Land resources should be managed not only for human utilizations but also for environmental preservation. Based on that, environmental capacity should be estimated in both environmental and developmental ways. This study was performed for developing an estimation model for relative environmental capacity, considering both Development Tolerance Index(DTI), which shows environmental and ecological conservation value and is based on national environmental assessment indicators of the Korea Ministry of Environment, and Development Attractiveness Index(DAI), which shows topographical characteristics and geographical accessibility. The relative environmental capacity in this study can be helpful to coping with the conflict in planning and managing the use of land resources. The relative environmental capacity in this study, however, did not include either environmental or ecological sensitivity of land resources. This limitation should be solved through further research.

The goals of this study were to development Natural Ecosystem Value Assessment Model, to suggest the practical applicability of the Natural Ecosystem value assessment for development areas, and to assess natural ecosystem quantitatively using GIS. The Model can evaluate Natural Ecosystem Value between before and after land developments. To select indicators for the model, we conducted the literature reviews. and six indicators and the standard of evaluation had been developed through the expert interviews and literature reviews. the relative importance of the evaluation index throught two times expert questionnaires was found out. the Natural Ecosystem Value Assessment Model has been established, The results demonstrate that although the suggested six indicators are arranged by priority, to maintain quantitative and qualitative the natural ecosystem value, all indicators are desirable to be maintained complementarily. The findings of this study suggest that the natural ecosystem value assessment model appears to be effective an assessment for damaged natural environment value and possible to assign a score value. Also, this model can be applied to research areas and has implications to help maintain the natural ecosystem in land development districts.

Both the national land plan and the environmental plan reflect the need for sustainable land use and management. However, the linkage between the plans is reduced due to the lack of integrated management. Therefore, this study developed indicators to achieve integrated management. A total of 59 environmental plans were reviewed for the development of indicators, and a total of 74 integrated management indicators were derived through a three-stage process. In this process, the relevance of the integrated management indicators of this study to the UN 's sustainable development goals (SDGs) is presented in order to derive indicators that meet the level of international consultation. In order to facilitate the utilization of the indicators, the final indicators are divided into seven areas: natural ecology, water resource and quality, urban and green space, atmospheric, energy, landscape, resource circulation and waste. Furthermore, the indicators were classified into national, regional, and city level. Accordingly, the final indicator can be adapted to the field of influence of the planned to be established, and the indicator can be selected and applied to the level of the plan. The final indicators can be used to examine the extent to which the national plan reflects the contents of the environmental plan and can be used as an aid to confirm the contents to be included in the plan when establishing a new national plan.
This study was carried out to offer the basic methodology of the system and model to objectively assess the natural ecosystem for environmentally friendly land conservation and present the alternative plan on establishing the environmental policy. The results of this study were as follows. We selected four assessment factors associated with biotic, abiotic, qualitative, and functional factors. Also, there were extracted fifty-six indicators including density, total nitrogen, hemeroby degree, and goods production. The assessment factor showed that biotic one was very important. The importance of indicators were analyzed that rare and endangered plant was important in biotic factor, in case of abiotic, qualitative, and functional factors, organic matter, landscape diversity, and conservation of ecosystem were greatly important. The results of factor analysis on the characteristics of indicators, classified biotic factor into six factors including a structural one, abiotic factor as a soil and physical one, qualitative factor as five ones including hierarchical one, and functional factor as public and conservational one. In the results of analysis on assessment model, R-square of biotic factor was 51.7%, those of abiotic, qualitative, and functional one were each 58.4%, 44.2%, and 39.3%, and statistical problem was no existence. In future, to develop the assessement model and methodology of sustainable natural ecosystem, we will have to achieve the integrated model and grouping by assessment factor.
Objectives: This paper presents the current development progress of environmental health indicators (EHIs) in the Republic of Korea and discusses the utilization, limitations and prospects of EHIs. Methods: The development process and assessment criteria of EHIs were established based on the DPSEEA (Driving force-Pressure-State-Exposure-Effect-Action) framework with reference to that of the World Health Organization-Europe. In order to explore the applicability of EHIs, a case study was performed to compare the atmospheric environmental health status between the Republic of Korea and European region countries using six indicators. Results: Through the development process, 23 indicators in five areas including air quality, indoor air quality, climate change, chemicals, and water quality were developed, mostly using national statistical data. As a result of the case study comparing environmental health indicators in air quality between the Republic of Korea and Europe, it could be useful to understand the different situation of air pollution source, emission, exposure and health effects. Conclusion: In order for EHIs to compare environmental health status and be used as an environmental health policy development tool for vulnerable areas and related factors, it is necessary to develop further indicators for various issues other than air quality and conduct additional research on their interpretation and related implications, such as policy implementation effects.
Background and objective: The boom in urban agriculture has also resulted in the creation of many school gardens. With the increase in various hands-on education programs, people are interested in assessing the value of school gardens. This study was conducted to derive indicators for service value assessement of educational farming experience using school gardens. Methods: Through literature review, we selected assessment items and sub-factors. The indicators for evaluating the effectiveness of school gardens are classified using the Delphi method that involve a focus group experts. In order to increase the reliability and validity of the selected and classified items, an exploratory factor analysis was conducted. In addition, the relative importance and priority of each factor in each field were assessed using the analytic hierarchy process (AHP). Results: We classified the indicators into 4 criteria and come up with 13 items and 33 sub-factors in educational value, health value, economic value, and ecological and environmental value. Most of the items for the 4 value criteria derived were significant for assessing the value of agricultural experience services with content validity ratio (CVR) higher than 0.59 and reliability higher than .6 . In the value criteria, the experts rated educational value as the most important, followed by health value, ecological and environmental value, and economic value. In the assessment items, the most important was improvement of social functions. In the sub-factors, the most important was strengthening of ties (friendly interactions). Conclusion: Among the derived indicators assessing the value of school gardens, 4 criteria, 12 evaluation items and 29 sub-factors showed significance. The schematic index would be useful for the assessment.
Objectives: This study was conducted to assess environmental health status on a local scale using environmental health-related indicators. It demonstrated the possibility of using a structural equation model, a methodological approach to provide synthesized information. Methods: Eighteen indicators were selected from official statistical data published by local governments. Each environmental health-related indicator was classified according to the PSR (pressure-state-response) model. Aggregation methods were performed using principal component analysis and fuzzy sets. Results: The five principal components were classified through principal component analysis (PCA) and obtained eigenvalues >1.0 from the initial 18 indicators. The aggregated index was obtained by condensing the original information into two broad and simple categories through fuzzy sets. Conclusion: This could be useful in that the aggregation procedure may provide a basis for establishing environmental health policies and a decision-making process. However, the availability and quality of indicators, assessment of aggregation method bias, choice of weighted scores for indicators, and other factors should be examined in future studies.
This study was carried out to offer the systematical and scientific method of regional environment conservation by deciding the rank using fuzzy theory, and try to find the methodology to accurately accomplished the regional environment assessment for sound land conservation. The results were as follows. To transform the Likert's scale granted to assessment indicators into the type of triangular fuzzy number (a, b, c), there was conversion to each minimum (a), median (b), and maximum (c) in applying membership function. We used the center of gravity and eigenvalue leading to the rank. In the sequential analysis of rank-based test of assessment indicators by triangular fuzzy number, the result proclaimed that ranking of the indicators was, in the biotic field, in the order of 'dominance', 'sociality', 'coverage' and in the abiotic one, 'soil pH', 'T-N', 'soil property', and in the qualitative one, 'impact rating class', 'hemeroby degree', 'land use pattern', and in the functional one, 'protection of water resource', 'offer of recreation', 'protection of soil erosion'. Therefore, there was a difference between subjective rank from human and the rank from triangular fuzzy number. In other words, the scientific rank decision would be not so much being subjective and biased as dealing with human thoughts mathematically by triangular fuzzy number.
Environmental Impact Assessment (EIA) is an important policy implemented before starting development projects to estimate and reduce environmental impact. However, the difficulty of quantification on several rating categories has hampered comprehensive analysis. Instead of it, the current EIA just summarizes outcome of investigation. Therefore, EIA fails to definitively ascertain whether the development shold be approved or not. This study aimed at providing the way to comprehensive decision-making by applying Emergy analysis and Emergy indicators to EIA. Production (P), Emergy Yield Ratio (EYR), Environmental Loading Ratio (ELR) and Emergy Sustainability Index (ESI) were selected for indicators. The indicators of range approving the development were set up with comparing before and after development or according to circumstances of which view of average that was classified as region or industry is appropriate to analysis. As a result, the value after development of P should be higher than the value before development. EYR and ESI of the value before development should be higher than region or industry average. On the contrary to these, ELR of the value after development should be lower than region or industry average. To verify applying Emergy indicators to EIA comprehensive analysis, Emergy evaluation was conducted to real case. As a result, applying Emergy analysis could suggest whether the development is appropriate or not. These indices and the result of this research are expected to be applied decision-making on environmental impact for sustainable development.
