The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

A number of practices for sharing knowledge has been recommended in the literature. These practices, however, are considered to be applicable, universally. This assumption is challenged by this paper which empirically explores the relationship between national culture and knowledge sharing practices in the context of procuring educational buildings in Saudi Arabia. The paper reports on a research study with the aim to identify whether national culture dimensions could be significant variables that impact upon staff preferences in relation to project knowledge sharing practices. The paper critically reviews the literature to identify appropriate measures for knowledge sharing practices. It explores the means by which public sectors professional exchange project knowledge; evaluates policies and level of technical support needed to facilitate knowledge sharing, then proceeds to how employees perceive the benefits they will gain by practicing project knowledge sharing, and their role in this process. The paper tests the relationships among the research constructs based on data collected from 115 project managers responsible for the procurement of educational buildings in Saudi Arabia. The paper provides empirical evidence that the national culture has a significant influence on staff preferences. In light of the research findings the paper concludes with practical recommendations for project knowledge sharing practices that are in line with staff preferences and their cultural orientation. The recommendations should facilitate a more effective application of knowledge sharing practices.

This paper investigates the potential impact of external factors on bid/no-bid decision for supervision consultant service on construction project in Hanoi, the capital of Vietnam. The data used in this study are secondary data taken from annual reports and sourced from the Department of Public Procurement, Ministry of Planning and Investment in Hanoi. Besides, to identify the impact of external factors on bid/no-bid decision for supervision consultant service on construction project in Hanoi, the study collected data from 272 qualified questionnaires from bidders doing business in Hanoi. Cronbach's Alpha, EFA and regression model are used to explore the impact of each independent variable on bid/no-bid decision for supervision consultant service on construction project. The results show that three external determinants, including Project characteristic (PC), Legal codes (LC) and Competition (C) are affecting bid/no-bid decision for supervision consultant service on construction project in Hanoi. Among them, Project characteristic (PC) and Legal codes (LC) have positive relationships with bid/no-bid decision for supervision consultant service on construction project, whereas Competition (C) negatively affects bid/no-bid decision for supervision consultant service on construction project. It means the more contractors actually participate in a bid, the less bid/ no-bid decisions are made.

Building information modeling (BIM) technology based on 3D modeling has been applied to the entire domestic construction industry since 2010. It can calculate quantity take-off considering construction productivity at design phase. Based on this, it is possible to improve the reliability of construction cost prediction of design phase in the process of cost estimation. However, Building Information Level (BIL) defined by Ministry of Land, Infrastructure and Transport and Public Procurement Service does not seem to offer doable environment due to the lack of detailed application items. By calculating construction cost that meets Construction Cost Estimate Accuracy by American Association of Cost Engineers (AACE) through quantity take-off and cost estimation based on 3D modeling of BIM technology, a BIL improvement proposal at design phase for Mechanical Contracts and Construction is provided here. Results showed that properties including outline and minimum specification of the main equipment, internal main piping, and internal main duct should be defined from the intermediate design phase to have reliable cost estimation.

불확실한 환경변화에 대처하고 장기적 전략수립을 위해 기업에게 있어서 IT 트렌드에 대한 예측은 오랫동안 중요한 주제였다. IT 트렌드에 대한 예측을 기반으로 새로운 시대에 대한 인식을 하고 예산을 배정하여 빠르게 변화하는 기술의 추세에 대비할 수 있기 때문이다. 해마다 유수의 컨설팅업체들과 조사기관에서 차년도 IT 트렌드에 대해서 발표되고는 있지만, 이러한 예측이 실제로 차년도 비즈니스 현실세계에서 나타났는지에 대한 연구는 거의 없었다. 본 연구는 현존하는 빅데이터 기술을 활용하여 서울지역을 중심으로 지난 8개월동안(2013년 5월1일부터 2013년12월31까지) 정보통신산업진흥원과 한국정보화진흥원에서 2012년 말에 발표한 IT 트렌드 토픽이 언급된 21,589개의 트윗 데이터를 수집하여 분석하였다. 또한 2013년에 나라장터에 올라온 프로젝트들이 IT트렌드 토픽과 관련이 있는지 상관관계분석을 실시하였다. 연구결과, 빅데이터, 클라우드, HTML5, 스마트홈, 테블릿PC, UI/UX와 같은 IT토픽은 시간이 지날수록 매우 빈번하게 언급되어졌으며, 이 같은 토픽들은 2013년 나라장터 공고 프로젝트 데이터와도 매우 유의한 상관관계를 가지고 있는 것을 확인할 수 있었다. 이는 전년도(2012년)에 예측한 트렌드들이 차년도(2013년)에 실제로 트위터와 한국정부의 공공조달사업에 반영되어 나타나고 있는 것을 의미한다. 본 연구는 최신 빅데이터툴을 사용하여, 유수기관의 IT트렌드 예측이 실제로 트위터와 같은 소셜미디에서 생성되는 트윗데이터에서 얼마나 언급되어 나타나는지 추적했다는 점에서 중요한 의의가 있고, 이를 통해 트위터가 사회적 트랜드의 변화를 효율적으로 추적하기에 유용한 도구임을 확인하고자 할 수 있었다.

현대 사회는 장기 및 인체조직기증에 대한 요구도가 높아지고 있으나, 우리나라에서 인체조직기증에 대하여 인식도와 기증률이 낮아 기증 활성화를 위한 현실적인 방안에 대한 연구가 필요할 것으로 사료된다. 본 연구는 국내외 관련 문헌고찰 및 나라별 이식 등록기구 홈페이지 자료를 참조하여, 인체조직기증과 관련한 국내 법률과 운영 제도 현황을 분석하였으며, 해외 주요 국가와 비교 고찰하였다. 본 연구를 통하여 국내 인체조직기증 활성화 방안으로 법률적 측면에서 이원화된 장기와 조직이식에 관한 법체계의 통합화, 제도 운영적 측면에서 과도한 압력이 없는 국가의 장기기증에 대한 추정적 동의 방식인 Opt-out 제도의 활성화와 사회 문화적 측면에서 대국민 홍보 활성화를 제시하였다. 그러나 추정적 동의 방식은 다양한 사회적 공론화 단계가 필요하며, 거부 의사를 위한 등록체계 운영사항에 대해 국내 실정에 맞는 이해가 있어야 할 것이다. 결론적으로 외국에 비하여 낮은 장기 및 인체조직기증을 활성화하기 위한 법적 제도 정비가 요구되며, 기증에 대한 긍정적 인식 전환, 대중 홍보 및 사후 기증자와 가족에 대한 지원 등이 필요할 것으로 사료된다.

본 논문에서는 금융분야에서 사용되고 있는 포트폴리오 위험측도인 VaR (value at risk)와 ES (expected shortfall)의 측정 방법으로 안장점근사의 적용 방법을 제시하였다. 본 연구의 특징은 금융자료에 대하여 정규분포를 가정하지 않고, 치우침을 가정한 왜정규분포를 가정하여 왜정규분포를 따르는 위험요인으로 구성된 선형 포트폴리오 위험측도에 대해 안장점근사를 실시하였다. 또한 모의실험을 통해 위험측도의 안장점근사의 정도가 매우 우수함을 확인하였다.

Robot-based layout automation has been recently promoted for the purpose of improving productivity and quality. Marking robots have various functional demands to secure marking precision and environmental adaptability. In particular, in order to automate marking work of building structure, correction of the marking line through position recognition of rebars placed is required. Because the rebars must maintain a constant cover thickness from the formwork surface, if the rebars are out of planned position, the rebar or marking line need to be corrected to secure the cover thickness. Thus, the marking robot for structural work needs to have the function for determining the position correction of the rebar or the marking line. In order to judge the correction of marking line, it is required to measure the distance between the planned marking line and the rebar placed. Therefore, this study proposes an algorithm that can measure the distance between the planned line and the rebar, and correct marking line for the automatic operation of the marking robot. The results of this study will be utilized as a core function for unmanned operation of the marking robot and contribute to securing precise marking by reflecting construction errors.

본 연구는 점차적으로 늘어나고 있는 조경관리 민간위탁용역의 입찰추이를 조달청 나라장터의 입찰자료(2003~2015)를 바탕으로 입찰에 필수적인 항목을 선별하여 총 입찰별, 유형별, 발주처별, 지역별, 종목별 등으로 분류하여 입찰건수 및 금액별로 조사 및 분석하였으며, 결과는 다음과 같다. 첫째, 조경관리 민간위탁용역의 총 입찰건수는 10여 년간 1,112건의 증가와 487.7%의 증가율로 나타났고, 총 입찰금액의 경우는 144,504백만 원의 증가와 382.5%의 증가율이 나타났다. 둘째, 전체 조경공사에서 조경관리의 비중은 10여 년간 입찰건수에서 10%, 입찰금액에서 3%의 증가세를 보이는 것으로 나타났다. 셋째, 유형별 입찰추이 분석에서는 녹지가 입찰건수에서 가장 높은 증가세를 보이는 반면, 금액에는 건물녹지가 가장 높은 증가세를 보이는 것으로 나타났다. 넷째, 지자체와 경기도, 조경식재공사업 등이 발주처별, 지역별, 종목별 등의 각 분야에서 가장 높은 입찰건수와 금액의 증가세를 보이고 있는 것으로 나타났다. 이상의 결과를 종합해 보면 조경관리 민간위탁용역의 입찰건수와 금액은 해마다 증가하는 추세이며, 조경공간의 이용자 증가와 이에 따른 다양한 요구, 발주처의 예산문제 등의 복합적인 문제점들을 고려해 볼 때 조경관리 민간위탁용역은 계속해서 증가할 것으로 전망된다. 본 연구는 점차적으로 조경관리의 중요성이 부각되고 있는 현 상황에서 조경관리 민간위탁용역의 10여 년간의 입찰추이를 여러 분야별로 조사 및 분석하고, 체계적으로 정리함으로써 추후 조경관리 민간위탁용역의 기초자료로 활용하고, 조경관리업의 필요성을 인식시켜 향후 전문공사업에 조경관리업이 포함되는 밑바탕을 제공하며, 나아가 조경분야의 전문성 및 다양성을 넓히는 계기를 마련하는데 연구의 의의가 있지만, 조경관리의 법적인 근거, 입찰 시 자격 및 장비기준, 단위당 관리비용의 산정, 관리비의 적정성 등은 추후 보완되어야 될 부분이며, 향후 과제로 남겨두고 있다.
