국내 방위산업 글로벌 경쟁력 분석 -효율성 및 생산성 중심으로- (Global Competitiveness Analysis of National Defense Industry - DEA and Malmquist Production Analysis-)

  • 국내 방위산업은 국방을 위한 국가의 중요한 산업으로 정부의 적극적인 지원을 바탕으로 방산물자 수출 확대 등 양적으로 많은 성장을 이루었다. 하지만 전문화 계열화 제도 폐지에 따른 민수시장의 경쟁 원리 도입, 치열한 글로벌 경쟁 환경에 따른 정부의 국내 방산시장 경쟁 촉진 정책 등에 따라 국내 방위산업의 글로벌 경쟁력에 많은 관심을 기울이게 되었다. 즉, 양적인 성장과 더불어 국내 방위산업의 질적 우수성 및 글로벌 경쟁력에 대한 분석의 필요성이 대두되었다. 본 연구에서는 대륙별 방위산업에 대한 효율성 및 생산성 현황 및 추세를 분석하여 국내 방위산업의 글로벌 경쟁력 수준 평가 및 시사점을 도출하고자 한다. 이를 위해 자료포락분석(DEA) 및 맘퀴스트 생산성 분석을 이용하였다. 본 연구를 통해 국내 방위산업체들의 글로벌 경쟁력 수준 및 위상을 살펴보고, 국내 방위산업 경쟁력 향상을 위한 기초자료로 활용되어, 향후 국내 방위산업체 육성 관련 정책 수립에 도움이 될 것으로 기대된다.

  • 미국은 냉전시대부터 미사일방어체계를 구축해왔으나, 냉전시대 종식 이후 국제 정세와 위협 세력에 많은 변화가 있었다. 미국과 소련으로 양분되어있던 힘의 세력이 중국의 대외적 영향력 확장 의지, 강한 러시아의 표방, 북한과 이란의 핵 무장 및 탄도미사일 기술 고도화 등으로 인해 대응해야 할 위협이 다양해졌다. 이러한 위협 변화에 대해 미사일방어청(Missile Defense Agency : MDA)은 전략 및 정책을 수립하였으나, 이의 근간인 상위법은 개정되지 않다가 2017년 국방수권법(FY2017 National Defense Authorization Act : FY2017 NDAA)에 변화된 미국의 미사일방어 전략이 명문화되었다. 본 논문에서는 FY2017 NDAA에 반영된 미국의 탄도미사일방어 전략을 확인하고, 기존의 전략에서 어떤 부분이 변화하였는지 비교하였다.

Negative evidence on the transgenerational inheritance of defense priming in Arabidopsis thaliana

  • Defense priming allows plants to enhance their immune responses to subsequent pathogen challenges. Recent reports suggested that acquired resistances in parental generation can be inherited into descendants. Although epigenetic mechanisms are plausible tools enabling the transmission of information or phenotypic traits induced by environmental cues across generations, the mechanism for the transgenerational inheritance of defense priming in plants has yet to be elucidated. With the initial aim to elucidate an epigenetic mechanism for the defense priming in plants, we reassessed the transgenerational inheritance of plant defense, however, could not observe any evidence supporting it. By using the same dipping method with previous reports, Arabidopsis was exposed repeatedly to Pseudomonas syringae pv tomato DC3000 (Pst DC3000) during vegetative or reproductive stages. Irrespective of the developmental stages of parental plants that received pathogen infection, the descendants did not exhibit primed resistance phenotypes, defense marker gene (PR1) expression, or elevated histone acetylation within PR1 chromatin. In assays using the pressure-infiltration method for infection, we obtained the same results as above. Thus, our results suggest that the previous observations on the transgenerational inheritance of defense priming in plants should be more extensively and carefully reassessed.

국방분야 부품국산화개발 정책개선 방안 (A Study on the Improvement Policy of the Localization Parts of the Defense Sector)

  • The development of local defense parts has played a role a pure function such as maintenance of stable procurement source of military goods, provision of timely supply, establishment of self-defense base, creation of import substitution effect considering the whole life-cycle cost, reduction of foreign currency and protection of domestic defense industry. However, as the development success rate is deteriorating, it is time to analyze the related policies and improve the system. In order to improve the success rate of development of parts for the defense sector, it is necessary to unify the separated policies by the development-related departments and strengthen the policy support for the development companies to actively participate in the development. In addition, it is necessary to improve the paradigm for the selection of development items and change the authority of selecting development items and to delegate authority to create synergies. Parts localization development policy improvement is military support side it will contribute to strengthening defense power management by organically combining with technological development aspect and economical aspect. Development items will be linked to defense exports, which will have a remarkable effect on sales growth and job creation effects. The development of local defense parts is spreading.

  • 소프트웨어 제품의 활용 범위가 늘어나면서 품질의 중요성이 부각되고 있다. 이에 따라 ISO/IEC 9126 품질모델과 ISO/IEC 14598 소프트웨어 제품 평가모델에 대한 표준이 발표되었다. 하지만, 대부분 소프트웨어 개발 사업에서는 결함사항 위주로 품질관리를 하고 있으며 표준모델은 미적용 되고 있는 실정이다. 따라서, 본 논문에서는 국방 CBD 방법론을 기반으로 표준 소프트웨어 품질모델 및 제품 평가모델을 이용한 품질평가 프로세스를 제시하고자 한다. 이를 위해 국방 CBD 방법론 산출물의 품질평가 모델과 품질평가 프로세스를 정의하고 평가활동 단계별 산출물을 제시한다. 또한 소규모 시범사업에 적용을 통하여 제안된 모델의 적절성을 검증하였다. 향후 본 연구의 결과가 국방 CBD 방법론 기반 소프트웨어의 품질관리 활동에 적용이 기대된다.

복합-휴리스틱 알고리즘을 이용한 지대공 유도무기(SAM) 최적배치 방안 : 탄도미사일 방어를 중심으로 (The Optimal Allocation Model for SAM Using Multi-Heuristic Algorithm : Focused on Theater Ballistic Missile Defense)

  • In Korean peninsular, Air Defense with SAM(Surface-to-Air Missile) is very important, because of threatening by North Korea's theater ballistic missiles installed with nuclear or biochemistry. Effective and successful defense operation largely depends on two factors, SAM's location and the number of SAM for each target based on missile's availability in each SAM's location. However, most previous papers have handled only the former. In this paper, we developed Multi-heuristic algorithm which can handle both factors simultaneously for solving allocation problem of the batteries and missile assignment problem in each battery. To solve allocation problem, genetic algorithm is used to decide location of the batteries. To solve missile assignment problem, a heuristic algorithm is applied to determine the number of SAM for each target. If the proposed model is applied to allocation of SAM, it will improve the effectiveness of missile defense operations.

단절 및 거절 도식과 정신건강 간의 관계에서 방어기제의 매개효과 (The Mediating Effect of Defense Mechanism in the Relation between Disconnection and rejection Schema and Mental Health)

  • The purpose of the present study is to examine relationships between disconnection and rejection schema, defense mechanism, and mental health in college students using structural equation modeling. The present study suggested a proposed model in which defense mechanism exerted a full mediating effect on the relation between disconnection and rejection schema and mental health. Goodness of fit tests were used to compare the proposed model against competing models. The subjects consisted of 304 college students. They completed the Young Schema Questionnaire(YSQ-SF), the Defense Style Questionnaire(DSQ), and the Mental Health Scale. The results showed that the second model had a better goodness of fit. Based on these findings, it is suggested that psychological interventions for mental health in college students should consider strategies to use more flexible and more adaptive defense mechanism style.

국방보급목록제도 개선방안에 관한 연구 (A Study on the Improvement of Defense Codification System)

  • This paper deals with the improvement of defense codification system for the items of defense supplies. We review other country's codification systems, their concept and trend of the systems for development, and then apply the ideas to our defense codification system. The proposal for improvement of defense codification system consists of three parts. The first one is the aspect of policy, the second one is the aspect of organization, and the last one is the aspect of operation. This paper will be contributed to the development of national codification system, and defense logistics management.

  • Although defense standardization is recently becoming more and more active, there are still many obstacles to achieve attainments as planned. On the other hand, national standardization already has been applied as a mandatory rule in the overall industries and R&D programs and is well supported by systematic and specialized national basis. Furthermore, advanced countries, such as U.S.A., England and NATO, are considering defense standardization as a essential element to achieve low cost and highly efficient acquisition system and to enhance interoperability among the allied forces. This study aims to form public opinion in support of importance of defense standardization and to provide the vision and various implementation tasks for improving defense standardization outcome.

  • Purpose: Propose model to diagnose and assess National Defense Industry and quality management by investigating and analyzing established standard model. Methods: Research on established internal model including MB, EQA and JQA model and make standard index for quality index extraction and quantitative index to test objectively for internal state. Results: Extract advantage and disadvantage by performance of National Defense Industry level diagnose and build foundation for quality management policy and road map. Conclusion: Due to result of diagnostic assesment of quality management of national defense industry, dependability, SCQM and safety part shows vulnerability and require improvement and support.
