저품질의 데이터는 데이터양이 증가함에 따라 조직의 시스템 관리비용을 증가시키는 문제점을 야기 시킨다. 이에 KISTI에서는 고품질의 데이터 확보를 위해 데이터 품질관리 활동을 수행하고 있다. 본 논문에서는 국가과학기술지식정보서비스(NTIS)에서 다루고 있는 국가R&D정보에 대한 데이터표준 관리시스템에 대하여 알아본다. 구축된 시스템 활용을 통하여 일관성 있는 데이터 표준관리가 가능할 것으로 기대한다.

데이터가 기업 및 기관 활동의 중요한 자산으로 인식이 높아지고 있지만 저 품질 데이터로 인한 막대한 손실과 비용의 증가는 큰 문제가 되고 있다. 본 논문에서는 교육과학기술부와 KISTI에서 2007년부터 범부처 차원에서 수행중인 국가R&D 정보자원의 데이터 품질관리를 위해 각 부처와 협의하고 수행해 온 국가R&D 데이터 품질관리 체계 수립과 포털 사이트 구축에 관하여 알아본다. 범부처 국가R&D정보 자원의 데이터 품질관리체계 수립과 범부처 적용 지침 및 가이드라인 제시를 위해 NTIS사업단 및 15개 부처(16개 대표전문기관)의 실무팀장 및 DB 관리자 중심으로 총 33명의 설문을 실시하여 품질관리체계 현황을 조사 분석하였다. 또한 부처(기관)별로 국가R&D표준정보 데이터품질 지표 마련과 주기별 데이터 품질 및 개선도 자체점검을 지원하기 위해, 데이터 점검기준과 절차를 마련하고 이를 기반으로 부처(기관)와 협력하여 데이터품질 점검을 기반을 마련하였다. 이렇게 마련된 품질관리체계와 프로세스를 지원하기 위한 자동화 솔루션을 운영하고자 본 논문에서는 NTIS 데이터 품질관리 체계 및 프로세스, 기능이 통합된 웹 포털 구축에 대해서도 알아본다.

국가과학기술지식정보서비스(NTIS)는 현재 15개 부처 청 16개 대표전문기관 및 8개 성과물전담기관으로 부터 데이터를 연계수집 및 통합하여 공동 활용하고 있다. NTIS가 상기와 같은 분산 환경에서 데이터를 통합한 후 서비스를 제공하고 있는 이유로 인해, 데이터를 제공하는 각 기관에서는 데이터 제공과 관련 하드웨어, 소프트웨어 및 제공대상 데이터에 대한 상세정보를 실시간으로 모니터링할 수 있는 기능을 요구하였다. 본 논문에서는 이러한 요구사항을 충족시키기 위해 개발한 정보연계모니터링(Real-time Monitoring: ReMon) 서비스를 소개한다. ReMon서비스를 활용함으로써 분산 환경에서의 데이터 통합을 실시간으로 모니터링할 수 있으며, 나아가 국가R&D정보의 수집 및 공동 활용체계를 개선시키는 데에 기여하였다.

On the point of data quality management, data quality is influenced by quality policy, quality organization, business process, and business rule. Business rules, guide of data manipulation, have effects on data quality directly. In case of building an integration database among distributed databases, defining business rule is more important because data integration needs to consider heterogeneous structure, code, and data standardization. Also data value has various figures depended on data type, unit, and transcription. Finally, database structure and data value problem have to be solved to improve data quality. For handling them, it is needed to draw database integration model and cleanse data in integrated database. NTIS(stands for National science and Technology Information Service) has an aim to serve users who need all information about national R&D by internet, and for that aim, it has a integrated database which has been made with several database sources. We prove that database integration model and data cleansing are needed to build a successful integrated database through NTIS case study.

본 논문에서는 연구회 관점에서 출연(연) R&D정보에 대한 종합적인 입수관리 및 서비스에 대한 요구에 부응하기 위해서 연구회R&D정보서비스(KRCF-RND)를 설계하고 구현하였다. NTIS의 표준체계 및 관련도구를 적용함으로써 연구회 중심의 데이터 입수/관리의 체계를 견고히 하였다. 정보관리를 위해서 국가R&D정보표준에 근간하여 174개의 연구회 관리항목을 정의하였고, NTIS 표준코드를 이용하였다. 관리시스템에는 NTIS의 부가서비스인 기관이형명관리서비스와 연구성과검증서비스를 적용하였다. NTIS의 표준 정보연계 방식을 적용함으로서 기초기술연구회 소관 13개 출연(연)의 국가R&D정보에 대한 실시간적인 데이터 연계를 구현하였다. 입수된 데이터에 대해서 38개 경영 및 성과지표의 형태로 서비스를 제공하였다. 본 시스템의 구축은 연구회 차원의 객관적인 기관평가, 효율적인 정보의 공동활용, 성과활용의 극대화를 위한 기반마련에 의의를 둘 수 있다.

국가R&D정보표준은 과학기술기본법 제7조 및 동법 시행령 제41조에 의거하여 국가R&D정보의 체계적인 수집 연계 및 공동활용 기반구축 등에 활용하고자 범부처 차원에서 국가R&D사업 현황파악, 종합조정, 공동활용하기 위한 필요 최소한의 정보를 공유 활용하기 위한 표준정보이다. 2007년 8월 과학기술관계장관회의에서 341개의 항목으로 구성된 국가R&D정보표준이 제정되었고, 2009년 7월 국가과학기술위원회 운영위원회에서 340개의 항목으로 개정되었다. 본 논문에서는 국가R&D정보표준의 2009년 7월 개정내용과 그에 따른 데이터 모델링 결과를 제시함으로써, 15개 부처 청 14개 대표전문기관 및 연구관리기관 업무 담당자들과 R&D종사자들에게 NTIS에서 수집 공유 활용되는 국가R&D정보에 대한 이해와 활용을 증진시키고자 한다.

A currently domestic governmental R&D business is early to 100. And this is each managed individually in 15 professional organizations of research and management by characteristics of a business. For this Reason, A redundant investment issue regarding national R&D occurs, and an issue regarding efficiency of R&D investment by insufficiency of systematic R&D research project and result management is continuously raised. Ministry of Education Science and Technology establishing National Science & Technology Information Service(NTIS) in order to solve these issues. NTIS is the national R&D Portal System which can support efficiency of research and development to result utilization in planning of national research and development. In this paper We consider integrated DB constructions and Information Linking of R&D Participants/Projects/Results information in a NTIS system for data quality Improvement. and then We analyze the cause of the data quality problem, and we propose the improvement plan for data quality elevation of NTIS system.

국가과학기술지식정보서비스(NTIS)는 국가 R&D와 관련된 과제, 성과, 인력, 시설 장비, 기술산업 정보에 대해 이용자에게 통합검색서비스를 제공한다. 이용자는 질의어를 입력하여 원하는 정보를 선별하게 되고, 한 건의 상세 메타정보 및 원문을 검색서비스의 최종 목적지로 삼는다. 이 때 이용 중인 정보와 유사한 다른 유형의 R&D 정보를 함께 제공한다면 이용자의 검색 및 탐색노력을 줄임으로써 정보획득의 요구를 쉽게 충족시킬 수 있다. 본 논문에서는 국가 R&D 정보의 메타데이터와 검색엔진의 부스팅 기법을 이용하여 이종 정보간 유사문서 검색 방법에 대해 논한다. 이는 이용자가 원하는 정보를 서비스 최종 화면(메타 상세보기)에서 제공함으로써 검색 서비스의 효율성을 증대시킨다.

본 연구는 기업 간 협력과 경쟁력 강화를 위한 특허 기반 유사 기업 추천 모델을 제안한다. 제안 모델은 특허 데이터와 한국표준산업분류(KSIC) 정보를 활용하여, 특허 정보를 기반으로 기업 간 유사성을 평가하고 유사한 기업을 추천한다. 제안 모델은 특허 초록 정보와 한국표준산업분류를 사용하여 기술 측면에서 기업별 특성을 고려한 기업 대표 벡터를 생성한다. 또한, 기업의 특허 수를 고려하여 정확한 유사기업 추천을 제공합니다. 제안 모델은 기업들이 협력 파트너를 찾고 새로운 비즈니스 기회를 모색하는 데에 도움을 줄 수 있으며, 현재는 NTIS(www.ntis.go.kr)의 분류기반 특허분석 서비스에서 사용 중이다.
