Education, Examination and Qualification System of Welding Personnel in Korea

  • The education examination and qualification systems around the world are now changing rapidly and unifying as one system. The Korean national system should be harmonious with this international tendency, in order to overcome the high degree of international economic competition. In this article, the current state of the international and national systems are critically compared and discussed with the intention of proposing improvements to the Korean national system. The Korean Welding Society has revamped its system so that its certificates might be recognized by the welding institutions in foreign countries such as the European Welding Federation (EWF) and still be recognized by the Korean Government. Their desire to join the system of International Institute of Welding (IIW).

  • The purpose of this paper is to improve efficiency in the construction and operation of a total management system for the national technical qualification through the design and development of a real-time data sharing system which is connected with the management system of external consignment. The current a total management system for the national technical qualification precesses the work depend on information and results which pass over by external IT company. But this method of processing has some unstable elements with regards to information reprocessing, functional supplement, system stability, etc. The proposed system's technological concepts have been tested through a basic simulation pilot program. The pilot program will be expanded to include the local Chamber of Commerce and Industry because the stability of the system was proved through its application to the real-time national technical qualification examination of KCCI(Korea Chamber of Commerce and Industry). The real-time data sharing system has shown great efficiency in terms of system management, and has solved problems of developmental period for information reprocessing and functional supplement. The real-time data sharing system has been given good evaluations with regard to the convenience of their use and the management system for operators and supervisors.

A Study on Arbitration Qualification of Intellectual Property Right Dispute - Focus on Korea and China - (지적재산권분쟁의 중재적격에 관한 연구 -한국과 중국을 중심으로-)

  • In the intellectual based society of the 21th century, intellectual property of nation and enterprise management has been the key element of nation's competitiveness and development. Therefore in countries like Korea, China, and many other countries, intellectual property of advancement strategy are being constructed and intellectual properties are protected at national level. Top priority task of protecting the intellectual property is to efficiently resolute intellectual property right disputes. Considering the nature of intellectual property right and arbitrage system, arbitration to solve intellectual property disputes is realistically the best method. However, not all cases of them are qualified. In order to relieve the intellectual property disputes through arbitration, qualification must be obtained. During the process, generally and globally, intellectual property right dispute is evaluated by three parts, intellectual property right contract dispute, intellectual property right violation dispute, and intellectual property right validity dispute. Based on UN's "Convention on the Recognition and Enforcement of Foreign Arbitral Awards Agreement" in 1958, June 10th, in New York, both arbitrage organization and judgment can be approved in both Korea and China countries. However, as of today, there is a big gap of arbitration qualification between two countries, which can be troublesome if intellectual property right disputes arise. For instance, in Korea, intellectual property right contract disputes and intellectual property right violation disputes are both generally accepted as arbitration qualification. However for intellectual property right validity dispute, arbitration qualification is only accepted for non-registered intellectual property as in copyright entity. It does not apply to other registered intellectual property right as in patents. In China, arbitration qualification is accepted for intellectual property right contract dispute, and also accepted for intellectual property right violation dispute to copyrights but restricted to others. As for intellectual property right validity dispute, arbitration qualification is completely denied. Therefore, when there is an intellectual property right dispute between Korea and China, the biggest problem is whether China will accept arbitrage judgments made in Korea. Theoretically, arbitrage judgement made in Korea should be also accepted in China's court. However, considering the criticism of China's passive nature of arbitration qualification for its own local intellectual property right disputes, it's very unlikely they'll actively accept arbitrary judgment made in foreign countries. Korea and China must have a more open minded approach for intellectual property disputes and arbitration qualification. Base on WTO's Intellectual Property Right Agreement, it's being defined as private right. Therefore, sovereign principle should be the basic principle of solving intellectual property right disputes. Currently, arbitration qualification is expanding internationally. So both Korea and China must also follow the trend expand the arbitration qualification with a more open minded and forward looking approach, for the good of intellectual property disputes.

Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

A study to improve the national technical qualification practical evaluation method of National Competency Standards in the field of organic agriculture

  • The purpose of this study is to suggest an improvement plan for the National Technical Qualification Practical Evaluation focusing on National Competency Standards. First, in order to strengthen practical techniques such as field abilities and expertise, practical evaluation methods were applied to the National Competency Standards, referring to a learning module focused on field performance. Second, an expert advisory committee in the field of organic agriculture was utilized to compare, analyze, and match the competency unit and competency unit elements of the National Competency Standards with the national technical qualification examination standards in field of organic agriculture. In addition, in order to identify work in progress in the industrial field, share professional practice skills, and analyze facilities and equipment, we visited an organic agriculture industry site. Through this, a practical evaluation exam was developed. Subsequently, in order to confirm the adequacy of the developed exam, the pilot test assessment was conducted for those majoring in organic agriculture. Finally, as a feasibility study, a survey was conducted. Based on the results, greater technical job competency in the field of organic agriculture will contribute to strengthening knowledge in this field by suggesting an improvement plan for the national technical qualifications practical evaluation method in the field of organic agriculture.

  • Environmental Qualification has been almost developed except those of Non-Material Sub-components for valves and pumps though the time has only passed about 10years since EQ test launch of Korea. However EQ test has been performed by a few of engineers under the conditions that experience of EQ test is insufficient and EQ system is not developed completely. In recent years, Strengthen Nuclear Safety Regulation is being done Strictly Nuclear safety components Verification Procedure for Non-Material Sub-components, but the reports contain only performance test results, not Enviro nmental test methods relating to real Aging Degradation. In this Study, there were developed to performance systematically research to acquire EQ technology for five specimens of the Non-Material Sub-components in the Nuclear Power Plant.

The Effects of Preschool Teachers' Qualification and Competency on Young Children's Development

  • The purpose of the study was to examine the effects of preschool teachers' qualification (education level, teaching experience, major, and certification) and competency variables (teaching efficacy and teacher-child interaction) on young children's development (cognition, language, and social development). The data came from $5^{th}$ Wave of Panel Study on Korean Children (PSKC) from the Korea Institute of Child Care and Education, and the multiple regression analyses as well as Pearson's correlation analyses were used. The results showed the positive associations between teachers' competency (teaching efficacy and teacher-child interaction) and child development. However, we did not find significant effects of teachers' qualification on young children's development. Based on the results, we proposed a policy implication that teacher qualification needed to be discussed with teacher competency to improve teacher quality.

  • This study was conducted to establish a principle on the fields of National Technical Qualification(NTQ), and aimed at developing criteria on requirements of the qualification that will be managed as the national technical qualification. In order to achieve the objective of the study, we examined the directions of setting the Jurisdiction of national technical qualification through role assignment between the state and private sectors. Also, we reviewed related documents, conducted Delphi survey, consulted the expert group and had an interview session for this study. There are five criteria of the jurisdiction of NTQ presented as follows. First is the field which disturbs social orders or has possibility of harming the good public morals; second, the field that requires high standards of ethics or is directly linked to life, health and safety of the public; third, the field which requires national attention for training of manpower as it is an area that is difficult for private sector to approach or it requires national management; fourth, the field which requires repair or maintenance of resources of traditional culture but is difficult for the private sector to have an access to and fifth, the field where it needs to protect the interest of the nation in the inter-nation relationships. The concrete and detailed standard on the five criteria is also presented in the study.

A study on Improvement in evaluation method of practical skill test of national technique qualification of Master Craftsman Welding based on NCS (NCS기반 국가기술자격 용접기능장 실기평가 방법 개선에 관한 연구)

  • This paper describes the research aimed at improving the evaluation method of practical exams in a field of welding on a national technical qualification examination based on national competency standards (NCS). In this study, new evaluation methods of practical exams on master craftsman welding reflect the latest welding technique trends and are applied to the ability unit and the fulfillment criteria of the national competency standards. The effects are then verified through an advisory conference and demonstration evaluation. The practical exams on the master craftsman welding in the current welding field were analyzed systematically. In the future, the national technical qualification examination of master crafts welding will be applied after completing the revision of the question standards through an expert group in its duty fields based on this research.
