국방주요정보통신기반시설 중심의 정보보호기술구조 연구 (A Study on the Information Security Technical Architecture focusing on the Primary Defense Information Infrastructure)

  • The purpose of this thesis is to research and propose a practical Information Security Technical Architecture on Primary Defense Information Infrastructure with regard to requirement of information security. The scope of this research is limited to national defense information master plan & security rule, and U.S. DoD's IATF is used to plan a detailed structure. The result of this research can be used as a guide book for providing security for Army IT infrastructure now and in the future as well as to devise a plan for research and development in information protection technology.

  • This study examines the relationship of the industry-specific factors that effect innovation of manufacturing technology and the market share within the defense industry. Since the establishment of the basic defense industry framework in 1973, there were numerous interactions of the industry-specific factors of the defense industry structure with the technological innovation and market organization of the defense industry. During last three decades, the domestic defense industry has achieved the considerable level but the framework of the basic system has not developed much in areas of the military science and the defense manufacturing technology. Industry-specific factors were formed in the process and appeared in a variety of behavioral characteristics as subsystems. Currently, there IS a growing trend where the management of defense industry is gradually deteriorating due to limitation of the domestic industry-specific factor (e.g. defense technologies, amount of demand, etc.). If there is a prominent imbalance of the industry-specific factors. it can trigger the potential problem of conflict, lack of cooperation and control, slowing the growth of the manufacturing technology thereby diminishing the market and deteriorating the defense supply/demand relationship. In a research conducted by Joe S. Bain, Bain analyzed the relationship of the traditional industrial organization where industry-specific factor(S) not only impacts the conductor(C). And, conductor(C) influences the shaping of the performance(P) of relationship of the traditional industrial organization. Consequently, the researcher has identified the demand monopoly, barriers to entry, and market competition with comparison of defense industry issues. These defense issues were three industry-specific factors identified, which are 1) The demand monopoly and The entry barriers to new market competition, 2) the industrial technical factor to a production technical competitiveness and a market sharing competitiveness, 3) the probability factor to revolution for military affairs(RMA) and a R&D production. According to baseline with these factors, the following research model is established from the special companies group(Group A), the systematization companies group(Group B), and the general companies group(Group 0. The hypothesis is that if there are more industry-specific factors, then there will be more relationships of defense industry relation statutes. This research is an empirical study on the relationship that the industry specific factors effects the innovation of manufacturing technology and the shaping of the market in the defense industry. Moreover, the existing models to evaluate the industry specific factors of the defense industry IS much to be desired with the controlled statistical analysis of the result. It is vital to study on current situation with suggesting alternative strategy to the efficient strategy. The descriptive analysis approach analysis is conducted with SPSSWIN to conduct reliability test, factor analysis, correlation analysis, cross-tabulation analysis, one-way ANOVA, and multiple regression analysis. However, there were some limitations of the survey such as the rigidity of concept about the technical factors and various market management factors. The wishes is that the decision-maker could be utilized these defence industrial factors to formulate efficient defence policy and strategy in the future.

  • 남북한의 불안정한 군사적 갈등과 충돌이 계속되고 있는 지금 우리에게는 북한의 군사력을 파악하고 비교 평가하며, 부족한 부분에 대해 군사력 증강을 통해 대비해나가는 과정이 반드시 필요하다. 하지만 한반도의 군사균형(또는 군사비교)분석을 위해서는 단순한 콩알세기 식의 전투력에 대한 양적비교 뿐만 아니라 전투력의 질적비교, 그리고 군사작전 수행능력, 국가의 전쟁수행능력과 같은 넓은 범위까지도 포함할 수 있는 보다 넓은 시각에서의 군사력 평가가 이루어져야 한다. 이에 본 연구는 총괄평가(Net Assessment) 방법을 활용하여 남북한 재래식 군사력 가운데서도 수상함 중심의 해군력을 유형적 군사력(병력·장비)의 양적/질적 비교와 무형의 변수(해양/해군전략, 지리 등) 의 비교를 통해 상대적 전투력을 종합 비교하고, 전략적 비대칭 요소를 식별 및 분석하고자 한다.

TICN 전술백본망을 위한 라우팅 프로토콜 분석 (Analysis of Routing Protocol for Tactical Backbone of TICN)

  • Recently Korea Army developed the TICN which is the next army tactical communication system. The TICN will support ability from under environment, strategy maneuver communication system of integrated army dimension overcome and NCW. If the IER(Information Exchange Requirement) phases 3 of the future application system, the analysis that a transmission ability of the TICN is the uncapable is govern. The TICN tactical backbone's ability is very important. Therefore, network efficiency index in application and analysis of the standard protocol for the data transmission guarantee are obliged. For the TICN tactical backbone, this paper analyzes of routing protocol efficiency index and compares to superiority of the OSPF(v2) and integrated IS-IS protocols in the tactical environment. Conclusively we proposed that integrated IS-IS protocol is more suitable for TICN backbone routing protocol.

중국 해양안보전략에 관한 분석 및 평가 - 아더 라이케의 전략 분석틀을 중심으로 - (An Analysis and Assessment on China's Maritime Security Strategy)

  • 본 논문의 목적은 최근 중국의 해양안보전략의 수단과 실행방법, 그 특징을 구체적으로 분석하는 것이다. 중국은 급격한 경제성장 및 강화된 군사력을 바탕으로 '해양강국 건설'이라는 국가목표를 설정하고 이를 달성하기 위해 노력하고 있다. 특히 해양강국을 뒷받침하기 위해 자국의 해양영토주권 수호, 배타적 해양권익 확보 등을 중점적으로 추진하고 있다. 이러한 목표 아래 추진되고 있는 중국의 해양안보전략은 그 수단과 방법 면에서 과거와는 많은 차이를 보인다. 과거 해양안보전략의 주 구현 수단이 해군이었다면 현재는 해군 뿐 아니라 준군사력이 해경과 예비전력인 해상민병도 적극 참여하고 있다. 또한 과거에는 해양에서 전면적인 무력행동을 통해 전략적 목표를 달성하려 했지만 최근은 직접적 충돌 보다는 살라미 자르기 전략, 회색지대전략 및 양배추 전략 등의 전면적 전쟁까지는 이르지 않는 분쟁 수준의 통제를 통해 자신들의 목적을 달성하려 하고 있다. 이러한 중국의 해양안보전략 추구에 대응하여 한국은 적절한 대응방안을 모색할 필요가 있다. 먼저 서해에서의 해군력 현시를 강화해야 하며, 전면전이 아닌 중강도 분쟁에 대비한 전력을 발전시켜야 한다. 또한 회색지대전략, 양배추 전략 등을 활용한 중국의 공세적 해양활동에 효과적으로 대응하기 위해 '해양전장 선점 전략'개념을 발전시킬 필요가 있다.

한국의 해양안보전략개념과 해군·해경 간 협력의 발전방향 (ROK's maritime security strategic concept and cooperation direction for the ROK Navy and Coast Guard)

  • This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

군사시설 내 지열 히트펌프 시스템 적용에 따른 에너지 성능과 비용 절감 효과 평가 (Energy Performance and Cost Assessment for Implementing GroundSource Heat Pump System in Military Building)

  • The Ministry of National Defense of the Republic of Korea is showing a lot of interest in net zero-energy buildings (NZEBs) to reduce energy consumption of military facilities and to promote green growth policy in military sector. The application of building passive technologies and renewable energies is essential to achieving NZEBs. This paper analyzed energy performance and energy cost on the conventional heating and cooling system (baseline scenario) and three different alternative scenarios (ALT 1, ALT 2 and ALT 3) applied in a hypothetical military building. A building modeling and simulation software (DesignBuilder V6.1) with EnergyPlus calculation engine was used to calculate the energy consumption for each scenario. Overall, when the GSHPs are applied to both space airconditioning and domestic hot water (DHW) production, Alt-2 and Alt-3, the amount of energy consumption for target building can be greatly reduced. In addition, when the building envelope performance is increased like Alt-3, the energy consumption can be further reduced. The annual energy cost analysis showed that the baseline was approximately 161 million KRW, while Alt-3 was approximately 33 million KRW. Therefore, it was analyzed that the initial construction cost increase could be recovered within about 6.7 years for ALT 3. The results of this study can help decision-makers to determine the optimal strategy for implementing GSHP systems in military buildings through energy performance and initial construction cost assessment.

A Study on the Enhancement of Maritime Security in Korea Maritime Jurisdiction

  • The security vulnerabilities in Korea maritime domain were mentioned and analysed with the static data of crimes relating to maritime security. The counterterrorism and initiatives to reduce the security risk and to minimize the damage are introduced and evaluated. The maritime security strategy and the near term initiatives to enhance the non-military security at Korean sea and ports are proposed in order to response maritime security threats economically, efficiently and safely.

Iterative mesh partitioning strategy for improving the efficiency of parallel substructure finite element computations

  • This work presents an iterative mesh partitioning approach to improve the efficiency of parallel substructure finite element computations. The proposed approach employs an iterative strategy with a set of empirical rules derived from the results of numerical experiments on a number of different finite element meshes. The proposed approach also utilizes state-of-the-art partitioning techniques in its iterative partitioning kernel, a cost function to estimate the computational cost of each submesh, and a mechanism that adjusts element weights to redistribute elements among submeshes during iterative partitioning to partition a mesh into submeshes (or substructures) with balanced computational workloads. In addition, actual parallel finite element structural analyses on several test examples are presented to demonstrate the effectiveness of the approach proposed herein. The results show that the proposed approach can effectively improve the efficiency of parallel substructure finite element computations.

중국의 해외투자 연계전략 : 한국과 일본의 미군기지 건설지역 주변 중국인투자 사례연구 (The Chinese Linkage Strategy in the Foreign Investment Policy: The Case Study for the Interference Suspicion Against the U.S. Military Bases Constructions in South Korea and Japan)

  • 최근 카자흐스탄이 러시아나 서구제국들이 아닌 중국과의 에너지 외교에 큰 진전을 보이고 있듯이, 중국은 미국이나 러시아를 자극하지 않은 채로 중앙아시아제국들과의 경제협력을 확대하고 이를 통한 성공적인 에너지안보체제를 구축하고자 한다. 그러나 역사적으로 일정지역에 중국인들의 진출이 늘어나거나 중국인들의 경제적 영향력이 제고되면, 중국정부의 대상지역에 대한 영향력도 제고되었다는 사실로 미루어, 중국의 해외투자 또는 해외이주와 연관된 중국정부의 연계전략에 대한 주의가 요구된다. 중국정부는 해외투자 또는 해외이주지원이라는 명목으로 제주도의 해군기지 주변 강정마을에 대한 부동산 구매를 시도하고 있으며, 그 밖의 한국 내 미군기지 주변에도 중국인타운을 형성하는데 보이지 않는 정부차원의 지원을 확대하고 있다. 이와 같은 현상은 일본 내 미군기지, 특히 오키나와 미군기지 주변과 사스마섬의 일본 자위대 기지 주변에서도 동일하게 전개되고 있다. 이런 중국정부의 의도는 한국과 일본에 주둔하고 있는 미군기지에 대한 견제장치인 동시에 해당지역 주민들에 대한 중국의 영향력 제고를 목적적 결과물로 노정하고 있는 것이다. 중국자본과 중국인들의 한국과 일본 현지진출은 경제적 이해를 넘어서는 외교적, 군사적 문제까지도 야기할 수 있고 이로 인한 국가간 갈등요인이 제고될 수 있는 만큼, 중국의 해외투자 연계전략에 대한 보다 철저한 관리 감독이 필요하다.
