The Economic-Geographical Consideration of Fisheries of the West Coast Area, Chungnam in the 1910s in "Hangooksusanji" ("한국수산지" 를 통해 본 1910년경 충남 서해안 지역 수산업에 관한 경제지리학적 고찰)

  • In this study, we analysed the state of the fisheries in Chungnam around 1910 from Hangook Susanji. As a result, there were about 30 ports in the west coast area in Chungnam, and we can classify their locations into 5 types Type I is located in small and mid sized rivers. Type II is located in a costal port. Type III is ports facing the open sea, and type IV is ports in a bay. Type V is ports on islands of coast. Species of fish are porges, mackerels, sting rays, croakers, hairtails, shrimps, etc. The base of fishing porge was Jukdo and Yeondo. The fishing banks of croakers are formed from Chilsantan, Jeonlado to the area of seashore, Chungnam. Hairtails were caught near all the areas of seashore. Salt manufacturing is done near all coasts of Chungnam, Seocheon-bay, Ungcheon-bay, Ocheon-bay, Anmyeon island, Taean, Dangjin area, etc represent this work. Especially, the salt which was produced in Taeangun was so famous that it was called ' Taeansalt'. In the Kum-river area there were 32 fishing villages. Freshwater fish were caught in the upper stream area and the mouth of Geumgang, down stream, was the center for producing Baengeo. There were 23 fishing villages, and the species consisted of croaker, hairtail, Forge, gray mullet, sting ray, sharks, anchovy, shrimps, etc in Biin-bay. The coast of Boryeong had about 33 fishing villages, but their fishing industry was not developed more than their good salt manufacturing. Though there are records that Chunsu-bay had 28 fishing villages, Taean peninsula and Garolim-bay had about 70 fishing villages, and Asan-bay area had about 55 fishing villages, they were developed a little, but not more than Weir fisheries or salt manufacture on the base of salt area and the tideland because these areas were just for farming. South of Anmyeon island of West coast island areas is the biggest area of Stow nets on stakes fishing and the island areas down mouth of Kum river were centers for producing porge.

  • 본 논문에서는 한국 동해 강구항 전면해역에서 계절풍이 탁월한 3월과 태풍 우쿵(WUKONG) 내습시 8월에 수압식 파고계를 이용하여 파랑관측을 실시하였다. 관측파랑자료의 해석을 통해 관측시점에서의 계절풍 및 대풍내습시의 기상현황과 파랑과의 상호관련성, 발생파랑의 통계적 특성을 분석하였다. 그 결과에 따르면 관측기간동안 강구항 전면해역에서는 직립방파제 설계식의 관계식 $H_{max}\;=\;1.8H_S$를 초과하는 고파랑이 태풍 내습시 발생하며, 계절풍이 발달한 시기에는 약 3m 파고의 파랑이 발생하였다.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. Specially, except Mokpo-Gu fairway routeing is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated Therefore, this paper proposed a plan for safe passage through a maritime transportation environmental assessment with the analysis of surrounding environment, danger element of navigation, traffic observation and marine accidents.

  • The purpose of this study was to find out morbidity rate and pattern of occupational disease and affect of variables related disease of Fishing sailors' The subjects this study were 624 fisheries sailors' who took education course in Korea Institute of Maritime and Fisheries Technology. This questionnaire was focused on finding the basic data for prevention of occupational disease and promotion health on the fishing sailors' The collected data were analyzed by using descriptive statistics, Chi-square, cross tab by SPSS package. The result of this study are as follow. 1)The morbidity rate within recent 12 months was 70.2%. there were significant differences of occurred disease in age, rank, perceived health status, fatigue symptoms, rest time, workload, overtime duration 2) the more aging(p<0.01), perceived fatigue(p<0.01), workload(p<0.01), overtime(p<0.05) and the less perceived health status(p<0.01), rest time(p<0.01), the higher morbidity rate 3) Considering disease unable to work more tlnn 4 hour, the number of those who had musculoskeletal disease were 20.9%, which revealed the highest rate, digestive disease 14.3%, traumatic disease 13.5%.

Real-time monitoring of ship's dynamic behavior characteristics by AIS (AIS에 의한 선박거동의 실시간 모니터링)

  • This paper describes on the real-time tracking of ship's dynamic behavior by AIS information in the coastal waters. The AIS data was received at a land station by using the antenna of AIS receiver mounted on the rooftop of the laboratory, Pukyong National University (PKNU), Busan, Korea, and stored as a NMEA format of serial output sentence of VDM(VHF Data-Link Message) and displayed on the ENC(Electronic Navigational Chart) of a PC-based ECDIS. In this study, the AIS receiver was mainly used to obtain the dynamic information that is necessary to evaluate and track the movement situation of training ship "KAYA" of PKNU in the coastal waters. The change of position with time for the ship turning under the rudder angle of port $30^{\circ}$ was correctly tracked with the turning circle of 940 m in diameter on the ENC of a PC-based ECDIS. Then, the dynamic information of the AIS system was updated every 6.29 seconds under the turning situation for the speed of 10.9 knots and every 21.65 seconds under the situation running at the speed of 11.05 knots on the straight line route of $155^{\circ}$, respectively. In case of AIS target tracking in the inshore zone behind large topographical obstructions, such as mountain and apartment buildings, the update rate of dynamic information was irregularly changed by the existence of land obstacles. However, the position tracking by AIS information under the situation existing no sea obstructions was achieved in real or near real-time and the instant presentation of course alternations for the ship was correctly monitored by using a PC-based ECDIS. From these results, we concluded that the PC-based ECDIS technology and methodology combined with the AIS information can be easily extended and applied to the surveillance and management for the fishing operation of fishing vessels in the coastal zone and in the EEZ fishing grounds.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

  • Jeju coastal waters are limited to high-risk areas due to the passage of international cruise ships, passenger ships, with a large number of people and fishing boats, or to the jeju port and the jeju civilian-military combined port and near by seas, so a VTS system will be established along jeju and seogwipo coast. There is no accurate standard for determining the number of people required by the maritime traffic control center. Therefore, this study calculated the required operating personnel for control seats on the coast of jeju and seogwipo by using VTS big data to efficiently calculate the workload of maritime traffic control. It is judged that this study can be used basic data for research that sets the standard for calculating the control workload.

  • According to growing the leisure boat market, safety-related and weather information have been required by different users with different electronic devices. NAVTEX messages transmitting worldwide from local stations are a kind of useful service, even for non mandatory carriage requirement vessel, such as small or fishing vessels. However, it is not easy for all users to recognize intuitively. This paper is to implement the NAVTEX message on tablet PC, indicating warning positions of message on Android-based google map.

A Study on the Improvement for Port Placement of Response Vessel (방제선 배치 항만의 개선 방안)

  • The purpose of this study is to evaluate port use and the distribution of risk factors in 15 major ports in Korea, delineating the risk of each port after classifying the ports into four risk groups based on estimated risks. The placement of response vessels is then analyzed accordingly. Based on the results, danger was estimated to be especially high in ports where large-scale petrochemical facilities are located, such as Yeosu Gwangyang ports (1.85), Ulsan port (1.33) and Daesan port (1.25). The ports showing the next highest degree of danger were Pusan (0.95) and Incheon (0.83), which have significant vessel traffic, followed by Mokpo (0.71) and Jeju (0.49), which expanded their port facilities recently and saw an increase in large vessel traffic. Next is Masan (0.44), for which many fishing permits in the vicinity. When the relative ratios of each port were graded based on the Yeosu Gwangyang Ports, which showed the highest risk values, and risk groups were classified into four levels, the highest risk groups were Yeosu Gwangyang, Ulsan, Daesan and Pusan, with Incheon, Mokpo, Jeju, and Masan following. Pyeongtaek Dangjin, Pohang, Gunsan, and Donghae Mukho were in the mid-range danger group, and the low risk groups were Samcheonpo, Okgye, and Changsungpo. Among these, all response vessel placement ports specified by current law were above the mid-range risk groups. However, we can see that ports newly included in mid-range risk group, such as Mokpo, Jeju, and Donghae Mukho, were excluded from the pollution response vessel placement system. Therefore, to prepare for marine pollution accidents these three ports should be designated as additional response vessel placement ports.

  • This paper diagnosed the assessment problems and development types of the simple statement of the Sea Area Utilization Consultation System. and suggested the key assessment items for system improvement. The major types of Public Water occupation and use, and distribution characteristic of regional and coastal were analyzed by evaluate 529 review items during 2010-2012. The artificial structure installation including harbor and fishing port facilities in the South and West coast, and seawater supply and drainage for land-based aquaculture and power plant were dominated. The checklists considering each types of occupation and use in Public Water were suggested. In addition, policy proposals for system improvement were suggested.
