This study began to confirm or review the balance of power theory by applying scientific methods through experiential cases. Though there are several kinds of national power, this study supposes military power as a crucial power when it comes to war and peace. This research covered balance and imbalance through comparing relative military power between nations or nations' group. Comparison of relative military power can be achieved by statistically processing the values of which has been converted into the standard variables in same domain, then calculating the values of nation's power which has been synthesized different experiential factors. In addition, the criteria of experiential experiment is highly dedicated to European countries, USA, Japan prior to 1st and 2nd World War, as well as USA, Soviet Union and North East Asia during Cold War era. In addition, the balance of power theory has been redefined to review the action of the state upon the changes of power as mentioned in the theory. To begin with, the redefined theory states that relative level of military power between nations defines the consistency of peace and balance of power. If military power is enough to be on the range of level required to keep the power in equilibrium, peace and balance can be achieved. The opposite would unbalance the military power, causing conflicts. While the relative military level between nations change, nations seek to establish 'nations group' via military cooperation such as alliance, which also shift relative military power between nations group as well. Thus, in order to achieve balance of power, a nation seeks to strengthen its military power(self-help), while pursuing military cooperation(or alliance). This changes relative military power between nations group also. In other words, if there exists balance of power between nations, there is balance of power between nations group as well. In this theory, WWI and II broke out due to the imbalance of military force between nations and nations group, and reviewed that due to the balance of military force during the Cold War, peace was maintained. WWI was resulted from imbalance of military cooperation between two powerful states group and WWII was occurred because of the imbalance among the states. Peace was maintained from cooperation of military power and balance among the states during the Cold War. Imbalance among continental states is more threatening than maritime states and balance of power made by army force and naval force also is feasible. Also the outcomes of two variables are found military power balanced ratio of military power for balance is 67% when variable ratio of balance is 100% and standard value for balance is 0.86. Military power exists in a form of range. The range is what unstabilized the international system causing nations to supplement their military powers. These results made possible the calculation and comparison between state's military power. How balance of power inflicted war and peace has been studied through scientific reviews. Military conflict is highly possible upon already unbalanced military powers of North East Asian countries, if the US draws its power back to America. China and Japan are constantly building up their military force. On the other hand, Korean military force is inferior so in accordance to change of international situation state's survival could be threatened and it is difficult to achieve drastic increase in military force like Germany did. Especially constructing naval force demands lots of time; however but has benefit that naval force can overcome imbalance between continental states and maritime states.
This is a preliminary study in order to deal intensively with the overall characteristics of Korean military science in the future days. First off, the history of military science of China based on the precedent studies was recapitulated, and a comparative study on the acceptance process of the books on military art and science, as well as on understanding patterns of literati on the subject through literature searches, ranging from the Three Kingdoms Period to the Goryeo Dynasty in Korean peninsula, was conducted. In case of Korea, the Chinese books on military strategy, including Sun Tzu's the Art of War, had already been passed down during the Three Kingdoms Period, and broadly read by scholarly people. They had utilized diverse methods based on their knowledge of Confucianism. In the reference materials, the authors of Korean military strategy books had greatly relied upon the Chinese books on military strategies, however, they had made the military principles run in their own way. At the end of Goryeo Dynasty, 'Military Science' had been well established as a subject in academia, and this curriculum had been taught not only at the National Confucian Academy, Seonggyun-gwan, in the capital but also at the country public school ("Hyanggyo") in the province together with Confucianism. Because of the limits of reference materials, however, it was difficult to confirm whether or not such strategic experiences were actually led to the publication of the books on military art and science, or how many books on military strategies and tactics had been published up until the end of Goryeo Dynasty. But, the facts that there were not many publications of the books on military strategies during the era of Three Kingdoms and of Goryeo Dynasty don't mean that Korean military science had entirely relied upon the Chinese military art and science. For instance, such strategies, tactics and leaderships as exhibited in the process of the Great Victory at Salsu River ("Salsu Daecheop") achieved by General Eulji Mun-deok, as well as the Great Victory at Gwiju ("Gwiju Daecheop") achieved by General Kang Gam-chan could never happen by chance.

Recently, one of the core keywords in information technology (IT) as well as areas such as business management is big data. Big data is a term that includes technology, personnel, and organization required to gather/manage/analyze collection of data sets so large and complex that it becomes difficult to manage and analyze using traditional tools. The military has been accumulating data for a long period due to the organization's characteristic in placing emphasis on reporting and records. Considering such characteristic of the military, this study verifies the possibility of improving the performance of the military organization through use of big data and furthermore, create scientific development of operation, strategy, and support environment. For this purpose, the study organizes general status and case studies related to big data, traces back examples of data utilization by Korean's national defense sector through US military data collection and case studies, and proposes the possibility of using and applying big data in the national defense sector.
Recently, the Japanese government revised the three guidelines of its security policy, the National Security Strategy(NSS), the National Defense Program Outline and Midterm Defense Buildup Plan, exceptionally at one time. This means Japan has been seeking the new strategy and strengthening military power considering changing regional security environment. Moreover, Japan revised the security laws for the right to collective self-defense, which authorized the use of force even when Japan is not under attack. Also, Japan renewed the Guidelines for Japan-U.S. Defense Cooperation in twenty years, and has expanded JSDF's scope of activity to a worldwide level. These changes imply Japan would constantly seek to build military forces focusing on naval forces. Because Japan's naval forces, the JMSDF is the means that allow Japan to use its force at anywhere overseas and expand its roles and missions in international society by the basis of the right to collective self-defense. This research will analyze Japan's new maritime strategy and trend of force development and eventually look for the implication on our maritime security These days, Japan has perceived Chinese rapid increase of naval power and pursuing of maritime hegemony as a grave threat. In response to this, Japan is designing new maritime strategy, which are "remote islands defense and recapture" and proactively develop a new type of naval forces to accomplish this new strategy. The Japan's "remote island defense and recapture strategy" is to harden its defensive posture in Nansei islands which correspond to China's 1st island chain for chinese A2/AD strategy and directly encounter with China and to protect its own dominium and maritime interest while supporting US national strategy in East Asia. Japan continues to build compact, multi-functional ship to accomplish "remote island defense and recapture strategy" and keep strengthening its maritime power projection capability to include build of new amphibious ship, and large, multi-functional ship which can provide effective C2. These changes imply that Japan is shifting its strategy from passive and defensive to proactive and aggressive way and continues to pursue naval buildup.The implication of Japan's new maritime strategy and naval buildup needs to be observed carefully and we need to keep developing naval power required to protect our maritime sovereignty and interest.
The Asia-Pacific Region has emerged as a arena of geopolitical competition between the U.S. and China. The Obama administration of the U.S. had laid out the concept of rebalancing strategy toward the region, concentrating its 60 percent of Naval Forces to the region till 2020 and consolidating its network of allies and partners. Whereas Chinese leader Xi Jinping also put forward the concept of new type of major power relations concerning its relations with the U.S. and a concept of 'the Asian Community of Common Destiny' aiming at a more intensified mutual relation among countries in the region. In doing so, Asia-Pacific region gradually became the arena where mutual competition and cooperation between the U.S. and China has crossfired. As a close ally to the U.S. and a partner to Japan, South Korea should develop trilateral naval cooperation by holding joint naval drill with the aim of humanitarian support and disaster relief. At the same time, Seoul also should make efforts to proceed mutual confidence building with Beijing by deepening military-to-military cooperation. These policy options will be helpful to enhance Seoul's security posture in the region.
While the United States and other Western states are in trouble with COVID-19 crisis, China is continuing its aggressive ocean expansion with its Gray-zone strategy. The Gray-zone strategy, which China uses around the South China Sea, refers to a strategy that promotes a change in international politics by creating an unclear state, neither war or peace. China, which is trying to expand its influence across East Asia, will also try to project a Gray zone strategy on the Korean Peninsula. The possible scenarios are as follows: 1) South Korea is accidentally involved in a dispute in the South China Sea, 2) Military conflicts between South Korea and China is caused by illegal fishing of Chinese boats in Yellow Sea, 3) China tries to interfere with Socotra Rock, 4) Unlikely, but possible in the future that China induce the military conflicts between Korea and Japan on the Dokdo issue. In order to cope with these scenarios, Korea should prepare the following measures from a long-term perspective: the creation of an Asian maritime safety fleet, the integ rated operation of the navy and the coast guard in the framework of the national fleet, and strengthening the conflict control system for China's provocations.

North Korea has steadily implemented defense reforms to strengthen its national defense capabilities, and in particular, has made military technology development and military industrial capability strengthening as the focus of national defense reform. North Korea's defense reform ultimately aimed at securing nuclear posture, and as technical achievements accumulated in the Kim Jung-Un era, it led to the development of military strength such as hydrogen bombs and ICBM/SLBM. Having secured nuclear capability, North Korea is also pursuing a symmetricality in the conventional military strength by securing a strategic advantage by pursuing the modernization of the conventional weapon systems through defense reform again. Up to now, North Korea's defense reform has succeeded in establishing a new ruling system for Kim Jung-Un and creating a driving force for negotiations with the United States.
Since the Soviet Union collapsed, Russia has been aggressively seeking a role and place in the U.S.-led international order. Russia conditionally cooperated with the U.S. global policy, efforts to protect and expand the national interests in Post-soviet region. In this context, Post-soviet space is the arena of the struggle among the world powers. Especially in Ukraine as the Axis power of Post-soviet space, hegemony conflicts so called 'New Cold War' between Russia and western powers including U.S. have appeared. This paper examines what are Russian military security strategy and policy, how these come to fruition in Ukraine, what are important factors of complications and its aspect.
This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

As the size and complexity of software increases, it is important to ensure the quality of software through testing. Many organizations refer to international standards or test process models to improve the quality of software through establishing a systematic test process. However, these standards and process models provide general processes that do not reflect the characteristics of the domain or the organization's test policies and strategies. To establish a test process that reflects the characteristics of the organization, test policies and strategies based on the organization's quality objectives and the organizational and domain characteristics should be reflected. This study proposes specific methods for eliciting activities and information to establish organizational software test policies and strategies that are essential to establishing a test process that reflects the characteristics of the organization and the system.
