전력지원체계 획득조직 및 절차와 협업체계 발전방안 연구 (A Study on the Organization and Procedures for Acquiring Power Support System and the Development of Collaborative System)

  • The 4th Industrial Revolution and the continuous development of Science and Technology have also required a speedy business promotion method in the defense industry. Advanced countries including the United States are already boldly innovating the existing high-cost and long-term acquisition system with the highest priority in weapons development to cope with the military rise of Russia and China. The Ministry of National Defense and the Defense Acquisition Program Administration have also recently introduced a quick acquisition system and are applying it to business promotion. In addition, some small-scale projects and weapons systems are being reorganized so that they can be managed by the units demanding them. After an organizational diagnosis of the Project Acquisition Group by the Ministry of National Defense in 2020, it has been reassigned as a subordinate unit of the Army Logistics Command from a direct unit managed by the Army HQ. As a result, problems such as work conflict or redundancy have been identified. In addition, a system has been implemented to shorten the acquisition period by applying a rapid acquisition program in the field of weapons systems by benchmarking the rapid acquisition program of advanced countries. The force support system project process will also need to introduce such a quick acquisition system. In addition, the Ministry of National Defense is considering ways to delegate some weapon systems to each military, which will then carry out tasks ranging from requirements determination to project management. Accordingly, it is now time to expand the organization for the management of the Army's weapons system acquisition project. Therefore, in this paper, the Army Project Acquisition Group was analyzed on its organization, acquisition procedures, and cooperation systems, with presentations of development plans for each field.

시스템 다이내믹스를 이용한 해양오염관리 유인(誘因) 분석 (Analysis of Marine Pollution Management Cause using System Dynamics)

  • 이 논문은 직 간접적으로 연결되어 있는 해양오염관리의 동태적 현상을 파악하고 해양오염 및 관리 유인을 분석하고자 한다. 이 논문에서는 시스템 다이내믹스 분석 기법을 사용하여 해양오염 및 관리에 대한 하위 시스템을 분석하고 시스템 구성요소간의 피드백 루프(Feedback loop)를 작성하였고, 이를 바탕으로 해양오염관리의 전체적인 인과지도(Casual map)를 작성하였다. 이 논문의 주된 결과는 다음과 같다. 첫째, 기름유출시 초동방제 유인간 시간지연에 따른 피드백 루프 침체에 대한 장비 및 기술개발, 법률적 개정이 필요하다. 둘째, 사회적 갈등으로 발생된 부식공동체 확산방지를 위한 협력체 구성 및 신사업 창출을 통한 생계수단이 마련되어야 한다. 셋째, 기름유출의 해양오염관리를 단순히 유출된 기름을 제거하는 방제뿐만 아니라 유출로 인한 지역사회 및 국가차원의 사회적 갈등까지 최소화시켜야할 책무도 포함되어야 한다. 본 연구에서 제시된 해양오염관리 모델을 통해 기존 방제계획, 매뉴얼 및 대응 프로그램의 개선에서 확인할 수 없었던 시간지연 등의 숨은 유인(Hidden cause)을 확인하고, 광의의 방제활동이 더욱 중요해졌음을 인지하여, 이를 해결 할 수 있는 방향을 제시하는데 도움을 줄 수 있을 것이라 판단된다.

Ways of reducing the perception gap between rural residents and urban-to-rural migrants: focus on the area of Hongseong-gun

  • With the increasing number of migrants from urban to rural areas in Korea, Population inflow policies have helped increase the number of urban-to-rural migrants which has eased the labor shortage in rural areas.. But, there are new problems in rural areas caused by the "perception gap in regard to harmony, awareness, pride and opportunity to meet" between the urban-to-rural migrants and the original residents. The purpose of this study was to analyze the factors affecting the harmony between the urban-to-rural migrants and residents. A survey was conducted among 70 people living in Hongseong-gun in Chungcheongnam-do with an aim to come up with proposals for policies that can help resolve these social problems in the mutual understanding of urban-to-rural migrants and original residents. An ordered logit model was used to analyze the effect of the perception gap between the urban-to-rural migrants and the rural residents. The result of the survey showed that most of the urban-to-rural migrants believed that the increase in urban-to-rural migrants did not bring harmony to rural areas because of the perception gap. Based on these results, we concluded that the following three policy alternatives would be needed: first, development of urban-to-rural migrant education programs for relatively young men; second, a policy supporting various forms of community gathering in a rural society; third, diversification of urban-to-rural migrant education programs such as communication program and conflict management program, etc.

정부조직 내 신기술 투자와 ICT 법·제도 운영에 따른 성과 연구 (A Performance by New Technology Investment and Legal System Operation in Government Organization)

  • 본 연구의 목적은 신기술 투자가 ICT 법 제도와 정부조직 조직성과에 어떠한 영향력을 보이는지 실증연구를 하는 것이다. 연구에서는 정부조직의 ICT 투자 관심, 역량, 융합, 프로세스 변화의 영향력을 살펴보고, 정책 방향성을 제시하고자 한다. 본 연구 방법은 구조방정식을 사용하였다. 분석결과, ICT 투자 관심과 운영 역량은 ICT 법 제도에 부정적 영향을 보였고, ICT 프로세스 역할 변경과 신기술 융합은 ICT 법 제도에 긍정적 영향을 보였다. 그리고 국가정보화 기본법은 조직성과에 긍정적 영향을 보였지만, 전자정부법은 부정적 영향을 보였다. 본 연구의 시사점은 조직 연구를 경영정보 관점으로 넓혔으며, 정책적 관점에서 정부조직별로 ICT 공동 추진과 법 제도의 중첩에 따른 상호 갈등 부분의 해소가 요구된다. 향후 연구는 이전부터 현재 정권까지의 ICT 역량에 대한 종단 연구가 필요하겠다.

공단 고객 응대 근로자의 스트레스 현황과 개선을 위한 인식도 조사 (Survey on Analysis and Improvement of the Stress Status of Customer-facing Workers in the Corporation)

  • Today's customer service providers, who have the greatest impact on customer satisfaction, are experiencing severe stress and job burnout due to various causes. Unlike general companies, the corporation has a relatively high level of dissatisfaction with customer service since there is a large conflict between the provision of kindness and the reasonable handling of civil complaints according to laws and regulations. In order to analyze the environment of the NPS' customer service providers, 5.583 branch employees working at the National Pension Service and 407 call center employees were surveyed online using the questionnaire function of the Enterprise resource planning system. The contents of the survey consisted of a survey on customer-facing employees, the level of awareness of customer-facing workers protection measures, and opinions on improvement and supplementation related to customer-facing workers protection measures. As a result of the survey, 72.8% of the total respondents experienced grievance complaints, and the proportion of call center employees was even higher at 89.0%. In addition, both the branch and the call center had the largest share of complaints about obstruction of business, unreasonable demands, abusive language, and verbal abuse. More than 40% of call center employees in their 20s and 30s experienced the highest frequency of complaints 13 or more times a year. The most difficult thing in the process of responding to complaints was that both branch offices and call centers had insufficient psychological recovery time, lack of space, and lack of help from colleagues and superiors. Based on the survey analysis, it is suggested to establish a countermeasure through case analysis rather than the right to suspend work for civil complaints that cannot be handled, such as customized manuals and action strategies for the age group with high grievance complaints.

원활한 농장승계와 합리적 농장경영을 위한 교육·훈련과정 개발연구 (The Study on development of Education and Training for smooth succession and rational farm management of family farm)

  • This study is to find the causes of the current situations of conflict between generations in regards to succession of their family farm, for the target group of graduates Korea National Agricultural College of the year 2008 and their parents. This study aims at finding a way of controlling and solving the conflicts, and of developing a course of education and training, so that through this process they can come to a rational conclusion to the conflicts that arise regarding succession of the farm, in a climate of harmony and peace. It is found that communication between parents and graduates has normally gone on well, but specific problems related to management of the farm are often present. Furthermore, there is often lack of trust and promise between the parties which often causes difficulties in preparation for the succession of the farm. On the basis of these observation, we have designed and implemented an education workshop and training, as a program in which parents and their successors participated. As a result, we found it to be very effective, but it was also found to be in need of some changes. The workshop is to be implemented in two separate stages. The first stage should focus on communication and trust between family members. Firstly, they are given the opportunity to share the list of concerns withone another, as an ice breaking activity. Secondly, they can present their own hopes or wishes. And lastly, they can communicate with one another in an effort to find resolutions that will be keep both parties satisfied. The second stage should be aimed at establishing agreements concerning succession of the farm in a harmonious and peaceful manor; the second stage is also an opportunity to discuss 'Farm management and succession'. The Korea National Agricultural College (KNAC) is in the pursuit of fostering agricultural CEO's for the future of Korea. KNAC is currently implementing a very unique system of interviews in which parents participate together with students, in order to help them make a plan for rational management of their farm and smooth succession of the farm. Although KNAC now has students present a blueprint of their own unique business plans as a graduation thesis, it is necessary for KNAC to complement this system with education and training regarding the succession of family farms. Furthermore, KNAC should also develop an education and training program that is separate for this purpose, and make it a regular course of study of KNAC in the future.

8괘(卦)(Trigram)를 이용한 위상간섭 제거 (Topological Interference Management via 8 Trigram)

  • 본 논문에서는 8 괘(卦)와 같은 제안한 네트워크 토폴로지를 이용하여 기존의 간섭 제거에 대해 서술한다. 전송신호의 할당 제어를 통해 간섭할당 방법을 적절히 선택함으로서 다른 동기시간에 최적의 대칭 DoF가 달성될 수 있다는 점을 중요하게 서술한다. 그러나 이 결과 복잡한 문제가 발생되는데 간섭제거 및 반복 코딩과 같은 다른 방법을 혼합하여 사용하는 문제 때문이다. 이 방법에 덧붙여 최적의 DoF를 달성하기 위해 8 user 네트워크를 위한 TTC(triangular transmit cooperation) 알고리즘을 제안한다. 또한 8 괘(卦)의 상보성원리를 위상 간섭제거에 응용했다. 상생과 상극개념을 송신과 수신의 직접신호와 간섭신호에 대응시켰다. 상보성 원리를 역(易)(I Ching)의 괘(卦)에서 뿌리를 찾았다. 즉 대(對)와 대(待)이다. 서로 대립하면서도 서로의 공존관계를 8개의 송 수신단에 적용한 결과 대칭 DoF는 4/3 였다.

R을 이용한 고용노동부 민원·정책 연관분석 (Analysis of the complaints and policy of the Ministry of Employment and Labor using the R program)

  • 본 연구는 대한민국 정부가 운영하는 의견수렴 및 고충처리 전산망인 국민신문고(http://www.people.go.kr)'의 고용노동부 민원 정책 게시판의 의견을 통해 고용노동부에서 시행하는 직업훈련, 노사관계, 산업안전, 임금정책, 근로기준법 등의 민원 정책에 대한 국민적 의견을 수렴하여 분석하였다. 본 연구는 R프로그램 빅데이터 기법을 이용하여 데이터 시각화, 빈도 분석, 연관분석 등을 실시하였으며, 연구결과는 다음과 같다. 첫째, 한국의 복잡한 임금구조와 노사 간에 인식부족 등으로 임금개념의 불일치, 노사갈등 이 많은 민원요소로 발견되었다. 둘째, 최근 최저임금의 파격적 인상으로 인한 자영업자 및 근로자의 경제적 공황상태 등으로 기인한 각종 민원이 발생하고 있다. 셋째, 생산직 등 제조 분야 등의 영세한 사업장의 안전의식의 부재로 인한 산업재해가 끊임없이 발생하고 있으며, 일 가정 병립을 위한 제도적 뒷받침이 많이 부족한 것으로 나타났다.

자연휴양자원관리(自然休養資源管理)를 위한 Social Dilemma 해소방안(解消方案) (Solving Social Dilemmas for Natural Recreation Resource Management)

  • 국립공원(國立公園)을 포함한 자연휴양지(自然休養地)에서 과도한 개발에 따른 자원파괴나 무절제한 이용행위로 인한 환경오염현상은 Social Dilemma에 기인하는 현상으로 볼 수 있다. 자연휴양지(自然休養地)의 Social Dilemma는 공공자원(公共資源)인 산림휴양자원(山林休養資源)을 개발하고 관리하는 과정에서 발생하는 "개인의 이윤추구행위와 공공이익간의 갈등(葛藤)"을 말한다. Social Dilemma는 2가지 특성으로 요약된다. 첫째, 공동체의 구성원 각자가 자신의 이익만을 추구할 경우, 서로 협동하는 경우와 비교해서 더 큰 손해의 댓가를 치러야 하고, 둘째, 공동의 이익을 위해 협동을 하는 경우에는 구성원 각자는 더 큰 보상을 받게 된다. 국립공원(國立公園)에서 Social Dilemma의 해소방안(解消方案)은 크게 구조적(構造的)인 접근방법(接近方法)과 개별적(個別的)인 접근방법(接近方法)으로 구분되고, 구조적(構造的)인 접근방법(接近方法)에는 관리대표자(管理代表者)의 선출(選出), 선택적(選擇的) 보상제도(補償制度) 및 자원(資源)의 소유(所有)나, 관리(管理)를 개별화(個別化)하는 방법이 있으며, 개별적(個別的)인 접근방법(接近方法)에는 직접대화(直接對話)와 홍보(弘報) 및 교육적(敎育的)인 접근법이 포함된다. 본 연구에서는 실험실 연구와 공원현장실험연구의 결과를 Social Dilemma 이론에 의해 종합함으로써 자연휴양지자원에서의 Social Dilemma 이론의 적용을 위한 근거를 제시하였다.

타워크레인 작업 근로자의 작업환경과 사고 노출 실태에 관한 연구 (A study on the work environment and accident exposure status of Tower Crane workers)

  • The study conducted statistical analysis of survey on the 239 workers participating in national Tower Crane installation/dismantlement in order to identify work environment and health hazard exposure of Tower Crane workers. Consequently for work related safety status of Tower Crane workers, the number of installation/dismantlement work was the highest at 15-20 times per month, and safety equipments were not arranged at work and they felt highly anxious when boarding on the Tower Crane. Furthermore, it is found that they feel anxious working in the influence of the weather, noise, vibration, wind, the sun ray, and structure characteristic. They have very low satisfaction in the insecureness of workplace and the work environment, and recognizes that their work affect highly on the health. 81.6% of workers have experienced accident at work, the cause of accidents were mainly due to poor work environment, and the health abnormality they have experienced were mostly fatigue and concentration reduction. For job stress, job demand and conflict in relationship were the highest sections. Total 66.5% of workers complained of musculoskeletal disorder related subjective symptom, and back pain patients were the highest of all groups.
