국방 CALS를 위한 IWSDB 구축에 관한 연구 (The study on the construction of IWSDB for National Defense CALS)

  • This study aims to develop an approach to construct IWSDB for National Defense CALS. Along with the introduction of Korean version of CALS conception, it is essential to analyze the national defense system with a new information technology for the construction of IWSDB. A long-tenn goal of CALS is to construct fully Integrated Data Environment (IDE) and establish IWSDB for the application of CALS conception to the life cycle management of weapon system. IWSDB is a set of databases that contain digital data. It supports common interface of data objects and databases throughout the life cycle management of weapon system, including design, engineering, analysis, manufacturing, operation, and logistics. etc. The goal of this study is threefold. First, we propose a right direction for the establishment of Integrated Data Environment. For the integrated database technology, we use the five schema architecture and the distributed object oriented technology that will lead to the "share of data." Second, we present the most effective IWSDB architecture for defense CALS, which will provide the efficient data sharing by business process modeling. Third, we suggest that IWSDB should be constructed based on the process which is related to the acquisition and logistics of weapon system for the national defense, and at the same time it should be implemented with GITIS for government agencies and CITIS for the industries in order to obtain the efficient data sharing.

ISO/IEC/IEEE 15288 기반 양산단계 무기체계 부품국산화 체계공학 개발관리 절차 적용 연구 (A Study on The Mass Production Weapon System Parts Localization System Engineering Development Management Process Application based on ISO/IEC/IEEE 15288)

  • Purpose: In this study, we propose that how to approach a effective system engineering and optimize system engineering management process for the mass production weapon system parts localization development process and success in DTaQ. Methods: To approach a effective system engineering for the mass production weapon system parts localization, we analyze a weapon system acquisition process and system engineering process of Republic of Korea and DTaQ parts localization business regulations in advance. after results of analysis of them, we implement a optimized parts localization development system engineering based on ISO/IEC/IEEE 15288. Results: In order to apply International Standard ISO/IEC/IEEE 15288 to the mass production weapon system parts localization development process, we compare the mass production weapon system parts localization acquisition environment with ISO/IEC/IEEE 15288 and analyze them. therefore, It is possible to implement a part of concept stage and development stage of ISO/IEC/IEEE total life cycle stage for the mass production weapon system parts localization development process. To achieve the technical review milestones of DTaQ parts localization business regulations in the selected stages of ISO/IEC/IEEE, the development and management agency perform 2 high rank process and 19 low rank process specified in ISO/IEC/IEEE. Conclusion: When the development and management agency perform the mass production weapon system parts localization development using the proposed system engineering approach, they should easily meet milestone through the clarified requirement and simplified System Engineering output documents in limited development period.

  • The Tactical Data Link System(TDLS) is a standardized communication link to exchange and interface positional, situational information, command and control in real time. It has been evalua ted that the link would play an important role for tactical interoperability, situation awareness, and execution of joint operations in the future war. But considering the rapidly changing war situations, even though being admitted the necessity of the TDLS of Army helicopter, one of superpowers in the Army, it is not yet built the detailed operational concept. Therefore, this work presents how to embody the TDLS through the systems engineering approach based on the TDLS operating concept analysis of helicopters-ground units.

무기체계 부품국산화 정보의 온톨로지 구축방안 연구 (A Study on Ontology Modeling for Weapon Parts Development Information)

  • Today, It is difficult to search the various and numerous information efficiently. For this reason, Semantic Web emerged to provide searching services more easily through the structuring of a variety of unstructured format data and the definition of meaningful relationships between information. Especially, definition of relationship and meaning among resources is significant to share and infer related information. Ontology modeling plays just that role. Weapon parts development information is unstructured and dispersed all over. There are many difficulties in finding desired information, leading to getting improper outcomes. In this paper, we present an intuitive ontology model with weapon parts development information including the multi-dimensional information analysis and expansion of the relevant information. This study build up a ontology model through creating class and hierarchy about parts information and defining the properties of classes with Ontology Development 101[1] procedures using Protégé tools. The ontology model provides users with a platform on which search of needed information can be easy and efficient.

  • RAM(Reliability, Availability and Maintainability) is one of the important indicators to show the performance of weapon systems. For analyzing RAM characteristics, RAM simulation is useful and powerful as mathematical techniques. However, it is necessary to build the simulation model to express about the operation environment of weapon systems, and obtain detail input data for reliability and maintainability about the system to get accurate results by RAM simulation. In this paper, we propose a procedure to analyze RAM of the searching system consisting in weapon systems by RAM simulation and we estimate searching system availability by a commercial simulation program, AvSim.

  • 본 논문은 잠수함 발사 탄도미사일(SLBM) 탐지를 위한 해상 센서플랫폼의 배치에 관한 연구이다. 최근 북한은 SLBM의 수중 사출시험을 실시하였으며 이는 국제사회에 심각한 안보 위협이 되고 있다. 이러한 위협에 효과적으로 대응하기 위해 기동이 가능한 해상 센서플랫폼은 SLBM의 탐지 가능성이 높은 위치에 배치되어야 한다. 그러나 전형적인 레이더 센서체계의 최대탐지거리 특성은 표적의 비행궤적과 레이더 반사 단면적(RCS)에 따라 달라진다. 이러한 관점에서 본 연구는 SLBM의 전술적 특성에 따른 비행궤적을 분석하고, RCS를 계산하였다. 또한 센서 플랫폼의 위치에 따른 탐지 시간을 분석하여 효과적으로 SLBM을 탐지할 수 있는 해상 센서 플랫폼의 위치를 제시하였다.

한국 무기체계 개발 실적을 고려한 연구개발 비용추정관계식 개발 (Developing an R&D CER Using Historical Defense Weapon System Data in Korea)

  • Currently, cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as key decision points. Parametric cost estimating models have been used extensively to obtain appropriate cost estimates in early acquisition phase. However, they have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed in the U.S.A. environment. In order to obtain a good R&D cost estimate, developing our own CERs (Cost Estimation Relationships) using historical R&D data is essential. Nevertheless, there has been little research to develop our own CERs. In this research, we established a CER development process and found some cost drivers in the historical movement weapon system R&D data. The R&D CER is developed using the PCR(Principle Component Regression) method to remove multicollinearity among data and to overcome the restriction of the insufficient number of sample. At least, this research is meaningful as a first attempt in terms of defining the CER development process and obtaining our own R&D CER based on the historical data in Korean weapon system R&D environment.

  • 경쟁이 심화되는 글로벌 방산수출환경은 다양한 비정형적 데이터의 체계적인 분석을 통해 수출목표국가에 대한 수출유망분야를 선정한 후 수출방향에 대한 전략적 맞춤화가 필요한 시점이다. 이에 본 연구는 방산수출품목 시장확대를 목적으로 수출목표국가를 독일, 영국, 프랑스로 선정하고 해당국가별 향후 10년간 무기체계 획득계획에 대한 비정형 예측 데이터를 확보하고자 하였다. 이후 텍스트 마이닝 분석 중 TF-IDF 기법을 활용하여 3개국의 데에터에서 자주 등장하는 핵심어를 도출하고자 하였다. 분석결과, 각 국의 주요 획득사업에 대한 핵심어를 도출할 수 있었고 이를 토대로 3국의 공통적 획득계획이 있는 핵심어를 유사한 의미로 분류하여 현 시점의 방산수출에 대한 유망수출품목을 발굴할 수 있었다.

  • 본 논문은 미국이 추진하고 있는 국방 인공지능 관련 정책 및 3차 상쇄전략의 주요 과제와 경과를 살펴봄으로써, 미국 국방전략의 핵심 지향점 및 추진 동향 등을 분석하고, 미래 국방환경에서 우리나라의 안보를 담보하기 위한 유효적절한 정책적 시사점을 도출하였다. 이에, 미래 국방환경을 위한 첨단 무기체계에 대한 개발 능력 및 핵심기술 확보를 위한 대응방안을 미국의 국방 인공지능 정책과 연계하여 다음과 같이 모색하였다. 인공지능 기반의 국방혁신을 성공적으로 추진하기 위해서는 첫째, 무인·로봇, 자율무기체계 전력 운용을 위한 장기적인 추진전략이 마련되어 져야 한다. 둘째, 국방 데이터의 안전한 수집·저장·관리, 알고리즘 개발 및 컴퓨팅 능력을 확보하기 위한 인공지능 플랫폼 개발이 필요하다. 마지막으로, 한미 동맹에 기반하여 우리나라가 참여 가능한 첨단부품 및 핵심기술을 식별하고, 미국과의 기술협력을 강화해 나가야 한다.

국방연구개발의 진화적 획득전략 적용방안 (The Applications of an Evolutionary Acquisition Strategy to Defense R&D Programs)

  • An EA(Evolutionary Acquisition) strategy is based on the systems engineering. It is a preferred approach to provide operationally useful capabilities to the warfighter much more quickly than single-step to full capability strategy. Recently, DoD is trying to apply the acquisition process based on the systems engineering. In spite of these trends, efforts of domestic defense acquisition society to this strategy are insufficient. Although an EA strategy has many benefits, there are many constraints to apply it. This study analyzes these constraints and presents applications of the EA strategy to defense R&D programs.
