The purpose of this study was to derive evaluator's role and capability for institution accreditation evaluation of NCS-based vocational competency development training. This study attempted to explore in various ways evaluator's minute roles using Delphi method, and to derive knowledge, skill, attitude and integrity needed to verify the validity. To the end, this study conducted the Delphi research for over three rounds by selecting education training professionals and review evaluation professions as professional panels. From the results, roles of evaluators were defined as the total eight items including operator, moderator-mediator, cooperator, analyzer, verifier, institution evaluator, institution consultant, and learner, and the derived capabilities with respect to each role were 25 items in total. The area of knowledge included four items of capabilities such as HRD knowledge, NCS knowledge, knowledge of vocational competency development training, and knowledge of training institution accreditation evaluation, and the area of skill comprised fourteen items of capabilities such as conflict management ability, interpersonal relation ability, word processing ability, problem-solving ability, analysis ability, pre-preparation ability, time management ability, decision making ability, information comprehension and utilization ability, comprehensive thinking ability, understanding ability of vocational competency development training institutions, communication ability, feedback ability, and core understanding ability. The area of attitude was summarized with the seven items in total including subjectivity and fairness, service mind, sense of calling, ethics, self-development, responsibility, and teamwork. The knowledge, skill and attitude derived from the results of this study may be utilized to design and provide education programs conducive to qualitative and systematic accreditation and assessment to evaluators equipped with essential prerequisites. It is finally expected that this study will be helpful for designing module education programs by ability and for managing evaluator's quality in order to perform pre-service education and in-service education according to evaluator's experience and role.

Objectives : This study aimed to provide basic data on intervention strategies that occupational therapists can access by systematically analyzing the intervention and effectiveness for youth with disabilities. Methods : The RISS, PubMed, and Web of Science databases were used to search for papers published between 2006 and 2021. The keywords were "Disability AND Adolescents OR Young adult AND Transition education OR Transition program". Seven papers were selected for analysis, and the full text was reviewed. The keywords and national relations were analyzed and visualized using the WoS (Web of Science) and VOSviewer programs. Results : The participants were classified into five types (ASD or ADHD, ID, DD, and physical disability). The areas used for the intervention were mixed into three categories: occupation (academic), self-management (time), and interaction (personal relations and communication). Sociality and adaptation, quality of life, and at least one of the three categories of daily life activities showed significant improvement. Conclusions : This study can be used as basic data to expand the area where only OTs can contribute while grasping the research trend of the conversion program and presenting the direction of exchange with various experts by organizing the application and its effects.

This study examined the qualities of an effective teacher needed to accomplish educational reform successfully and prepare for a rapidly changing knowledge-based society. To achieve the purpose of the study, the following specific questions were looked into; (1) knowledge, skills, attitude of an effective teacher. (2) a proposal for staff development programs to improve the effectiveness of teachers. (3) a proposal to support teachers' efforts to improve their effectiveness. (4) the factors inhibiting the improvement of teachers' effectiveness. In this study, 'in-depth interview' was used for data collection because the study deals with the "subjective consciousness" of teachers, and qualitative research methods are useful to such a case. The research was done on teachers from secondary schools in Pusan City. According to the teachers interviewed, an effective teacher needed in the new age has such knowledge, skills, and attitude as; (1) knowledge in their major, general culture and common sense, psychology of educational counselling, social science, and knowledge and information related to curriculum. (2) effective instruction skills, skills to guide student behavior, skills related to administrative clerical work, using the computers, extra curriculum activities, educational evaluation, using teaching materials, developing educational programs, and good communication skills. (3) attitude relevant to willingness to understand and converse with students at their cognitive level, positive expectations and concern toward students, democratic problem solving, continuous self-study and development, thoroughgoing mission and professionalism, will for educational reform and innovation, neat appearance and refined language, and successful interpersonal relationships. The teachers also said that the current staff development system, as a program to provide necessary qualities for teachers, has improved in the last 3 years through diverse curriculum and systematic programs. However, due to the problematic promotion system, the staff development program has turned into just a 'point collecting' game from the role of in-service training program; teachers take training courses as the means just collecting points for promotion purpose. Factors inhibiting the improvement of teachers are (1) overload of formal paperwork over emphasizing outcome, (2) mannerism of teachers not perceiving their lack of professionalism, (3) the general attitude in the teaching profession resisting change and reform, (4) supervisory activities lacking rigid regulation, (5) research just as the means of point-collection only for promotion, and (6) staff development programs lacking efficiency. These factors, interacting each other, inhibited the improvement of teachers.

Purpose - Naver has emerged as a new leader in the open market. While existing open markets such as Gmarket, 11th Street, and so on are suffering from profitability deterioration, Naver is attracting sellers based on low commission and powerful search engine. We would like to analyze the impact of Naver shopping on the national economy, especially on employment, in a situation where the market reaction to Naver's strength as a leader in online shopping is mixed. Research Design, Data, and Methodology - Through the demand inducing inter-industry analysis, we estimate the employment inducement effect by Naver shopping from its shopping transaction. In turn, through the supply inducing inter-industry analysis, we estimate the employment inducement effect by Naver shopping from its low commission and powerful search engine. For the purpose of inter-industry analysis, as of 2018, the most recently announced 2014 inter-industry table (extension table) from the Bank of Korea is used. Results - The results of this study are as follows. First, Naver Shopping is expected to generate 7.8 trillion won's trade in 2018, resulting in 244,225 of job inducement, and 158,598 of employment inducement. In addition, Naver Shopping is estimated to benefit KRW 213 billion to its sellers due to low commission and powerful search function, resulting in 8,667 of job inducement, and 5,655 of employment inducement. Second, in terms of job inducement and employment inducement due to Naver Shopping's trade, transportation, business support service, information and communication, broadcasting, restaurants and lodging were ranked. Third, in terms of job inducement and employment inducement due to Naver Shopping's low commission and powerful search function, restaurants and hospitality, f/b and cigarette manufacturing, construction, and transportation equipment manufacturing were ranked. Conclusions - The number of job inducement resulting from low commission and powerful search engine of Naver shopping in 2018 was 8,667 (3.7% of 244,225, which was caused by transaction in Naver shopping in 2018), and employment inducement was 5,655 (3.7% of 158,598, which was caused by transaction in Naver shopping in 2018), which can be considered as additional employment impacts of Naver Shopping compared to the other online shopping operators.

Recent Korean policies have been suggested as globalization, openness and expansion of the working world through k-move. In an era of communication, interest and expectations for overseas employment and advancement into the country are increasing as a way to solve the global trend of employment abroad. Until recently, overseas employment support systems and policies have been implemented in a variety of ways through collaboration with universities and government agencies, so this paper will study Australia's national support and vocational education systems, for example, and Australia's foreign employment conditions and the overall system. This will help overseas employers and policy makers understand the status quo and will be meaningful as additional data needed by Korean universities and policy agencies. On the basis of these data, it was proposed as a conclusion on how to supplement the policy. Through the text, we aim to help establish practical goals and solutions that will help job applicants from overseas Australia, government and university policy systems. Accordingly, the main body presented the policies and assessment methods of the Australian vocational system, the overseas job support system, the corresponding service support system, and the overseas conditions and information on the program, and, in conclusion, the implications of policy supplementation.

This paper describe the most advanced database management system for the mobile number portability(MNP) in the world The database management system can process the procedure of porting_out and porting_in in 30 minutes and it is the shortest time in the world. The MNP DB management system consists of two functional blocks, one is for the call processing system and the other is for the management of subscriber of MNP. The hardware and processing algorithm are presented in this paper. The DB for call processing is located at each mobile operator and be called local number portability database (L-NPDB). The DB for the management of subscriber of MNP consist of L-NPDB and master database which is located at the Korea telecommunications operators association(KTOA). The hardware database system for MNP consists of the interconnection system of master-NPCDB (NP customer database, M-NPCDB), local-NPCDB, M-NPDB and L-NPDB. The master database is interconnected to the local database through dedicated line and can process any MNP service in real time. The presented MNP structure in this paper has been implemented in Korea and became the most effective and advanced DB management system for MNP in the world.

Online games belong to a technology-oriented service industry that has emerged from the assimilation of game contents and communication networks in the respective realms of culture technology (CT) and information technology (IT). This study examines the individual acceptance of online games as entertainment-oriented technology based on the belief-attitude-intention paradigm and the underlying hedonic and utilitarian motivations. To measure the latent variables influencing the acceptance process, a structured questionnaire was developed based on the existing Technology Acceptance Model. Research model analysis and hypothesis testing were carried out using a structural equation model. Results indicated that latent variables reflecting hedonic and utilitarian characteristics had a significant influence on user behavior in the acceptance of online games. By uncovering the core factors in! fluencing the acceptance of online games and thereby theoretically verifying the latent variables influencing the acceptance of entertainment-oriented technology, this study provides strategic implications for business models by game companies aimed at attracting a large user base and dominating the market.

Recently, due to the increment of national income and the living standard of citizens, the leasure business has been dramatically expanded. Among the business, inland water activities such as cruise tour or water taxi have drawn attention from the people. As more people come for a new pleasure, the frequency and the number of services continues to rise yet the safety of people values less recently. In fact, the number of relating accidents also has risen accordingly. In order to prevent such accidents in inland waters, the vessels' real time voyage data, the advanced warning system and the emergency rescuing system are required. In this paper, we have developed navigation guiding application for safety of passengers and vessels in inland waters. Navigation guiding applications not only provide Inland Electronic Navigational Chart(IENC) and vessel information but also allows communication between traffic service center and nearby vessels in case of an emergency situation. In order to implement Navigation guiding applications, developing Inland Electronic Navigational Chart was inevitable. Therefore, IENC of Han River, has developed based on measuring the water depth using multi-beam echo sounder system.

This study aims to examine Blockchain research trend using bibliometrics-based network analysis. The data were collected from WoS, Scopus, Korea Citation Index and National science & Technology Information Service, from 2009 to 2018. As results, the number of publications has started increasing rapidly from 2017 and it showed the initial stage of formation of coauthor network. Words often used in the title of the publications were related to application development, controversy and technology development. In addition, the majority of domestic papers are in the subject of social science, while international papers tend to focus on engineering issues. The results of the temporal analysis show that Korean researchers' block chain 3.0 started in 2017 and are rapidly increasing in 2018. The number of citations was associated with publication year in a statistically signifiant way. By examining these research trends, we hope that this paper can be a useful basis for the development of blockchain. Future research is expected to reveal more clearly the knowledge structure and characteristics of blockchain around the world.

In image processing, image segmentation has been studied by various methods in a long time. Image segmentation is the process of partitioning a digital image into multiple objects and face detection is a typical image segmentation field being used in a variety of applications that identifies human faces in digital images. In this paper, we propose a method for extracting the contours of faces included in images. Using the Viola-Jones algorithm, to do this, we detect the approximate locations of faces from images. But, the Viola-Jones algorithm could detected the approximate location of face not the correct position. In order to extract a more accurate face region from image, we use skin color in this paper. In details, face region would be extracted using the analysis of horizontal and vertical histograms on the skin area. Finally, the face contour is extracted using snake algorithm for the extracted face area. In this paperr, a modified snake energy function is proposed for face contour extraction based snake algorithm proposed by Williams et al.[7]
