The political activity of women is relatively low. This is mainly because of the social-cultural attitude that confines women's role to housewives, rather than the structural problems that are related to political activities itself. This study has attempted to enhance the political activities of women by examining and providing the practical informations related to the hardships that are experienced by women who are pursuing a career both as a politician as well as a housewife. The sample of this study consisted of women who are assuming chief executives positions in organizations that are related to political activity, including local representatives of the national assembly. A case study was conducted by interviewing 8 female politicians. The contents of the study mostly consists of the personal situations (related to house lives) of these women. Semi-structured questionnaires were used, and the interview was conducted several times. First, the political careers of these women tended to start passively, rather than voluntarily. Second, the negative attitudes that were initially displayed by the family members and close relatives had changed positively through out the course of time. Close relatives, parents/parents-in-law were likely to become helpers of child care and household labor. The husband was likely to be a supporter of the wife's political career, and the children started to understand the roles of their mother as they grew up. Third, the female politicians perceived that the main impediments of women pursuing political careers were the sexually discriminating culture, rather than their own ability. Fourth, the fact that these women had to spend a lot of time outside the house has worsened the role conflict and difficulties of these women who are required to assume dual-roles. Furthermore, the difficulties that are faced publicly and privately has increased the psychological burdens of these women, since politicians, in general, are people who need to maintain their public image.

This study was carried out to review the satisfaction with compensation for damage caused by the released Asiatic Black Bears into the whole area of Jirisan National Park and to offer basic data for reasonable conflict management with local community. A questionnaire survey was conducted from Jun. 2007 to Dec. 2007 on 93 subjects who got their compensations for the bear damage from 2004 until 2007. The results stayed at a middle level of satisfaction with the proper damage indemnity program with as mean $3.14{\pm}0.85$ points on the basis of 5 point scale. The satisfaction with compensation was found to have a significant correlation with the factors, such as income levels, whether to agree to restoration project, compensation money and compensation procedures. The compensation plan through the Animal Damage Compensation Consultation Committee was accepted positively(mean: $3.3{\pm}0.9$); however, to the compensation plan for the 80% compensation of actual amounts of bear damage, was acknowledged negatively(mean: $2.6{\pm}1.11$).

With an increasing trend toward high-rise modular construction, the simultaneous use of tower cranes at a modular construction site has recently been observed. Tower crane layout planning (TCLP) has a significant effect on cost, duration, safety and productivity of a project. In a modular construction project, particularly, poor decision about the layout of tower cranes is likely to have negative effects like additional employment of cranes and redesign, which will lead to additional costs and possible delays. It is, therefore, crucial to conduct thorough inspection of field conditions, lifting materials, tower crane capacity to make decisions on the layout of tower cranes. However, several challenges exist in planning for a multi-crane construction site in terms of safety and collaboration, which makes planning with experience and intuition complicated. This paper suggests a multi-objective optimization model for selection of the number of tower cranes, their models and locations, which minimizes cost and conflict. The proposed model contributes to the body of knowledge by showing the feasibility of using multi-objective optimization for TCLP decision-making process with consideration of trade-offs between cost and conflict.

Purpose: To obtain opinions from Korean Institutional Review Board (IRB) members' self-evaluation on ability to conduct fairness review of clinical trial protocol with presence of conflict of interest and from investigators and IRB members on financial conflict of interest through surveying. Methods: IRB members and researchers in 9 different hospitals were asked to answer survey questions via email. Results: Responders were 115 personnel (IRB Chair/vice 18, medical member 30, non-medical member 28, and researcher 39) from 9 centers. Compared to IRB medical members, IRB chair/vice respondents scored higher with statistically significance on 10 point scale (8.44±1.381 vs. 7.30±1.685, p=0.005) when asked to self-evaluate fairness reviewing a protocol proposed by an investigator from the same department and a protocol from the company that supports the scientific committee of responders. When reviewing a protocol proposed by a hospital director, non-medical members scored statistically significantly higher than medical-members (7.47±1.76 vs. 8.07±2.70, p=0.034). When asked about the limitation of labor fee for principal investigator on phase 3 Human clinical trials of the Investigational new drug, while the responses range was wide, 60% answered that labor cost of principal investigator should be less than 30% of total budget for clinical trials with a budget of 100 million won. 51.3% answered that there is no need to disclose the labor cost of the principal investigator in the consent form. Since every investigator can be influenced unconsciously by conflict of interest, the answer that 'responder agrees that there is need for management' was the most chosen answer (IRB member 61.8%, investigator 64.1%, multiple answers allowed). Conclusion: Considering scores on questions of fairness by IRB members were between 7.23-8.56 on scale of 0 to 10 point when IRB members were asked about reviewing a clinical trial protocol, it cannot be said with absolute certainty that there is no issue regarding fairness in the review process. Therefore, there should be more ways to safeguard fairness for these issues. There is a need that the disclosure amount of honorarium from sponsor should be lower than 100 million Korean won. Considering the results of the survey in which respondents expressed their thoughts, it is likely that more education on the concept of conflict of interest is needed.
Background: Conflict in the medical world in 2020 led to the rejection of the national examination for doctors. This study explained the process until the end of the national test refusal situation triggered in 2020 through the signaling game theory. The government has succeeded in requiring medical students to take the national exam. Methods: To explain the rejection of the national examination, we first compose and show an example of two small non-signaling games where medical students know which type the government is of, then combine them to play a signaling game. Results: The behavior of the government and medical students was examined through the signaling game model. In the context of the coronavirus disease 2019 (COVID-19) pandemic, the government makes an ultimatum, whatever the type. And the medical students accept it. They judged that the government could not be expected to abolish the policy. If COVID-19 had not occurred, medical students would have been able to continue the confrontation. Conclusion: The government instilled in the other party the perception that the government would not bend its policies because it was the surly type and would not be afraid of a strong confrontation. Through the image created in this way, the government was forced to accept the ultimatum by medical students. Academically, this study is to deal with the policy-making process through the signaling game theory. In the area of health care policy, this study suggests that various situations such as the type of government or the spread of COVID-19 can become important in addition to the rationality of the policy itself.

This study investigated the status and problems of the post-project environmental management for development projects and suggested improvements of the system to achieve effectiveness for the system of the sea area utilization consultation. The post-project environmental management has had several problems such as the neglect of implementations and checks for the consultation items, the lack of actions and notifications of results, the absence of awareness and expertise of the post-project environmental management. In addition, although it is very important to verify results of actual change and modelling of marine environment before and after the projects, the marine environmental monitoring and assessment have been perfunctorily carried out. Thus, for the improvements of the post-project environmental management to the system of the sea area utilization consultation, it is extremely necessary for related stakeholders to raise awareness of the post management and implement it faithfully, and establish the post management system for conflict resolution and enforce sanctions and accountability against executory items. Furthermore, it should establish systematic monitoring system of marine environmental impact survey.
This study applies the concepts of sociotechnical theory and role theory in order to verify the effects of stress (that is, technostress) created from information and computer technology (ICT) concerning role stress and performance. We suggest diverse perspectives concerning the elements leading to technostress along with the stress-creating process of ICT among organizational members. The following four major hypotheses are proposed: (1) Technostress is positively related to role stress (e.g., conflict and overload of roles), adverse psychological outcomes, and adverse IS use related outcomes, (2) Role conflict is positively related to adverse psychological outcomes and adverse IS use related outcomes, (3) Role overload is positively related to adverse psychological outcomes and adverse IS use related outcomes, and (4) Innovation support will play as a moderator between technostress, roles tress, adverse psychological outcomes and adverse IS use related outcomes. A partial least square (PLS) with data gathered data from ICT users of organizations was used to verify the proposed hypotheses. The results supported our claims excluding the hypothesis associated to the relationship between technostress and role stress. We suggest a theoretical implication based on the verification of technostress related to the current concept of stress experienced by individuals within organizations. We also propose that a practical implication concerning the opposite effect of technostress, can be utilized as a method of reducing role stress, and suggests a diagnostic tool for assessing the degree of technostress within organizations.

The purpose of this paper is to analyze the problems and the sources of defective products and draw improvement plans in a small plastic boat manufacturing process using TOC (Theory Of Constraints) and statistical analysis. TOC is a methodology to present a scheme for optimization of production process by finding the CCR (Capacity Constraints Resource) in the organization or the all production process through the concentration improvement activity. In this paper, we found and reformed constraints and bottlenecks in plastic boat manufacturing process in the target company for less defect ratio and production cost by applying DBR (Drum, Buffer, Rope) scheduling. And we set the threshold values for the critical process variables using statistical analysis. The result can be summarized as follows. First, CCRs in inventory control, material mix, and oven setting were found and solutions were suggested by applying DBR method. Second, the logical thinking process was utilized to find core conflict factors and draw solutions. Third, to specify the solution plan, experiment data were statistically analyzed. Data were collected from the daily journal addressing the details of 96 products such as temperature, humidity, duration and temperature of heating process, rotation speed, duration time of cooling, and the temperature of removal process. Basic statistics and logistic regression analysis were conducted with the defection as the dependent variable. Finally, critical values for major processes were proposed based on the analysis. This paper has a practical importance in contribution to the quality level of the target company through theoretical approach, TOC, and statistical analysis. However, limited number of data might depreciate the significance of the analysis and therefore it will be interesting further research direction to specify the significant manufacturing conditions across different products and processes.

The Japanese fishery management system has been established on the basis of various experience accumulated over many years. The fishery management system in Japan, one of the oldest fishery management systems in the world, is aimed at ensuring comprehensive utilization of the water surface and developing fishery productivity, by giving protection of the breeding environment of aquatic animals and plants, enabling the appropriate use of fishery grounds, preventing and solving disputes over fishery grounds and making other fishery adjustments. Japanese Fishery Law has been changed largely into (1) The Feudal Era(to 1900), (2) The Oldest Fishey Law(1901~48), (3) Current Fishery Law(1949 to present). Japanese fishery legislation is designed as a single package combining coastal, offshore and distant-water fisheries. During the period of the old fishery law, numerous conflicts arose over the joint use of fishing grounds and fish stocks. Such conflicts occurred among users of the same gear as well as between users of different gears or of different sizes of fishing craft. Large scale conflict sometime occurred between neighbouring fishing communities due to a lack of fairness in principle and coordination in practice. Therefore, the new fishery law enacted in 1949. This law was designed primarily to realize the most effective and rational use of fishing grounds and fishery resources, the basic philosophy being that, through democratic organization by fishermen themselves, productivity would be stimulated and incomes and living standards eventually improved. Nowadays, Community Based Fisheries Management through democratic organization by fishermen themselves have to enforce at coastal fisheries. This Community Based Fisheries Management manage to fishery resources by fishermen themselves and harvest in collaboration with that resources. Therefore, this paper is intended to briefly to describe the entire system and the historical development of Japanese fishery legislation in order to assist in reform of our country fisheries management regime.
This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.
