Comparison of streamflow runoff model in Korea for applying to reservoir operation (저수지 운영을 위한 한국 하천 유출 모형의 비교)

  • To evaluate the applicability of inflow runoff model to reservoir operation in Korea, DAWAST model and TPHM model which are conceptual lumped daily runoff model and were developed in Korea, were selected and applied to simulate inflows to Daecheong multipurpose dam with watershed area of 4,134 $km^2$, and water storages in Geryong reservoir with watershed area of 15.1 $km^2$ and total water storage of 3.4 M $m^3$. Evaluating inflows on an yearly, monthly, ten-day, and daily basis, inflows by DAWAST model showed balanced scatters around equal value line. But inflow by TPHM model showed high in high flows. Annual mean water balance by DAWAST model was rainfall of 1,159.9 mm, evapotranspiration of 622.1 mm, and inflow of 644.6 mm, from which rainfall was 104.8 mm less than sum of evapotranspiration and inflow, and showed unbalanced result. Water balance by TPHM model showed satisfactory result. Reservoir water storages were shown to simulate on a considerable level from applying DAWAST and TPHM models to simulate inflows to Geryong reservoir. But it was concluded to be needed to improve DAWAST and TPHM model together from imbalance of water balance and low estimation in high flow.

  • The dam operation system of KOWACO for flood control doesn't have capability to account for the downstream hydrologic conditions and any feasible index to decide the pre-release from the forecasted rainfall and inflow. In this study, a dam operation model for flood control was developed to account for the flood flow condition of its downstream to give users the dam release schedules. Application test of EV ROM to Keum River showed that EV ROM is superior to the Rigid ROM and Technical ROM which are currently used by KOWACO. EV ROM developed in this study provides a release schedule accounting for the cumulative lateral flow hydrograph at the downstream control points where the discharge does not depend only on the dam operation. but also on lateral inflow from the tributaries. In order to reduce the peak discharge at the control points, it suggests the preliminary release during the early rising phase of the predicted hydrograph, holding the flood flow inside the dam during a peak phase, and afterward resuming the release. Three case studies of flood control by the operation of Daechung Multipurpose Dam in Geum River Basin show that the EV ROM is superior to the Rigid ROM and Technical ROM. This must be due to its nature to account for the downstream flow condition as well as the inflow and water level of the dam. It was also conceived that further case studies of EV ROM and more accurate rainfall prediction would improve the dam operation for flood control.ontrol.

  • For a stable water supply, it is necessary to consider the present unusual change in the weather, seasonal variation of water use, and the frequency and duration of low flow. Therefore, in this study, a theoretical background of specific probability distribution type and the reliability of frequency analysis for the time series of low flow data was investigated and programmed to support the operation of multipurpose dam.

Evaluating the economic benefit of diverse drought mitigation strategies for Korean reservoir systems based on simulated inflow sequences (유입량 모의 기법을 활용한 국내 다목적댐 가뭄 대책의 경제적 효과 평가)

  • Recently, South Korea has been making efforts to mitigate the risk of water scarcity during droughts by utilizing various drought response measures in dam operations. While various studies have been conducted on this topic, there is currently a lack of research on the economic effects of drought response measures. In this study, we evaluated the economic effects of drought response measures on nationwide multipurpose dams by using a long-term simulated inflow model based on ARIMA and Copula and a dam operation model that reflects drought response measures. The results showed that the expected benefits per unit flow rate were highest for coordinated operation and alternative water supply measures, at KRW 1,176 and KRW 1,139, respectively, while the benefits of emergency water supply utilization and water supply adjustment were estimated at KRW 956 and KRW 875, respectively. Additionally, when we examined the changes in the economic benefits of drought response measures based on the assumption of increased drought severity in the future, the changes in the drought risk resulting from reduced inflow increased the economic benefits of all drought response measures. The economic benefits of water supply adjustment increased by 2.6% compared to the baseline, while the economic benefits of coordinated operation and alternative water supply measures increased by 11.7% compared to the baseline. This suggests that dam-network-based measures, such as coordinated operation and alternative water supply measures, are crucial as drought risk increases. This study is expected to serve as a fundamental reference for selecting and utilizing drought response measures in the future.

Real-Time Forecasting of Flood Discharges Upstream and Downstream of a Multipurpose Dam Using Grey Models (Grey 모형을 이용한 다목적댐의 유입 홍수량과 하류 하천 홍수량 실시간 예측)

  • To efficiently carry out the flood management of a multipurpose dam, two flood forecasting models are developed, each of which has the capabilities of forecasting upstream inflows and flood discharges downstream of a dam, respectively. The models are calibrated, validated, and evaluated by comparison of the observed and the runoff forecasts upstream and downstream of Namgang Dam. The upstream inflow forecasting model is based on the Grey system theory and employs the sixth order differential equation. By comparing the inflows forecasted by the models calibrated using different data sets with the observed in validation, the most appropriate model is determined. To forecast flood discharges downstream of a dam, a Grey model is integrated with a modified Muskingum flow routing model. A comparison of the observed and the forecasted values in validation reveals that the model can provide good forecasts for the dam's flood management. The applications of the two models to forecasting floods in real situations show that they provide reasonable results. In addition, it is revealed that to enhance the prediction accuracy, the models are necessary to be calibrated and applied considering runoff stages; the rising, peak, and falling stages.

In Korea, the territory has east high west low type and the rainfall is concentrated in the summer season. A nation having these topography and precipitation condition like Korea has to basically needs support of hardware alternatives. However, the right places decrease gradually and the resistance of the public opinion for national water resources policy stiffens gradually. The climate change has an effect in water resources fields and has a close relation. In the present study, therefore, future inflow of Miryang multipurpose dam basin is estimated by using SWAT model applied RCP 4.5 and 8.5 scenarios of "Korea Meteorological Administration" and considering the results, the future direction is purposed to operate the dam. As a result, the rainfall pattern is changed from traditional peak form to flat form. The dam operation rule in accordance with changing precipitation pattern has to be modified from the conventional operation rule and a new plan has to be established to meet a situation.

Comparative Study of Data Preprocessing and ML&DL Model Combination for Daily Dam Inflow Prediction (댐 일유입량 예측을 위한 데이터 전처리와 머신러닝&딥러닝 모델 조합의 비교연구)

  • 본 연구에서는 그동안 수자원분야 강우유출 해석분야에 활용되었던 대표적인 머신러닝&딥러닝(ML&DL) 모델을 활용하여 모델의 하이퍼파라미터 튜닝뿐만 아니라 모델의 특성을 고려한 기상 및 수문데이터의 조합과 전처리(lag-time, 이동평균 등)를 통하여 데이터 특성과 ML&DL모델의 조합시나리오에 따른 일 유입량 예측성능을 비교 검토하는 연구를 수행하였다. 이를 위해 소양강댐 유역을 대상으로 1974년에서 2021년까지 축적된 기상 및 수문데이터를 활용하여 1) 강우, 2) 유입량, 3) 기상자료를 주요 영향변수(독립변수)로 고려하고, 이에 a) 지체시간(lag-time), b) 이동평균, c) 유입량의 성분분리조건을 적용하여 총 36가지 시나리오 조합을 ML&DL의 입력자료로 활용하였다. ML&DL 모델은 1) Linear Regression(LR), 2) Lasso, 3) Ridge, 4) SVR(Support Vector Regression), 5) Random Forest(RF), 6) LGBM(Light Gradient Boosting Model), 7) XGBoost의 7가지 ML방법과 8) LSTM(Long Short-Term Memory models), 9) TCN(Temporal Convolutional Network), 10) LSTM-TCN의 3가지 DL 방법, 총 10가지 ML&DL모델을 비교 검토하여 일유입량 예측을 위한 가장 적합한 데이터 조합 특성과 ML&DL모델을 성능평가와 함께 제시하였다. 학습된 모형의 유입량 예측 결과를 비교·분석한 결과, 소양강댐 유역에서는 딥러닝 중에서는 TCN모형이 가장 우수한 성능을 보였고(TCN>TCN-LSTM>LSTM), 트리기반 머신러닝중에서는 Random Forest와 LGBM이 우수한 성능을 보였으며(RF, LGBM>XGB), SVR도 LGBM수준의 우수한 성능을 나타내었다. LR, Lasso, Ridge 세가지 Regression모형은 상대적으로 낮은 성능을 보였다. 또한 소양강댐 댐유입량 예측에 대하여 강우, 유입량, 기상계열을 36가지로 조합한 결과, 입력자료에 lag-time이 적용된 강우계열의 조합 분석에서 세가지 Regression모델을 제외한 모든 모형에서 NSE(Nash-Sutcliffe Efficiency) 0.8이상(최대 0.867)의 성능을 보였으며, lag-time이 적용된 강우와 유입량계열을 조합했을 경우 NSE 0.85이상(최대 0.901)의 더 우수한 성능을 보였다.

  • The objective of this study is to investigate the feasibility of the developed Fuzzy control techniques in dam operation. The simulated results for the 1984, 1990, and 1995 flood events are compared with historical operation results in the view of flood control and disaster prevention. The three models developed in this study determine the outflows based on the two conditions the first one is to consider only two inputs such as reservoir water level and inflow, for operation of the existing situations, the second one is that the possible maximum discharge from each dam does not exceed the allowable design maximum discharge for disaster prevention in downstream area. As the results, it was shown that the suggested models based on Fuzzy control technique could reduce both the peak water level and the maximum peak discharge compared with the historical operation results.

  • This study is on the gate operation of dams, which are for the hydropower and multipurpose in Han River Basin, considering the safety under the emergency. The results of the study on the safety of dams in Han River Basin associated with the gate operation of dams against the design flood flow and the combined inflow are as follows; 1) The empirical formula (1) can be used for gate operation with the informations of reservoir's water level and the inflow. 2) The applicability of the multiple regression formula (2) among the gate opening area, inflow, water level, and outflow is assured. 3) From the safety analysis of dams for the emergency by the procedures developed in this study, six dams are safe except Soyanggang, Euiam, and Cheongpyung Dam, but the above three dams can be safe with the lowering of the starting water level of gate opening by the pre-discharges.

Improvement of Water Supply Capability of the Nakdong River Basin Dams with Weirs (보를 포함한 낙동강 다목적댐 용수공급능력 개선에 관한 연구)

  • This study sought to reevaluate the water supply capacities of the Nakdong river dams, and identify measures to remedy any shortages using weirs, focusing on 5 multipurpose dams and 8 weirs. The reevaluation of the dams was performed by the HEC-5 program using the original design criteria and inflow data recorded for each dam. The results show that the capacities of the 3 dams has decreased to 73~87%. Three simulations were performed to determine the effect of coordinating the dams and weirs. The first simulation was based on individual operation of the dams; the second on coordinated operation of the dams; and the third on coordinated operation of the dams and weirs. To obtain a water supply reliability of 95%, the annual water shortage was calculated for a 20-year period (1992~2011). In addition, long-term runoff simulation data used in the national river basin investigation by the Ministry of Land, Infrastructure and Transportation were used with the dam discharge data, because long-term inflow data for the weirs were not available. The simulations were performed by the HEC-ResSim program, with the reservoir network divided into 2 groups based on the Waegwan water station. The results show that water supply capacity for the 3 simulations to be $2424Mm^3/yr$, $2612Mm^3/yr$ and $2734Mm^3/yr$, respectively. This indicates that coordinated operation of the dams and weirs could provide an additional water supply of $122Mm^3/yr$.
