Developing Bibliometric Indicators for Analysis & Evaluation of National R&D Programs (국가연구개발사업의 과학적 성과분석을 위한 새로운 계량지표 개발에 관한 연구)

  • Science and technology (S&T) is one of the most important elements in a nation's competitiveness. In an effort to strengthen their national competitiveness, all countries are focusing on upgrading the level of eir S&T. With these factors in mind, Korea has increased its support of national research and development (R&D). In recent years, this added support has resulted in an increased interest in the effectiveness of R&D. We have made continuous efforts to enhance the accountability and effectiveness of R&D by strengthening performance evaluation and considering R&D evaluation results during the budget review (appropriation) process. In order to change to a performance based system, we need to develop objective and scientific indicators to measure and evaluate the quality of the research performance of R&D programs. One of the primary research outcomes is publications. The impact factor of publications is widely used to evaluate overall journal quality and the quality of the papers published therein. However, the use of impact factors has been criticised because they can vary greatly when works from different subject areas are compared. In order to overcome this limitation, we have developed three kinds of qualitative indicators, which are functions of the impact factor. Two of these qualitative indicators, Modified Rank Normalized Impact Factor and Ordinal Rank Normalized Impact Factor, are based on order statistics (rank) for all journals from a specific specialty. The third qualitative indicator, Relative Field Impact Factor, uses the average impact factor of all journals within a subject category. We also suggest a quantitative indicator, Percentage of Contribution. In this study, we suggest 4 indicators and use them to evaluate the performance of outcomes from three R&D programs supported by the Ministry of Education, Science & Technology. We also perform a simulation study to verify the effectiveness of the proposed indicators. It can be shown that the proposed Ordinal Rank Normalized Impact Factor is the most reliable and effective indicator for comparing research performance across subject categories. However, we recommend using previous indicators in combination with the proposed indicators in this study for the research evaluation of R&D programs.

Analysis of Status of Researches on Korean National R&D : Research Fields and Their Network of Literatures in Domestic Journals (국가연구개발에 관한 연구현황 분석 - 국내 학술지 문헌의 연구 분야 및 분야 간 네트워크를 중심으로)

  • With the recent slowdown of R&D budget growth rate, efficient resource allocation, operation and management of national R&D is becoming more important. At this point, recognizing the necessity of systematic and scientific research on the national R&D itself, this study analyzed previous researches on national R&D of Korea. In this study, based on the previous researches and laws, national R&D was classified according to the major stages such as planning, selection, management, performance and so on. Secondly, by using the classification criteria forged, previous researches on the national R&D published in domestic journals for the last 5 years were divided into 12 categories, and the status of researches in each field was analyzed. Lastly, through network analysis, linking status and influence of each fields were identified by using co-classification information of research literatures. As a result of this research, the performance related fields were the most active ones in terms of the number of research literatures, and connections with other fields, while the fields such as selection and infrastructure were lacking in the number of research and linkage. This study can find its meaning in identifying research fields that need more studies and connections with other areas by systematic analysis of previous studies on Korean National R&D.

  • Software is not only control and operational technology of computer, various system, and machines, but also knowledge handling and service technology for production, storage, and utilization of digital information. Many nations invest enormous budget in SW R&D to acquire core and original technology, and commercialize. To select and concentrate on SW R&D investment by segmenting diverse functions and element technologies consisting of sw technology, introduction of evaluation and analysis methodology on technology level utilizing reliable patent and bibliometrics is demanded these days. The purpose of this paper is to suggest some analysis frameworks of national technology level in the field of sw technology. Another practical purpose is to verify sw technology policy using qualitative and quantative indicators of patent and bibliometrics.

A Study on Improvement of Evaluation & Budget Coordination System for Effective NRDP (국가연구개발사업의 종합조정 제도개선방안에 관한 연구 -'04년도 종합조정을 중심으로-)

  • In recent years, national R&D programs tend to become larger and more complicated, which necessitates strengthening the overall coordination of national R&D programs at the inter-ministerial level from the program planning stage. This paper looks into the status and problems of Korea's national R&D programs and proffers ways to improve the current system It highlights the problems shown in the process of the 2004 overall coordination and their rectification. First, various ad-hoc private-led committee brought about inefficiency in decision making process. Therefore, it is necessary to streamline such committees and strengthen the function of the Office of Science and Technology Innovation, Second, in view of the implementation of the overall coordination system, it is necessary to identify the problems in full detail that were raised in the course of the previous year's overall coordination so that new projects can be allotted minimal grades and follow-up activities can be efficiently put into execution. Third, it is necessary to establish standing committees for constant review and efficient utilization that will be devoted to reviewing programs overlapped and their linkage. Fourth, priority of investment regarding the nation's strategic policy direction should be reflected. Fifth, given the lack of performance-based evaluation system, it is necessary to develop macro and micro evaluation indices in conjunction with enacting the tentatively named "Performance-based Law." The overall coordination system of national R&D programs should be supplemented and further developed in relation to the aforementioned problems and their rectification in order to enhance the expertise, fairness, and efficiency of the nation's R&D coordination system.

A Study on Strategies of Public R&D to Achieve National Carbon Neutrality: Focusing on the Implications of the Republic of Korea

  • Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.

A Study on the Revitalization of High Performance Computing in Korea

  • Crucial aspects to successfully realizing the re-emergence of a contemporary and sustainable supercomputing community in South Korea will involve the devoted efforts and support from key government and R&D organizations. We suggest various supplementation plans regarding the roles of support for the statutory plan. This includes the committee and the plans which are often missing necessary support systems that help competent ministries to plan properly according to the missions of the research center. This dissertation suggests that adjustment in the HPC trends will depend upon exposing and correcting problems in the law as well as overall improvement of the law. Also, the total development of a super computing market is necessary. The results of these guidelines will create a spread of demand for supercomputing for national IT resource sharing, and will foster the development of supercomputer specialists worldwide. Other major end results include significant increases in research productivity and increased rates of product development.

  • The R&D investment of Korean government has been concentrated into 6T areas-IT(Information Technology), BT(Bio-Technology), NT(Nano Technology), ET(Environment & Energy Technology), ST(Space Technology) and CT(Culture & Contents Technology) - for a couple of years. By this selection and concentration strategy, patent applications are on an increasing trend in these areas. This paper examined the trends of patent application in 6T areas. To do this, this paper classified each technology area into the detail technology area with the valid number of patent applications. According to the result, the analysis data will be used to make R&D budget appropriation of the government.

Analysis of C/N Variation of Ku Band Satellite Beacon Receiver According to Rain Attenuation (강우 감쇠에 따른 Ku 대역 위성 비콘 수신기 C/N 변화 해석)

  • This paper predicts and measures the C/N ratio of a beacon signal transmitted from geostationary orbit satellite KorSat 5A ($113^{\circ}E$) at a ground station located in Kimpo. Based on the ground stations, we compared the rain attenuation of the zone K of ITU-R and the rain attenuation which analyzed the domestic weather information. In ITU-R, the Korean rainfall characteristics are classified into zone K, but forecasting the rainfall intensity and attenuation of three adjacent cities based on the cumulative rainfall data per minute from 2013 to 2017. The calculation of rainfall path and attenuation is based on ITU-R recommendations. The change of the C/N according to the rainfall amount was confirmed through the 2 week satellite beacon signal C/N measurement. The predicted critical C/N was decreased to 12 dB at $A_{0.3}$. During the experiment, it was confirmed that it decreased up to 8 dB according to the concentrated rainfall.

Effectiveness of Government R&D on Firm's R&D Spending (정부R&D투자가 기업 규모별 R&D지출에 미치는 영향 분석)

  • This study empirically analyze the effect of government R&D investment to find out whether it complements or substitutes for the firm R&D. In order to do it panel data set was constructed for the period of three years from 2012 to 2014 based on the number of 1301 data by utilizing national technology information service(NTIS) and publicly announced financial statement. Analysis was implemented in consideration of size of the firm(large corporation, small and medium sized firm) of which sample was obtained from only listed company. The result of two-way fixed effect model and two-way random effect model is as follows. In case of large corporation, government R&D investment has an effect of substitute for the company's R&D on the other hand, small and medium sized firm shows an complementary effect. It verifies that current R&D policy is appropriate. Therefore government's direct subsidy is expected to be successful to fertilize firm's innovation by allocating government R&D budget efficiently.

Small Business Research and Development Assessment System based on Fuzzy-AHP (Fuzzy-AHP 기반 중소기업 R&D 평가 시스템)

  • There is a system of mandating the allocation of support to small business in certain percentage or more to facilitate technological innovation at small business. Trying to assess small business R&D projects, which receive a budget of three trillion won or more from the government every year, for their possibilities of success, a group of experts perform a technological evaluation with their technologies and their difficulty levels and review closely the possibilities of their commercialization and success. Used in such a review, the Analytic Hierarchy Process technique cannot make an objective judgment of evaluation criteria for evaluation items and guarantee the professionalism and fairness of small business R&D projects due to the inherent ambiguity and uncertainty of the evaluation criteria. This study proposed an R&D evaluation system based on Fuzzy-AHP for small business to provide objective weight for the evaluation items and assess the possibilities of such projects' success. The evaluation criteria were make objective as they were applied as section values based on triangular fuzzy numbers. Weight was assigned and applied according to the management guidelines of supportive projects for small business' technological development so that it could be reflected on actual assessment. The findings of the study will be helpful for reflecting the scoring weight of these evaluation items again when an expert is appointed for a new project and guaranteeing the professionalism and fairness of small business R&D project based on them.
