This study is to propose directions of waterfront planning about fishing village and harbor in East coast. Above all important waterfront-using in harbor, such as regional atmosphere and sea-scape are to investigate waterfront elements. For example, seaside park, harbor street mall, landmark, view point, promenade can be checked and design of waterfront may be possible to work out future harbor master plan. This study suggests that harbor of contemporary is to develop by regional waterfront characters. Accordingly, we analyze, it shows that the waterfront planning not only people of village but also visiting citizen is one of the important in developments about fishing village and harbor. As a results of this paper, we expect this research to be used as a valuable data in waterfront planning about fishing village and harbor.

This paper analyzed the color of harbor and fishing village for the better landscape. Accordingly the aim of this study is to find out the color-scape in harbor, such as regional color and present status are to analyze with elements of design. In beginning point of development, it is to take practicable data about color planning for marine tourism. Regarding the utility of these characteristics, hue, value, chroma can be checked and design of color-scape may be possible to work out future harbor environments. This study suggests that harbor of contemporary is to be environmental harmony and regional color control. The result of this research, it is carried out that the color-scape is checked by partnership of experts, official and regional person with "agreement of landscape" to provide reasonable criteria in color surroundings. An analysis of regional color-scape is expected to use for landscape improvement of fishing village and harbor.

Both environments and landscape can be checked in development of waterfront, Nevertheless this conditions does not control at the programming phase as much as necessary in absorption speed of development. Therefore this paper aims to analyze for the environmental space and sustainable landscape. In case of Anmock Harvor, our team carried out interview method by satisfaction level and attractiveness to take requirements of users. This research is to provide that fishing village-national harbor and swimming beach based on the waterfront scale, consists of pedestrian mall, promenade circulation, various water friendly park and beautiful pier. This study proposes two strategies for better life by waterfront space: first, renewal guideline is necessary to masterplan: second, systematic comprehensive plan can be established regal procedures(District Unit Plan & Agreement of Landscape) by participation of regional resident. This survey of waterfront spatial data is expected to use for environmental improvement of fishing village, harbor and swimming beach.

This study is change of the street space of the port city of Yokohama and the transformation process of the canal. modern port city Yokohama is a region that was responsible for the development of East-West maritime transport routes in Japan in the 17th century and the inland transportation through fishing villages and ports. it has also grown rapidly as a regional port and new port. In particular, through the revitalization of trade between foreign settlements and Japanese residents in the port area, the existing fishing area became a modern port city space. Yokohama went through the following process and grew into a modern port city. The construction of the port harbor and the maintenance of existing logistics functions, the formation of the central horizontal axis through maintenance of the fishing village, the construction of the logistics movement route to the inland area through the construction of the canal, the expansion of the horizon for fire prevention and fire restoration, The formation of a new settlement space according to the movement, the transformation of the existing religious axis by the combination of the elaboration and the introduction of modern transportation, and the spatial connection between the inland cities.

The plan of developing a fishing village and port will be indirectly funded by the government. In the short term, there will be five different multi-functional fishing village models which are based on the first industry to attach to the third industry of marine sports experience tourism. In the long run, they have to be reached gradually. The popular scenic spot of the marine sports experience tourism is made by human resources and fundamental installations considering that it must be done in unpolluted water. It is necessary to separate the fish harbor into two sides. One side is an existing fishing industry. The other side is made up of several pontoons for the marine sports equipment of the marine mooring. It is necessary to build facilities, such as the mooring facility, the storage facility, the repair-check facility, supply-cleaning facility, information booth, accommodations, education facility, and a marine culture exchange facility.

동해안 항만 및 어항 개발 사업에 따른 해양환경영향평가 개선방안을 제시하기 위해 2009년부터 2011년까지 3년간 동해안의 항만 및 어항 개발 사업에 따른 일반해역이용협의서 33건을 분석하였다. 분석결과 동해안에서 중점적으로 검토해야 하는 해류, 파랑, 수심측량 자료의 경우 각각 3건, 12건, 16건 만이 조사가 이루어졌다. 하지만 동해안에서 시행되는 항만 및 어항 개발사업의 경우 서해, 남해와는 다른 동해안의 해역특성이 고려된 해양환경영향평가가 이루어져야 한다. 동해안은 조석의 영향이 약하고 해류, 취송류, 파랑의 영향이 우세한 해역으로 동해안의 해수유동을 파악하기 위해서는 해류의 영향을 고려해야하고 항내 정온도 및 방파제 기능성 및 안정성 등 협의대상사업의 타당성을 확보하기 위해서는 파랑을 평가항목으로 고려할 필요가 있다. 또한 동해안에 발생되는 항내매몰 및 해안침식의 문제점을 비교적 정확히 예측 및 예방하기 위해서는 해빈류를 표사이동의 기본외력으로 설정해야 하고 인근 하천에서의 토사유입과 해당 해역의 정확한 수심자료를 수치모델링의 검증자료로 활용해야 한다.

The dynamic information of radar and automatic identification system (AIS) for targets obtained from the traffic vessels operating in the north outer harbor and surrounding waters of Busan port, Korea. The target information was analyzed to investigate the potential collision risk resulting from the invalid true heading (HDT) information of AIS and the integration ambiguity in the graphic presentation of both tracked data sets for two systems. An integrated display system (IDS) for supporting the navigator of offshore fishing vessels was also developed to find possible maneuvering solutions for collision avoidance by comparing radar data with AIS data in real-time at sea. Consequently, the multiple functions of IDS can provide additional information that is potentially valuable for taking action to avoid the collision in offshore fishing vessels. However, the integration criteria of radar and AIS targets in the IDS must be carefully established to eliminate the fusion ambiguity in the graphic presentation of both AIS and radar symbols such as the one or two physical targets which are very close to each other.

어항시설에 대한 해역이용협의 시 계류시설이 협의대상에서 정확히 규정되어 있지 않고, 항만시설과 규모에서 차이가 있으나 협의대상 규모를 동일하게 적용하고 있어 문제점이 나타나고 있다. 본 연구에서는 이러한 사항을 분석하기 위해 최근 2년간(2013-2014) 해역이용영향검토기관에서 검토된 어항관련 일반해역이용협의서 17건을 분석 후 세 가지 개선방안을 제시하였다. 첫째, 해역이용협의 대상사업 범위에 대한 재평가가 필요하다. 어항개발은 외곽시설을 포함한 계류시설 등 다양한 시설설치가 동시에 진행되기 때문에 기본시설, 기능시설 등을 모두 고려하는 등 해역이용협의 대상을 보다 명확히 해야 할 것이다. 둘째, 시설규모에 대한 조정이 필요하다. 그 밖의 어항시설의 경우는 공유수면 점용 사용 면적이 $50,000m^2$일 경우 일반해역이용협의 대상이나, 대부분 소규모 어항의 경우 항계를 초과하는 경우가 많아 대상사업의 범위가 과대하게 설정되어 있어 조정이 필요하다. 셋째, 해역이용협의에 대한 근거의 혼선을 해소하기 위해 협의대상을 명확히 할 필요가 있다. 공유수면 점 사용 허가 및 적용배제의 근거인 "공유수면 관리 및 매립에 관한 법률"과 "해양환경관리법"에 따른 공유수면 점용 사용과 관련된 협의대상 사이에서 나오는 불명확성과 혼란을 제거하기 위해 협의대상의 근거를 명확히 설정하는 규정이 마련되어야 할 것이다.

목포항 인근해역은 해상교통량이 많고, 해양사고가 빈발하고 있다. 특히, 목포구에서 목포항까지의 수역에는 협수로 형성 안개 발생 빈번, 항로 폭 협소, 천수 구역 존재, 소형 어선과 여객선 등에 의한 특정 시간대 항내 교통량이 집중하고 있다. 따라서 목포항만 수역내 해상안전의 위해요소 및 해상교통환경을 파악하고, 그 문제점을 도출하기 위해 해상교통조사를 실시하여 해상교통흐름에 대한 해상교통특성을 도출하여 해상교통류 시뮬레이션을 실시하여 환경스트레스를 평가하고자 한다.
