This Study constructs a dashboard system to synthetically and systematically monitor national R&D information based on data warehouse. Managing the national R&D statistics and trend is important since it provides data for policies and decision making for national R&D. Many agencies related to national R&D information collect the basic R&D statistic data which provides the basis of logical decision making and R&D policies. The data has not well been used. The data has not been consistently collected nor managed. The raw data has not been organized nor processed to meet various demands. The needs has been arisen for a consistent national R&D monitoring system to increase the relevance, accessibility and efficiency of data for various users. This study selects 25 key indicators based on the user requirements and designs data warehouse for supporting the indicators using star schema. The dashboard system is developed in this study provides the infrastructure of monitoring national R&D information and analytic environment of supporting statistical analysis and time-series data analysis.

The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R＆D investment when we drive national R＆D programs. In this paper we developed a generalized information system for efficient planning and management of national R＆D programs. And we developed a efficient system of the R＆D information support and a system of a smoothly circulating R＆D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R＆D information of whole life cycle of the national R＆D programs.

Reference linking based on a identification system is being widely used both domestically and overseas. National R&D information contains all information related to the R&D programs such as the output and equipment information resulting from the participant and project information. The reference linking service enables the user to freely look up output of a certain program, participant of a project, equipment information from the project or participant and all other information that originates from a R&D project without having to search for it. The reference linking service in the area of national R&D will enable the linking of heterogeneous information produced at different sources.

National R&D programs are managed and operated by institutes under different ministries. The R&D information created through these programs are designed and constructed heterogeneously both semantically and structurally. Therefore, integrated collection, analysis and application of the information through the interoperability of information at the national level becomes nearly impossible, and redundant production and operation of R&D information becomes a general problem. The Office of Science and Technology Innovation has started the construction of the National Science and Technology Information System(NTIS), which is based on the interoperability and sharing of R&D information, to resolve these issues. In this paper, we propose a method to construct a system for sharing national R&D information held by different ministries while minimizing the effect on the autonomy of the institutes involved.

There is a growing interest in convergence. National R & D is also providing various policies and institutional support to promote convergence research. Convergence research, however, does not clearly specify its characteristics at the academic and government levels. This research proceeds with the process of collecting, refining, analyzing, modeling, verifying and visualizing national R & D data through the National Science and Technology Information Service (NTIS). The method is to derive the convergence research characteristics and to derive through text mining, focusing on the unstructured information of national R & D project data. The study confirmed that there was a difference in perception between the definition of converged research and the research site. In order to improve this, the research suggested that convergence among research subjects, collaboration among research topics reflecting various backgrounds and characteristics of researchers, and analysis of characteristics of convergence research using information were suggested in the process of establishing convergence policy.

The use of national R&D reports becomes a difficult task due to the different level of service being provided and the different way used for its construction by the institute in management. One-stop service of its contents is impossible and there is a lack of specialized service such as a system to satisfy the various needs of the researchers. This study analyzes the laws related to the national R&D reports and the evaluation system of the R&D outputs for the design and construction of the DB and system for the management of the national R&D reports. We also perform an analysis of the economic effect of the system.

National R&D project management agencies have promoted continuous investment and development to provide efficient information such as collection and analysis of industry and technology information and research trend information, and development of user oriented information system. This research analyzes Region Industry Total Information System status to manage regional R&D and suggests methods for regional industry project management. The information management system for the national R&D reports on the level of each government department have been operated in order to have special affiliated organizations collect detailed information, construct databases for R&D reports, and operate their information system; thus, the current classification system for the R&D reports on the governmental level is insufficient. Also, each department requires to prepare a standardized electronic original text service system since mutually different electronic original text services have been provided. therefore, this paper sets up the following research goals and detailed research contents. The goals of this study are to establish methods to standardize the forms of national R&D reports and suggest the framework for XML-based national R&D reports services by analyzing the problems in the forms of previous national R&D reports services. As detailed research contents, first, Identify the current R&D electronic original reports services by each government department. Second, this paper analyzed primary overseas science technology information service systems related with national research and development reports and related database schemata. this paper proposed the XML-based national R&D reports service framework through analyzing the problems in the framework of the existing national R&D reports service system and also established and suggested the methods to provide database schema design and report portal services. Lastly, it is expected that this paper will have academic contribution to enhancing R&D investment efficiency by utilizing collaboratively the information and resources related with national R&D through establishing the general information management system for national-dimension R&D reports and also managing science technology information efficiently and developing a user-centered integrated information system.
