We propose a heuristic algorithm for war-game model that is appropriate for warfare in which the maneuver of the attacker is relatively certain. Our model is based on a multi-weapon extention of the Lanchester's square law. However, instead of dealing with the differential equations, we use a multi-period linear approximation which not only facilitates a solution method but also reflects discrete natures of warfare. Then our game model turns out to be a continuous game known to have an ${\varepsilon}$-Nash equilibrium for all ${\varepsilon}{\geq}0$. Therefore, our model approximates an optimal warfare strategies for both players as well as an efficient reinforcement of area defense system that guarantees a peaceful equilibrium. Finally, we report the performance of a practical best-response type heuristic for finding an ${\varepsilon}$-Nash equilibrium for a real-scale problem.
Since the Gulf War, air power has played a key role. However, the effect of high-tech weapons, such as laser-guided bombs and electronic optical equipment, drops significantly if they do not match the weather conditions. So, aircraft that are assigned to carry laser-guided bombs must replace these munitions during bad weather conditions. But, there are no objective criteria for when weapons should be replaced. Therefore, in this paper, we propose an algorithm to predict the hit rate of laser-guided bombs using cloud image processing. In order to verify the accuracy of the algorithm, we applied the weather conditions that may affect laser-guided bombs to simulated flight equipment and executed simulated weapon release, then collected and analyzed data. Cloud images appropriate to the weather conditions were developed, and applied to the algorithm. We confirmed that the algorithm can accurately predict the hit rate of laser-guided bombs in most weather conditions.
Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.
This thesis is to make an appropriate national defense policy of Republic of Korea through studying the Hegemony Strategy of United States. I searched the theory of hegemony. The hegemony was differently defined by the point of time and region. The strong power nations with the hegemony have been making efforts to maintain their hegemony everytime. I have conclusion that the presence of hegemony once emerged, it brought regional stability in place whether it is coercive or beneficial. The stability and instability of international order IS not exclusively dependent on hegemony. Even if the safety of hegemony cannot guarantee absolute stability of international order, there IS on doubt that the hegemony has enormous impact on that. According to the hegemonic theory, the history of mankind equals to the history of rising and falling hegemony. The international order was changed as the hegemony changes. The United States has been making efforts to maintain her global hegemony during the post cold-war era as well. Taking all these into consideration, relevant military strategy direction able to pursue national interest is that to make up for the relative weakness in the strategic environment. South Korea have to prepare security policy response as following. First, South Korea should build the military force equipped with advanced weapons in military technology sector and solidify military diplomatic relation able to form cooperative relation in wartime. Second, South Korea should make solid Alliance of Korea and U.S. Third, develop and maintain multilateral security cooperation of East Asia. Forth, we could realize that there are means that can neutralize opponent's strong point by seeking one or two and more asymmetry in the aspect of strategy, tactics, and means through asymmetric strategy. Than the military force of South Korea should develop into a force that is able to overcome to the traditional North Korea's threat and new type of conflicts. And the force should have sufficient strength and be deployed to effectively defend the Korean Peninsula. So, we need to establish a denial and defense system against any hostile neighboring country. Therefore, ROK military forces preparing for the future should try to construct a future military power to gradually establish enough strength for self-defense to prepare for a uncertain security environment and when the Korean Peninsula is unified in a future.
In this study, assuming that the maritime manned-unmanned systems, which will be used as the main force of the ROK Navy in the future, conducts its sea line of communication(SLOC) protection operations, the combat effectiveness against major threats was measured, and through this, the development direction of the manned-unmanned systems was suggested. Multi-criteria decision-making techniques such as Delphi and AHP were used to measure combat effectiveness, and the AHP survey was conducted on 40 naval officers, including 25 senior officers who are well-understood in the combat effectiveness of the weapons system and MUM-T. As an evaluation index for measuring combat effectiveness, the OODA loop was set as the main attribute, followed by Observe(0.358), Orient(0.315), Act(0.217), and Decide(0.110). The combat effectiveness of each major threat in SLOC, the lowest alternative, was measured to be 1.68 times higher than the response to maritime conflicts in neighboring countries and 3.61 times higher than the response to transnational threats. These results are expected to support rational decision-making in determining the level of technology required for acquisition of marine manned-unmanned systems and establishing operational plans for naval forces.

In government procurement programs, cost estimation and analysis support funding decisions and are the basis for other major decisions, too. Such estimating and analyzing the cost of the weapon systems are crucial in execution of the defense budget. However, existing cost estimations and analyses have focused on domestic R&D projects, thus those are not valid in application to foreign weapon acquisitions. This study aims at foreign weapon systems that are acquired from Direct Commercial Sales. Because the data for price estimation of a foreign weapon is usually not available, we suggest a price estimation model based on performance factors of the weapon. In this study, the proper price of the weapon system is estimated using the parametric cost estimating model. Using the data of helicopter-launched anti-tank guided missiles worldwide, we analyze the effect of each performance factor on the weapon system price by regression analysis, and use step-wise and ridge regression analysis to remove multi-collinearity. This study hopefully contributes to more reasonable decision making on proper price of weapons.

There has been difficulties in identifying objects by relying on the naked eye in various surveillance systems. There is a growing need for automated surveillance systems to replace soldiers in the field of military surveillance operations. Even though the object detection technology is developing rapidly in the civilian domain, but the research applied to the military is insufficient due to a lack of data and interest. Thus, in this paper, we applied one of deep learning algorithms, Convolutional Neural Network-based binary classification to develop an autonomous identification model of both friend and foe helicopters (AH-64, Mi-17) among the military weapon systems, and evaluated the model performance by considering accuracy, precision, recall and F-measure. As the result, the identification model demonstrates 97.8%, 97.3%, 98.5%, and 97.8 for accuracy, precision, recall and F-measure, respectively. In addition, we analyzed the feature map on convolution layers of the identification model in order to check which area of imagery is highly weighted. In general, rotary shaft of rotating wing, wheels, and air-intake on both of ally and foe helicopters played a major role in the performance of the identification model. This is the first study to attempt to classify images of helicopters among military weapons systems using CNN, and the model proposed in this study shows higher accuracy than the existing classification model for other weapons systems.

It has been recognized that in keeping the national defense capability on a leading edge, not only the continued production of weapon systems but also the associated maintenance and upgrades are becoming the subjects of great importance. Based on systems engineering process, the domestic acquisition programs for weapons systems led by DAPA have made some advancement where both new systems development and systems upgrade have attracted attention. On the other hand, as a useful type of domestic acquisition the foreign purchase program has been conceived as a process of simply buying needed weapons from abroad. Therefore, if some degree of development is necessary in system upgrades by foreign purchase, many problems turned out to exist. To study a remedy is the objective of this paper. The issues are analyzed first and then a relevant process is proposed based on a systems engineering method. Also included in the improved process is on how to generate a requirement document and the corresponding template to meet the goals of the upgrades by development. By applying the proposed process and template in the foreign purchase upgrade programs, derivation of more appropriate requirements can be expected, thereby offering effective management of programs and target goals.
Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.

In the defense field, weapon systems are increasing in importance, as well as the weight of the weapon system embedded software development as an advanced technology. As the development of a network-centric warfare has become important to secure the reliability and quality of embedded software in modern weapons systems in battlefield situations. Also, embedded software problems are transferred to the production stage in the development phase and the problem gives rise to an enormous loss at the national level. Furthermore, development companies have not systematically constructed a software reliability test. This study suggests that approaches about a qualityverification- system establishment of embedded software, based on a variety of source code reliability test verification case analysis.
