A Study on the Disputes Settlement Clause in the Defense Procurement Contracts (국방조달 계약에서의 분쟁해결 조항에 관한 연구)

  • The term of defense procurement is used indifferently from defence acquisition. It consists of two sectors : domestic defense procurement and foreign defense procurement. For efficient and transparent defense procurement, Defence Acquisition Program Law in Korea suggests some principles including the purchase of domestically manufactured munitions in the first instance, and the Defense Acquisition Program Administration(DAPA)'s direct procurement of munitions, etc. By reviewing the characteristics, process, current situation and model contracts of defense procurement, it is found that domestic procurement contracts only propose the legal approach instead of arbitration and foreign procurement contracts suggest confusedly both the legal approach and arbitration for amicable disputes settlement. Therefore, it is quite recommended for arbitration organizations such as the Korean Commercial Arbitration Board(KCAB), the Korean Arbitrators Association(KAA), and the Korean Association of Arbitration Studies(KAAS) to foster a variety of strong awareness campaign, education and consulting programs, etc. for the popular use of arbitration clause. It will contribute to settle any disputes and controversies between the parties more speedy, economically and rationally, thereby reducing the costs, time and pains for solving them.

GPS/INS Integrated Navigation Systems Design for Spinning Smart Munitions (회전하는 지능 포탄의 GPS/INS 통합 항법 시스템 설계)

  • Since GPS receivers and INS algorithms do not work properly in the spinning vehicles due to change of the GPS signal and excess of the measurement limitation of the gyroscope, conventional GPS/INS integrated navigation systems do not provide accurate navigation outputs. This paper proposes a design method for GPS/INS integrated navigation systems of spinning vehicles. A special GPS receiver with a signal tracking loop for changed GPS signal caused by spinning and an INS with a roll estimation method are configured and the conventional integration filter is combined. The proposed method was verified through comparison of the navigation results. The result of the proposed method for the spinning vehicle was similar to that of the conventional navigation system without spinning.

  • A soft recovery system (SRS) is a device that stops a high speed projectile without damaging the projectile. The SRS is necessary to verify the shock resistant requirements of microelectronics and electro-optic sensors in smart munitions, where the projectiles experience over 20,000 g acceleration inside the barrel. In this study, a computer code for the performance evaluation of a SRS based on ballistic compression decelerator concept has been developed. It consists of a time accurate compressible one-dimensional Euler code with use of deforming grid and a projectile motion analysis code. The Euler code employs Roe's approximate Riemann solver with a total variation diminishing (TVD) method. A fully implicit dual time stepping method is used to advance the solution in time. In addition, the geometric conservation law (GCL) is applied to predict the solutions accurately on the deforming mesh. The equation of motion for the projectile is solved with the four-stage Runge-Kutta time integration method. A small scale SRS to catch a 20 mm bullet fired at 500 m/s within 1,600 g-limit has been designed with the proposed method.

  • For optimizing the operation plan when strike packages attack multiple targets, this article suggests a new mathematical model and a parallel hybrid genetic algorithm (PHGA) as a solution methodology. In the model, a package can assault multiple targets on a sortie and permitted the use of mixed munitions for a target. Furthermore, because the survival probability of a package depends on a flight route, it is formulated as a mixed integer programming which is synthesized the models for vehicle routing and weapon-target assignment. The hybrid strategy of the solution method (PHGA) is also implemented by the separation of functions of a GA and an exact solution method using ILOG CPLEX. The GA searches the flight routes of packages, and CPLEX assigns the munitions of a package to the targets on its way. The parallelism enhances the likelihood seeking the optimal solution via the collaboration among the HGAs.

  • To understand current status for the utilization of Korean military specifications(KDS) and other standards/specifications in munitions companies, we have surveyed 150 companies mainly related with electrical and electronic industry. Most of the companies have expected that the harmonization of KDS and KS would bring a positive effect on their business, especially from the point of quality control, productivity increase, the reduction of expenditure for standard management and so on. This survey result will help to build more user-friendly management system for KDS as well as KS.

  • This paper studies the method of delivering munitions using both drones and UGVs that are developing along with the 4th Industrial Revolution. While drones are more mobile than UGVs, their loading capacity is small, and UGVs have relatively less mobility than drones, but their loading capacity is better. Therefore, by simultaneously operating these two delivery means, each other's shortcomings may be compensated. In addition, on actual battlefields, time constraints are an important factor in delivering munitions. Therefore, assuming an actual battlefield environment with a time limit, we establish delivery routes that minimize delivery time by operating both drones and UGVs with different capacities and speeds. If the delivery is not completed within the time limit, penalties are imposed. We devised the hybrid genetic algorithm to find solutions to the proposed model, and as results of the experiment, we showed the algorithm we presented solved the actual size problems in a short time.

  • A successful store separation analysis tool, MSAP(Multi-body Separation Analysis Program) has been applied to F/A-18C/JDAM CFD Challenge Ⅱ. The challenge was devised to challenge CFD community to use CFD methodologies to predict and match the trajectory of a JDAM MK-84 separating from F/A-l8C. Trajectory simulations for two flight conditions were performed. Comparison between computed and measured flight trajectories for both conditions shows a good agreement.

  • When the ICM is fired in the artillery weapon, it is necessary to determine rounds of munitions for sufficient damage to targets of different sizes and shapes. This paper analyzes all kinds of delivery errors involved in ICM firing, and then develops the target coverage model appropriate for ICM salvos. This model is evaluated through computer simulation. The expected target coverage is measured according to number of salvos, range and probable error, velocity error, battery arrangement, target size, and shell reliability respectively.

A Study on the Application Method of Munition's Quality Information based on Big Data (빅데이터 기반 군수품 품질정보 활용방안에 대한 연구)

  • Due to the expansion of data and technical progress in the military industry, it is important to extract meaningful information for assuring quality and making policies. The analysis of trends and decision making based on big data is helpful for increasing productivity in business and finding new business opportunities. We propose an application to collect reliable quality information for munitions and build a big data platform for using the accumulated information and numerical data. We verified the proposed platform using the Test Report Information Service (TRIS) system and suggest a method that utilizes unstructured and semi-structured data accumulated by TRIS. Thus, we expect that the proposed platform will help in building infrastructure for military data, making efficient strategies, and analyzing trends for assuring munitions quality.
