The 1995 Informatization Promotion Act was passed to advance the national quality of life and to develop national economy by promoting informatization, forming the ground of telecommunication industry, and realizing the advancement of telecommunication infrastructure. This article was written to review whether this act's purpose was being achieved by Korean government. Even if Korean informatization policy implemetation structure is strongly centralized around the Ministry of Information and Communication, Information policies are formulated and implemented among agencies. To explain this phenomenon, I suggested the following factors : (1) The Korean government's lack of informatization experiences, (2) The political abuse of information policy, (3) the conceptual rigidity on the structure of information superhighway, (4) the absence of the basic principles for electronic government, (5) the uniformed regional informatization.

The well-known sentence, "You can't manage what you don't measure" suggests the importance of measurement. The Ministry of National Defense (MND) in Korea is measuring the effort of informatization for various dimensions such as validity, adequacy, and effectiveness using the MND evaluation system to obtain positive and significant effects from informatization. MND views the defense informatization domain as divided into the defense informatization policy, the defense informatization project, and the defense informatization level, which can measure the informatization capability of the MND and the armed forces or organizations. Furthermore, it feels there is some limitation, such as those related to ambiguity and reliability, present in the system. To overcome the limitations in the existing system to evaluate the defense informatization policy, this study proposes a revised evaluation framework for the policy of defense informatization, its indicators, and measurement methods.

North Korea has been striving to promote a national informatization strategy after getting through the period of 'Arduous March'in the 1990s. First of all, North Korea has made organizations required for implementing the national informatization strategy. They reorganized and created the Science & Education Ministry, the Machine & Industry Ministry, and the 21 bureau under the Workers' Party of Korea while making special units in the Royal Mail, Royal electron & industry, National Academy of Sciences under cabinet. Then they completed all the essential organizational system for informatization including newly built specialized agencies: 'Korea Computer Center; KCC' & 'Pyongyang Informatics Center: PIC'. But North Korea's informatization system has a rigid hierarchy. All the organizations in the hierarchical system are controlled by the Workers' Party of Korea. It means that North Korea consider IT as a tool for the centralized control of the Party and the government. So, these characteristics of North Korea's informatization system clearly give us a picture that tells us what they want from the national informatization and where they're going.

This study investigates the effects of different types of digital informatization (i.e. access, skill, utilization) on life satisfaction. The mediation effects of the outcome of digital device use between digital informatization and life satisfaction are also tested. The '2020 Survey on the Digital Divide' conducted by the National Information Society Agency was referenced for empirical analysis. The findings show that in general, digital informatization contributes to improving life satisfaction. In addition, the outcome of digital device use mediates the positive relationship between digital informatization and life satisfaction. However, the magnitudes of the effects of digital informatization and mediation effects differed according to the types of digital informatization. This study supports the necessity and justification for a digital informatization policy and provides valuable information that helps establish and promote digital informatization policies. In addition, this study helps to understand the determinants of the third-level digital divide information by examining the relationship between digital informatization and the outcome of digital device use.

For the visualization of outcome is relatively limited in informatization filed especially, systematic and quantifiable performance management of IT projects and policies is needed. Thus, the government developed its informatization evaluation system and has reinforced it. And Ministry of National Defense (MND) continues to strive for the settlement of the informatization performance evaluation system as well. According to Defense Informatization Law which was legislated in 2011, informatization policies should be assessed annually through informatization policy evaluation system in terms of their enforcement and outcome. However, informatization policy evaluation has not carried out since its pilot enforcement just after the legislation of the law. Hence, we conducted informatization policy evaluation aimed at performance investigation of 31 policies in '14~'18 Defense Informatization Master Plan. We sophisticated the current informatization policy system and we provide guidelines and tools to support the development of performance goal and indicators for each of the policies. Then, the policies were assessed by the evaluation committee we organized for our study, and we analyzed the problems we tackled in the whole process of evaluation and provided proposals for effectiveness enhancement of defense informatization evaluation system. The proposals will be meaningful for performance management in defense informatization sector and in public informatization sector as well.

There is a description that you cannot manage what you do not measure. The Korea Ministry of National Defense (MND) is conducting evaluations in various fields to obtain meaningful effects from IT investments, and views that the evaluation of the defense informatization sector is divided into defense informatization policy evaluation and defense informatization project evaluation. The defense informatization level evaluation can measure the informatization level of MND and the armed forces or organizations. Since the evaluation system being studied to measure the level of defense informatization is composed mainly of qualitative metrics, it is necessary to reconstruct it based on quantitative metrics that can guarantee objectivity. In addition, for managing the level of change by evaluation objects, the evaluation system should be designed with a focus on homeostasis of metrics so that it can be measured periodically. Moreover, metrics need to be promoted in terms of performance against targets. To this end, this study proposes to measure the level of defense informatization by dividing it into defense information network, computer systems, interoperability and standardization, information security, information environment, and information system use, and suggests their metrics.

Korea e-government sets the goal of reaching the full integration stage. In this study, we propose a role model of the National Informatization Agency which is a fundamental organization for achieving the goal. The National Informatization Agency assumes full charge of support functions needed for consistent and efficient accomplishment of all the e-government projects, and those functions include e-government planning, project administration, national IT resource operation, national standards management, and project audit and evaluation. The proposed role-model is expected to be a theoretical basis for innovative government at informatization.

It has lately been recognized that the national informatization is one of the most important ways to reinforce a nation's global competitiveness because the promotion of knowledge creation, utilization and dissemination in a national level play a role of key factor in national technology innovation. The importance of science and technology informatization is constantly increased since it cope with new R&D communication environment that is rapidly changed and support efficient means to the entire process of knowledge creation, accumulation/management and dissemination. This paper overview the present status and result of science and technology informatization of Korea and propose several policy issues and recommendations for improving the efficiency of informatization.

This study is conducted to find out problems in the implementation system of regional informatization policies in Korea and solutions to enhance the effectiveness in policy execution. The study uses research methodologies such as participant observation, interview and AHP for experts and employees of public organizations for regional informatization policies. Many implications were found in the analysis, including that policy relations, structure of the policy implementation system, and environment and contents of regional informatization policiesin Korea have to be innovated and re-organized. Especially, this paper emphasizes the horizontal and cooperative relationship between the central and local governments and redesigning of the legal system on the regional informatization. This paper also shows expectations on reshaping of the regional informatization policies with the paradigm shift of the government power toward decentralization. This paper also finds diverse views on the problems and solutions for the regional informatization policy implementation system based on different characteristics and interests of policy participants. This paper finds the possibility of applying the policy network model to regional informatization policy implementation, which can be supported by Rhodes & Marsh(1992)'s theory. Therefore, this paper shows the change of regional informatization policies can be expected through application of the policy network. Although the paper draws many academic and policy implications, they are limited to the implementation system of regional informatization policies only.

Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance.
