The National Archives of Korea (NAK) operates the NAK Portal as a record search system. However, user search satisfaction is too low, and the number of visitors to the portal is gradually decreasing. This study identifies the portal's issues, proposes feasible improvements, and constructs a pilot system to validate the solutions. The preliminary assessment revealed six major issues, such as poor search tool performance and the lack of consistency in search results. After clarifying the improvement measures, a pilot system was established and compared with the National Records Portal. The evaluation showed significant performance improvements in the pilot system, such as Precision, Recall, and Mean Reciprocal Rank (MRR).

The ultimate record management's purpose is preservation and utilization. However, the National Archives of Korea (NAK)s Portal has problems such as search system aging and search tools dualization. As a result, the users' search satisfaction is not satisfied, and the improvement demand increases. This study aimed to evaluate the NAK's search quality as a preliminary study for NAK search system advancement. To this end, we analyzed the current status of CAMS and NAK's Portal. Then, we established the test sets and evaluated the NAK's Portal quality from the user's point of view. Evaluation results were analyzed using Precision, Recall, F-score, and MRR. The analysis results showed that the overall search performance was low, particularly in the "advanced subject search," which showed low performance in Precision, Recall, and MRR. Thus, improvement is urgently needed. The test sets established for this study are expected to be used as a basis for objectively measuring the improvement of the search performance after the NAK search system advancement.

This study investigated the perception and experience of users who visited in Seoul office of the National Archives, a branch of the National Archives of Korea(NAK). For collecting data, the study utilized the Researcher Survey Toolkit developed by Archival Metrics Project and revised the questionnaire to reflect services of NAK. Questionnaires completed by 47 users were collected and analyzed, and interviews with one survey respondent and two staff were performed. It was found that the purpose of the visit is mostly to identify records that prove land ownership of users' ancestors. Types of records frequently used were also those concerning lands and forests. User feedback on the staff was generally positive, and users perceived them to be helpful and kind. However, there was an opinion that the staff did not provide accurate information about whether NAK hold records that the user wanted to find. The staff also said that it was challenging to confirm where requested records are located when providing services for users. User evaluation on the usefulness and the ease of use of NAK portal services was not very positive, and it was perceived to be very inconvenient to search in the portal. Overall, users were satisfied with the services of NAK, although some users suggested that services need be provided efficiently, and NAK must clarify the criteria for the non-disclosure of public records.

This paper deals with the four aspects of the acquisition, construction and common use of modern and post-modern document DB in the NAK, NIKH, and AKS. First, The concept of Korean regional history includes provincial history, local history and regional history and as far as modern and post-modern history is concerned, the concept of regional history is on expansion. Second, National Archives of Korea has been systematically collecting and managing modern and post-modern regional history records in compliance to Public Institutes Records Management Law, enacted in 1999 and currently is in charge of handling public records of 373 central government administration offices, 514 regional government offices, Office of Education, universities and of other public agencies. National Institute of Korean History is working on a ten year project from 2004 to collect the scattered modern and post-modern regional history records and to classify them regionally and thematically. The Academy of Korean Studies has been collecting modern and post-modern regional history records and collection was initiated by Modern History Research. Those records that are collected from 1997 and 2005 are mainly from the liberation period. Third, characteristics of Central Archives Management System and Nara Records Portal System of NAK, Korean History Database System of NIKH and of The AKS' Korean Provincial Culture Electronic Encyclopedia are elaborated. Fourth, establishing 'Modern and Post-modern Regional History Records Council' as an affiliated organization of National Archives Management Committee is recommended, NAK leading the council and promoting further cooperation. In this section, an emphasis on allotted tasks of three institutes in order to achieve technology development for digitalized resource sharing, to improve on contents and to promote public and international use is placed as well.

A significant number of studies have been conducted on user perceptions of archive and record contents for the National Archives of Korea (NAK) and local record centers in the field of archives and records management in Korea. Yet, there has not been such a research on the use of digital archive contents designed for contents creation. Accordingly, this study investigated user perceptions of the use of the contents on the Korea Creative Content Agency (KOCCA)'s Culturing archive designed for creation purposes. A survey was conducted, examining the user's degree of interests, the expected user preference of the use and the expected extent of help by the contents of the archive. For the analyses of the survey data, this study performed one-way ANOVA for the comparative analyses of the means related to the subjects' general characteristics and the perceptions, along with cross-tabulation analyses for the association among the same items and nominal variables related to perceptions. On the basis of these analyses, this study suggests the following: ① to supplement the contents of the archive; ② to design customized interfaces and to enhance the readability; ③ to reinforce site PRs for large portal sites and creators' groups.
