A Study on the Management Strategy of a National Library for the Policy Information Service: with a Special Reference to the National Sejong Library (정책정보서비스 활성화를 위한 국립도서관 운영전략 연구 - 국립세종도서관을 중심으로 -)

  • In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.

  • The purpose of this research is to analyze the logical and legal basis for the development of new branch libraries of the National Library of Korea(NLK) and then to propose the strategic direction of planning the branch(es) as an appropriate model for the future delivery of NLK services. In this research, it is emphasized that the branch(es) of the NLK should not be perceived as "another large public library, " but rather be planned to help consolidate and expand the basic roles of the NLK and reinforce its identity as a national library. In addition, it is recommended that the branch(es) should be located outside the Seoul Metropolitan area to facilitate the services to the larger public, and some programs and activities for the underprivileged and the multi-cultural families in our society as well.

An Analysis on the Structural Equation Model for Customer Satisfaction of Information Commons in Digital Library of the National Library of Korea (국립중앙도서관 디지털도서관 정보광장에 대한 고객만족도 구조방정식 모형 분석)

  • This study tries to develop and testify the structural equation model(SEM) for customer satisfaction of information commons in digital library(NDL) of the National Library of Korea and to calculate library customer satisfaction index (LCSI) based both on customers' perceptions and the staff members' expectations. It also compares the customers' perceptions with the staff members' expectations about service quality, satisfaction, and loyalty. Full mediation model is better fit than partial mediation model for this study, and it is proved that this model can be used for both groups. This study calculate LCSI for the information commons as 75.69. The comparison the customers' perceptions with the staff members' expectations shows that all of the figures of the former are higher than those of the latter.

Spectrum and Directivity of library and Information Policy In Korea (한국 도서관.정보정책의 스펙트럼과 지향성)

  • The most typical roles of libraries in their information societies are public access points to the networks, providing teaching and training, assisting in knowledge resource discovery, and knowledge providers. In order to fulfil these roles, libraries should be a ky element in national and local cultual policies. Effective policy making is the most important responsibility of libraries as well as national and local governments and one of library management tools for running the library. The purpose of this study is, therefore, to review the spectrum of the library and information policies in Korea and suggest some desirable directivities for library policy making.

  • The critical strength of outsourcing system is to enhance the competitive power of the company by applying the centralization of management resources. This strategy has been used in library management and become the general method. The libraries in the U.S. stated to adopt the outsourcing system to organize the information of library works. Those in Korea also commence to use this method later on. The main reason of outsourcing the cataloging and classification works in the library was to reduce the budget; however, result were diverse. The efficiency on performing works was positive while the quality of bibliographic record was not guaranteed. Regardless of various opinions, The National Library of Korea decided to apply the method to cataloging and classification considered as a major work in maintaining library. This study is to analyze and criticize the decision made by The National Library of Korea.

A Study of the Strengthening Legal Deposit Collection of the National Library of Korea (국립중앙도서관 납본수집력 강화방안 연구)

  • The legal deposit for the national library in all countries is the most important mean for acquiring the country's off-line and on-line publications. Because of many limitations of legal deposit system, however, the National Library of Korea does not properly collect the useful materials produced or manufactured in Korea. In order to solve this problem, the author analyzed the status of collection development by legal deposit and estimated the total amount of domestic publications. Based on the these results, author suggested five plans for strengthening the national collections in terms of the provisional 'deposit law', the further development and complementary of current legal deposit regulations (guidelines and standards), desirable amendments of the legal deposit provisions in library act, reasonable division of the deposit targets, and optimization strategies of acquisition scope by material types.

  • The necessity of computerizing the Central National Library of Korea has been widely recognized. The purpose of this research is to develop Korean Machine Readable Cataloging system as a first step toward an integrated library system and suggests the ways of utilizing the MARC file in Korean libraries as well as in the Central National Library. In this paper the following studies are included: 1. An analysis of the functions and current procedures of the Central National Library 2. Development of a standard record format for KOR MARC 3. Production and utilization of KOR MARC files 4. Identification of problems in developing KOR MARC system In conclusion, the following recommendations are made: 1. Standardization of the internal code and input/output equipments should be proceded for hangul and chinese data processing. 2. The libraries planning or having accomplished computerization process should be cooperative in standardizing and distributing bibliographic data bases including KOR MARC tapes. 3. Training of competent librarians and strong support from the government are required for a successful implementation of the Library's computerization project.

  • As the foundation of the National Digital Library(NDL) by the National Library of Korea is in progress, there has been an increasing interest in developing a policy for its successful operations. Although the research and support related to building domestic library policies have been limited so far, it is an important ongoing problem to develop and improve systematic and detailed policies for information services of digital libraries in order for them to continuously advance in a rapidly changing information environment along with various issues. Therefore, through a thorough review of the literature and overseas cases related to the development of digital library policies, this research aims to provide a new direction for establishing service policies of domestic digital libraries including the NDL by extracting its critical factors and issues.

A Study on the Direction of 'Library and Information Life' Curriculum Revision Based on '2015 Revised National Curriculum' ('2015 개정 교육과정'에 따른 '도서관과 정보생활' 교육과정의 개정 방향에 관한 연구)

  • The curriculum in primary and secondary school is at the heart of the education. In education, a curriculum is broadly defined as the comprehensive plan consisting of educational goal and objectives, instructional content, materials, teaching and learning method. Many countries has national level curricula in primary and secondary education, such as the Korea. Korean national curriculum has been revised 10 times. Currently, '2015 revised curriculum' is applied in korea. On the other hand, the Korean library association developed called a 'Library and information life' curriculum for information literacy instruction in 2007. However, this curriculum is based on the '2007 revised national curriculum', so it differs from the system and contents structure of the '2015 revised national curriculum'. Since the primary and secondary school applying the '2015 revised national curriculum', 'Library and information life' curriculum should be revised. Therefore, this study suggests the direction of revising the 'Library and information life' curriculum after comparing and analyzing '2015 revised curriculum' and 'Library and information life' curriculum.

A Study on the Formulation of the Collection Development Policy for a National Library (국가도서관 장서개발정책 수립에 관한 연구)

  • A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.
