지식기반사회와 디지털환경의 도래로 도서관 특히 국가도서관이 변화하고 있으며, 도서관의 핵심인 장서개발에 대한 새로운 개념, 과정 및 도구가 변화하고 있다. 이 논문의 목적은 국가도서관에서 지속가능한 자원의 수집과 보존을 보장하기 위해 하이브리드 자원 개발의 방향을 제시하고자 한다. 따라서 이 논문은 국가도서관과 장서개발의 변화를 살펴보고, 표준에서 제시된 성과지표, 정의, 목적 및 사명을 통한 국가도서관의 포지셔닝에 의거하여 국가 장서의 범위를 고찰하였다. 또한 도서관 관련법을 통해 디지털자원의 납본방법을 제시하고, 국가도서관에서 하이브리드 장서개발체계와 함께 온라인 디지털 자원의 아카이빙 방법을 고찰하였다.

This study explores Facebook use in Vietnamese academic libraries by analysing libraries' posts on their Facebook pages and library users' interaction with those posts. A total of 260 posts on four academic libraries' Facebook pages were examined using the content analysis method. The findings reveal that Facebook was mainly used to encourage reading and to transmit announcements. Most of the academic libraries published one post a week. The photo was the most frequent media type of libraries' posts and gained a higher level of interaction than other posts. According to the research results, the user engagement was low, and the user interaction with libraries' posts generally was in the form of reaction. The findings can help better understand Facebook use in Vietnamese academic libraries and may assist libraries in creating a plan for using Facebook more effectively.

The recognition of public libraries as development partners places an onus on public libraries to provide services that will enhance national integration and development. Whereas libraries have been known to provide information resources in various formats, recent developments around the world have shown that it is no longer enough to provide information to users. Users are being encouraged to become knowledge producers and not just consumers. In this regard, libraries are rethinking their strategies. One of the consequences of this, is the creation of makerspaces: a space for creating things within the library. This paper explores the prospects of makerspaces in Nigerian public libraries. The paper identified how makerspaces could lead to national development by providing access to technology, providing opportunity for users to work together thereby promoting unity and togetherness among the citizenry of a given society as well as providing an enabling environment for people to be creative. The paper argued that makerspaces in Nigerian public libraries will lead to increased patronage and users' satisfaction, change in perception of librarians by the public, promote synergy among citizens and result in economic development.

이 연구는 아시아 및 아프리카지역 주요 10개 개발도상국가의 국가도서관 목록레코드에 나타나고 있는 한국관련 레코드의 주제영역별 현황과 특성, 주제명표목 등을 중심으로 비교 분석한 것이다. 연구결과를 요약하면 아래와 같다. 첫째, 대부분의 국가도서관에 소장되어 있는 한국관련 자료가 절대적으로 부족하며, 해당 국가도서관 자료의 0.1%도 되지 않는다. 베트남 국가도서관을 제외하고 모두 3,000권 미만으로 나타났으며, 일본관련 자료는 한국관련 자료에 비해 대체로 2배 이상 높게 나타났다. 둘째, 이란과 베트남 국가도서관을 제외하고 대부분의 국가도서관이 한국어 자료를 로마자로 번자 표기하고 있으며, 한국어 자료에 대해 원어 표기를 하지 않아 한국어 검색이 불가능하다. 셋째, 한국관련 레코드는 대체로 사회과학과 역사 지리 분야가 55~75%의 비중을 차지하고 있으며, 세부항목별 주제 분포에서는 '역사'와 '경제'가 상대적으로 높은 비중을 차지하고 있다. 넷째, 한국관련 주제명 가운데 태권도는 대부분이 가라데와 구분하고 있지만 4개 국가도서관에서는 태권도를 가라데로 인식하고 있다. 독도는 7개 국가도서관이 한국이라는 지리 한정어와 함께 표기하고 있으며, 동해는 7개 국가도서관이 일본해로 표기하고 있다. 압록강, 두만강, 백두산 관련 레코드는 거의 검색되지 않았다.

상호운용성과 협력은 디지털 도서관에 있어서 필수요소가 되고 있다. 이의 대표적인 사례인 유럽 도서관(TEL)은 유럽 34개 국가 도서관의 통합 서비스를 목적으로 개발된 범 유럽 도서관 서비스로서, 이를 구축하기 위한 프로젝트의 이름이기도 하다. TEL은 각각의 국가 도서관이 가지는 장서의 방대함, 소장본의 문화유산적 가치, 국가기관으로서의 신뢰성, 디지털화를 통한 부가가치 창출에 우선권을 가짐으로써 유럽 각국의 문화적 이질성을 공유할 수 있는 기반을 마련하였다. 기술적인 면에서 유럽 도서관은 이질적인 장서 및 도서관 간의 상호운용성을 보장하는 발전된 방안을 개척하였다. 이 연구는 유럽 도서관 실현을 위해 진행되었던 출판사와의 관계, 메타데이터, 검색, 운영현황을 고찰함으로써 국가 도서관 간 통합 서비스 구축의 사례를 제시하고자 한다.

This article assesses the recent development of libraries in Myanmar and efforts to build the sector's capacity leading up to and after the first democratic elections held in the country in nearly 50 years, at the end of 2015. Cyclone Nargis in 2008 is viewed as a 'framing event' (Birkland, 1998) that led to national legal and policy reforms, an increase in national and international projects to support development of Myanmar libraries, and the strengthening of local actors including the Myanmar Library Association to coordinate and lead development activities. Although in need of modernisation, networking, and professional skills, the existence of a widespread number of all library types across the country provides an important foundation for further development. The current status and readiness of libraries is explored in the broader context of the rapid leap from limited to more widely available access to information and technology. The article finds that there is great potential for libraries in Myanmar to support the continued transition to democracy as evidenced by the role of libraries and access to information in other countries that have transitioned. Remaining challenges include the potential of backsliding on national reforms, and the need for significant investments in infrastructure and skills. Libraries must be transformed to meet the changing needs of information users in a young democracy.

This study comprehensively draws a conclusion using factors of economic, social, and educational value and performed a survey on librarians and users to compare and analyze the difference in perception between the two groups. The result are as follows: First, Libraries had the social value not only on research and personal learning but also on establishment and vitalization of communities, provision of opportunities to share ideas between local residents and create something new, and provision of recreation to improve the residents' capability. Second, both groups evaluated the libraries' educational role and function relatively highly. In particular, the librarians scored very high for the items that the libraries' educational role was expanding, the libraries were a part of the educational system, and the libraries' value on reading and literacy was great, and the users thought that libraries had an value because they were a part of education and the educational system. Third, economic value part also obtained relatively lower scores than other values; the mean of the librarian group was 3.46 and the user group was 3.43. Among the economic values, the librarian group scored the highest for the area of economic value for local communities, and the greatest scores were given to manpower development by the users.

Facebook is very popular among young people and especially university students. Therefore, Facebook is the most logical platform to be used by academic libraries for promotional purposes and reaching out to user communities. This study aims to measure the effectiveness of using Facebook in connecting with students in academic libraries. A questionnaire survey was conducted to collect research data from students at four Vietnamese universities. A total of 1,670 valid questionnaires were returned, and more than half of the respondents were females between the ages of 18 and 22 years. The survey results found that libraries' Facebook pages did not receive adequate attention and interaction from students. Besides that, the information needs of students and social media content in general affected student acceptance of libraries' Facebook pages. These factors are demonstrated by the great majority of students who used Facebook often for various purposes, but fewer accessed library pages and they were not actively engaged in library posts. Students were interested in the information they already tended to get from libraries and were optimistic about the quality of library posts. However, they still expected more diverse and attractive content from the libraries. The findings of this study can help libraries create a close connection with students by satisfying their needs and expectations on Facebook.

본 연구는 우리나라 2개 국가도서관과 9개 지역대표도서관, 서울시립정독도서관을 대상으로 담당 사서들의 도서기호에 대한 인식 및 문제점을 조사하고 각 도서관에서 사용하고 있는 도서기호의 현황을 분석하여 도서기호에 대한 개선방안을 제시하였다. 도서기호의 가장 큰 문제점은 도서기호의 중복으로 인해 길어지는 도서기호의 길이로 나타났으며 도서기호 현황 분석을 통해 도서기호의 중복과 함께 직관성 부족이라는 문제점을 도출하였다. 이에 본 연구는 이용자 친화적이면서 간단하게 부여할 수 있는 저자명순과 연대순 방식을 조합한 새로운 도서기호법의 구성 요소를 제안하였다.

이 연구는 국가균형발전과 지방분권이라는 시대적 조류에 편승하여 현재의 '완전 집중형' 국가도서관시스템을 '집중-분산형'으로 재편하기 위한 이론적 배경과 논리적 근거를 제시하는데 그 목적이 있다. 이를 위하여 주요 문화선진국인 영국, 독일, 프랑스, 일본을 벤치마킹의 대상으로 삼아 각각의 분산형 국가도서관시스템 구성을 정밀 분석하였다. 이를 바탕으로 후속연구에서는 국가도서관 지역분관 건립을 위한 중장기 기본계획(기본모형, 운영체계 및 역할분담 모형, 자료보존센터 모형 등)을 제시할 것이다.
