Evolution and Features of Korea's Science & Technology Policy Coordination System

  • Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.

Protective Measures From Solar Ultraviolet Radiation for Beach Lifeguards in Tuscany (Italy): Shade and Clothing Strategies

  • Background: The exposure to solar ultraviolet radiation is a significant risk factor generally underestimated by outdoor workers and employers. Several studies have pointed out that occupational solar exposure increased eye and skin diseases with a considerable impact on the lives and productivity of affected workers. The main purpose of this study was to evaluate the effectiveness against ultraviolet radiation of some measures recently undertaken for the protection of lifeguards in a coastal area of Tuscany. Methods: Different shading structures (gazebos and beach umbrella) were tested during a sunny summer's day on a sandy beach by means of two radiometers; the UV protection offered by some T-shirts used by lifeguards was also tested in the laboratory with a spectrophotometer. Results: The analysed shading structures strongly reduced the ultraviolet radiation by up to 90%, however a not always negligible diffuse radiation is also present in the shade, requiring further protective measures (T-shirt, sunglasses, sunscreen, etc.); the tested T-shirts showed a very good-excellent protection according to the Australian/New Zealand standard. Conclusion: Results obtained in this study suggest how the adoption and dissemination of good practices, including those tested, could be particularly effective as a primary prevention for lifeguards who are subjected to very high levels of radiation for long periods.

과학기술관계법제의 정비방안 연구 (A Study on the Reform of Korean S&T Related Law)

  • Korean Government has established a lot of S&T laws to promote National Science and Technology since established the Ministry of S&T and the S&T Promotion Law in 1967. There are more than ninties of S&T related laws to support Government's S&T policies recently. Even though Korean Government has enacted plenty of S&T related laws are required to be reformed. In this paper, firstly, we define what is S&T related law and the relationship between S&T related law system. Secondly, we investigate the problems of S&T related law with respect to several aspects such as historical, executing, international environment, and systematic aspects. Finally, we suggest the directions of S&T law reform. We conclude that S&T laws need to be merged and abolished in some areas such as various council system and S&T incentive system especially related to UR restriction.

The Evolution of Korea's Basic Acts on Science and Technology and their Characteristics

  • This study examined the evolution of S&T Basic Acts in Korea from the Science and Technology Promotion Act (1967) through the Special Act on STI (1997) to the Framework Act on Science and Technology (2001) in the following aspects: 1) comprehensive plans, 2) coordination mechanisms for S&T policies, 3) enforcement of R&D programs and performance diffusion, 4) promotion of human resources, 5) and S&T investment and budgeting. Before the Framework Act on S&T was enacted in 2001, critical issues were found in establishing S&T master plans, promotion of R&D programs, comprehensive coordination mechanisms, and R&D budgeting. The three Basic Acts have expanded the scope of regulation over time to cover the entire cycle of the S&T process. They concern a wide range of issues, including creating a basis for scientific and technological development, S&T promotion, disseminating and commercializing research outcomes, and preventing adverse effects from science and technology. The content of the Basic Acts has evolved in response to changes in the political, economic, and social environment of Korean industry during the past five decades.

Effect of Monochromic Light-emitting Diode Light with Different Color on the Growth and Reproductive Performances of Breeder Geese

  • The purpose of this study was to investigate the effect of monochromic light-emitting diode (LED) light with different color on the growth and reproductive performances of white Roman breeder geese. A randomized complete batch design was utilized for the trial, and the replicate was regarded as one batch. Twenty ganders and fifty-five dames were used in batch 1 (started on 2011/6/17 and ended on 2012/1/31), thirty ganders and eighty-four dames were used in batch 2 (started on 2012/3/23 and ended on 2012/10/26), and thirty ganders and seventy-two dames were used in batch 3 (started on 2013/3/12 and ended on 2013/12/20). Two hundred and ninety-one geese were randomly assigned to 6 rooms in an environmentally controlled house. They were randomly allotted into one of three monochromatic light treatments: Blue, red, or white. The results showed that there was no significant difference in body weight among the three lighting groups at any point throughout the experimental period. However, compared to the blue light group, significantly more eggs were produced by the red and white light groups (p<0.05). Furthermore, the laying period of the red light group was significantly longer than that of other two groups (p<0.05). In conclusion, our results suggested that red LED-light has the best effect on reproductive performance (i.e. longer laying period and higher total eggs number) at 30 lux light intensity, and is therefore a better choice for the management of breeding geese than blue or white LED-light.

  • We review observational evidence bearing on the formation of a prototypical large spiral galaxy, the Milky Way. New ground- and space-based studies of globular star clusters and dwarf spheroidal galaxies provide a wealth of information to constrain theories of galaxy formation. It appears likely that the Milky Way formed by an combination of rapid, dissipative collapse and mergers, but the relative contributions of these two mechanisms remain controversial. New evidence, however, indicates that initial star and star cluster formation occurred simultaneously over a volume that presently extends to twice the distance of the Magellanic Clouds.

Effect of dietary supplementation of Sargassum meal on laying performance and egg quality of Leghorn layers

  • Objective: Seaweeds could be an alternative and functional feed resource. The purpose of this experiment is to investigate the effect of dietary supplementation of Sargassum meal on laying performance and egg quality of layers. Methods: Two hundred 36-wk-old layers were divided into five treatment groups. Each treatment had four replicates with 10 hens per experimental unit. The corn-soybean meal basal diet was formulated as control group. Sargassum meals were included 0%, 1%, 2%, 3%, or 5% to diets for five treatment groups, respectively. Treatment groups were isocaloric-isonitrogenous diets. Laying performance and egg quality were measured for eight weeks. Results: Sargassum meal supplementation did not affect daily feed intake. Supplementation 1% to 3% of Sargassum meal in diets increased daily laying rate and egg mass compared with those from control group (p<0.05). Egg qualities among five groups were all similar. Supplementation of 3% Sargassum meal increased the lightness of egg yolk (p<0.05). Eggs produced from layers fed 1% and 2% Sargassum meal had a higher consumer's acceptability than the control group (p<0.05). In blood characteristics, contents of glucose, nitrogen, triiodothyronine (T3) and thyroxine (T4) increased as the increase of supplementation ratio of Sargassum meal (p<0.05). In serum antibody titers, supplementation of 2% Sargassum meal stimulated a higher immunoglobulin M (IgM) level than that from control group (p<0.05). However, IgM content of layers fed diets with Sargassum meal ≥3% were decreased (p<0.05). There was no difference in IgA and IgG titers among groups. Conclusion: Supplementation of 1% to 3% Sargassum meal has shown to increase egg laying rate and egg mass of Leghorn layers. However, high supplementation (5%) would negatively affect laying performance. In consideration of laying performance, egg quality, consumer responses, and blood antibody, supplementation of Sargassum meal was suggested 2% in the diet for layers.

Studies on Better Management Skills in Korean Shipping

  • Purpose - The purpose of this paper is to look into some alternative for Korean shipping to overcome difficult situations in shipping, since then it is economic crisis at the end of 2000s. Research design, data, and methodology - The research method to be adopted is first to review theoretical overview about shipping cycle, and then examine difficult shipping situations and studies management aspect, which is to related to establishment of Korea Shipping Council. Results - The boom and bust situations in shipping market have been identified as result of economic crisis at the end of 2000s. Trade volumes have fallen and shipping tonnage has risen respectively. In practical terms, shipping industry has suffered from difficult situations, following to supply and demand of shipping market, and Korean shipping had to face hard time as well, according to lack of management ability of shipping company. Alternatively, it should be asked shipping forum like Korea Shipping Council. Conclusions - From situations of shipping markets since the end of 2000s, it is strongly asked that every parties got involved in shipping business should understand and share more expertise and knowledge of shipping market, which is finally related to decision- making process in shipping.

자율화 MUM-T 국방산업 전략 (Strategies for Autonomous MUM-T Defense Industry)

  • 최근 국내·외 적으로 AI 기반의 MUM-T 복합전투체계 고도화와 이를 통한 산업의 활성화가 글로벌 이슈로 급부상하고 있다. 그러나 우리의 국방부 방위사업법은 무기체계 자체기기 중심으로 MUM-T 실증이 이루어져 무기체계의 운용 부분에 대한 고도화에 NATO 선도국 대비 다소 미흡한 것으로 판단된다. 우리의 미래 글로벌 UGV, UAV, UMS 등 MUM-T 복합전투체계의 국제경쟁력 강화를 위해서는 자율화 MUM-T 개념 정립, 자율화·상호운용성·데이터 표준화 기반의 국방 AI MUM-T 최상위 플랫폼 구축과 운용, 국가과학기술자문회의와 같은 대통령소속의 국방혁신위원회의 신설과 심의·자문 기능 강화·추가가 요구된다.

Seaweed cultivation and utilization of Korea

  • Mariculture is regarded as the only option to supply the increasing demands for seaweeds as human food, feeds, fodder, and phycolloids in a sustainable manner. Technologies for culturing a range of seaweed species have been developed successively in Korea since the 1970s. In 2017, Korean marine farms produced 1,761,526 t of seaweed. The key focus of the industry is on the production of Pyropia (523,648 t), Undaria (622,613 t), and Saccharina (542,285 t). Pyropia is economically the most important species in Korea, accounting for up to 68% of total production value. As the top exporter of Pyropia in the world, Korea exported up to US $525 million of Pyropia products to 110 countries in 2018. Other economically important genera include Sargassum, Ulva, Capsosiphon, Codium, and Gracilariopsis, all of which are used for food, and Gelidium, Pachymeniopsis, and Ecklonia which are used as raw material for phycocolloid extraction. Significant work has gone into developing more productive strains of key seaweed species, and in 2012 the Korean government began to certify seaweed varieties. To date, 19 seaweed cultivars have been registered including 13 Pyropia, 5 Undaria, and 1 Saccharina. The industry is now seeking not only to increase productivity but also to add value through processing. Convenience foods and snacks have been developed that target health-conscious consumers and utilize the nutritional properties of seaweeds. The industry is also seeking to promote the sustainability of seaweed farming. One seaweed company in Korea obtained the world's first ASC-MSC (Aquaculture Stewardship Council-Marine Stewardship Council) certification in 2019 and more are expected to follow their lead. With continued research support, the Korean seaweed industry plans to continue to expand to meet new market demands at a sustainable pace.
