same catching condition as ex-ante situation by adopting the concept of competitive intensity of catching which was derived from the decreasing rate of number of fishing households in the area of Yeongsan river.

Investigation of Changes in Fluvial Landforms in the Yeoju Reach of the Han River by the Han River Restoration Project (한강살리기사업에의한 한강 여주 구간의 하천 지형 변화 고찰)

  • In this study, changes in the fluvial landforms of the Yeoju section of the Han River, which was made up of the Han River Restoration Project, were examined through existing previous research data, government's environmental impact assessment data, satellite images, and field observations. For example, In the vicinity of Dori Island, the most upstream part of the study section, the location of the confluence of the Han River and Cheongmi Stream was changed, and it was found that a significant portion of the sand sedimentary layer disappeared. In the Bawuinupgubi area, the wetland, which is the first class in the ecological nature, was greatly modified, and the elevation of the ground rose as Gangcheon island and it was completely separated from the river by dredging The confluence of Geumdangcheon and the point bar of Yeonyang-ri in the south were also dredged, turned into an artificial waterfront park, and a chute channel remained in the form of a wetland was also developed as a recreational park. The deposional forms around Baekseok-ri islands also disappeared as dredging was carried out. Among the areas adjacent to the confluence of Bokcheon and Yangchon-ri Island, some sedimentay forms remains, but the abandonned channel between Yangchon-ri and the northern river bank has been changed into a riverside reservoir through dredging and embankment construction, and the waterway of the tributary river(Yazoo) has been greatly changed.

Changes of River Morphology in the Mid-lower Part of Nakdong River Basin after the 4 Large River Project, South Korea (4대강 사업 후 낙동강 중·하류의 하중도와 제외지 지형변화)

  • River channel dredging and riparian development have been influenced morphology and quantity of natural river habitat. We compared distribution of riverside land and alluvial island in the Nakdong River with field survey and remote sensing analysis after the 4 Large River Project in South Korea. We digitized geomorphological elements, includes main channel, riverside land, and alluvial island by using georeferenced aerial photos taken in pre-dredging (2008) and post-dredging (2012) periods. Field survey was followed in 2012 for a ground truth of digitized boundaries and identification of newly constructed wetland types such as pond, channel, branch, and riverine type. We found that during the dredging period, riverside land and alluvial island were lost by 20.2% and 72.7%, respectively. Modification rate of riverside land was higher in the section of river kilometer 50~90, 140~180, and 210~270. Alluvial island had higher change rate in the section of river kilometer 50~70, 190~210, and 270~310. Average change rate for the riverside land and alluvial island was $-1.02{\pm}0.14km^2{\cdot}10km^{-1}$ and $-0.05{\pm}0.05km^2{\cdot}10km^{-1}$, respectively. Channel shaped wetlands (72.5%) constituted large portion of newly constructed wetlands.
