TBMD를 위한 협동교전 기능아키텍처 도출 (Derivation of Functional Architecture of Cooperative Engagement for a Theater Ballistic Missile Defense)

  • 본 연구는 전구 탄도미사일 방어(TBMD)를 위한 협동교전의 기능아키텍처 도출에 관한 논문이다. TBMD는 다층으로 구성되며 네트워크 기반의 센서체계, 슈터체계, 그리고 전장관리체계로 구성되는 복합시스템이다. 협동교전능력은 대표적인 실시간 전장관리체계이며, 협동교전능력의 핵심기능은 협동교전이다. 협동교전은 두 개 이상의 분산된 자산의 통합을 통해 얻어진 시너지 효과로 위협을 제거하는 전투개념이다. 이러한 관점에서 본 논문은 개념 분석을 통해 TBMD의 협동교전 기능아키텍처를 제시하였으며, 이는 협동교전 기반의 TBMD 전투체계를 개발하기 위한 선행연구로서 수행되었다.

  • The private sector is currently reviewing the feasibility of the project or deciding economic policies by analyzing the economic ripple effects. However, the arms acquisition project focuses on the need for the national defense weapons system by analyzing the costs and the effectiveness of the analysis and reviewing the necessity and feasibility of the project. In order to analyze the economic ripple effects, KB (the Bank of Korea) prepares and publishes an analysis table of industrial associations in a given unit. IAAR (the industrial association analysis report) is difficult to apply directly to the defense weapons system. Therefore, research on the economic ripple effects applicable to the defense arms procurement project was needed. In this study, we propose the generic methodology for estimating economical and technical ripple effects resulted in acquiring new weapon systems. Based on the analysis of inter-industrial relations, economical ripple effects are estimated with production inducing effects, value-induced effects, employment-induced effects and export-induced effects. Also, the technological ripple effects are estimated with technological intensity represented by investment cost in research and development. To show the validity of proposed methodology, a case study of acquiring new weapon systems such as GR (guided rocket), destroyer, and helicopter is accomplished. From the case study, it is concluded that these economical & technological ripple effects can be used as a reference to decision making in the course of acquiring major future defense weapons systems.

상태기반정비 요구도 국방규격 반영에 관한 연구 (A Study on the Reflection of Condition-Based Maintenance Requirement in the Defense Specification)

  • Purpose: The purpose of this study was to suggest weapon system specifications for requirements of Condition-Based Maintenance(CBM/CBM+). Methods: The military documents and case studies with regard to condition-based maintenance were reviewed. Representative Korea defense specifications of weapon system such as an aircraft, a C4ISR etc. were analyzed and investigated the level of requirement for maintainability was. Results: Condition-based maintenance was defined in both U.S. instruction and Korean directive. While deparment of defense(U.S.) provide a guidebook for CBM+, detailed instruction was not sufficient for Korean. Ministry of national defense(ROK) define the CBM+ by means of IPS element which should be developed along with the system development. The maintainability was barely included in Korean defense specifications, except for BIT(Built-in test) function. As a first step for defining the condition-based maintenance requirement in defense specification, this study suggests a standard form for data needed to acquire according to types of system, fault, failure, and so on. Conclusion: The empirical researches on CMB/CBM+ with domestic weapon systems are not enough, and a logic which leads the maintenance strategy to CMB/CBM+ is not solved. Through technical researches and institutional improvements including this study, we hope that condition-based maintenance would be fully established in the Korean defense field.

시맨틱 웹 기반 국방무기 다차원 정보 분석 시스템 (Semantic Web based Multi-Dimensional Information Analysis System on the National Defense Weapons)

  • 국방 과학기술의 발달에 따라 첨단 무기들이 지속적으로 개발되고 온라인을 통한 정보의 공유가 활발해지면서, 각국의 미래 전략무기 소요 제기를 위한 정보의 수집 및 분석의 중요성이 증가하고 있으며, 이를 위한 이종의 국방정보를 통합 관리 및 분석하는 시스템이 필요하다. 시맨틱 웹은 이종의 지식자원을 통합하고 검색 및 내비게이션 할 수 있는 차세대 지식정보 관리 기반 기술로 최근에는 지능형 시스템 구축에 활발하게 사용되고 있다. 시맨틱 웹은 단순 키워드 검색이 아닌 의미적으로 연관된 정보 검색을 제공하기 때문에 신뢰도 높은 분석 결과를 제공한다. 본 논문에서는 시맨틱 웹을 기반으로 무기 제원 정보를 중심으로 무기의 제조국, 개발 회사, 개발 현황 등 무기와 관련된 다양한 관련 정보를 온톨로지로 구조화하는 것은 물론, 관련 정보를 이용해서 무기를 효과적으로 검색 및 분석할 수 있는 국방무기 다차원 정보분석시스템을 제안한다. 제안한 시스템은 무기의 제원명과 제원의 상하위 관계를 이용해서 확장 검색 기능을 제공하며, 무기 관련 정보를 이용해서 다양한 경로로 무기정보에 접근할 수 있는 기능과 함께 무기체계에 따른 다양한 분석 기능도 제공한다. 또한 개발된 시스템은 무기 분야의 전문가 지식과 웹에서 수집된 무기 관련 정보를 온톨로지로 구축하고 지능화된 검색 서비스를 구현함으로써, 정보전 시대에 필요한 첨단 무기 정보 획득의 효율성을 제고한다.

무기체계 신뢰성 향상을 위한 중소 방산업체 환경시험 지원방안 고찰 (A Study on the Environment Test Support for Small and Medium Defense Companies to Improve Weapon System Reliability)

  • Purpose: Environment test support is urgent for small and medium defense companies in order to improve the reliability of weapons systems. Also, to reduce the burden of test costs, the voucher system must be strengthened. Quality assurance support should be accompanied by budget support. Methods: First of all, it is necessary to expand infrastructure for test equipment that suffers shortages by considering environmental test frequency and waiting periods to reduce the time required for environmental tests. Results: In regard to the environmental test, expansion for test equipment infrastructure, security of budget for the test, establishment of test plan, education and consulting support are required to resolve some limits of small and medium defense companies. Conclusion: Along with the opening of environmental test courses for industry operators, the expansion for consulting support projects of the defense industry support system is needed.

  • 최근 국내·외 적으로 AI 기반의 MUM-T 복합전투체계 고도화와 이를 통한 산업의 활성화가 글로벌 이슈로 급부상하고 있다. 그러나 우리의 국방부 방위사업법은 무기체계 자체기기 중심으로 MUM-T 실증이 이루어져 무기체계의 운용 부분에 대한 고도화에 NATO 선도국 대비 다소 미흡한 것으로 판단된다. 우리의 미래 글로벌 UGV, UAV, UMS 등 MUM-T 복합전투체계의 국제경쟁력 강화를 위해서는 자율화 MUM-T 개념 정립, 자율화·상호운용성·데이터 표준화 기반의 국방 AI MUM-T 최상위 플랫폼 구축과 운용, 국가과학기술자문회의와 같은 대통령소속의 국방혁신위원회의 신설과 심의·자문 기능 강화·추가가 요구된다.

  • This study is concerned with seeking the optimal allocation(disposition) for maximizing utility of consolidating old fashioned and new air defense weapon system like SAM-X(Patriot missile) and developing efficient solution algorithm based on simulated annealing(SA) algorithm. The SED(selection by effectiveness degree) procedure is implemented with an enhanced SA algorithm in which neighboring solutions could be generated only within the optimal feasible region by using a specially designed PERTURB function. Computational results conducted on the problem sets with a variety of size and parameters shows the significant efficiency of our SED algorithm over existing methods in terms of both the computation time and the solution quality.

Priority Based Multi-Channel MAC Protocol for Real-Time Monitoring of Weapon Flight Test Using WSNs

  • Real-time monitoring is one of the prime necessities in a weapon flight test that is required for the efficient and timely collection of large amounts of high-rate sampled data acquired by an event-trigger. The wireless sensor network is a good candidate to resolve this requirement, especially considering the inhospitable environment of a weapon flight test. In this paper, we propose a priority based multi-channel MAC protocol with CSMA/CA over a single radio for a real-time monitoring of a weapon flight test. Multi-channel transmissions of nodes can improve the network performance in wireless sensor networks. Our proposed MAC protocol has two operation modes: Normal mode and Priority Mode. In the normal mode, the node exploits the normal CSMA/CA mechanism. In the priority mode, the node has one of three grades - Class A, B, and C. The node uses a different CSMA/CA mechanism according to its grade that is determined by a signal level. High grade nodes can exploit more channels and lower backoff exponents than low ones, which allow high grade nodes to obtain more transmission opportunities. In addition, it can guarantee successful transmission of important data generated by high grade nodes. Simulation results show that the proposed MAC exhibits excellent performance in an event-triggered real-time application.

잠수함 무기체계 RAM 목표 값 설정 방식의 개선방안 (Measures for Improvement of RAM Target Value Setting Methods for Submarine Weapon Systems)

  • 잠수함과 같은 대형 복합무기체계는 일반적인 무기체계의 램(RAM: Reliability, Availability, Maintainability) 목표 값 설정 방법을 적용 및 검증하는 것은 제한적이다. 잠수함은 소나체계, 무장체계 등 다수의 무기체계로 구성되어 있어 운용형태종합 및 임무(OMS: Operational Mode Summary/MP: Mission Profile)의 다양성, 장비의 복잡성 등의 특성을 갖는 복합무기체계이기 때문이다. 따라서 기존 무기체계의 개발사례 즉, 램 목표 값 설정 사례를 분석하고, 사례에 대한 문제점 및 제한사항을 도출하여 잠수함의 램 목표 값 설정 및 검증을 위한 개선방안을 제시하였다. 또한 잠수함은 다른 무기체계와는 달리 전 세계지역을 운용환경으로 하며, 서로 다른 운용조건 및 정비조건을 가진다. 이런 이유로, 잠수함의 램 목표 값은 구성하는 모든 구성품이 아닌, 임무 필수장비와 임무 중요장비를 중심으로 설정하고 검증해야 한다. 이에 본 연구는 잠수함건조 국방획득사업 추진시 잠수함의 체계 및 장비의 물리적인 성능요구와 더불어, 요구되는 성능 램 목표 값 설정에 대하여 검증하는 방법을 잠수함의 특성을 고려한 현실성 있는 방안을 제시하였다.

  • Weapon systems are curcial instruments for the security of a nation and critical elements for the victory in a war. Since modern weapon systems tend to be capital-intensive with high precision and quality, they become more and more complex and diversified; their acquisition costs become huge; and their technological obsolescence becomes accelerated. Therefore, the systematic management of weapon acquisition process would be one of the most important defense tasks at the national level. To analyze such problems and find solutions, this paper has studied various aspects related to the efficient management of weapon system acquisition. After brief summarization of the general characteristics of weapon systems, their effectiveness, and developmental trend, the paper discusses the defense management policies and techniques for the weapon systems. Specifically, four alternative acquisition methods such as indigenous R & D, foreign purchase, co-production and joint-production are discussed and analyzed by systems approach. The systems analysis procedure to evaluate and select weapon acquisition method is as follows; 1) to analyze the merits and demerits of the alternative methods, 2) to screen unrealistic alternatives through the consideration of significant factors such as political, economic, military, technological, and social constraints, 3) to evaluate and select an optimal one among the remaining acquisition methods after the cost-effectivenss analysis. For the base of cost-effectivess analysis, cost analysis model as well as effectiveness analysis model of each acquisition method are developed.
